The registration form indicated above must be completed and submitted to the Sub-Registrar Office together with a valid proof of address in the jurisdiction where the husband or wife resides.

Additionally, the application form should include copies of all the needed papers.

Furthermore, the application must be submitted 30 days after the wedding.

Each party must show up in front of the ADM on the registration day, along with a Gazetted Officer who was present at the wedding.

Each witness must sign in front of the Registrar as well.

The marriage will then be registered when the application and supporting documents are examined, at which point the marriage certificate will be provide.

Three distinct witnesses' signatures are necessary in order to officially register the marriage. Following are the requirements for becoming a marriage witness:

There must have been witnesses at the couple's wedding.

It is best if the witnesses are the bride and groom's closest blood relatives.

Any marriage can be registered under the Special Marriage Act of 1954, regardless of whether the spouses are Hindus, Buddhists, Jains, or Sikhs. Additionally, an unregistered marriage can be documented within 90 days of the ceremony without paying a fine, but between 90 and 150 days will result in a penalty fee.

The Municipal Corporation of Gurugram on Wednesday has issued guidelines for resident welfare associations, to be followed till 31 July during Unlock 2.0. The entry of maids/house-helps be allowed with restrictions, including mandatory use of face-mask, thermal scanning and hand sanitisation at the gate.

Security Council trying again for first COVID-19 resolution

The UN Security Council is trying again to reach agreement on its first resolution on COVID-19 since the coronavirus started circling the global in February, after a lengthy dispute between the US and China over mentioning the World Health Organization, reports AP.

A revised draft resolution by France and China was submitted for a vote on Tuesday and the result is expected to be announced on Wednesday.

Total confirmed cases of COVID-19 across the world stand at 1.03 crore, according to the Johns Hopkins University CSSE. This figure includes COVID-19 patients who have recovered and the overall global death toll which stands at 5.06 lakh.

With over 26 lakh reported cases till date, the United States is the worst-affected country in the world. The US is followed by Brazil, Russia, India and the United Kingdom.

More local trains for essential services staff from today

Central Railway and Western Railway will run additional 150 and 148 local services, respectively, in Mumbai from 1 July, reports PTI. Only essential staff including those of Centre, IT, defense, Raj Bhavan will be allowed and no general passengers will be allowed yet, the news agency quotes Railways minister Piyush Goyal as saying.

Coronavirus LATEST Updates: The Railways will expand its suburban services in Mumbai from today and run 350 trains each in the Central and Western Railway Zones, Union Minister Piyush Goyal said. The trains will, however, only carry essential services personnel identified by the Maharashtra government. Mumbai recorded 903 new cases, pushing the total number of cases to rise to 77,197 on Tuesday.

On Tuesday, Tamil Nadu again surpassed Delhi to regain the second spot among the list of worst-hit states by the COVID-19 pandemic.

Meanwhile, Prime Minister Narendra Modi announced an extension of the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), a government scheme, which aims to provide free ration for 80 crore people, by five more months till the end of November.

In his televised address Tuesday, the prime minister also said it is a cause of worry that people are not adhering as strictly to rules and precautions during the 'unlock' phase as they did during the lockdown.

Modi announces extension of free ration scheme

Stating the cost to the exchequer in extending the PMGKAY scheme, the prime minister said that over Rs 90,000 crore will be spent on the scheme, and if the last three months' expenditure on account of the free ration scheme is added, then the total budget will be about Rs 1.5 lakh crore.

The scheme was rolled out for three months from April soon after the nationwide lockdown was announced to combat the COVID-19 pandemic.

Noting that July marks the beginning of the festive season when people's needs as well as expenditure increase, Modi said that the government has decided to extend the scheme till November end.

The prime minister also said in his 16-minute address that the Central Government is working on the "one nation, one ration card" initiative which, he added, will benefit people living outside their home for employment and other needs the most.

