Preliminary Findings Effects of COVID-19 on Labour Supply�� Following the national state of emergency, regional governments (including Amhara Region), declared restrictions on some locations where the pandemic had been reported, such as a ban on public transport, grain, and labour markets for two weeks. In Fogera rice plain, more than 90% of the daily labourers travel to look for work. During lockdown measures, Fogera District Police has been forcing daily labourers to spread-apart at labour markets, making finding jobs very difficult. Employers were even asked not to hire labourers. Employers described what the Police Commander said to them: “Why do you hire a labourer whose address is not known and you don’t know even with whom he has been in contact. He could have contracted the virus and you are putting your family at risk”.    Commander of District Police – as told by employers   This caused employers to go home and work on their farms using members of their family. In spite of demand, many labourers were forced to go back to their villages. The police confirmed that they are creating awareness for public in different ways including daily labourers. According to the police, they are facing challenges from the public while taking actions to minimise the spread of the pandemic as per the regulations of the government: “Even though we are chasing daily labourers from labour markets to spread apart, they do not have other options for daily food. The same is true with service providers who rent their rooms to groups of labourers on daily basis. These…are the poorest-of-the poor and their livelihood is based on daily earning. Labourers and service providers often express ‘it is better we die of Corona after working and getting food than die of hunger’.”    Commander of District Police Some respondents noted that many are not using PPE or social distancing: “We are aware that using a mask is helpful, but it is almost not practiced in our villages. We depend on prayers and God’s blessings… we have stopped hugging newcomers.”      Employer Farmers have planted rice as usual, expecting the situation to improve and the daily labourers, who are often very flexible, to be available. They don’t know what will happen when the demand for daily labourers is acute, but are prepared to do as much as they can do.  Analysing the statistics 53% of the labour force in Sub-Saharan Africa (SSA) is employed in agriculture (Karmen, 2020) and that labour in the agriculture sector will still be in demand during lockdown. The same is also happening in Fogera plain. The agriculture sector has been encouraged by the government to operate as usual even in the lockdown period, therefore should not be too badly affected. Degye et al. (2020) have also reported that agriculture is the least affected sector from job loss because of COVID-19. The agriculture sector (see table 1) will only lose a maximum of 10% of labour under a severe scenario if COVID-19 lasts for three months, compared to 57% for service and 37% for manufacturing and construction sectors. If it continues for six months, the magnitude of job loss in agriculture sector is still the least (12%) compared to other sectors. The case for rice sector might be different because of the fact that rice farming is largely dependent on hired labour. According to Agajie et al (2019), hired labour is highly demanded for rice mainly for weeding and harvesting operations. As illustrated in Table 2, weeding and harvesting are critical operations which require services of hired labour as reported by 87 and 65% of respondents, respectively. However, hired labour is not widely available because of of COVID-19 measures taken by local governments.   In the rice sector, the demand for daily labour is highly increasing over time. The proportion of labourers (see fig. 1) joining labour market shows an increasing trend in the last two decades. According to the respondents, 17% joined labour markets before the last ten years while 83% joined in the last decade. The proportion of labourers who jointed labour markets was only 5% before 15 years. A recent increase in the unemployment rate is thought to be a driving factor why evicted youths and those from lower income households find work in labour markets. This means that incidence of COVID-19 will largely affect these categories of the community. Rice farmers will also be affected from a lack of daily labourers, and their incomes will decline substantially.  The study conducted on labour profiles in Fogera rice plain indicated that daily labourers were drawn from the poorest economic groups. 65% of the labourers (table 3) were landless and even 32% owned small plots of land, either one ha or less, which is not adequate to support themselves and their families. Moreover, 53% of the labourers did not own any of the domestic animals (Agajie et al, 2019). Sim Lian plans over 2,000 units at Tampines site
