Amazon Summit Shows Thorny Challenge for Brazilian COP30 Host City

Hosting a United Nations climate summit for tens of thousands of people in any city is a daunting task. Doing it in a part of the Amazon rainforest unaccustomed to hordes of visitors will be even harder.
Belem, a city of 1.3 million in northern Brazil that will host the COP30 climate meeting in 2025, was put to the test during a summit of rainforest nations this week. With roughly half as many hotel beds as the 27,000 summit participants, room rates soared.
But the city expects more than 70,000 for COP30. To deal with the shortage, it may lean on a solution central to life in the Amazon River delta for hundreds of years: boats.
Some delegates may commute daily by boat from nearby islands, while heads of state may stay on cruise ships parked in the harbor, government officials say.
The city plans to complete a diagnostic later this month on all the challenges to be confronted in the two years until the summit, including an inadequate sewage system, dilapidated roadways and threadbare public transit.
"Is the city ready to host an event that big? If it were today, we wouldn't be," said Luiz Araujo, who leads the city's COP30 preparation committee.

For Cultural Riches Alexandria, Virginia
With postcard-perfect cobblestone streets and quick access to the wineries of northern Virginia, Alexandria is an easy city to love. But these days, the reason to go is to see how effectively the city is confronting its own history, as destinations across the American South grapple with the legacy of the Confederacy. Alexandria, which was founded as a tobacco port in 1749, was for decades of the 19th century the site of the country’s largest domestic slave trade. Today, the Freedom House Museum has three new exhibitions honoring the people who were forcibly brought here. Meanwhile, the African American Heritage Trail, which opened in 2020, follows the Potomac River and encompasses nearly 200 years of history at 11 stops, such as the Torpedo Factory, where many Black men and women worked during World War II. An extension of the route will debut in February 2023 with 20 new stops, including Waterfront Park, the port from which enslaved people were trafficked to places like New Orleans. At Jones Point Park, visitors can learn about Benjamin Banneker, an inventor, mathematician, and free African American from Maryland who was instrumental in the 1791 surveying team that determined the border of the new U.S. capital of Washington, D.C. I deleted this thinking I was outside the realms of reality and I probably still am, but I've decided to repost only because why should I delete it? Most of the sentiment is true and I'm not going to be shy or embarrassed about it. Fuck anyone who wants to be dick over it. Just because maybe it also focuses on one person, for everyone else- perhaps it focuses on you too, just as much.
Here is an novel/essay on my feelings. After this post I am going to try my hardest not to post anything else along these lines because I just don’t want to, I’ve said enough now. I’m just begging if I say anymore, and I don’t beg. I worry about some of the things I have said and I hope I haven’t overstepped a mark. I don’t really want to post this, but I feel if I don’t I may not get what I want, but then I may not get it anyway, so why not just say it and be done with it. Please don’t do anything hasty from this, accept what I have to say and don’t shoot it down in flames before thinking about it, because you never know, some things may be worth considering.
1. I am a true convert to Royal. You will not get me cruising with another company, not if I can help it. But I can not keep cruising on the same ships. I need to mix it up and see something different. I’m loyal to royal but I’m not loyal to the ships. I will be doing my absolute level best to see the other vessels within the fleet and if that means flying halfway across the world, so be it, I don’t mind, because I love to travel, but it does annoy me a little Australia misses out a fair bit.
2. I am saving madly to get to the Caribbean, Miami, London and the Netherlands. I am hoping between 2022-2025 these trips will happen. I can’t specify dates yet because I’m not in a position to and quite frankly I don’t want to say too much online about it, because I would like to make new friends in person where I get their contact details and maybe ask if they would like to be my personal travel guide when I finally get to these places. However I intend to stay for a full month when I do visit these four parts of the world. 
3. I’m not going to the Caribbean for 1 cruise. What a long way to go for just a week. I intend to pay for 2-3 back to back cruises within the Caribbean. I want to visit Coco Cay, Aruba, Curacao, Bonaire, and where possible; Jamaica, Mexico, Haiti and Puerto Rico. I am sold on Odyssey, she will happen, and I’m tossing up between Explorer, Oasis, Independence, Allure and Symphony. As for the Netherlands: Amsterdam, Zaandam, Zaanse Schans, Leiden, Lisse, Den Haag, Scheveningen Strand, Delft, and possibly Rotterdam are all places I intend to visit. 
