Independence Day Speech by President Buhari on occasion of 59th anniversary of Nigeria

Dear Compatriots, 1st October each year is an opportunity for us to reflect and thank God for his endless blessings on our country. It is also a time for us, collectively, to: Remember the sacrifices made by our Founders and great leaders past; by soldiers, by distinguished public servants; by traditional leaders, by our workers ---- sacrifices on which Nigeria has been built over the 59 years since Independence in 1960; and Rededicate ourselves to attaining the goals which we have set for ourselves: a united, prosperous and purposeful nation in the face of 21st century opportunities and challenges. In the past four years, the majority of Nigerians have committed to Change for the Better. Indeed, this Administration was re-elected by Nigerians on a mandate to deliver positive and enduring Change – through maintaining our National Security; restoring sustainable and inclusive Economic Growth and Development; and fighting Corruption against all internal and external threats. This Change can only be delivered if we are united in purpose, as individuals and as a nation. We must all remain committed to achieving this positive and enduring Change. As I stated four years ago, “Change does not just happen… We must change our lawless habits, our attitude to public office and public trust… simply put, to bring about change, we must change ourselves by being law-abiding citizens.” SECURITY: Good Governance and Economic Development cannot be sustained without an enabling environment of peace and security. In the last four years, we have combatted the terrorist scourge of Boko Haram. We owe a debt of gratitude to our gallant men and women in arms, through whose efforts we have been able to achieve the present results. We are also grateful to our neighbours and allies – within the region and across the world – who have supported us on this front. The capacity of our armed forces to defend our territorial integrity continues to be enhanced by the acquisition of military hardware as well as continued improvements in the working conditions of our service men and women. The Ministry of Police Affairs has been resuscitated to oversee the development and implementation of strategies to enhance internal security. My recent assent to the Nigerian Police Trust Fund (Establishment) Act has created a legal framework to support our Police with increased fiscal resources to enhance their law enforcement capabilities. These initiatives are being complemented by the ongoing recruitment of 10,000 constables into the Nigeria Police Force. This clearly demonstrates our commitment to arrest the incidence of armed robbery, kidnapping and other violent crimes across our nation. We remain equally resolute in our efforts to combat militant attacks on our oil and gas facilities in the Niger Delta and accelerate the Ogoni Clean-up to address long-standing environmental challenges in that region. The recent redeployment of the Niger Delta Development Commission from the Office of the Secretary to the Government of the Federation, to the Ministry of Niger Delta Affairs underscores our commitment to enhance the living standards of our communities in the Niger Delta, through coordinated and appropriate programmes. Our attention is increasingly being focused on cyber-crimes and the abuse of technology through hate speech and other divisive material being propagated on social media. Whilst we uphold the Constitutional rights of our people to freedom of expression and association, where the purported exercise of these rights infringes on the rights of other citizens or threatens to undermine our National Security, we will take firm and decisive action. In this regard, I reiterate my call for all to exercise restraint, tolerance and mutual respect in airing their grievances and frustrations. Whilst the ongoing national discourse on various political and religious issues is healthy and welcome, we must not forget the lessons of our past – lessons that are most relevant on a day such as this. . The path of hatred and distrust only leads to hostility and destruction. I believe that the vast majority of Nigerians would rather tread the path of peace and prosperity, as we continue to uphold and cherish our unity. ACCELERATING SUSTAINABLE AND INCLUSIVE ECONOMY GROWTH This Administration inherited a skewed economy, where the Oil Sector comprised only 8% of Gross Domestic Product but contributed 70% of government revenue and 90% foreign exchange earnings over the years. Past periods of relatively high economic growth were driven by our reliance on Oil Sector revenues to finance our demand for imported goods and services. Regrettably, previous governments abandoned the residual Investment-driven Non-Oil Sector, which constituted 40% of Gross Domestic Product and comprised agriculture, livestock, agro-processing, arts, entertainment, mining and manufacturing activities that provide millions of jobs for able-bodied Nigerians and utilize locally available raw materials and labour for production. To address this imbalance, our commitment to achieving economic diversification has been at the heart of our economic strategies under the Economic Recovery and Growth Plan, which I launched