The #USA, #Russia and #Israel don't recognize the jurisdiction of the #InternationalCriminalCourt (#ICC), The #Hague, #Netherlands.

1. Military necessity (a legitimate military objective).

2. Distinction (belligerents must distinguish between combatants and civilians).

3. Proportionality (belligerents must make sure that the harm caused to civilians or civilian property is not excessive in relation to a legitimate military objective).

4. Humanity (prohibits the use of a lawful weapon in a manner that causes unnecessary suffering).

5. Honor (chivalry or fairness and mutual respect between adversaries).