4. Lelepa and Wonder of the Seas: I’m still hesitant, on these two, only because I have concerns, Australia will not be considered fairly when it comes to more information being released about them and Australia often falls into the Asian category when it comes to travel destinations. However if Wonder can be taken away from Asia then yes I will consider this ship. If Wonder is taken to Lelepa from Australia- I’m looking at Brisbane- then yes I will consider Wonder and Lelepa. If Wonder can not be taken away from Asia, then Royal and Brisbane better make some decent decisions when it comes to other ships in their fleet, that aren’t already here, such as Mariner, Navigator, Symphony, Independence, Allure, Harmony and/or Oasis to make their way to Australia for me to consider going. I’ll make that call when further announcements are made and on the completion of Brisbane’s new cruise terminal. I also believe Sydney is looking at building a new cruise terminal too, which I’d like to believe Royal will come to the party and provide Australia their “bigger and bolder” ships in confirmation and completion of that. Also I understand Lelepa will be different to Coco Cay but it better not be lacking too much. I would like some similarities for me to consider visiting. 
Before all of these changes of new cruise terminals are completed, I would love to see ships with similar sizing to Ovation, Explorer and Voyager (considering our ports aren’t big enough), visiting Australia more, as there’s not enough itineraries and I wouldn’t mind going from Australian port to Australian port; rather than heading to the South Pacific or New Zealand all the time. I don’t want to cruise with Carnival or Princess and no offense to the Radiance class ships, but they lack too many activities for me to want to jump on them, I know these ships do visit the Australian ports more; I just need a mixture of places to see and things to do on board. Not one or the other .
5. I am not interested in visiting Asia. There are few reasons why, I just don’t want to explain them here. Asia in general seems to have some amazing landscapes, and the people I know are wonderful but I would rather get fat than go to Asia. Unsure why I should, because I just said I have no desire to go, but, persuade me to go to India, Malaysia, Singapore and Japan and I will consider Quantum and Wonder. However will I be looking at a carbon copy of Ovation if I step on Quantum?
6. I am learning Dutch. I enjoy it. I will continue to say and write things in Dutch so I can continue to get a grasp on the language. I’m planning a trip to the Netherlands and the Caribbean. I know people in the Netherlands speak English but I think it’s only fair I learn their language too. I am also looking at Russian and Polish after I feel I have successfully got the Dutch language ‘down pat’.

8. I cannot keep posting my music. My music tastes ranges from rock, pop, classical, electronic, dance, hip hop, rap, alternative, indie, folk, punk, blues and metal. Country is the only genre I suffer through. A few Australian country music stars however, can be tolerable like Lee Kernaghan. As long as the artist has 99% input into the way the music is delivered then I’ll listen. As much as I enjoy sharing my music, because I love music, there comes a point where you start to know too much about me, without actually getting to know me at all. You want to get to know me, talk to me. Here is a list of some the bands I have the most music of and if I could share my iTunes with the world I would, but I am not subscribing to several different streaming services to do so. 9. The list of emojis; There are stories behind them all. I will tell you if you want to say hi. ♉⚽🏊🏏🌹🇦🇺🔮🇳🇱🎶👻🚢✈🤸🐈🌷🌩. I’ve just explained the music emoji, I’ll explain my love of travel. I love my country I’d like to see Darwin, Broome, Perth, the coast of South Australia including Kangaroo Island, Tasmania and Northern Queensland. I want to go back to the US and Canada, and maybe New Zealand. As mentioned Netherlands, London, Caribbean and Miami are currently on my immediate list. I’d like to see parts of Russia, Poland, the rest of England, Scotland, Egypt, Morocco, Chile, and Peru. I work to earn money to travel and play pole. If money was no object I’d just spend my entire time travelling maybe I could study further and be a professional pole teacher, teaching all over the world? Just a thought. I like to spend my money on experiences and culture and education, not unnecessary things. So the aeroplane and ship emoji reflects my love for travel and cruising and ships in general fascinate me including the stories of ‘ghost ships’. Yet there will become a time I need to set up roots, sooner rather than later, and south east Queensland is currently getting my attention, but I’m not closed to the idea of moving OS either.
10. I will continue to be as honest as I can and saying things that may or may not sit well with others without name dropping. I don’t like sugar coating, yet somehow I live in a society where people get offended so easily. So I hold back. I say things on here and on my instagram because I can be me and say things that are true to me because somehow there are people who are offended in how I live my life, and it makes me worry about what our society is turning into where people are scared to say what’s on their minds or say how they feel without a keyboard. Too many people are wrapped in cotton wool these days, it’s why they get offended over the most miniscule thing. I think about that a lot, and that’s why I try and not care about other people’s opinions. It doesn’t always work but if you want honesty, check this out or instagram or better yet- get to know me and talk to me in person.
11. Let's talk about honesty for a moment. Lying and keeping secrets from me doesnt end well so don't do it. Being honest with me may upset me at first yes, but I'll accept it and let things be. Honesty is the best policy, regardless of how much someone may get hurt, just be honest.