on the 5th of April, 2017. This medium-term development plan charted the trajectory for our economy to exit from recession and return to the path of sustainable, diversified and inclusive growth for Nigerians. Pursuant to these reforms, the economy has recovered and we have had 9 successive quarters of growth since our exit from recession. The exchange rate in the last 3 years has remained stable, with robust reserves of US$42.5 billion, up from US$23 billion in October 2016. Learning from the mistakes of the past, this Administration is committed to responsibly managing our oil wealth endowments. We will continue to prudently save our oil income and invest more in the non-oil job-creating sectors. In this regard, we are significantly increasing investments in critical infrastructure. Last year, capital releases only commenced with the approval of the Budget in June 2018. However, as at 20th June this year, up to N1.74 trillion had been released for capital projects in the 2018 fiscal year. Implementation of the 2019 Capital Budget, which was only approved in June 2019, will be accelerated to ensure that critical priority projects are completed or substantially addressed. The Ministry of Finance, Budget and National Planning has been directed to release N600 billion for Capital Expenditure in the next 3 months.   To maximise impact, we shall continue to increasingly welcome and encourage private capital for infrastructural development through Public Private Partnerships. Through the Road Infrastructure Tax Credit Scheme, which I initiated in January this year, we are giving incentives to private sector inflow of over N205 billion in 19 Nigerian roads and bridges of 794.4km across in 11 States of the Federation. As we push to diversify the economy, we still remain focused on optimizing the revenues generated from the oil and gas sector. We will, working with the Legislature, soon pass the Petroleum Industry Bill and amendments to the Deep Offshore Act and Inland Basin Production Sharing Contracts Act into law, to ensure Government obtains a fair share of oil revenues, whilst encouraging private sector investment. We will also continue our fight against illegal bunkering of crude oil and the smuggling of refined petroleum products across our borders, including the diligent prosecution and conviction of offenders found guilty of these acts. Whilst Nigeria remains committed to free and fair continental and international trade, we will not hesitate to take all necessary steps to tackle illegal smuggling, transshipment and other predatory trade practices that destroy jobs in our country. We are resolute in reforming the power sector. In August this year, we launched the Presidential Power Initiative to modernize the National Grid in 3 phases: starting from 5 Gigawatts to 7 Gigawatts, then to 11 Gigawatts by 2023, and finally 25 Gigawatts afterwards. This programme, in partnership with the German Government and Siemens, will provide end-to-end electrification solutions that will resolve our transmission and distribution challenges. The programme will also look to localize the development and assembly of smart meters as well as the operations and maintenance capabilities of transmission and distribution infrastructure. I am pleased with the improved inter-agency collaboration between the Ministry of Power and the regulators in the banking and power sectors to ensure that electricity sales, billings and collections are automated and become cashless. These initiatives are important to ensure that the technical and collection losses in the sector are substantially reduced. I remain confident that Nigerians will have affordable and uninterrupted electricity supply in the not too distant future. Our efforts to improve the power sector will complement other infrastructure investments projects under the Presidential Infrastructure Development Fund, which is investing in the Mambilla Power Plant project, as well as key economic road infrastructure such as the Lagos-Ibadan Expressway, Second Niger Bridge and Abuja-Kano Expressway. The first set of these projects remain on track to be completed by 2022. Our journey to food security and self-sufficiency is well underway. We have made remarkable progress in almost all segments of the agriculture value chain, from fertilizers to rice, to animal feed production. We shall sustain these policies to ensure additional investments are channeled, thereby creating more jobs in the sector. We must not go back to the days of importing food and thereby exporting jobs. Our commitment to achieving macroeconomic stability and economic diversification, has been underscored by the merger of the Ministry of Finance with the Ministry of Budget and National Planning. This combined Ministry has the important mandate to enhance the management of domestic and global fiscal risks; coordinate policies with the trade and monetary authorities; raise and deploy revenues to fund budgeted expenditure; and integrate annual budgets and medium-term fiscal strategies. With this, our revenue-generating and reporting agencies will come under much greater scrutiny, going forward, as the new performance management framework will reward exceptional revenue performance, while severe consequences will attend