This was Modi's sixth address to the nation after the outbreak of the coronavirus pandemic

The prime minister said that each member of a family covered under the scheme will get five kilogrammes of wheat or rice, and every family will get one kilogramme whole gram per month as well.

Modi, however, lamented that there is an increasing "negligence" in personal and social behaviour during the easing of restrictions and urged people to be more vigilant.

"We have also seen that since 'Unlock-1', there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry," he said and urged the people to follow all necessary precautions.

He also emphasised on strict enforcement of rules, especially in containment zones.

"Those not following the rules will need to be stopped and cautioned," he said, stressing "be it a village pradhan or the prime minister, no one is above the law in India".

Maharashtra, Tamil Nadu record most cases

Maharashtra remained the highest contributor to the single day rise in cases, registering over 5,200 coronavirus infections, according to the Union Health Ministry.

Recording nearly 4,000 cases in the last 24 hours, Tamil Nadu has again surpassed Delhi to regain the second spot among the list of worst-hit states by the pandemic.

Karnataka also recorded more than 1,100 cases overtaking Haryana and Andhra Pradesh.

Delhi saw an increase of 2,084 cases in the past 24 hours. In June, the national capital added over 64,000 fresh cases to its tally, while over 47,357 patients recovered, were discharged or migrated.

The total number of COVID-19 cases has gone up to 15,394 in Telangana, 14,295 in Karnataka, 14,210 in Haryana, 13,891 in Andhra Pradesh, and 13,370 in Madhya Pradesh.

It has risen to 9,640 in Bihar, 7,752 in Assam, 7,237 in Jammu and Kashmir and 6,859 in Odisha. Punjab has reported 5,418 novel coronavirus infections so far, while Kerala has 4,189 cases.

A total of 2,831 people have been infected by the virus in Uttarakhand, 2,761 in Chhattisgarh, 2,426 in Jharkhand, 1,380 in Tripura, 1,227 in Manipur, 1,198 in Goa, 964 in Ladakh and 942 in Himachal Pradesh. Puducherry has recorded 619 COVID-19 cases, Chandigarh 435, Nagaland 434 and Dadra and Nagar Haveli and Daman and Diu together have reported 203 COVID-19 cases.

Arunachal Pradesh reported 187 cases, Mizoram has 148 cases, Andaman and Nicobar Islands has 90, Sikkim has registered 88 infections so far, while Meghalaya has recorded 47 cases.

Delhi govt sets ball rolling for 'plasma bank'

The Delhi government has set the ball rolling to establish the first-of-its-kind "plasma bank" for treatment of COVID-19 at a facility in the National Capital and its modalities are being worked out, sources told PTI.

The bank is being set up at the Delhi government-run Institute of Liver and Biliary Sciences (ILBS) and doctors or hospitals will have to approach it if a plasma is required for treatment of a COVID-19 patient.

Addressing an online media briefing on Monday, Chief Minister Arvind Kejriwal had said the bank will be operational in the next two days.

The move comes as convalescent plasma therapy has shown "encouraging" results in city hospitals, he had said.

Sources said the facility where the plasma will be drawn from one person to donate to a COVID-19 patient, is being set up on the serving floor of the ILBS.

The plasma itself can be stored in the blood bank facility in a separate pack, a source said.

According to experts, plasma needs cryogenic storage at minus 80 degrees Celsius or less.

Bharat Biotech gets nod to conduct trials for vaccine

The Drug Controller General of India (DCGI) has granted permission to Bharat Biotech International Limited (BBIL) to conduct Phase I and II Human clinical trials to develop an indigenous vaccine for COVID-19 — in the name COVAXIN.

For this, Indian Council of Medical Research (ICMR) and BBIL had partnered to develop a fully indigenous vaccine for COVID-19 using the virus strain isolated at ICMR's National Institute of Virology (NIV), Pune.

"The Central Drug Standard Control Organisation (CDSCO) — the office of DCGI has granted permission to initiate Phase I and II Human clinical trials after the company submitted results generated from preclinical studies, demonstrating safety and immune response. Human clinical trials are scheduled to start across India in July 2020," stated the spokesperson of Bharat Biotech.