12. This gets to my next point, why is it ingrained in current culture for arguments sake that men should be the one chasing the woman to get her attention. Why can’t the woman let the man know she’s interested? This whole ‘chase’ mentality just really needs to stop. She’s not going to play games with you when it comes to feelings so don’t string her along. Let your ego relax a little and let the woman ask you out. Let her ask you to come home with her, she’s wanting to get laid, and just as a guess you probably do too because you paid attention to her in the first place and wanted her to notice you. She might even want more too if it’s all worth it. She’d be open to anything ranging from friendship to lovers, to whatever works. We’re all adults and I’d like to think we all switched on enough to work out fairly quickly whether something is worth continuing or not. If he wants to do the work fine, I’m sure she’ll let him, but he shouldn’t be rejecting any effort from her when it’s given to him, because it’s probably taken her some courage to do so in the first place and wouldn’t he want the pressure taken off him just a little bit especially if he wanted her attention? She’s also probably just as interested, he would know if she wasn’t interested; and women can be capable too. 
Both parties should be able to meet each other halfway with effort, and work 50/50 to make a go of things. It shouldn’t be give and take and it shouldn’t be one party or the other doing all the work. It should fall on both sets of shoulders. A lot of women get tired of getting attention from guys, so they reciprocate that attention because they’re just as interested, by being proactive and doing something about it, and are more or less ‘ghosted’. That’s cowardly behaviour. If a man shows interest, follow through with that interest, don’t bail before giving anything a chance. Why can’t women make the first move to get what they want too? Didn’t the man initially get the woman’s attention because he wanted to sleep with her? Maybe she does as well…
Maybe it’s the social media. We all have it, we all enjoy it, it’s not going to go away, but it’s changed everyone’s ability in how to speak to one another. People are afraid to say how they feel now regardless of whether it’s good or bad. We can be keyboard warriors and armchair experts to strangers but we can’t have decent conversations with people we actually meet and want to get to know further, we are all too scared. How do you think your grandparents met each other? They didn’t have social media, they met each other in person, and spoke to each other in person and showed effort to each other. Maybe social media and the online world is what makes guys run away from normal or average or different because they are so used to seeing ‘perfect’ that anything different to ‘perfect’ hits them for six, and they don’t know how to handle it. I’m not perfect and I refuse to be, what a hard life that would be to live up to and expensive too. All that botox and plastic surgery just to be ‘perfect’ and to put on a persona that’s not me- no thanks.  I’m happy doing what I’m doing. I enjoy my exercise, it makes me feel good and that’s enough even though sometimes I do have doubts about my body, I see so much ‘perfection’ online that I often feel like I’m expected to look the same. I prefer to be stronger, fitter, have muscles and just be myself any day, than worry about what snap chat filter to use, or how much money I need to go under the knife or change my personality to impress people, so just take me as I am.
13. Also if you are in a relationship be honest about it. We don't need to see the ins and outs. That's no ones business other than yours and your partners, but leading other people on, showing other people your attention, letting them think that you're single and they may have a chance with you, when in actual fact you're not and they don't have a single chance whatsoever. That's not on. Not only does it upset the person your paying attention to, it will also upset your partner and then most likely everyone loses in some way shape or form. So just don’t do it. It's almost a form of cheating and I don't have time for cheaters. There will be no second chances with cheaters. If you are not 150% in your relationship and you want to be with and pay attention to other people, then break up. 
Once you make your partner feel like they're not the only one, whether it's cheating or not, that's a rule breaker. If you are paying attention and showing interest and appearing keen and single to others, when you're in a relationship, perhaps you need to take a good look at your own relationship and decide if it's for you or not. Maybe the relationship isn’t strong enough to keep going, sometimes you have to be honest with yourself, and especially if someone within the relationship, is wanting to make eyes at other people and wander, that’s not showing your partner any respect. (Not everyone deserves everyone’s respect, and that’s life, just don’t be unkind about it). Decide if things need to change and work on them. Don't throw your relationship away before you think about it properly, but if you’re not into the relationship 150%, throwing the relationship away is probably the best option. No one likes to break relationships up, but maybe walking away from the relationship is what needs to happen too. Look at Miley Cyrus and Liam Hemsworth? Sad they couldn't work it out and make they're marriage last, but they obviously weren't happy, and the following behaviour, especially from Miley where she wanted to wander, she really wasn’t ready to settle, she wanted to be with other people, now I think they are both better off apart. You should be in a relationship for the right reasons. Is there a reason someone is paying attention to someone else and showing them interest? Are they really ready to settle? Or do they still need time to be with other people?
If there's someone else, before you go breaking everyone's hearts, make sure that someone else gets your complete and full attention, don't go doing the same thing by paying a person number 3 the attention you paid person number 2, when you just left your last relationship with person number 1 for. Does that make sense? Prove to the current person you are with (even if it means you broke up with someone to be with someone else), that they are the only one for you, and that you only have eyes for them. They deserve that at least. Person number 2 doesn't need you running around behind their back giving person number 3 attention, just like you did with person number 1 to get to person number 2.
