Among the many scary things about Arcana, one of the worst is probably the fact that she isn't the cause of the Storm. She's the benefiter of it, like many others, but she isn't the cause despite all of the ways she uses it for control.

Chapter 7 | E Lucevan le Stelle Trailer - Breakdown
Welcome to 1914 Vienna, one of the capitals of the Austro-Hungarian empire. In the prime time of arts and culture, Vienna is set to host a well-loved opera among the masses. Meanwhile, more tumultuous conflicts arises as we begin to reach the height of the "Storm." What will we be seeing here in this colourful city?
We're well aware that the trailer absolutely shows us that we will be seeing a new perspective in the current events of the main story. But what are we presented with so far? Lets see here. [Content Warning: Mentions of suicide, depictions of electroshock therapy]
The Title
The title itself is a reference to the song of the same name. E Lucevan le Stelle is a romantic aria that is performed in the third act of Tosca by Giacomo Puccini. The three-act opera is a tragic story about love and jealousy, telling the story of an opera singer fighting to save her love from a sadistic police chief.
From this alone, it makes its themes of this chapter very clear. Furthermore, Tosca might be the opera that will be performed in Vienna.
The Art Gallery
"A painting? Based on the mysterious island?... The host is Isolde, the opera singer?" "Oh poor thing; every member of that family met a tragic end. And now, her brother..."
We start this trailer by being informed that Isolde, an opera singer, is hosting an art exhibition in Vienna. The exhibited paintings are of her late brother, who had died prior to this story.
The building signage on the art gallery (literally) translates to: "to time its art, to art its freedom" in German. There is no doubt that the "mysterious island" is referencing to the Island and Apeiron, which has recently been bombed and implied to be exposed to the public in Chapter 5.
These paintings have been burnt, yet parts had been preserved and presented to the public. They have been painted by Theophil Dittersdorf, being the named late brother of Isolde Dittersdorf.
The Salvation
"Behold, my brother's final painting, inspired by the Golden Isle: "The Salvation." "
Once again referencing the Island, Theophil must have known about it for some time. Here, the painting could be about the "Storm" itself.
The News
"The rain, the 'golden isle,' the island in the painting, is that where the Timekeeper is at now?" - Marcus "How did Theophil know about the 'Storm', and the Island?" - Hoffman "He belonged to an organization called 'The Circle.' " - Marcus
We're finally introduced to Greta Hoffman and Marcus, the two investigators who are deployed to Vienna to investigate about the "Storm." Also, the newspaper here confirms that the Island had been exposed. Its ownership causes international conflicts between Bulgaria, Serbia, and Greece. This coincides with Theophil's art exhibition and the revealing of the Salvation.
They discover that Theophil knew about the Island because of a group called "The Circle." They're described as a group of artists, but Marcus speculates that they might have a purpose beyond that.
"Are they really just a group of artists?"
Kakania helping Isolde
"What do you see in the mirror?"
Kakania is likely to be a psychiatrist for Isolde, who helps the latter try to cope with the loss of her brother.
"I see... golden circles. Theophil in the fire... He, He burned all his paintings! And then, I heard a shot."
Isolde describes what had happened during Theophil's death. Here, we see a memory of her receiving electroshock therapy as a form of treatment. (which I'll talk about in a different post) Then, we see a vague memory of what happened that night.
Theophil's silhouette seemed to be domineering over Isolde's own as he burned his paintings. The last sentence implies that Theophil did not die in the fire, but rather committed suicide by shooting himself.
The "Storm"
"All these assassinations... All at the same time?"
We see that the "Storm" will be happening around this time by acceleration. It's catalyst has to do with mass assassinations and thus sparking WW1.
Meanwhile, we have a short scene of a fighter plane being taken down, suggesting that we might have a moment to see what happened on the Island.
Kakania and Marcus' meeting
"I can see how you burned with passion. Welcome to 'The Circle,' miss Marcus."
The paths of the past and future will cross once again. Marcus and Kakania will be meeting under certain circumstances. Kakania—despite likely not knowing anything about the "Storm"—will be helping Marcus with her mission.
More of Isolde
"Will our people be able to defend themselves on that island?" - Kakania "To help them, is to help ourselves." - Isolde —— "We share the same dream as you."
We're not sure what this shows here, but considering Isolde's quotes here, she might be a part of something more in this story than we know for now. Who is "we" anyway?
Arcana
"I am intrigued by the name of your little group: 'The Circle.' "
Arcana makes an interesting appearance in this trailer. Perhaps she will be important to a flashback? Or maybe an interaction that happens before she arrives to the Island? Who knows!
The End
"Even if the world ends tomorrow, we still have a show to watch. Please, enjoy."
This is all we see in the trailer. I'm really excited to finally see what happens in Chapter 7, as it'll truly be a long yet grandiose show for everyone. Have fun with theorizing!