failures to achieve agreed revenue targets. I recently constituted an Economic Advisory Council to advise me on inclusive and sustainable macroeconomic, fiscal and monetary policies. This independent body will work with relevant Cabinet members and the heads of key monetary, fiscal and trade agencies to ensure we remain on track as we strive for collective prosperity. However, we are also committed to ensure that the inconvenience associated with any painful policy adjustments, is moderated, such that the poor and the vulnerable, who are most at risk, do not bear the brunt. Our ongoing N500 billion Special Intervention Programme continues to target these vulnerable groups, through the Home-grown School Feeding Programme, Government Economic Empowerment Programme, N-Power Job Creation Programme, loans for traders and artisans, Conditional Cash Transfers to the poorest families and social housing scheme. To institutionalize these impactful programmes, we created the Ministry for Humanitarian Affairs, Disaster Management and Social Development which shall consolidate and build on our achievements to date. To the beneficiaries of these programmes, I want to reassure you that our commitment to social inclusion will only increase. Our population growth rate remains amongst the highest in the world, presenting both challenges as well as opportunities. It is our collective responsibility to ensure that we provide adequate resources to meet the basic needs of our teeming youth. Accordingly, we shall continue to invest in education, health, water and sanitation, as well as food security, to ensure that their basic needs are met, while providing them with every opportunity to live peaceful, prosperous and productive lives. FIGHTING CORRUPTION AND RESTORING GOOD GOVERNANCE: On fighting corruption, our institutional reforms to enforce the Treasury Single Account policy, introduce the Whistle-blowers’ Initiative, expand the coverage of the Integrated Payroll Personnel and Information System as well as the Government Integrated Management Information System have saved billions of Naira over the last four years, and deterred the rampant theft and mismanagement of public funds that have plagued our public service.   The Ministry of Justice, the Independent Corrupt Practices Commission, and the Economic and Financial Crimes Commission will continue to address this menace. We are determined to ensure that transparency and good governance are institutionalized in public service.   We must commit to installing a culture of Good Governance in all we do. This Administration has fought against corruption, by investigating and prosecuting those accused of embezzlement and the misuse of public resources. We have empowered teams of prosecutors, assembled detailed databases of evidence, traced the proceeds of crimes and accelerated the recovery of stolen funds.   Furthermore, we partnered with our friends abroad to combat tax evasion, smuggling, terrorism and illicit financial flows. In June 2018, I assented to the Mutual Assistance in Criminal Matters Act, to provide a domestic legal framework for obtaining international assistance in criminal matters. This measure has already strengthened our law enforcement agencies in obtaining evidence, investigating suspects and facilitating the recovery, forfeiture and confiscation of property implicated as proceeds of crime. An example is the US$300 million recently identified as part of the Abacha money-laundering case, working closely with the Government of the United States of America. The Federal Ministry of Justice is working with the US Department of Justice to conclude a Memorandum of Understanding to expedite the repatriation of these funds. The P & ID Arbitral Award has underscored the manner in which significant economic damage has been caused by the past activities of a few corrupt and unpatriotic Nigerians. The policies that we are putting in place today are to ensure such criminal and unpatriotic acts do not go without consequences. Our renewed partnership with the 9th National Assembly will facilitate the swift passage of enabling laws that will institutionalize these anti-corruption efforts in our criminal justice system. In this connection, I call upon our States to intensify their own efforts to instill greater fiscal transparency and accountability. And to ensure greater fiscal efficiency and optimum use of our very scarce resources. The blight of Corruption is fighting back. Nevertheless, this is a battle that we shall see through and this is a war, which we shall win by the Grace of God. I will also call upon all Nigerians, from every walk of life, to combat Corruption at every turn. By choosing to question and confront corrupt practices, by reporting unethical practices or through whistleblowing. Together, we can overcome corruption and will no longer be a country defined by corruption. Fellow Nigerians, let me reiterate my call for unity across our dear nation. Nigeria will emerge from our present challenges stronger and more resilient than ever – but only if all of us join hands to entrench Good Governance, foster Inclusive Economic Development, and defend and protect our Nation from all those who would wish us ill. Titan Trust Bank Set to Redefine Retail Banking in Nigeria