Just don't cheat. Break up before you move on is all I'm saying.
14. Going back to all things Dutch, maybe I’m learning the language for one of many reasons; to impress a guy and get his attention, and I don’t know how successful it is, but it’s my way of trying and/or making an effort because he is still in my head. He is Dutch, he works abroad for 95% of the year, he doesn’t even live in Australia and the situation is incredibly far fetched and that damn difficult, I don’t even understand why I would even want to pursue this idea, but if you really can’t let something go, you put in the effort, you try and want to make it work, right? He will not leave my thoughts and I miss him way too much, more than what I should. I would love it if he either let me make an effort or he made a little effort in return, but I don’t expect too much really, I’m sure I’m flogging a dead horse after eight months and counting. Maybe he’s just someone who’s very easy on the eyes 💪 who I can only like from a distance 😍. I would like to be his friend, I would like to take him home and have sex with him and I would like to get to know him. Situations can be hard, and situations can come with huge limitations and often situations distort reality, I get all that, but give me a little credit. I hope he thinks about me just as much as I think about him. I hope he misses me just as much and I hope some days he thinks about the exact same things as I do, like wanting to get to know me too, or wanting to come to bed with me… naked… 💋 I suddenly have Tove Lo’s Talking Body in my head.
15. If he wants to see me, or wants to give something a go with me, be it anything, then I’m giving him a few choices: Don’t fly straight home at the start of the holidays, come to Bairnsdale, het is niet zo moeilijk om een supermarktmerk in Bairnsdale te vinden waar ik voor werk, omdat iedereen boodschappen nodig heeft. Be my personal travel guide… Netherlands��� Caribbean… Miami… Please transfer and be around when the 30/01/2021 arrives. I’d love to see a friendly and familiar face. I will be partaking in water slides, mini golf, ice skating, and laser tag and I will consider surfing and rock climbing. I still have around 14 months to go until my holiday and I’m not giving up hope that I will see him again yet but maybe one day I will if I can’t see anything working, I can’t hold on to nothing forever.
16. Would I like to contact him? Would I like him to contact me? Fuck yes, but I’m not here to beg for his attention. I also feel I shouldn’t, that I haven’t got the right to, so I sit here quietly thinking about him and doing nothing about it…. So, I’ve said my piece. I’m interested in him and I think about him every day. Everything tells me not to be, but here I am, still interested. I’ve tried contacting before it didn’t work, and I can only hope I see him again sooner, rather than later, for one last opportunity and where possible, there’s a way around the situation- whether it works or not, whether I can try and contact him or not, time will tell. I do think he’s around again for a reason, I just hope that, that can extend out until January 2021 if that’s the only chance available. If everything fails, it fails, and at least I can say I tried without bailing before giving it a chance and I’ll accept whatever life throws at me, I’m used to that. I will ask though; I’d like to know why Australia is on the cards again at the same familiar home? I appreciate it regardless and although I hate the fact I’m not around this time and it’s so long before my holiday and wishing I could find the time to see him sooner, I’m sticking around aren’t I? I’ll just be over there instead of the familiar, as I said I’m loyal. All I can say is, please accept my feelings for what they are. I can’t ask for my feelings to be reciprocated even though I would like them to be, I guess I would just like them to be have been acknowledged.

(http://www.MaritimeCyprus.com) China’s Ministry of Transport released two regulations in the 4th quarter of 2018, which entered into force on Jan 1, 2019.
Implementation Plan for Marine Air Pollutant Emission Control Areas – This plan is an upgraded version of the previous plan released in 2015, which specifically requires all ships operating within ECAs to comply with the fuel sulfur limit.
Regulation on Data Collection of Energy Consumption for Ships – This is a new regulation for ships having a gross tonnage of 400 and above or powered by propulsion machinery of 750 kW propulsion power and above calling for China ports to report fuel consumption and transport work details to China MSA.
The above regulations apply to the majority of merchant ships (regardless of flag operating domestically and/or internationally) navigating, operating and berthing in China waters. ABS is aware that a number of questions have been raised, especially for shipowners/operators operating non-Chinese flagged vessels calling to China ports.
1. China Domestic ECA Plan 2018
The Scope of China Domestic ECA The Chinese government announced in late 2015 their three-year plan to reduce SOx emissions starting on January 1, 2016, with the issuance of Implementation Plan for Marine Air Pollutant Emission Control Areas for Pearl River Delta, Yangtze River Delta, and Bohai Rim Area. The three emission control areas are indicated in Figure 1. It’s known as the China Domestic ECA 2015.

