Contingency Plans and the Japanese (Essay)

Flooding

When planning something, a contingency plan is an alternative in case the plan does not go well. It is essential from the perspective of crisis management. Such cases often occur, so it is natural to have a contingency plan.

However, in Japan, this concept has not been fully implemented. When asked about the Osaka Expo in 2025, whose success is in doubt, Minister of Economy, Trade and Industry Saito answered, "We will try not to fail." This man is unfit to be a minister, and in Europe and the United States, he would be immediately dismissed. There is no plan for what to do in case of failure.

Also, when the Great East Japan Earthquake occurred in 2011 and three nuclear power plants melted down, Japan did not have any robots that could be deployed at nuclear power plants. Even if they looked impressive, there were no robots that could withstand the high radiation of the reactor. Other engineers on site could make robots that would be useful in such cases, but they did not make them because they felt it would be bad for the nuclear power plant engineers. There was no contingency plan.

In this way, it can be said that Japanese society and the Japanese people are essentially unrelated to contingency plans.

物事を計画するとき、その計画がうまく行かなかったときの代替案を、コンティンジェンシープランという。特に危機管理の観点から重視される。実際そのようなケースはよく起こることであり、コンティンジェンシープランを立てるのは、当然のことである。

ところが日本では、この概念が徹底していないのが実情である。２０２５年、成功が危ぶまれている大阪万博で、その旨問われた斎藤経産大臣は「失敗しないようにする」と答えた。これは大臣失格で、欧米ならただちに罷免されるだろう。失敗した場合について、なんのプランも持っていない。

また、２０１１年に東日本大震災が起き、原発が３基メルトダウンしたとき、日本には原発に投入できるロボットがなかった。見かけだけ立派でも、炉の高放射能に耐えられる性能のロボットがなかった。他の現場の技術者には、その際役に立つロボットを作る能力はあったが、「原発の技術者たちに悪いから」と、作っていなかった。コンティンジェンシープランはなかった。

このように、日本社会および日本人は、本質的にコンティンジェンシープランとは無縁な存在だと言って良いだろう。