Barring any last-minute changes, one of the five new banks licensed by the Central Bank of Nigeria (CBN), Titan Trust Bank Limited, is set for entry into the Nigerian banking industry in grand style, in a matter of weeks, The Witness can authoritatively reveal. This newspaper had reported that the CBN recently approved licenses for five new banks to operate in the country. While others are still recruiting and putting things in place, inside sources say Titan Trust, a national financial institution, has completed its processes and is set for take-off soon. Led by seasoned banker and former deputy governor of the CBN, Mr Tunde Lemo, as chairman, the new commercial bank, sources informed The Witness is starting operation with a solid post capitalization financial base in real cash. Some of those already on board the new bank are experienced financial gurus, giving the signal that the bank is ready the compete with the long-standing and well-rooted Nigerian banks. According to the lender, the bank was formed to take advantage of the identified gaps in the banking sector and address the unmet needs of the retail mass market, SMEs and corporates. The new bank headquartered at Plot 1680, Sanusi Fafunwa Street, Victoria Island, Lagos, Nigeria has the following facilities: Commercial Banking, SME Banking, Digital Banking amongst others. ADDRESS BY MUHAMMADU BUHARI , PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA IN COMMEMORATION OF THE 2018 DEMOCRACY DAY CELEBRATION , TUESDAY, 29 TH MAY, 2018

