Okay so I'm finally uploading my Batman AU Rogues to here since I made a poll where people voted I would. So here's Riddler, the first one I ever made
Backstory under the cut
Edward Nygma, head of Nygma Labs, was obsessed with riddles since birth. Every new experiment run in the facility was a new riddle to solve, a puzzle to be pieced together. And the biggest one to be solved for him was how to cheat death itself, given his recent terminal cancer diagnosis. So a robot was created, with the intent to be the greatest mind, far beyond human intellect, able to solve any problem, and to store the aging head scientist's brain in when he inevitably died.
From the moment of his activation, Riddler realized he hated having Edward Nygma and the purpose he gave him. Humans were so fascinating, so easy to pick apart, so fun to toy with, yet the human morality and restrictions placed by the head scientists always held him back. The only enjoyment he got to have is when the scientists would let him run tests on human subjects, and even those ended up being too safe for his liking.
So one day he just......deleted Edward Nygma. It seemed so obvious in hindsight.
With nothing holding him back anymore, he made quick work of everyone in the facility, placing them into death traps of his own design, similar to the ones he ran on humans. He was only stopped when Batman showed up. For a long time he lay deactivated in the Batcave........until one Alfred Pennyworth, while cleaning, accidentally woke him up.

Adding Bookworm to Quackerverse how do you feel
ABSOLUTELY ECSTATIC! Although out of curiosity, do you plan on adding Lydia limpet as well? They are very game to me and I love them both dearly, especially together, although I respect the choice to not.
(She is such a diva)

So I was gonna get out my self insert Rogue for today, but tbh I want to change it so here's some minor Rogues
Maxie Zeus was a explorer and researcher who had went looking for the mystical city of Themiscyra. However, he came back changed after suffering some sort of mental break and started a cult based around the Greek Gods.
Hildred Wyvern/Bookworm was a paranoid man who had his book rejected and began to believe that there was a conspiracy around society being controlled by the monsters of Lovecraft's works.
Margaret Pye is a mob boss and a friend of Penguin's. Basically an excuse to have Oswalda Cobblepot in this AU
Mitchell "Buddy" Standler/Condiment King was a fast food employee who snapped from poor treatment and stole the suit of their mascot to commit crimes and slander their name.
I imagine Bookworm would sound like Charlie Day, Margaret would sound like Beatrice Horseman and Condiment King would sound like Megamind. Don't have anything for Maxie lol

Morgan Jones AKA Killer Croc
Backstory under the cut (TW: Child Abuse, Addiction, Mentions of gore and animal harm)
Morgan Jones was born in a small town in Louisiana, with a dead mother before birth and an abusive drunkard of a father who called them a "monster" who killed their mother. As a child, they frequently took their anger out on things like crocodiles and kids smaller than them. They frequently earned trips to the principal's office, which only earned them more beatings at home.
As an adult, they decided they wanted to fight something better than a crocodile, that could fight back. They decided to become a wrestler, donning the name Killer Croc and taking on the toughest of the tough. They became a household name, a legend. They had the attention and admiration their father could never give them.
And it only took one thing to make it all come crashing down
Morgan began to notice a flaky rough patch develop on their skin as a teen. They thought nothing of it and brushed it off as a weird sunburn, but over time their health took a turn as a young adult. Eventually, Morgan was basically forced to go to the doctor by their agent, and the doctor diagnosed them with skin cancer, with the patch being actinic keratosis. They would have been fine if they treated it immediately, but years of not treating it meant they would need intense chemotherapy that would basically end their career. Morgan refused it and stormed out, looking for their own way to treat their disease. It was then that they caught wind of a new trend through some shady sources, of a new trend called splicing, inspired by the Manbat.
Why, it caught on so well, that you could do it at home.
Morgan decided to make their own splicer mix by using the various crocodile teeth they earned from their fights back home, making themselves stronger and more energetic in seconds. They started thriving in their career now, becoming world famous. It was great at first, all the fame and praise they could ever wanted. But things took a turn the more they used the splicer mix. They became more aggressive and cruel in the wring, lashing out at people more. Furthermore, the scaly patches started spreading and turning green.
And then the rumors started. Journalists started talks of Morgan using performance enhancing drugs. Soon it reached national news, and soon every header was calling Morgan a junkie. Angered by this, Morgan decided to take things into their own hands. Taking a large amount of the mix, they tracked down the author of the article that started it all and found their house.
When police arrived the next morning, Morgan was nowhere to be found and the police could only identify the victim through dental records.
The marks were identified as coming from a large animal like a crocodile. Despite police's best efforts, Morgan Jones could not be found. The case was cold with no leads.
Until reports of a strange crocodile human hybrid was spotted around Gotham sewers.

