RSPO Thailand affirms commitment to developing Sustainable Palm Oil sectorTechnologies Palm Oil Actors Call for Promotion of RSPO Certification, Aiming to Drive Regional and Global Demand for Sustainable Thai Palm Oil Products Bangkok, 25 October 2024: Thailand, the world's third-largest exporter of palm oil, is strengthening public-private partnerships to create a more sustainable palm oil industry. On Friday, October 25, 2024, the Roundtable on Sustainable Palm Oil (RSPO) held a media and stakeholder briefing to provide insights into Thailand's sustainable palm oil sector. Participants included representatives from the Thailand Alliance for Sustainable Palm Oil (TASPO), the Office of Agricultural Economics, the Ministry of Agriculture and Cooperatives and the Srijaroen Sustainable Oil Palm Production Community Enterprise Group. Thailand's sustainable palm oil production has demonstrated extraordinary growth of more than 200%, expanding from 348,027 tonnes in 2019 to 1,112,048 tonnes in 2024. This surge is centred in key southern provinces, including Surat Thani, Krabi, Chumphon, Nakhon Si Thammarat, and Phangnga. Thailand's certified sustainable palm oil (CSPO) spans an impressive 57,336 hectares, a reflection of the country's prioritisation of sustainable agricultural practices. Asanee Malampush, President of the Thailand Alliance for Sustainable Palm Oil (TASPO) and President of the Palm Oil Refinery Association highlighted that while Thailand has been exporting excess palm oil in recent years, this is mainly in the form of crude palm oil (CPO) without added value. He emphasised the need to position palm oil produced in Thailand as desirable and high-quality. "It must be sustainable, low-carbon, and fairtrade." He stressed the importance of farmers receiving a fair deal and not allowing private companies to dominate profits. Prioritising Support for Smallholders Smallholders are the backbone of Thailand's palm oil industry, accounting for about 85% of production. In Thailand, smallholders are defined as growers with less than 50 hectares (312.5 rai) of land. Thailand was the first country to establish four RSPO Certified independent smallholder groups in 2012. During the briefing, RSPO Technical Manager, Radda Larpnun noted, "Most Thai smallholders manage oil palm plantations of about 0.64 - 0.80 hectares and often lack the resources for effective management. As a result, yields are low, averaging 18.75 - 20 tons per 1 ha. This limited production and restricted access to financing and knowledge reduce their bargaining power in price negotiations and hinder their economic security." "RSPO remains committed to facilitating certification for Thai smallholders, as this is strongly aligned with the Thai government and private sector's ambitions to drive demand for high quality and sustainable palm oil products", she added. As of October 2024, RSPO Thailand's membership includes 91 groups of both small and large-scale farmers, with 34 RSPO Certified independent smallholder groups. This encompasses over 9,062 farmers, covering a certified area of 45,410 hectares. RSPO Certification provides smallholders with better access to resources, market opportunities, and premium prices for Fresh Fruit Bunches, enhancing their economic outcomes. Certified smallholder groups can achieve annual gains of up to 10.416 million Thai Baht (THB) (approximately 287,401 USD). "To encourage farmers to meet RSPO Standards, government agencies and the private sector must strengthen their support through sustainable palm oil education, facilitating group formation, and improving financial access," stated. Chaowalit Wuttipong, Chairman of the Srijaroen Sustainable Oil Palm Production Community Enterprise Group. The RSPO Smallholder Support Fund (RSSF) has provided financial assistance to help oil palm smallholders adopt sustainable practices since 2014. A total of 5,274 smallholders in Thailand have benefited, receiving 12,658,792 THB (383,101 USD). Surat Thani: A National Model for Sustainable Palm Oil Production Representing the Palm Oil National Board, Dr. Kanjana Kwanmuang, Deputy Secretary General of the Office of Agricultural Economics, Ministry of Agriculture and Cooperatives stated, "Since April 2024, the Ministry of Agriculture and Cooperatives, alongside the Ministry of Commerce and the Ministry of Industry, has been acknowledging and promoting the RSPO Standards. Our commitment extends to supporting research and development initiatives that enhance commercial value, ensuring that sustainable practices contribute to the growth and prosperity of our agricultural sector." In 2022, the RSPO and the Surat Thani Provincial Office signed a Memorandum of Understanding (MoU) to scale up Surat Thani as Thailand's model city and an innovation and technology hub for certified sustainable palm oil. Since 2022, the RSPO CSPO plantation area in Surat Thani has grown from 13,148.53 hectares to 17,246.29 hectares, a 31% increase. Certified Fresh Fruit Bunch (FFB) production has risen from 209,858.53 tonnes to 283,818.69 tonnes. RSPO Certification now spans 12 districts with 3,619 RSPO Certified farmers. RSPO aims to expand certification to oil palm plantation areas across all 17 districts of Surat Thani. Thailand aims to highlight its ongoing sustainability efforts and competitiveness in the global market at the upcoming RSPO Roundtable Conference (RT2024) on November 11-13, 2024, in Bangkok. A further 30 independent smallholder groups are set to receive RSPO Certification at RT2024. This growth reflects Thailand's commitment to elevate palm oil production standards and promote sustainability within the country's agricultural sector, aiming to improve the quality of life for farmers and communities involved in palm oil production. About RSPO: The Roundtable on Sustainable Palm Oil (RSPO) is a global partnership to make palm oil sustainable. Formed in 2004, the RSPO is a multi-stakeholder non-profit organisation that unites members from across the palm oil value chain, including oil palm producers, palm oil processors and traders, consumer goods manufacturers, retailers, banks, and investors, environmental or nature conservation non-governmental organisations (NGOs), and social or developmental NGOs. As a partnership for progress and positive impact, the RSPO facilitates global change to make the production and consumption of palm oil sustainable. To inspire change, we communicate the environmental and social benefits. To make progress, we catalyse collaboration. To provide assurance, we set the standards of certification. The RSPO is registered as an international association in Zurich, Switzerland, with main offices in Malaysia and Indonesia, and offices in China, Colombia, Netherlands, United Kingdom, and the United States.