Three years later, an upgraded Plan was released on 30 November 2018 by the Ministry of Transport of P.R.C. named as “Implementation Plan for Marine Air Pollutant Emission Control Areas”. The three specific ECAs have literally been removed from the title, which reflects the change to the scope of China Domestic ECA 2015.
According to the officially published document, the emission control areas are categorized as:
Coastal Emission Control Area
Inland Water Emission Control Area
The scope of Coastal Emission Control Area has been extended to cover all China coastal territorial waters (12 nautical miles from the coastal line: The extension of 12 nautical miles is an interpretation with referred to Chinese local authority, which is not officially defined in the 2018 China ECA plan), excluding the territorial waters from the coastline of Hong Kong, Macao and Taiwan. Hainan Island territorial coastal waters are within China ECA and are specifically defined. The Inland Water Emission Control Area includes the navigable waters of Yangtze River and Xi-Jiang River. The previous ECAs are naturally included in the upgraded China Domestic ECA 2018. The new China ECA extension is illustrated below.

    Emission Control Requirements The latest China ECA plan requires ships to comply with the SOx emission and particulate matter control requirements:
Beginning January 1, 2019, ships entering the new China ECAs must use fuel with ≤0.5% sulfur content.
Starting January 1, 2020, ships entering the Inland Water ECA must use fuel with ≤0.1% sulfur content.
Beginning March 1, 2020, ships, not equipped with an EGCS, entering China’s ECAs must carry the required sulfur content fuel (≤0.5% sulfur content for the Coastal ECA and ≤0.1% sulfur content for the Inland Water ECA).
Starting January 1, 2022, ships entering the regulated waters of Hainan Island must use fuel with ≤0.10% sulfur content.
An exhaust gas cleaning system (EGCS) is currently accepted as an equivalent measure for complying with the above requirements. The possibility of implementing 0.1% Sulphur cap in all China ECAs from 2025 is expected to be considered at a later date.
In addition to SOx emission control, there are also requirements regarding NOx control and use of shore power (cold ironing). Currently, the NOx emission control requirements only apply to Chinese-flagged vessels, so the following only summarizes the requirements for use of shore power:
Starting July 1, 2019, ships (except tankers) equipped with shore power capability shall connect to shore power while berthing for more than 3 hours in Coastal ECA ports with available shore power supply or berthing more than 2 hours within the Inland Water ECA with available shore power supply.
Starting January 1, 2022, cruise ships shall connect to shore power while berthing more than 3 hours at China ECA ports with available shore power supply.
Use of clean energy, new energy and onboard battery can be treated as equivalent alternative measures to comply with the above two requirements.
Does China Ban Open-loop SOx Scrubbers? Following the release of the 2018 China ECA plan, the China MSA published a notice regarding supervision of the implementation of the updated ECA plan. For those who have ships with installed open-loop SOx scrubbers, the following points should be considered:
The discharge and treatment of water pollutant generated by EGCS shall comply with the relevant requirements.
Discharge of open-loop scrubber washwater is prohibited in most portions of the new ECAs, including the Inland Water ECA, Bohai Rim waters and ports within the Coastal Water ECA.
The prohibition of discharging washwater from open-loop scrubbers in the rest of the Coastal Water ECA is still being considered.
Currently, China does not ban open-loop scrubbers in all China domestic ECAs. However, restrictions on washwater discharge from open-loop scrubbers exists for inland waters, port waters within coastal ECAs, and the Bohai rim waters.
What are the Changes? The broader ECA and stricter sulfur control requirements may result in higher fuel costs while operating in China waters. The 2018 China ECA plan is an earlier implementation of the IMO Global Sulfur Cap, stakeholders should take actions in advance to avoid non-compliance issues and disruptions.

2. Ship’s Energy Consumption Data Reporting
The China MSA released the Regulation on Data Collection of Energy Consumption for Ships in November 2018. This regulation requires ships calling on China ports to report fuel consumption and transport work details directly to the China MSA.
This regulation includes the requirements for both Chinese-flagged vessels (domestic and international) and other non-Chinese flagged international navigating vessels. This document mainly focuses on the key requirements which are applicable to non-Chinese flagged operating internationally.
What Ships are Applicable? • All non-Chinese flag ships not less than 400 GT or with propulsion power 750 kW and above, which • Call on China ports (excluding ports in Hong Kong, Macao and Taiwan)
What to Do? The vessel’s owner/master/operator shall report the energy consumption data to China MSA for voyages calling at a China port. This means that only the last voyage before arriving at a China port should be reported. The outbound voyage once departing a China port does not need to be reported.
When to Do? The reporting will be done when preparing the documents for departing a China port. So, the data should be reported each time a vessel departs from a China port.