My Dear Nigerians !

Today marks the 19 th year of our nascent democracy and the 3 rd Anniversary of this administration . I am thankful to Almighty God for bringing us thus far . This administration came at a time that Nigerians needed Change, the Change we promised and the Change we continue to deliver . We have faced a lot of challenges on this journey and Nigerians have stood by us in achieving the three cardinal points of this administration namely; Security , Corruption and the Economy . 2 . The commemoration of this year ’s Democracy Day is a celebration of freedom , a salute to the resilience and determination of Nigerians and a recommitment by Government to keep its promise to lead Nigeria into a new era of justice and prosperity . 3 . Public safety and security remains the primary duty of this Government . Before this Administration came into being 3 years ago, Boko Haram held large areas of land spanning several Local Governments in the North East . 4 . Today , the capacity of the insurgents has been degraded leading to the re -establishment of authority of government and the release of captives including , happily, 106 Chibok and 104 Dapchi girls, and over 16 , 000 other persons held by the Boko Haram. 5 . In order to minimize the impact of the insurgency on Internally Displaced Persons, Government has established secure IDP Camps and has improved the mechanism for the distribution of basic aid , foods and essential commodities using various strategies in collaboration with local and international Organizations . 6 . Efforts are in process for resettlement of IDPs in their home communities by providing schools , hospitals , clinics , water and sanitation to facilitate a quick return to economic activities . Government is similarly implementing de -radicalization and rehabilitation programmes to facilitate sustainable peace and development. 7 . The unfortunate incidences of kidnappings , herdsmen and farmers clashes in several communities which have led to high number of fatalities and loss of properties across the country is being addressed and the identified culprits and their sponsors shall be made to face the full wrath of the law . All the three tiers of Government are presently engaged with communities and religious organizations to restore peaceful co -existence among Nigerians . 8 . I want to commend members of the Multinational Joint Task Force drawn from Niger, Benin , Chad , Cameroon and our own country in collaboration with the International Community who are assisting in the fight against insurgency in the North East . I also commend the gallantry of members of our Armed Forces and other security agencies that have continued to provide security for lives and properties across the country . State and Local traditional authorities are helping with much needed intelligence in this fight against insurgency. 9 . This administration is pained over the grievous loss of lives and properties occasioned by the carnage of insurgency and other forms of criminality in the country . I wish to assure Nigerians that we will not rest until all criminal elements and their sponsors are brought to justice . Government is boosting the capacity of our security agencies through recruitment of more personnel , training and procurement of modern equipment , enhancement of intelligence gathering as well as boosting their morale in the face of daunting challenges. 10 . The Niger Delta Region has enjoyed relative peace through social inclusiveness and cooperation of the Elders and the good people of the region. Government is committed to implementing the comprehensive peace , security and development plan for the region. The environmental clean – up of the region which commenced with the launch in Bodo , Ogoni in June , 2016 is progressing satisfactorily . Furthermore farming assets are being revived and investors in cocoa and palm oil plantations are showing serious interest . 11 . The second primary object of this Administration is to fight corruption headlong . Like I have always said , if we don’t kill corruption , corruption will destroy the country . Three years into this Administration , Nigerians and the international community have begun to applaud our policies and determination to fight corruption . We are more than ever before determined to win this war , however hard the road is. I therefore appeal to all well-meaning Nigerians to continue to support us in this fight . 12 . Various policy measures already put in place to stem the tide of corrupt practices are yielding remarkable results . Some of these key reform policies include: a . The Treasury Single Account ( TSA) has realized Billions of Naira being saved from maintenance fee payable to banks . N200 Billion has also been saved from elimination of ghost workers in public service . b . The Whistle -Blowing Policy has helped to recover over N500 Billion; c . The Presidential Initiative on Continuous Audit set up with a mandate to validate controls , assess risks , prune personnel costs , ensure compliance with Public Financial Management reforms has helped to identify and remove over 52 ,000 ghost workers from the Federal Government MDAs Payroll ; d . The Voluntary Asset and Income Declaration Scheme ( VAIDS ) aimed at expanding tax education and awareness has offered the opportunity for tax defaulters to regularise their status in order to enjoy the amnesty of forgiveness on overdue interest , penalties and the assurance of non -prosecution or subject to tax investigations . e . The Sovereign Wealth Fund project portfolio has been expanded with an injection of US $650 million so as to strengthen its investment in local infrastructure , power , health , re -construction of Abuja – Kano road , Lagos -Ibadan Expressway, East West Road ( Section V ) and the Mambilla Hydro -electric Power project as well as the construction of the 2 nd Niger Bridge . 13 . The fight against corruption through the Economic and Financial Crimes Commission and the Independent Corrupt Practices and Other Related Offences Commission has resulted in recoveries of Billions of Naira, as well as forfeiture of various forms of assets . This alongside other efforts has improved Nigeria ’s international image and regional cooperation . 14 . We have retained the services of one of the world’ s leading assets tracing firms to investigate and trace assets globally . This is in addition to the exploitation of provisions of existing Treaties , Conventions as well as Bilateral Agreements with Multilateral bodies and Nations . Nigeria has also signed Mutual Legal Assistance Agreements to ensure that there is no hiding place for fugitives . 15 . This Administration has therefore focused on revamping the ailing economy it inherited in 2015. In 2016, Government executed an expansionary budget and developed the Strategic Implementation Plan . For the first time , 30 % of the budget was earmarked for capital expenditure which represents an upward review when compared with the 2015 budget . The SIP was followed by the development of a comprehensive medium term plan – the Economic Recovery and Growth Plan 2017 – 2020 . 16 . The broad strategic objectives of the ERGP were to; Restore and sustain economic growth; Build a globally competitive economy ; and Invest in our people . The implementation of the ERGP has started yielding results . The National Bureau of Statistics reports that the economy grew by 1.95 % in 1 st quarter 2018, which is a good performance when viewed against – 0.91 in 1st quarter 2017 and -0 .67 % in 1 st quarter 2016 respectively . 