"The strain was successfully transferred from NIV to Bharat Biotech International Ltd. (BBIL). Work on vaccine development has been initiated between the two partners. ICMR-NIV are providing continuous support to BBIL for vaccine development. ICMR and BBIL will seek fast-track approvals to expedite vaccine development, subsequent animal studies and clinical evaluation of the candidate vaccine," said ICMR official.

C.A Dated On 09-08-2019 GS-1 Quit India movement: Why in news? On this day 77 years ago, Mumbai became the scene of massive public demonstrations against colonial rule. The previous day, August 8, 1942, Mahatma Gandhi had given the clarion call of 'Quit India' at Gowalia Tank (now August Kranti Maidan). The Quit India movement, which subsequently spread to other parts of the country, is among the key moments of India's freedom struggle. What was going on in Mumbai during the Quit India movement? Leaders of the movement  There was Sardar Vallabhbhai Patel, of course, one of the Congress’s tallest leaders, who attracted massive crowds to his Mumbai rallies.  Among the key local leaders who assisted him were Achyut Patwardhan, B G Kher, Nagindas Master, and S K Patil. Shankarrao Deo and Yusuf Meherally organised support both from the city and neighbouring Pune.  The British government acted swiftly.  Mahatma Gandhi was arrested from Birla House (now Gandhi Smriti) soon after he delivered the famous “Do or die” address, as were several regional Congress leaders. Gandhi was confined at the Aga Khan Palace in Pune and the latter at Yerwada Jail, also in that city. Protests that rocked the city  The arrests of major Congress leaders failed to deter agitators' grit. Protests around Dadar reached fever pitch, requiring both the military and police to be deployed.  The situation also remained tense in a large stretch from Matunga to Kalbadevi and Thakurdwar in South Mumbai. C.A Dated On 09-08-2019  The Bombay Stock Exchange had to remain shuttered for a long period, as did the city’s premier industries, including Godrej, Lever Brothers (today’s Hindustan Unilever), General Motors, and Richardson Cruddas.  The city’s mills also remained closed, as did Zaveri Bazaar and the cloth market.  Clashes with colonial authorities worsened when the latter began employing barbaric methods, such as whipping. Protesters consequently blocked public transport, police vehicles, and damaged telegraph cables and BEST bus stops.  The Congress Women’s Wing, also known as the Desh Sevika Sangh, led protests. Quit India’s non-Congress participants, and opponents  Among the city’s Muslim community, while some followed the All-India Muslim League’s call to boycott the movement, others participated enthusiastically, such as the Jamiat-ul-Ulema and the All-India Azad Muslim Conference.  The Rashtriya Girni Kamgar Sangh ensured that the city’s mill workers joined the struggle. It also helped that many communist leaders at the time were also members of the Congress.  Student politics also played a key role. Youth activists from VJTI, Elphinstone, Grant Medical, Khalsa, Ruia, Sydenham, St. Xavier's, and Wilson colleges worked together, taking out processions and paralysing communications.  However, moderate politicians including Sir Jamnadas Mehta and Sir Cowasjee Jehangir opposed joining the movement, expressing concern over its timing, which coincided with imperial Japan’s rapid advance from East Asia towards Indian frontiers. GS-2 Increase in sex ratio at birth Context C.A Dated On 09-08-2019 The highest improvement was in Punjab at 126 points, but its SRB remained among the lowest among the states at 860 in NFHS-4. Details  The sex ratio at birth (SRB) in the country, defined as the number of female births per 1,000 male births, improved from 914 to 919 between the third and fourth National Family Health Surveys (NFHS), carried out in 2005-06 and 2015-16 respectively.  The highest improvement was in Punjab at 126 points, but its SRB remained among the lowest among the states at 860 in NFHS-4.  The sharpest decline was in Sikkim, where the SRB dropped 175 points to reach 809, the lowest among all states in 2015- 16.  Next to Punjab, the highest improvement in SRB was in Kerala, by 122 points from 925 in 2005-06. Its 1,047 in 2015-16 was the highest SRB among all states.  Next to Sikkim, the five states with the highest declines included four more in the Northeast. C.A Dated On 09-08-2019 UNIDO Why in news? UNIDO and National Institute of Solar Energy to initiate a skill development programme for different levels of beneficiaries in the solar thermal energy sector. NISE and UNIDO will engage national and international experts to bring the best practices by developing specialized training material. Background:  The agreement is part of the ongoing MNRE-GEF-UNIDO project implemented jointly by UNIDO and to support capacity building and skill development of technical manpower in the Concentrated Solar Thermal Energy Technologies (CST) which are being used to replace conventional fossil fuels e.g. coal, diesel, furnace oil etc. and save costs and emissions in the industrial process heat applications. C.A Dated On 09-08-2019 About UNIDO:  UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability.  