Who to Do? The ship’s owner/master/operator and the authorized agent can conduct the reporting task.
How to Do? The required data items to be reported are contained in the standard forms provided by the China MSA. The forms include three parts: • Ship specific information • Transport work details, including cargo amount, distance traveled, time underway and in operation • Energy consumption, including fuel type, quantity and data collecting measures, shore power consumption, whether use an EGCS, etc.
Once the fuel oil consumption data is collected, then it is to be reported via the Maritime Information Platform maintained by China MSA. The reporting entity should register an account to the portal in advance via the link http://csp.msa.gov.cn/ . The data can be filled into the web-based forms.
If the web-based platform is not working, it is recommended that the paper form be filled out and submitted to the local China MSA prior to the vessel leaving port.
What are the Differences? The China’s energy consumption data collection regulation has similar methodology with IMO Data Collecting System (DCS) and EU Monitoring, Reporting, Verification (MRV).

This year's version of the country's annual Navy Day parade was expected to feature the first public appearance of Russia's new stealth frigate, the Admiral Gorshkov. The 4,500-ton warship is the lead ship of six of the type planned to become part of the Russian fleet by 2025, the state-run news agency Tass reported.
However, Tass said the Gorshkov and 11 other vessels were too big to sail into the Neva River, where the main part of the parade took place, and that President Vladimir Putin had instead greeted their crews at Kronshtadt, St. Petersburg's seaport, where they anchored in parade formation. In a May 2018 research paper, Britain's Chatham House noted the delays in the Gorshkov class, among a wide range of shortcomings in Russia's attempt to build its naval fleet, especially surface forces. For the next decade Russia's navy will be relying on older, large vessels undergoing constant renovation and overhaul -- as in the case of the Kuznetzov -- and smaller, newer vessel facing production challenges like the Gorshkov, the report said. Schuster said even when ships join the Russian fleet, that doesn't mean they are necessarily something for foes to worry about. "Russia has always been good at building but typically put less than 10% of their ships at sea at any one time," he said. "The ships that deploy spend more time at anchorage than operating at sea." Though Russian press this month has featured numerous stories touting the country's naval buildup and previewing Sunday's parade, the event pales compared to the 2017 version. In March, Putin boasted new weaponry he claimed will render NATO defenses "completely useless" while delivering a warning to the world about Russia's resurgent military might. And shortly after this month's summit with US President Donald Trump, Putin's Defense Ministry released a series of videos on YouTube highlighting some of the same weapons from his March speech.

This year’s version of the country’s annual Navy Day parade was expected to feature the first public appearance of Russia’s new stealth frigate, the Admiral Gorshkov. The 4,500-ton warship is the lead ship of six of the type planned to become part of the Russian fleet by 2025, the state-run news agency Tass reported.
However, Tass said the Gorshkov and 11 other vessels were too big to sail into the Neva River, where the main part of the parade took place, and that President Vladimir Putin had instead greeted their crews at Kronshtadt, St. Petersburg’s seaport, where they anchored in parade formation.
“The Russian fleet successfully resolves the tasks of the country’s defense capability, makes a significant contribution to the fight against international terrorism, plays an important role in ensuring strategic parity,” Putin said at the parade. “For more than 300 years, the fleet has been defending the status of the Russian Federation as a naval power capable of protecting with determination its national interests.”
The Russian president said dozens of ships and submarine supported Russia’s interests in the World Ocean every day.
“We are rightfully proud of our navy, our naval forces, their highest level of combat readiness, strategic, tactical and operational capabilities, the strength and beauty of our fleet,” he said.
Gorshkov-class frigates
Defense Minister Russian Defense Minister Sergei Shoigu calls the new class of frigates the “mainstay” of the Russian fleet for years to come, according to Tass.
Analysts say Gorshkov-class frigates will be fast and formidable.
“The new frigate is incredibly well armed for such a small warship,” analyst Paul Schwartz of the Center for Strategic and International Studies (CSIS) wrote in a 2016 study of the program, adding the frigate “would add significant combat capability to the fleet.”
“It’s a significant upgrade over its predecessors,” said Carl Schuster, a former director of operations at the US Pacific Command’s Joint Intelligence Center, who points out that the new Russian frigates will carry supersonic anti-ship cruise missiles that can find their targets much more quickly than their US counterparts.
That gives the Admiral Gorshkov-class an advantage over the US ships, including the much heavier Arleigh Burke-class guided-missile destroyers and the US littoral combat ships, which are of a similar size but more lightly armed than the Gorshkov, said Schuster.
Other notable ships in Sunday’s parade include the brand-new amphibious assault ship Ivan Gren — capable of carrying 13 main battle tanks — the 10,000-ton guided missile cruiser Marshal Ustinov, and the guided-missile submarine Oryol, at 24,000 tons the largest vessel in the parade, according to Tass.