17 . Our foreign reserve has improved significantly to 47 .5 billion USD as of May , 2018 as against 29 .6 billion USD in 2015 . The inflationary rate has consistently declined every month since January, 2017 . 18 . Recently , Government conducted Focus Labs in three key sectors of the Economy namely , Agriculture & Transport , Manufacturing and Processing as well as Power and Gas . These have yielded significant prospects for investments and Job creation to the tune of US$ 22 .5 billion with a potential for creating more than 500 ,000 jobs by 2020. These investment generation initiatives are expected to increase capital inflows in the form of foreign direct investment . There is a high prospect that the cumulative investments from this first phase of the Labs will hit US$ 39 . 2 billion by 2025. 19 . Under agriculture , Nigeria continues to pursue a strategic food security programme built around self -sufficiency and minimization of import dependency . As a result, rice importation from other countries has been cut down by 90 % which has a direct impact on foreign reserves . 20 . The Social Investment Programmes ( SIP ) has been created as a means to graduating our citizens from poverty through capacity building , investment and direct support . The major strategic objective is to restore livelihood , economic opportunities and sustenance for the poor across the country . The SIP programmes and projects include : a . Home Grown School Feeding Programme – About 8 .2 million pupils are currently being fed from 24 States of the Federation with over 75 ,000 Catering Staff engaged under the programme . b . The Conditional Cash Transfer has so far recorded over 297 ,000 caregivers and being trained by 2 ,495 Community Facilitators in 21 states . Less privileged Nigerians are now being paid N 5 ,000 monthly stipend in 9 pilot States of Bauchi, Borno , Cross River , Ekiti , Kwara , Kogi , Niger, Osun and Oyo. Eventually the scheme will cover all the 36 states of the federation including the FCT . c . Under the Government Enterprise Empowerment Programme – About 264 ,269 loans had been disbursed to 4 ,822 societies in the 36 States and FCT , while another 370 , 635 are awaiting release of funds . d . N -Power Job creation Scheme – is targeted at providing jobs for unemployed young graduates and has so far recruited 200 ,000 youths while the next batch of 300 ,000 have been selected , verified and would soon be deployed across the 36 States and the FCT . Furthermore, 20 ,000 non -graduate volunteers have also been selected to kick off the N – Build programme in collaboration with the National Automotive Design and Development Council and the Council of Registered Builders of Nigeria . 21 . In the area of power generation , Nigerians from all parts of the country continue to report better power supply and less use of generators . This underscores the effectiveness of the methodical plan to deliver incremental and uninterrupted power supply to our homes, markets , offices and factories . 22 . The country achieved 5 , 222 .3 MW representing the highest peak of power generated onto the national grid and delivered to customers in December , 2017. With new facilities , repairs and rehabilitations by Government and private investors , generation capability now exceeds 7 ,500 MW . 23 . This Administration is committed to lawful interventions to ensure the operators of the distribution business live up to expectations especially in the areas of distribution capacity, service delivery , collection efficiency, and metering to eliminate contentious estimated billing . 24 . The Transportation Sector continues to undergo a series of reforms in order to sustain the international best practices and ensure safety and security. The nation ’ s major airports have witnessed reconstruction of runways, installation of navigational equipment and new international terminals due for commissioning in Abuja , Lagos , Kano and Enugu. Bilateral Air Services Agreements between Nigeria and the Governments of other countries will significantly open up new flight routes . 25 . As a result of strict regulatory and compliance policies, Nigeria retained her Federal Aviation Administration ( FAA) Category 1 status , after a routine international audit . Recently , a new Maintenance Repair and Overhaul facility with capacity for aircraft C – checks and other comprehensive levels of maintenance was established in Lagos . This would save the country an estimated $90 m annually . 26 . Giant strides have been recorded over the past three years to improve road transport infrastructure in all geopolitical zones of the country . 27 . The Railway Sector has also received tremendous attention as this Administration is committed to the goal of linking all State capitals in the Federation by rail network to ease the movement of goods and passengers . 28 . The Education Sector especially at tertiary level has continued to witness expansion in order to improve access to higher education by millions of youths in Nigeria . Over the last three years , Government has approved the establishment of 1 new Federal Polytechnic, granted licenses for the establishment of 4 State and 14 private -owned Universities as well as 12 private Polytechnics . 29 . Government has also continued to support the implementation of various initiatives aimed at improving the quality of Basic Education delivery . Thus , it has ensured proper funding at the Basic Education level with the disbursement of N42 .2 billion UBE Matching Grant to 26 States and the FCT , N 851 .5 million Special Education Grant disbursed to 23 States and private providers of Special Education and N2 .2 billion Teachers Professional Development Fund to 33 States and the FCT . 30 . The Federal Government has continued to support fiscal sustainability at the sub- national governments through the implementation of the Budget Support Facility which was accompanied by the 22 – point Fiscal Sustainability Plan . Thus , bailouts funds were made available to States to ease their fiscal challenges and other obligations including payment of salaries . 31 . In addition , a total of 73 Ecological Fund projects for the control of gully erosion in different communities across all geopolitical zones have been completed in the last three years and are undergoing commissioning while 53 other projects are ongoing. The execution of these projects has generated 357 skilled jobs and 1 ,350 unskilled jobs during this period. 32 . It is pertinent to also make mention of the immeasurable contributions of the Nigerian woman to national development and advancement of democracy , over the last three years . The government and people appreciate you all as mothers of our great country . 33 . My dear country men and women , as we all celebrate our democratic experience, let us resolve to avoid hatred and intolerance ; we can only achieve our objectives in an atmosphere of harmony and peaceful co – existence. 34 . Finally, the up -coming months will usher us into another season of general elections . Let me use this opportunity to urge us all to conduct ourselves , our wards and our constituencies with the utmost sense of fairness , justice and peaceful co -existence such that we will have not only hitch free elections but also a credible and violence free process . 35 . In few days to come , I will be joined by many promising young Nigerians to sign into law the “Not Too Young to Run ” Bill 36 . I thank you for your attention . 37 . Food prices drop significantly in Nigeria