It is also a member of UNDP.  As of 1 April 2019, 170 States are Members of UNIDO.  Members regularly discuss and decide UNIDO’s guiding principles and policies in the sessions of the Policymaking Organs.  The mission of UNIDO, as described in the Lima Declarationadopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States.  UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. One nation one ration card Why in news? In a bid to implement ‘One Nation, One Ration Card’ across the country by June 1, 2020, the Centre on Friday kick-started inter-state portability of ration cards between Telangana-Andhra Pradesh as well as Maharashtra-Gujarat. About the scheme  One Nation One Ration Card’ scheme, which will allow portability of food security benefits, will be available across the country from July 1, 2020.  This means poor migrant workers will be able to buy subsidised rice and wheat from any ration shop in the country, so long as their ration cards are linked to Aadhaar.  All the States have been given one more year to use point of sale (PoS) machines in the ration shops and implement the scheme, Food Minister Ram Vilas Paswan told journalists on Saturday. C.A Dated On 09-08-2019  Already, 77% % of the ration shops across the country have PoS machines and more than 85% of people covered under the National Food Security Act (NFSA) have their cards linked to Aadhaar. Is aadhar mandatory?  While Aadhaar linkage is not necessary to access NFSA benefits in a beneficiary’s local registered ration shop, located closest to her home address, it will be necessary to access the portability scheme, according to senior Food Ministry officials. Applicability:  Ten States -- Andhra Pradesh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana and Tripura – already offer this portability, pointed out Mr. Paswan.  Delhi had also begun implementing portability, though it was later stopped for technical reasons. Other States, including Himachal Pradesh, Madhya Pradesh, Jammu and Kashmir, Punjab and Tamil Nadu, could easily implement the scheme, as they had PoS machines in all the ration shops. Eligibility  A senior Ministry official clarified that migrants would only be eligible for the subsidies supported by the Centre, which include rice sold at Rs. 3/kg and wheat at Rs. 2/kg.  Even if a beneficiary moved to a State where grains were given for free, that person would not be able to access those benefits, as they were funded by the State exchequer. Fortified grains  In a bid to reduce nutrition deficiencies among beneficiaries, the Centre would roll out a pilot project in 15 districts to fortify rice grains with iron, folic acid, Vitamin A and Vitamin B12. The first fortified grains would be available in ration shops from this November. . C.A Dated On 09-08-2019 . UN Convention on International Settlement Agreements Why in news? The Union Cabinet chaired by Prime Minister Narendra Modi has approved the signing of the United Nations Convention on International Settlement Agreements (UNISA) resulting from mediation by the Republic of India scheduled to be held at Singapore on 7th August, 2019, or at United Nations Headquarters. Benefit: Signing of the Convention will boost the confidence of the investors and shall provide a positive signal to foreign investors about India's commitment to adhere to international practice on Alternative Dispute Resolution (ADR). Initiatives to promote ADR Mechanisms:  In order to encourage international commercial arbitration in India, to evolve a comprehensive ecosystem of arbitration the Government is establishing the New Delhi International Arbitration Centre (NDIAC) as a statutory body.  The Commercial Courts Act, 2015, has been further amended and legislative exercise to further amend the Arbitration and Conciliation Act, 1996, is currently underway.  These initiatives are being taken with a view to encourage the settlement of commercial disputes, domestic and international, in India through ADR Mechanism of Arbitration, Conciliation and Mediation.  A new Chapter (IIIA) has been inserted in the Commercial Courts Act, 2015, for mandatory preinstitution mediation and settlement in certain category of cases. C.A Dated On 09-08-2019  Therefore, the provisions of the 'Convention' are in line with the domestic laws and the efforts made to strengthen Alternative Dispute Resolution Mechanisms. For this, Indian Council of Medical Research (ICMR) and BBIL had partnered to develop a fully indigenous vaccine for COVID-19 using the virus strain isolated at ICMR's National Institute of Virology (NIV), Pune. "The Central Drug Standard Control Organisation (CDSCO) — the office of DCGI has granted permission to initiate Phase I and II Human clinical trials after the company submitted results generated from preclinical studies, demonstrating safety and immune response. COVID-19 cases rise to 5,66,840 as Unlock 2.0 begins; Tamil Nadu surpasses Delhi as second worst-hit state