SIM Lian plans to develop a condo with more than 2,000 units on the Tampines Court site which has been awarded to it for S$970 million. At S$970 million, this is the secondlargest collective sale in dollar quantum after Farrer Court, which went for S$1.3388 billion back in 2007. The yeartodate tally is the best showing since 2007, when S$11.52 billion of collective sales were done. JLL’s figures cover collective sales across all property sectors. Huttons Asia brokered the collective sale of Tampines Court, which is near Simei MRT Station. The tender closed on Aug 15 and was awarded on Tuesday night.
The property agency’s head of investment sales, Terence Lian, estimates that the S$970 million price translates to S$676 per square foot per plot ratio inclusive of an estimated S$359 million that Sim Lian will have to pay to the state for differential premium and lease upgrading premium for topping up the site’s lease to 99 years from the current balance lease term of 69 years.
The differential premium is payable for enhancing the intensity of the site to a gross plot ratio of 2.8. The S$970 million price achieved for Tampines Court exceeds the reserve price of S$952 million in the collective sale agreement inked by the majority owners of the privatised Housing and Urban Development Company estate. Owners controlling about 83 per cent of Tampines Court’s share value and strata area have agreed to the sale so far.
The development comprises 560 units with sizes of between 1,658 sq ft and 1,733 sq ft across 14 blocks. Owners will receive sums ranging from S$1.71 million to S$1.75 million per unit. Tampines Court is on a 702,164sqft sprawling site. Based on the site’s 2.8 plot ratio under the Urban Redevelopment Authority’s Master Plan 2014, the site can accommodate a maximum gross floor area of nearly 1.97 million sq ft. Ken Kuik, managing director of Sim Lian Holdings, said Tampines, a soughtafter mature estate, is set to become more exciting with the expansion of Changi Airport.
“This, combined with the fact that new MRT stations are coming up in the Tampines area, will attract more residential property buyers as well as enhance the investment proposition for the area,” he added. The group is making the acquisition through Sim Lian , a joint venture between Sim Lian Development and Sim Lian Land. The group will also handle the project’s construction. “We’re looking at a 12storey project with easily over 2,000 units, ranging from onebedders to four or even fivebedders,” said Mr Kuik.
The group does not have any undeveloped residential land bank in Singapore. It has developed a range of housing projects in Tampines The Premiere and Centrale 8 DBSS projects for the Housing & Development Board, The Tampines Trilliant executive condo development and Waterview, a private condo. A market watcher estimated that after factoring in an anticipated hike in DC rates come Sept 1, 2017 and other costs, Sim Lian’s breakeven cost could be around S$1,200 psf. The collective sale will be subject to approval by the Strata Titles Board and if necessary the High Court unless unanimous approval from owners is obtained.
The property and construction group will have to finish developing the new project on the site and selling all of its units within five years from the collective sale order granted by the STB or the court as part of the conditions for upfront remission of the 15 per cent additional buyer’s stamp duty on the land price. This is the third attempt at a collective sale at Tampines Court. The maiden effort for S$405 million was dismissed by the STB in 2008. A second attempt in 2011 failed to garner the required consent level from owners, according to earlier articles.