While those ships join three dozen others in the waters off St. Petersburg, noticeably absent will be the country’s lone aircraft carrier, the Admiral Kuznetsov.
The 58,000-ton carrier went in for repairs and refit in May, more than a year after it returned from a mission off Syria that saw it spewing thick black smoke while at sea and also losing two of its 15 aircraft to crashes.
The Russian carrier is not expected to be back on active duty until 2021, Tass reports.
Schuster said that shows a problem with the Russian navy — maintenance.
“The Russians typically focus on construction first, operations a distant second, training third and maintenance a very distant fourth,” the former US Navy officer said.
“The Kuznetzov needs far more upgrading and maintenance than the Russians have publicly stated they will undertake. It means she will be approaching obsolescence when she departs the yards in 2021,” said Schuster, now a professor at Hawaii Pacific University.
Asked about claims from Russia’s deputy defense minister this month that Moscow will this year add 19 ships to its fleet of about 280 ships, Schuster was circumspect.
“The Russians count every ship commissioned, including patrol craft and units coming out of shipyard overhaul,” he said. “It gives the impression of a major buildup, but only about six of them will be modern warships.”
And Russia’s shipbuilding has its share of problems. Tass reported in early July that the delivery of the second frigate in the Gorshkov class, the Admiral Kasatonov, will be delayed by almost a year. The report cited “engine problems” with the frigates.
In a May 2018 research paper, Britain’s Chatham House noted the delays in the Gorshkov class, among a wide range of shortcomings in Russia’s attempt to build its naval fleet, especially surface forces.
For the next decade Russia’s navy will be relying on older, large vessels undergoing constant renovation and overhaul — as in the case of the Kuznetzov — and smaller, newer vessel facing production challenges like the Gorshkov, the report said.
Schuster said even when ships join the Russian fleet, that doesn’t mean they are necessarily something for foes to worry about.
“Russia has always been good at building but typically put less than 10% of their ships at sea at any one time,” he said. “The ships that deploy spend more time at anchorage than operating at sea.”

Natural Gas NOW readers pass along a lot of stuff every week about natural gas, fractivist antics, emissions, renewables, and other news relating to energy. As usual, emphasis is added.
Cruising with Natural Gas
It seems there’s nothing natural gas can’t do:
Princess Cruises announced plans on Monday for construction of two new cruise ships — larger than ever and powered by liquid natural gas.
The California-based cruise line will add the as-yet unnamed ships in 2023 and 2025 to its current fleet of 17 ships, along with with three more ships currently under construction for the company.
A statement Monday named Italy’s Fincantieri as the shipbuilder of the new newest cruise ships, which will be capable of carrying about 4,300 passengers — roughly 700 more than Princess Cruise’s newest ships.

As of today, the ships announced Monday would be the fifth- and sixth-largest cruise vessels in the world. Other cruise lines, including Royal Caribbean and MSC Cruises, also have larger ships under construction to be delivered by 2022. Princess Cruises’ new vessels will be powered by liquid natural gas, a first for the company.
Amazing how natural gas keeps winning over the world, isn’t it?
What? DEP Reaches Agreement with Environmental \ Groups Over Mariner East 2 Permits?
This has the smell of a sellout:
In a significant validation of pipeline permits issued by the Pennsylvania Department of Environmental Protection (DEP), the Clean Air Council (CAC), Mountain Watershed Association (MWA), and the Delaware Riverkeeper Network (DRN) settled their appeal of 20 permits issued to Sunoco Pipeline, LLP (Sunoco) for the Mariner East 2 pipeline project. Since the permits were issued, DEP has continued to develop new standards, protocols, and best practices designed to protect the environment during the construction and installation of pipelines.
DEP sellout?
“DEP is pleased that we were able to reach an amicable agreement with the appellants, resolving all claims related to the issuance of these permits while incorporating new processes to ensure that future pipeline projects learn from the mistakes made by Sunoco in implementing this project,” said DEP Secretary Patrick McDonnell. “To be clear, DEP will continue to conduct vigorous oversight to ensure compliance with the conditions of the permits and will issue enforcement actions as necessary.”
The settlement does not alter any of the 20 permits in the appeal. Each permit was lawfully issued after a thorough environmental review involving approximately 35 DEP and County Conservation District staff over the course of nearly two years.
In the settlement, DEP has committed to continue to develop and implement further enhanced procedures for environmental protection associated with the construction of natural gas pipelines in Pennsylvania in collaboration with the appellants.
Does anyone know what that last sentence means? No, of course not. It’s intended to deceive. Nothing good can possibly come from “collaboration” with the likes of these Heinz Endowments toadies.
CO2 A Feature, Not A Bug?