On Tuesday, Tamil Nadu again surpassed Delhi to regain the second spot among the list of worst-hit states by the COVID-19 pandemic.

Modi announces extension of free ration scheme

The scheme was rolled out for three months from April soon after the nationwide lockdown was announced to combat the COVID-19 pandemic.

Noting that July marks the beginning of the festive season when people's needs as well as expenditure increase, Modi said that the government has decided to extend the scheme till November end.

The prime minister said that each member of a family covered under the scheme will get five kilogrammes of wheat or rice, and every family will get one kilogramme whole gram per month as well.

Maharashtra remained the highest contributor to the single day rise in cases, registering over 5,200 coronavirus infections, according to the Union Health Ministry.

At Hyderabad COVID-19 hospital, off-roll cleaners, security guards work without protective equipment as admin shifts blame to contractors

"Someone has to clean the mess. If I don't do it, who will?" asks Lakshmi (name changed), a cleaner at Hyderabad's Gandhi Hospital, which is presently a dedicated COVID-19 facility.

The 56-year-old is an off-roll employee and has been working at the state government-run hospital on a contractual basis for the past 13 years. She says the hospital has not provided her with a mask, or any other protective equipment.

“What else can we do? My husband is dead, and my kids are married and living elsewhere. I need this job to feed myself,” she said.

Like Lakshmi, many other cleaners, security guards, and janitors are at a high risk of contracting the novel coronavirus. While the challenges of doctors and nurses have been widely documented, those of contractual workers such as the ones described above do not get enough attention.

Sanitation workers, security personnel at high risk

Contractual employees at hospitals such as sanitation workers and security guards are at a high risk of exposure to the virus but are often expected to work without proper equipment.

Firstpost spoke to some medical and support staff at Gandhi Hospital in Hyderabad, to understand the stress and work conditions of these forgotten workers.

Lakshmi, along with roughly 45 to 50 other staffers, lives in quarters provided by the hospital nearby. They are provided with three meals and are allowed to go to their homes for about two to three hours in the morning, after completing their night rounds.

She is a cleaner in one of the wards of the hospital. “It is my job to clean up the ward after any surgeries or operations. I have neither been given a mask, nor gloves or any proper medical kit. I use a mask that I bought myself. Otherwise, I just wrap a dupatta over my face.”

Lakshmi is not the only one. Many non-clinical hospital staffers say they, too, are woefully unprotected.

A junior doctor in the hospital noted that sanitation workers are not given adequate protection “at all” and said he is fearful for the support staff, who face the same risks as higher-paid clinical staffers.