#94. Four N.E.W. Alien Races III. Welcome to another four alien PC races for your sci-fi WOIN games! As before, you can easily use these in fantasy games, too! This time, you’ll meet: Clockmen, clockwork mechanoids who repair themselves with spare parts; Drahzik, a hunter culture of trophy seekers and bounty hunters; Fornians, a fungal race with the ability to emit hallucinogenic spores; Garga, a race of amphibious frog like beings.

#75. Life Events. These rules add to the career lifepath character creation system, adding personal, social, and extra-curricular events to your character's history, increasing the depth and richness of your character's backstory. Simply roll one life event for each career grade when first creating your character. You might get married, have an accident, win the lottery, or take up a new hobby.
#74. Rank & File. If your character belongs to an organisation, it's likely that they'll have a rank of some kind. Whether a fantasy pirate captain, or a veteran star knight, a grizzled watch commander, or a modern marine, a character's rank adds an extra level of immersion into the setting. These rules tie rank to REP for a wide variety of fantasy, modern, and sci-fi organisations.

#58. The Virosa Accord. The third and final adventure in the Nereid Trilogy, which began with The Last Survivor, and continued in Harvester Moon. The Virosa were first encountered in The Last Survivor; now the PCs are invited to join a First Contact mission to their homeworld. But can they deal with radical factions, assassins, and more? #55. Game Modes. Regular and Cinematic Mode are two ways to modify the tone of your WOIN game. This article offers two new ways to play substantially different styles of game - Grit Mode (suitable for survival horror, or hard sci-fi) and Cartoon Mode (suitable for light-hearted games with ridiculous action). Also presented is a new ammunition tracking rule using the countdown pool mechanic.
#54. Small Ships. One thing often requested for the WOIN system is support for vessels smaller than 1,000 tons. This article provides statistics for smaller vessels, along with select range of ship components from the Chen-Zua Corporation designed for ships of that size. Of course, those ships can use larger components, as long as they can fit them in, but these have been specifically engineered to accommodate smaller sized vessels. Also included are two sample ships, the Newton Class 0-I Shuttle and the Stingray Class 0-II Freighter.

#50. Ranged Brutes. Our 50th article! In settings which focus on ranged combat, especially sci-fi or modern settings, it can be hard to balance an encounter against melee opponents, especially those big brutes which make mincemeat out of sword-wielding PCs in fantasy RPGs. When you can perch at cover and snipe a T-Rex to death, it's not much of a threat. Of course, WOIN already addresses the encounter reward by basing it on how hard the encounter actually was, not on how hard some equation says it should be, but sometimes you just want your brutes to give your ranged PCs a hard time. This article will help you do that with advice on existing exploits and a range of new exploits like Come Here, Living Shield, Monstrous Leap, and more.

As clerics fail to uphold the ideals of their god, their patrons turn away.This short set of rules introduces the Shadow Track - a way of tracking Light and Dark points. As characters ascend into the light or descend into the darkness, they gain manifestations.

#47. Trader Captains. Taking up a career as a trader, merchant, smuggler, or pirate? Then this document is for you! Details on trading rules, cargo types, permits, fuel costs, and more enable you to begin trading right away!
#46. Cauldron Cant. Instead of an article, this week we're giving you a font file. Cauldron Cant is a futuristic font created by Darren Morrissey which you can use in your games for player handouts and the like. Simply install the font (that's the .ttf file attached) and use it as a letter/number substitution.
#45. Tartarus. Welcome to Tartarus, the greatest space station in the galaxy! Located in The Cauldron, Tartarus is home to 7-million people and aliens. This 12-page document gives an overview of the station, a handful of notable locations and NPCs of note, random encounter tables, and a sample starscraper floor, 323 Maple Grove, with details of the 40 business to be found there and plot hooks to bring it alive.
#44. Specialist Armor: 37 New Armor Types. Is the basic armor list in the NEW core rulebook not quite doing it for you? #43. Damage Report! Want to add a little more detail to ship damage during starship combat or crash landings? These advanced rules enable PCs to track damage to their vessel on a system-by-system basis.
#42. Variant Humans. The universe is a large place, and humans spread everywhere. After a while, they adapt to their new environments - high gravity, low gravity, asteroids, planets orbiting black holes, even clones born in chemical tanks. This article introduced four variant human races for sci-fi games: the Belters, who come form low-g envirnments such as asteroids, starships, and small planets; the Jovians, who come from planets with crushing gravity; Clones, who are created in tanks and emerge fully formed into the world; and the Warped, crazed humans who live near black holes.

#40. Reputation, Contacts, & Credit. Your REP score is more important than you realise. It's not just fame - it also controls your credit rating, and your access to aid in the form of contacts. Using these simple rules, your characters can obtain goods on credit, and request assistance from people they have known in their lives. Need that old college roomate to leave the door to the museum wher ehe now works unlocked? Want to call in the expertise of your old xenobiology professor? Can't quite afford that new laser gatling gun? If so, this article is for you!
#39. Minotaurs, Goblins, & Clockmen. Three new PC races for your games! These races fit in with any fantasy setting, and ar ealso suitable for sci-fi games. Minotaurs make great gladiators, sailors, pirates, and lair guardians; goblins are cunning, thieving little scrappers; and the mechanical clockmen believe in order and structure. #38. ZEITGEIST Player's Guide. There's quite the treat today for EONS patrons! A 67-page setting book, detailing the ZEITGEIST campaign setting for the WOIN rules. Those of you who know of ZEITGEIST may have noticed its influence in the OLD rules, and this book lays out the full world, details the principle city of Flint, and delves into the Royal Homeland Constabulary, an organization that PCs in ZEITGEIST might belong to. Also included are 3 new races and 9 new careers, such as the Docker, Gunsmith, Technologist, Eschatologist, Vekeshi Mystic, Skyseer, Yerasol Veteran, and Martial Scientist. ZEITGEIST is a world on the brink of an industrial revolution, with central themes of conflict between the old ways and the new, magic and burgeoning technology.