MANILA – The Philippine National Police (PNP) will deploy thousands of policemen to enforce unified curfew hours from 10 p.m. to 5 p.m. starting Monday in Metro Manila.
PNP officer in charge Lt. Gen. Guillermo Eleazar said the deployment of additional cops aims “to address the spike in Covid-19 cases.”
“In consultation with our Chief PNP, Gen. Debold Sinas, I have ordered the deployment of additional policemen to augment the National Capital Region Police Office (NCRPO) in the implementation of uniform curfew hours in Metro Manila from March 15 to March 31, 2021,” Eleazar said.
He said the police augmentation forces will come from the Highway Patrol Group (HPG), the Reactionary Standby Support Force (RSSF) and other units that have been directed before to conduct Red Teaming operations while other personnel will be tapped as the need for more police visibility arises.
A total of 9,634 policemen from the Quezon City Police District, Manila Police District, Eastern Police District, Northern Police District and Southern Police District will also be deployed to assist to enforce the curfew, he said.
Eleazar said the deployment includes the setting up of more than 373 checkpoints in various strategic areas which will be reinforced by beat and mobile car patrollers at the barangay level.
“The mission is plain and simple: All police forces will strictly implement the Uniform Curfew Hours from 10 p.m. to 5 a.m. and will ensure that people in Metro Manila observe the minimum health safety standard protocol,” he said.
He said the strong police visibility in Metro Manila is anchored on the tried and tested formula which was implemented in Metro Manila in April last year and in Cebu City in June also last year.
Eleazar, also commander of the PNP Administrative Support on Covid-19 Task Force, assured the PNP personnel who will be deployed will be provided with maximum protection against the Covid-19.
Joint Task Force COVID Shield chief Lt. Gen. Cesar Hawthorne Binag said all cops will undergo a pre-deployment briefing to reiterate the existing policies especially from the Inter Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) and the rules on regulations on uniform curfew hours from the Metro Manila Council.
“The implementation of curfew hours is not something that is new to us, especially for the NCRPO personnel now under the leadership of Maj. Gen. Vicente Danao Jr. We have been doing this even before the Covid-19 pandemic so I expect our personnel to be fully aware and maintain the protocols that we have been observing in the implementation of curfew and at the same time, the minimum health safety standard protocols,” Eleazar said.
Eleazar also reminded PNP personnel to observe maximum tolerance, respect the people’s rights and avoid confrontation with the public.
“We will be closely monitoring your compliance,” he said.
He also urged the public to prevent unnecessary confrontation and spare themselves from arrest by respecting the rules on observance of the minimum health safety standard protocols and the authorities that are enforcing these protocols.
“The keyword here is respect if we know how to respect one another, I assure you of smooth curfew implementation. Let us always bear in mind that your PNP is not the enemy here, our common enemy is the coronavirus and it takes our cooperation to contain the spread of the virus,” he added.
For the information of the public and to avoid confusion in the implementation of the uniform curfew hours, Eleazar said exempted from the implementation of the curfew hours are:
-- Medical practitioners, nurses, ambulance drivers and other workers of medical facilities while on their way to and from work; -- Attendants of other persons dealing with an emergency medical situation; -- Persons who are obtaining emergency medical assistance for themselves or for other persons; -- Drivers of delivery trucks while on their way to deliver essential goods/products; -- Owners, vendors and other persons involved in the transport and delivery of essential goods; -- Private employees such as call center agents while on their way to and from work; -- Construction workers while on their way to and from work; -- Media practitioners while performing their job; -- Persons who are travelling to or from airport prior to or after a flight; -- Drivers of private transportation used as shuttle services while on their way to and from work; -- Members of Law Enforcement Agencies (LEAs), including Armed Forces of the Philippines, Philippine Coast Guard, Bureau of Fire Protection, and other emergency responders; -- security guards; and employees of open fast-foods (take out only). MANILA – Rescue operations in Cagayan and Isabela are ongoing as massive flooding in the provinces left several residents trapped on their roofs, Presidential Spokesperson Harry Roque said Saturday.