He told Firstpost, “It breaks my heart to see the cleaners work without any masks. They clean up vomit, blood, anything that spills on the ground. We, as doctors, just go in, check on our patients, and leave. But these workers stay back and clean everything. They are just as exposed as to the virus, if not more.”

Ramesh (name changed), a security guard at the hospital said, “We are not given masks, or even something as basic as soap and water to wash our hands. Doctors and attendants in wards are given masks since they deal with patients. But as a guard working in the building, I come in contact with suspected patients as well. I just use my handkerchief to cover myself.”

Like Lakshmi, Ramesh works at the hospital on a contractual basis.

Another doctor, who is also a senior professor at Gandhi Medical College, highlighted that anyone is susceptible to the virus. “The virus can be on your watch, your glasses. Nobody knows where the virus is, that is why it is called the ‘invisible enemy’.”

But are workers such as cleaners and security guards less susceptible to the ‘invisible enemy’?

According to a BBC report, a Newcastle University analysed the results of 1,000 tests carried out on workers at local hospitals in March.

The staff members fell into three groups:

those dealing directly with patients like nurses, doctors

those who do not directly deal with patients but might be at greater risk of hospital infection like cleaners, lab staff

those who work in the building, non-clinical staff like clerical, admin, IT

The study found out that there was no evidence of a significant difference between the three groups, with rates of infection of 15 percent in the first group, 16 percent in the second, and 18 percent in the third.

Hospital administration claims enough masks for all staffers

An administrator of the Gandhi Hospital categorically told Firstpost that everyone in the hospital is provided with enough working PPE kits and masks.

"We have a table set up on the hospital premises where a staffer can show his/her ID card, and take masks and kits as required. Non-clinical, clinical, all staff members are provided with enough gear. They just have to approach the table, register their name and ID card number, so that there is a record of how many items a staffer has taken."

When asked about Class 4 workers' conditions and the lack of equipment they have, the administrator said, "Even if they are on a contractual basis, they are given masks. We have instructed their respective contractors to hand over the gear to them. If the contractors don't do their part, it is their fault. But the hospital has provided for all medicos working in the hospital premises to have masks and protective gear."

He also pointed out that even though the full PPE kits are given to strictly doctors and nurses who work directly with COVID-19 patients, but other masks, gloves and medical equipment needed to protect frontline workers, even Class-4 workers, are in abundance and there are no restrictions over any staffer, working on the premises of the hospital to not take them.

Workers say they get ration, housing

While contractual employees at hospitals have their share of grievances, they say there are some positive sides too.

For example, Lakshmi said, “I am happy that we are given rations weekly. Lunch and dinner are provided for in the hospital and staying near the hospital help me cut down on travelling expenses.”

Similarly, Ramesh said the hospital provides a minivan to drop security personnel home once their shift ends.

“We have worked in this hospital for more than a decade. It has given us the means to feed ourselves for so long and in a time of crisis we are happy to be there for them,” he said.

Cases in Telangana

Till 27 April, Telangana had reported 1,003 coronavirus cases and 25 deaths, according to official figures provided by the state's health minister Eatala Rajender.

A doctor working at the hospital said, “There was an exponential increase in the number of patients being admitted after the news of the Tablighi Jamaat event broke out. We had entire families — in one case, 11 members — who were admitted at once in the ward.”

The doctor noted that it was sometimes hard to treat such families as they demand that all members of the family be in the same room. The doctor added, “There are some patients who are critical and need ventilators and hence need to be kept away from the rest. Some families protested against this move as they wanted to be in the bed next to a relative.”

The Gandhi Hospital was declared as a COVID-19 hospital in the last week of March. Since then, the government has ramped up preparations to convert it into a COVID-19 hospital, which can accommodate up to 1,000 people, with 200 to 300 ICU beds, according to an estimate by a senior doctor.

After an attack on doctor, govt ramps up security

On 1 April, three COVID-19 patients who had recently lost their relative to the virus, attacked a resident doctor at the hospital, breaking a window.