Early this week The National Bureau of Statistics (NBS) said Nigeria has exited its worst economic recession in more than two decades, notching up growth of 0.55 per cent in the second quarter of 2017, though mixed reactions have trailed the report by the National Bureau of Statistics, NBS, that the Nigerian economy is officially out of recession. The latest of it is the report from News Agency of Nigeria, NAN, that Food prices has significantly drop in Nigeria.

According the NAN, The harvest of food crops in the South-west has made appreciable positive impact on the prices of foodstuff, a survey by the News Agency of Nigeria has revealed. Some farmers and stakeholders, who spoke with NAN correspondents across some states in the zone on Wednesday, attributed the positive development to the sustained focus on agricultural development by the federal government.

They expressed optimism that the effort at revamping the country’s ailing economy would materialise, if the renewed focus on agriculture persisted.

They also cited government’s efforts at strengthening the naira by encouraging locally produced goods.

These actions, they concluded, had boosted food production, resulting to good harvest that had led to a drop in the price of foodstuff. In Oyo State, a maize seller, Azeez Zubair, told NAN in Ibadan that a measure (mudu) of maize, which cost N420 before the current harvest period, now goes for N200 while a bag of maize, which was sold for N18,000 previously now cost N10,000.

He said that the price could have been further reduced if more youth had ventured into agriculture and therefore, advised youngsters to go back to farming in order to permanently tackle food insecurity in the country.

Also speaking, Romoke Fashola, a yam seller, said that six tubers of yam that previously cost 3,000, now sells for N1, 200 while the price of 60 tubers of yam had dropped to N18,000 from N30,000. Mrs. Fashola said that the price of yam would still drop as the harvest period lasted.

She, however, observed that exportation of yams, would limit the drop in the price of yam this harvest season. In his own contribution, Alao Adetayo, a farmer, identified one of the factors inducing price spikes as the high cost of farm inputs and transportation occasioned by bad roads.

He urged the federal government to rehabilitate rural roads to ease farmers’ stress in the transportation of farm produce to urban centres.

Reacting to the development, Oyewole Oyewumi, the Oyo Commissioner for Agriculture, Natural Resources and Human Development, said the state government had embarked on various measures to boost food production. Oyewumi said that the government had begun to recruit many unemployed youth into agriculture through the inauguration of the Oyo State Agricultural Initiatives (OYSAI) tagged ‘OYO AGRIC’.