"Nagpapatuloy ang rescue operasyon sa pagsagip sa Cagayan, ayon kay Provincial Governor (Manuel) Mamba, idinagdag na kailangan ng mga rescue boats sa lalawigan (The rescue operations in Cagayan continue, according to Provincial Governor Mamba. He added that they need more rescue boats)," Roque said in a statement posted on his official page.
As of 12:30 a.m., the Coast Guard District Northeast Luzon was able to save 276 individuals from flooded communities as the unit continued to rescue more in Cagayan and Isabela.
He said various national agencies, including the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Philippine Coast Guard (PCG), and the Bureau of Fire Protection (BFP) have also deployed additional personnel to augment the response team in the region.
"Tiniyak naman ni Ronald Villa, operations chief of the Office of Civil Defense (OCD) in Cagayan Valley na may sapat na lakas ng tao upang tumugon sa mga tawag ng mga nakulong na residente (Ronald Villa, operations chief of the OCD, assured that there is enough manpower to heed the call of stranded residents)," Roque said.
At about 3:30 a.m., the PCG deployed the first convoy of augmentation, composed of 10 rescue personnel, one multi-purpose vehicle, one truck, and several newly procured rubber boats.
The second convoy was sent around 9 a.m. to assist in Isabela, Tuguegarao, and Cagayan.
The responders were composed of 60 rescue and medical personnel, two buses, one 12-wheeler boom truck, two M-35 trucks, and a total of seven drivers.
They were also equipped with two rubber boats and three generator sets, as well as 44 drums of fuel for the rescue assets and vehicles.
As of 10:52 a.m., Roque said, the Coast Guard Aviation Force departed in Metro Manila off to Cagayan and Isabela, via its airbus light twin-engine helicopter, to conduct an aerial rescue or extraction.
A Coast Guard islander plane is already in the area, conducting aerial rescue operations, while two rescue teams from the PCG Station in Ilocos Norte were also en route to Tuguegarao via Pagudpud Highway.
Further, the PNP has deployed 747 SAR personnel and 1,003 Reactionary Standby Support Force (RSSF) in the region.
Roque added that two water search-and-rescue (WASAR) teams from the Philippine Air Force (PAF) were on their third day of operation in Ilagan City, Isabela, while three other rescue groups of the Marine Battalion Landing Team (MBLT) 10 are now in Barangay Bacolod, Alcala, Cagayan.
Two military choppers likewise departed Clark to Cauayan, Isabela for operations in Cagayan, particularly Tuguegarao.
One SAR helicopter is preparing to take off from Clark to Cagayan and will proceed once the weather improves.
Three WASAR teams, with one rubber boat and four personnel each, are also ready to be airlifted by C-130 at the Villamor Air Base.
"In addition, two Bell 412 helicopters are now on their way to Cagayan Valley," he said.
The regional offices of the departments of social welfare and health, meanwhile, have been providing relief assistance to affected residents.
"Indeed, this is a challenging time for every Filipino. Together, we ask everyone to unite, help one another, and show kindness to our fellowmen," Roque said.
'Call for help'
The #CagayanNeedsHelp trended online Friday night as severe flooding submerged most parts of the province.
In Tuguegarao, Mayor Jefferson Soriano said the rescue efforts are currently focused on the city's northern and western barangays where many people are still stranded.
Soriano also reported the rescue of several individuals who were trapped on their roofs as floodwaters rose in Barangay Linao.
"Nahirapan po ang rescuers natin kahapon dahil sa lakas ng agos ng tubig at may isang casualty dahil nakuryente while rescuing in Linao area. Iyon po ang challenge namin kagabi. 'Di kami makapunta doon dahil sa lakas ng current at zero visibility (The operations were challenging due to the strong current of the flood. We also had one casualty who was electrocuted while they were conducting rescue in Linao area)," he said.
Past midnight, Soriano said the PNP took over the SAR operations and was able to save some 20 people in the hard-hit Linao area.
The SAR resumed "early in the morning."
"Kasalukuyan po may mga naiwan pa po doon sa Linao. Ang pinakamarami po sa bubong ay Linao East but hopefully, we'll be able to get all of them anytime soon. Papunta na rin ang dalawang chopper ng PNP galing Metro Manila (At present, there are still residents stranded at the roof of their houses, mostly in Linao East. Hopefully, we can get all of them anytime soon. Two PNP choppers from Metro Manila are on their way to the area)," he said in a CNN interview on Saturday. (PNA)
