3. Counseling Rounds

According to the National Medical Council (NMC), Indian students pursuing a bachelor's degree in science in the Philippines will not be permitted to enrol in the MBBS (Bachelor of Medicine and Bachelor of Surgery) programme in India. This could put thousands of people's aspirations of pursuing a career in medicine at an end.
Medical students enrolled in the Philippines who want to practise medicine in India recently submitted petitions to the chief regulator of medical education. According to NMC, a bachelor's degree in science is equivalent to the class 11 and 12 subjects in India and is a pre-medical programme in the Philippines that includes classes in biology and psychology. Anatomy, biochemistry, biophysics, and microbiology are not covered in the degree programme in the Philippines, despite the fact that these courses are necessary for applicants to the MBBS programme in India.
For those interested in medicine, the Philippines offers two distinct programmes: the MD (Doctor of Medicine) programme and the Bachelor of Science programme. Numerous eager Indian medical students travel to the island nation each year to pursue their studies in medicine.
The FMGL (Foreign Medical Graduate Licentiate) Regulations 2021 apply to students who applied for medical education in the Philippines specifically for the BS course prior to that date. They are not permitted to practise MBBS in India. In contrast, students who enrolled in an MD programme in the Philippines prior to the implementation of the FMGL Regulations 2021 may be considered subject to meeting other current registration eligibility requirements, according to Dr. Mahesh Verma, a member of the NMC.
On November 18, the Foreign Medical Graduate Licentiate (FMGL) Regulations, 2021 went into effect. It establishes the requirements for approving foreign medical graduates who are requesting a licence or permanent registration to practise MBBS in India. It explains the guiding principle for granting a foreign medical graduate a licence to practise in India and ensures that they meet the requirements for education and training that are comparable to or equivalent to those of an Indian medical graduate.
According to the NMC notice Mint reviewed, "BS is a pre-medical course in the Philippines and after completion of which the candidates have to appear for NMAT examination to seek admission in MD Course (Graduate/Primary medical course being equivalent to MBBS course in India) which is of four-year duration."
The BS course is followed by the MD programme, but in the BS programme, candidates are taught subjects like biology, psychology, and other subjects that are equivalent to class 12 in India rather than subjects like anatomy, biochemistry, physics, and microbiology. Therefore, in terms of Indian medical education, the BS course serves as a foundational degree course before the start of the graduate or primary medical course. The same does not even qualify a candidate for admission to the MBBS programme in India, according to the notice.
For a candidate to be eligible for admission to the MBBS programme in India, the Graduate Medical Education Regulations of 1997 state that they must pass the National Eligibility cum Entrance Test (Undergraduate), provided that they have completed Biology, Chemistry, and Physics in classes 11 and 12.
The regulations were made with the sole purpose of maintaining a high standard of education and qualified doctors in India, according to the notice, rather than being made or directed to any specific nation.