#30. The Last Survivor. This 21-page adventure, by Jacob Rodgers, is designed to be dropped into any WOIN sci-fi game. The PCs will investigate a mysterious ship, battle an Ogron slaver, and rescue the ship's crew. #29. Houseki, Pajak, Jamila, & Zetan: 4 NEW Alien Races. The Houseki are a race of good-natured, ponderous crystalline beings. The Pajak are greedy insectoids. #26. Racial Paragons. This is a free article; you will not be charged for it (though you do need to be a patron to access it). It is being presented as a playtest concept, and may make it into a WOIN rulebook in the future. This simple one-page article presents a way of buying new grades in your race rather than your career. #25. Hobbies & Quirks: New Hooks. The hook part of a character's descriptor gets a boost in this article, which describe two types of hook - hobbies and quirks, along with new rules for the use of each. Also included are random tables to help players select each.
#24. Ageing With Grace. This article takes a look at playing older characters - along with a range of exploits only available to old characters, two new careers for old characters, and special XP-gaining Bucket List rules and Life Events to help flesh out your PC.
#23. Solspace: A Guide to our Stellar Neighborhood. This short document contains a hex map depicting the positions of the dozens of (real) star systems within 10 parsecs or so of our own Sol system, along with a list of each star's stellar classification. This is conceived of as a tool for those designing settings based on real astronomical data. The hex map is scaled at the standard 1 hex = 1 parsec size used for WOIN space travel. The document also contains a brief recap of the stellar classification found in N.E.W. The Science Fiction Roleplaying Game, and WOIN Space.
#22. People of the Fey Realms. This article for fantasy campaigns (or sci-fi campaigns with fantasy elements) introduces three new player races - the musical faun, the mischievous gremlin, and the plantlike spriggan. All three races are fey races.
#21. Drahzik. Another new alien species for N.E.W. games (or any sci-fi WOIN game), the Drahzik are a race of hunters. This article includes the Drahzik race, the Drahzik Hunter origin, and the Drahzik Manhunter career, along with a selection of Drahzik weapons and armor.
#20. Solurials. EONS' 20th article! This new alien species for futuristic campaigns is a plant-based race with thick bark for skin, lashing vines, and a healthy respect for fire. Here you'll find the Solurial race, the Solurial Sharmarin Class VI Scout (a organic starship), and the Solurial Shepherd origin career.

Three things can happen to a tweet once you send it into the world: It can get retweeted, it can get liked, and it can get replied to. Any of these can be nice, like a little food pellet from the digital universe, proof that someone out there is paying attention. But sometimes instead of giving you food pellets, the universe is flinging pebbles at you. If the replies stack up, outpacing the retweets and the likes, you may have a problem. Your tweet may be a bad tweet.
“The lengthier the conversation” sparked by a post, “the surer it is that someone royally messed up,” Luke O’Neil wrote recently in Esquire. “It’s a phenomenon known as The Ratio.” David Roth, writing for Deadspin, compared a bad ratio to a bad baseball stat line. A tweet with 198 replies, 34 retweets and 83 likes, for example, is the Adam Dunn of tweets: .198 batting average, 34 home runs and 83 RBIs. The Huffington Post’s Ashley Feinberg put it more bluntly: “I would say any time you have more replies than favs, you fucked up in some capacity.”
Twitter has become the de facto public podium for President Trump.1 So what blend of retweets, likes and replies characterizes the response to tweets from the most powerful public figure in the United States? And how does it compare to the way people react to the tweets of his powerful governing colleagues — friendly and rival both — in the U.S. Senate?2
We can illustrate the blend of the three actions for a given tweet using a ternary plot. These plots are used to measure, for example, the mixture of clay, sand and silt in soil, or the proportions of of gold, silver and copper alloy in jewelry. Here we’ll use them to measure the social media presences of some of the most powerful people in the United States. Tweets toward the top have a higher share of retweets, those toward the bottom right have a higher share of likes, and those toward the bottom left are in the Ratio danger zone — a higher share of replies.
Trump’s 3,232 tweets since last summer map out a shape like the silhouette of a B-2 bomber, sitting in the lower right corner and zooming straight toward “likes.” A like, also called a “favorite,” is often the most common response to a tweet. It’s easy to do, it’s not as public or expressive as a retweet, and it requires less thought than a reply.
Trump’s tweets spark firestorms, to be sure, but — at least according to the Feinberg metric — few are Ratio flops. In fact, only one of the Trump tweets in our data set has more replies than it does likes. (Another is very close.) Trump’s account is a magnet for likes: He averages over 60,000 of them per tweet, plus about 16,000 retweets and 14,000 replies.
But there are exceptions. The Trump tweet that got the highest share of replies was the second of a pair of tweets taking a shot at MSNBC’s “poorly rated” show “Morning Joe” and its co-host Mika Brzezinski. (The other outlier in the reply direction came after a plan to repeal Obamacare failed in the Senate. And a tweet posted Monday morning — in which Trump addresses a conversation he had with Myeshia Johnson, the widow of Army Sargeant La David Johnson, who was killed in Niger earlier this month — also generated an unusually high proportion of replies.)