A arcanist’s work. Exhibited in the 1990s for 24 years. Completed in Summer, on September 13. The exhibition was first held in Manila, Philippines, and after 10 years the exhibit later traveled to Spain, before going all over the world.

“It makes me happy to know that you still remember me,” the Timekeeper calmly says, pulling a gun from her holster and pointing it at Arcana. “Lady Arcana, I have come to kill you.”
She recognizes the gun. A loving rendition of the Colt M1911, modified by the finest wandmaker Manus Vindictae once had among them. She needs no more explanation then.
“First love must have touched thy tongue with honey to beget thee to grasp on thine vengeance with such ardor, Lady Vertin,” she mocks.
The Timekeeper pays her words no mind and places a finger on the trigger. “Any last words?”
Arcana approaches the oak table near her. She places the glass gently on the surface in a languid motion. She says in jest, “I require a moment’s reprieve.”

on minor parsing of the reverse 1999 timeline: where do events fall?
disclaimer: this post is not meant to provide a decoded in-game timeline. its purpose is to sow discussion about how to make sense of it.
minor spoilers up to 1.9 vereinsamt, and mention of versions 2.0-2.2
months ago when 1.4 prisoner in the cave (Ch5) was released in CN, a user posted her findings of the game's timeline based on the IDM in 37's lab and greta's account in the star. you can find the post here. the scope of her findings was limited to the main story and makes sense. although the theorised timeline only goes up to Ch5, we can easily extend the timeline to include the story up until the storm in Ch7, since the progression from prisoner in the cave -> vereinsamt is linear.
QUERY: where have previous non-main events fallen into this timeline?
the official re1999 account posted earlier today some images of a laplace forum board, and two things stuck out to me:
these two comments. one of them is likely windsong, based on the ID end letter 'W' and her ley line device. the other is (likely) mesmer jr's account, and here she mentions 'researcher ezra.' before talking about windsong, lets clear things up a bit with ezra.
in uluru games, vertin already has a sizeable team, such as bringing regulus, darley, la source, and click when the uluru crew first set foot in the stadium. having regulus around means the event definitely happened after Ch0-4 i.e., regulus recruited, team timekeeper is established. but did it happen between Ch4 and Ch5? not necessarily. although we know the storm has a physical radius, nothing is proven yet on which storms had affected australia. besides, ezra seems to have already been an established member of laplace by the time of the event. so, when uluru games happened is still up for discussion.
with windsong, however, one thing is certain: farewell rayashki happened before the main story. a few points infer to this:
all of farewell rayashki (1.8) happened, and THEN windsong was recruited by lucy to join laplace. this means lucy hadnt resigned.
the radio broadcast at the beginning of the event tells of a storm syndrome that turns people's insides into electrical wires. this syndrome doesnt match any storm directly in the main story (comic book explosions in 1966, money = food in 1929, oil paintings in 1914, people turning into blocks during vertin's breakaway incident; this was 1987, per the previous linked post). this might match, however, with greta's account of the storm in the star.
that's all fine and dandy, and windsong's presence in the laplace forum (which happens AFTER vereinsamt, as the forum discusses a charging station in vertin's suitcase to accommodate lucy) means the timeline is still fairly consistent. but what about the other events?
theft of the rimet cup is likely to be before Ch0 this is tomorrow. regulus was still in 1960s london at the time
green lake. horropedia recounts that the zeno campsite story seemed to have been in 1971, but when exactly is that in relation to the game's main story? still unclear, but should be after vertin establishes team timekeeper...
mor pankh, iirc, was also around 1960s, though whether this means it happened before the main story is up for discussion.
uluru games, as discussed above, should be after Ch4 at least, however it might be even later i.e., after Ch7 vereinsamt.
notes on shuori: no clue on this one... the one lead to maybe making sense of the timeline is yenisei, as it's implied she meets the timekeeper at the end of the event. the status of pei city and the storm is a different topic entirely, as well.
farewell rayashki: before one of the earlier storms prior to the main story (Ch0). see above.
after having finished vereinsamt, im quite excited to see where the story is headed next. although arcana is seemingly out of the picture, the manus still exist. what little i could garner with versions 2.0-2.2, without much spoilers, is the active presence of manus vindictae (or at least, one member) through characters like ms kimberly and ms grace. with anjo nala being a major character in Ch8 tristes tropiques, this might mean events 2.0 and 2.1 happen between Ch7 and Ch8. everything else, i have yet to know, however.

re:19 loves making characters (especially npcs) haunt a narrative even when you haven't seen them for most of the chapter or event (theophil, arcana, Constantine) they make npcs just as interesting and important as playable characters even when we don't see them, and it just adds much more to the game. especially with the designs, you can't sometimes tell if the character will be playable or not, unlike some games (cough genshin) where you can obviously tell who's playable and who's not