CO2 produced from burning natural gas (and other fossil fuels) has been viewed as the “bug” with respect to these fuels. Natural gas produces less of it than any other fossil fuel but there is still some produced so the intolerant true-believers, of course,  scream “no way.” But, new shale oil technology is going to turn that upside down by using CO2
With North Dakota starting to seriously talk about using carbon dioxide for enhanced oil recovery that plays right into the expertise of the Regina-based Petroleum Technology Research Centre (PTRC).
Dan MacLean, president and CEO of the PTRC, was at the Williston Basin Petroleum Conference in Bismarck, N.D., giving a presentation on May 23 regarding the 20th anniversary this year of the organization. However, he was there to talk about the future, not just the past…
There were presentations at the show about using carbon dioxide for enhanced oil recovery in the Bakken.
“That’s something we’ve been trying to promote for a long time, that CO2 is an important and viable element of enhanced oil recovery. It’s safe and it results in a greener hydrocarbon,” MacLean said.
When it came to the Weyburn-Midale greenhouse gas project, the PTRC quite literally wrote the book on CO2 usage in enhanced oil recovery and its geological storage.
North Dakota Governor Doug Burgum spoke at the conference specifically about using carbon dioxide from the state’s several lignite coal power plants for enhanced oil recovery. Asked about his thoughts on that, MacLean said, “We talk to SaskPower regularly. They are looking for new markets for CO2. We are trying to facilitate that through conversations with other oil and gas producers, encouraging them to do field trials of CO2 in their areas. Obviously, there’s a big opportunity in the Viewfield area, in the Bakken there.”

The Fractivist Press Is All Fake News
One of our readers wrote me to explain just who the fractivist press really is. She directed me to this opinion piece in Al Jazeera by a young writer named Kim Kelly who was frustrated her father was not as opposed to a New Jersey pipeline project as she hoped.
The 22 mile pipeline route—some 20 miles of the path being under the berry of a public highway—that Kim Kelly supposes will destroy the Pinelands.
It seems her dad was a construction worker who might help the pipeline. What’s interesting though, is that Kim Kelly also writes for several other journals, including Teen Vogue and she never pretends to be anything other than an advocate. Indeed, her latest Teen Vogue piece starts out this way:
In this op-ed, organizer and activist Kim Kelly recounts the history of #OccupyICENYC, details a recent action she helped stage, and explains how young activists could get involved in organizing resistance movements of their own.
This is who the fractivist press really is and it’s a politically correct embarrassment.
Solar Power “Farm” Will Turn 6,750 Acres of Rural Virginia Shiny
Rural Virginians aren’t so happy with this project:
Sustainable Power Group — a Utah-based company that owns and operates more than 150 utility and distributed electrical generation systems across the country — is about to begin construction on what will be one of the biggest solar energy facilities in the U.S. The renewable energy company is in the process of constructing a solar farm in Spotsylvania County, Virginia, a rural area about 60 miles south of Washington, D.C.
Dubbed the Spotylvania Solar Energy Center Project, the proposal is a 500 megawatt facility that will span about 6,350 acres — of which 3,500 acres will be used for solar development. The panel installations will cover well over five miles. Sustainable Power Group, also known as sPower, plans to begin construction in August and be done by late 2019.
However, the project has attracted mounting opposition from residents living in Spotsylvania County. Local residents fear the economic and environmental impacts of such a monumental project.
“Just the sheer, immense scale of this solar power plant — right in the middle of existing residential neighborhoods and farms —  is unprecedented, and there’s no experience to be gleaned from existing solar plants of this size,” said Kevin McCarthy, a member of Concerned Citizens of Fawn Lake and Spotsylvania…
“As proposed, at 10 square miles, 6,500 acres — that’s half the size of Manhattan — this would be the fifth largest solar power plant in the United States – surrounded by thousands of homes and farms. The other four largest solar plants — they’re in the desert southwest, miles and miles from any residential areas,” McCarthy said…
“The environmental risks associated with this could be devastating: contaminated stormwater runoff into local streams, rivers, and eventually the Chesapeake Bay.  Soil erosion, the unknown impacts of the ‘heat island’ effect, the potential damage to, or collapse of, the local aquifer that supplies water to thousands of homes in the area. We’re not talking about the flat, high desert southwest; we’re talking about the forested hills of Spotsylvania,” Charmaine Mueller, another member of Concerned Citizens, said…
But, doesn’t everyone love solar? Who wouldn’t want 6,750 acres of rural Virginia shined up? It’s only 13.5 acres per megawatt, after all, although the real number is closer to 40 acres given solar’s poor capacity factor. And, surely it’s environmental justice to put this out in the sticks among the hillbillies, isn’t it? Moreover, the Chesapeake Climate Action Network doesn’t seem to be complaining, so what’s the problem?