The Trump tweet with the highest share of retweets — the “good” ratio — concerned foreign policy. It has about 87,000 retweets with only 14,000 replies, as of this writing.

And the tweet that got the highest share of likes was about the goodwill of a former Republican presidential candidate. (Six-figure likes and only 6,000 replies.)

Of these 3,232 Trump tweets, 916, or about 28 percent, have more replies than retweets.
But Trump isn’t the first president to tweet. @BarackObama has 96 million followers and has tweeted over 15,000 times.3 Here’s what it looks like when we compare the ratios of our current and former First Tweeters:
Obama’s Twitter oeuvre is shifted up and stretched out — generally in the direction of the retweet quadrant. According to one meta-analysis of 100 academic research papers about Twitter, retweeting tends to indicate “a level of endorsement of the message and/or the originator.” Obama’s average stat line: 4,500 retweets, about 14,000 likes and 522 replies. So while Trump has few tweets that run afoul of The Ratio and his tweets get far more engagement, on average, than Obama’s do, the balance of Trump’s stat line is worse. Obama gets about eight retweets and 26 likes for every reply; Trump gets about one retweet and five likes for every reply.
Trump is currently the most visible user of the microblogging service, the nation’s tweeter-in-chief, but every senator tweets, too. We mapped each senator’s tweets on the same type of chart as above.4
The tweets appear to form a shapeless mass in the “likes” corner, with two tentacles reaching out toward retweets and replies. Certain individual senators echo this broad pattern, while others buck the trend.
Ted Cruz, Republican of Texas, and Kamala Harris, Democrat of California, for example, have distributions that resemble the average: heavy with likes, with a few tweets reaching toward replies. Some, such as Massachusetts Democrat Elizabeth Warren, appear heavier in the retweet sector. But others demonstrate worse ratios. The tweet distribution of South Carolina Republican Lindsey Graham, for example, is nearly inverted — the blob is focused on the reply/retweet axis. And fellow Republican Bill Cassidy of Louisiana has a distribution that’s nearly uniform across the triangle, not necessarily favoring any specific action.
Here’s what the response ratio looks like on the average tweet for all 100 senators:
The three senators furthest out toward replies corner are Pat Toomey, Republican of Pennsylvania; Mitch McConnell, Republican of Kentucky; and Cory Gardner, Republican of Colorado. Toomey and McConnell are tied for first in the race to take home the dubious prize of Most Replied To: 44 percent of the actions taken in response to their tweets are replies.5 (By way of comparison, about 12 percent of the reactions to Trump’s tweets are replies.) The two big retweet winners are Utah Republican Mike Lee and Oklahoma Republican James Inhofe. And while these outliers are all members of the GOP, they are still part of a larger trend: Twitter’s gravity generally appears to pull the Republicans toward the replies corner, while the Democrats are more firmly clustered along the retweet-like axis.
Not everyone on Twitter buys the concept of The Ratio as a gauge for very bad tweets.