He said that this effort had contributed to increased food production and the resultant affordable prices of farm produce this harvest period.

The commissioner added that the government had also embarked on the repair and expansion of rural roads to ease the transportation of farm produce from rural communities to urban areas.

In Osun, a similar trend was observed in different parts of the state, especially at major markets in Osogbo and Ile-Ife.

A yam seller at Itakogun market, Ile-Ife, Christiana Alani, said that five big tubers of yam, previously sold for N4,000 now cost N2,500. Mrs. Alani added that five small tubers which cost N1,200 before harvest, now sell for N800.

She observed that a small bag and a measure of maize, which sold for N24,000 and N350, now cost N21,000 and N300 respectively. Similarly, in Alekuwodo market in Osogbo, five big tubers of yam now cost N,3000 as against N4,500 before the harvest while a bag of maize sells for N22,000 against N24,000 previously.

Tawa Ahmed, a food seller at the market, attributed the fall in the prices of foodstuffs to the ongoing harvest of farm produce. “Usually, prices of foodstuffs come down at this period of harvest but by the end of October, there may be slight changes in the prices when harvest of crops draw to a close,” Mrs. Ahmed said. On the contrary, however, Taye Babatunde, a foodstuff distributor at Oja Tuntun, noted that the price of beans had remained high in the last few months as a bag of white beans sells for N40,000 while a plastic measure costs N650.

Mrs. Babatunde said that a bag of sweet beans, which was formerly sold for N25,000 and a plastic measure for N700, now costs N30,000 and N750 respectively.

At Igbonna market in Osogbo, a bag of brown beans attracts N33,000, as against the initial price of N29,000 while a plastic measure, which formerly cost N600 now costs N700. Meanwhile, Moses Oladipupo, the Vice President of All Farmers Association of Nigeria (AFAN) in Osun, said that the newly-harvested crops had triggered 50 per cent drop in the prices of foodstuff generally in markets in the state. Mr. Oladipupo noted that most of the food crops being harvested were planted between March and June.

He expressed optimism that the prices of foodstuff would further drop in the course of the harvest period. Also commenting, Ganiyu Awojobi, the AFAN Chairman in Ife East Local Government, concurred that the prices of foodstuff would further decline as the harvest progressed.

He, however, argued that it was normal that when certain food crops were being harvested and made available in the market, their prices would drop in line with the law of demand and supply.

In Ekiti, respondents said they were excited over the evident fall in the prices of foodstuff and their availability in the market. A farmer, Jide Ogunyemi, in Ikere Ekiti, said that farmers were actually relieved of the hardship associated with the ailing economy, saying that they would not relent in their efforts to sustain the trend. Mr. Ogunyemi, however, said that the state government needed to do more in the area of providing the enabling environment as well as incentives for farmers to further encourage them.

He told NAN that many farmers in the state still lacked access to agricultural inputs and cash support to enable them to expand and maintain their farms.

The peasant farmer noted that most of them would want to be equipped with agricultural skills, equipment and facilities, including storage, marketing and distribution of farm produce.

In Kwara, the newly harvested crops also made some positive impact on the prices of foodstuff, as revealed in the NAN survey. For instance, in Baruten Local Government Area of the state, a measure of maize, which sold for N6,000 before, now costs N4,000 while six big tubers of yam now cost N2,000 as against N5 000 before the harvest period.

However, the price of Guinea corn remained high as the crop was not yet due for harvest hence, one basin of Guinea corn sells for N6,000 as against N5,000 in May. A pepper seller who identified herself as ‘Iya Ramota Alata’, said that pepper had also witnessed price reduction as a bag of long pepper sells for between N6,500 and N7,000 as against N8,000 sold in May.

She also said that the price of onion had also dropped with the arrival of the newly harvested commodity. According to her, a bag of white onion now sells for between N18,000 and N20,000 while the red onion sells for N15,000 to N18,000.