They blamed the hospital for the death even though the victim had passed away due to co-morbidities.

A doctor who was present at the time recalled, “For almost two hours, we had to fend for ourselves as the police were scared of entering a COVID-19 ward. Most doctors and nurses locked themselves in a room."

Taking cognisance of the attack, the government has now ramped up security in the hospital. Now, there are five police personnel on every floor.

“Post the attack, there is enough security in the building. The security personnel too are given PPE kits and masks as they stand guard at the hospital. It is a relief for us to have them here,” a senior doctor said.

Most doctors are now used to working long hours, wearing surgical masks under N-95 masks, and being in wards without air-conditioners. “At first, it was very suffocating to be inside the ward with our kits. The summer season is on and it is very hot as it is. But now, we are used to it. This is our job and duty comes before everything else,” a resident doctor said.

The shifts are about 8 to 10 hours long. According to government rules, every medic has to be quarantined for five days after working for 15 days. There are three shifts on a rotational basis.

Private hospitals help ease burden on govt

Dr Niranjan Panigrahi, a consultant for Critical Care Medicine with Apollo Health City spoke to Firstpost about how the private hospital is handling the situation.

“The difference between the government hospitals and our wards is that each patient is kept in a different room. The isolation unit has three parts — out-patient section, in-patient section and intensive care unit, “ he said.

Panigrahi said that the private hospital has taken all measures as directed by the Indian Council of Medical Research (ICMR).

Dr Satish Ghanta, a paediatrician and director of Little Stars Children’s Hospital — a private hospital in Hyderabad, also spoke to Firstpost about a special ward the hospital has created to treat children suspected of having COVID-19.

"With the lockdown in place and since the outbreak of the pandemic, running a hospital is expensive as there are no other cases apart from emergency cases. But we had decided to bear the costs, as it was a question of treating underprivileged children,” he said.

The Unique Identification Authority of India (UIDAI) that oversees the functioning of Aadhaar in the country in a letter to Sattar claimed to have had received a complaint/allegation that he was not an Indian National, the letter did not specify who made the complaint. UIDAI alleged that according to the complaint Sattar had obtained the Aadhaar card through false pretences, making false claims and submitting false documents. The UIDAI has asked Sattar to present himself before an enquiry officer at 11 am on February 20 at Balapur in Rangareddy district. He has been asked to provide necessary original documents to prove his Indian citizenship. If he is not an Indian National, he is to prove that he entered the country legally, the notice says. And if he failed to show up, the UIDAI would take a decision suo moto, the notice warns. Its unclear how many such letters have been issued by the UIDAI so far. Muzaferullah Khan, Sattar's advocate reasons that since UIDAI has orgainsed the inquiry at a function hall, there could be many more people turning up. "They have booked a function hall for the probe, it could mean there could be a lot of people who they have sent letters to,"he said. Under Rule 29 of the Aadhaar enrolment and update regulations, 2016 the UIDAI only has the power to deactivate an Aadhaar card, but not to send a letter questioning nationality of the Aadhaar cardholder, points out the lawyer. The UIDAI has also not mentioned the source of complaint, nor attached the complaint copy. Similar letters from UIDAI have also reportedly been issued in Karnataka, the workings of the Hyderabad regional office of the UIDAI is presently handled by its regional office in Bengaluru. TNM reached out to the office of Amita Bindroo, the Deputy Director/ inquiry officer and the office of the Director-General regional office Hyderabad and Bengaluru for a comment, but did not receive any response. Srinivas Kodali an independent researcher on Open Data and Aadhaar told TNM that UIDAI has no authority to question the citizenship status of any individual. ldquo;This is the job of the Ministry of Home Affairs. This incident clearly shows UIDAI had several issues in its enrollment process which was privatised. If anyone needs to be enquired into it is the UIDAI and it's secret functioning. They are not accountable to the citizens anymore and behave like they are digital gods who control us,rdquo; he said.