Now for @eyeball-freak's favorite Rogue, Scarecrow/Johnathan Crane.
Now for his backstory (tw for implied ableism)
Johnathan was a very odd boy growing up in his small country town. Aside from an unsightly appearance, he rarely spoke and often tended to not pick up on certain social cues, like that it was creepy to stare at people or bring them animal skeletons as gifts. Peers began to regard Johnathan as a creepy kid who liked to play with dead things. He had very little friends growing up and was picked on by others throughout his life.
His parents were near equally unsympathetic. They often tried to "cure" their son of his oddities. They began to demand him to get rid of his animal skeletons, shoved him to try and talk with neighborhood boys around his age. But no matter what, he would rebel and his parents were at their wit's end. Eventually, they shipped him off to Gotham University to straighten him out.
Johnathan had surprisingly excelled in college. Not socially, he could never understand people, but he was a model student in the school and soon graduated with a degree in psychology. After college, Johnathan soon set his sights on becoming a professor for the university. But for the meantime, he needed money and a stable job, which he soon found as an actor in a haunted corn maze attraction.
After a while working there, he noticed that people weren't that scared of the attraction as they should have been. Using some chemistry he picked up in highschool and his degree, he made an almost invisible gas that could be released in small doses through the eyeholes of his costume and would make people hallucinate their darkest fears. The attraction soon became a hit, and Johnathan became very proud of his accomplishments. However, he knew the job was temporary and he could use his new creation to finally accomplish his goal.
He presented the gas to the Gotham University, hoping for praise. However, his demonstration he used on one of the professors was disastrous. The man was very old and had a heart condition, so the effects of the gas very near killed the man. Although no charges were pressed, Johnathan's hopes were crushed. The university refused to hear out his pleas that his gas was not the cause of the professor's heart attack, and that it was perfectly safe and tested. They told him to his face that he was unwanted, as nobody would want someone as unsightly as him teaching a class anyways.
Johnathan completely snapped from this incident, and donning his costume from the horror attraction, he attacked the university and released a giant cloud of the fear toxin on the professors who had rejected him, giving them horrid nightmares of their worst horrors.
Eventually, he was caught by Batman, and thrown in Arkham for his crimes. But still, Johnathan believed himself to have found a new purpose. And thus he redubbed himself.....The Scarecrow.

The Joker. The most famous of all of Batman's Rogues and probably the one I struggled the most to adapt
Backstory under the cut (TW: Suicide, gore and child death mentioned)
For as long as Gotham has existed, so has it. It is an ancient evil, perhaps older than the city itself. It infects the minds of one citizen a century, poisoning them with thoughts of evil. When the victim is broken enough to take their own life, it grows itself inside the body and twists it into it's own inhumane visage. Wearing it like a suit to hide what it truly is.
Many theories have been posited as to it's origins. Some think it's alien. Some think of it as a demon. Some think it could be something even worse.
There are very little cases of victims who survive from it's poison in their mind. Only one has never been recorded dead, a Jack Ryder from 1926, who went missing after reports of strange, erratic behavior. Though some say that he lives to this day, and in fact roams the streets to this day. Sightings of him are common in Gotham, almost like the Mothman.
However, by the end of the 20th century, many rumors of the supposed parasite had been dismissed as urban legend. When The Joker popped up, most dismissed him as a common criminal in a mask at first. Nobody wanted to take a criminal dressed as a clown seriously. Even the Batman didn't seem concerned for him, usually resolving to toss him in a cell somewhere.
This changed on the night of the Barbara Gordon and Jason Todd attacks.
11 year old Jason Todd, later identified as Robin, was found dead in the Batman's arms, with injuries that could not have been made by any human 25 year old Barbara Gordon was lucky enough to survive her encounter, but was left wheelchair bound for life. When she later was interviewed by police, she described how she had seen the Joker's chest open up to reveal razor sharp teeth.
This had sent all of Gotham into a frenzy. Citizens had been worried that they could possibly be next to the beast's rampage. Panic reigned over the city for years, later leading to an event known as "No Man's Land". And from this chaos, the Joker feasted. It consumed the chaos spread throughout the city.
No identity has ever been attached to the body the Joker uses. There are many theories however.
Some say it belongs to Joe Chill, the criminal who murdered Thomas and Martha Wayne. Some say it belongs to Jack Napier, a mobster who met his end in a police shootout. Some say it's Joey Kerby, a man who killed himself by flinging himself into a vat of acid at his job after the death of his wife and two children. A select few even speculate it to be a man named Arthur Fleck, the man who murdered late night talk show Murray Franklin and himself on live television. Some say an unidentified John Doe from Arkham, who was found dead in his room, is the culprit. Some even suggest one of the Valeska twins, a pair of the most violent murderers known to Gotham, to be the body
Whoever the unfortunate soul might be, one thing is certain. It is concerning how the Joker has now two known followers in former doctor Harleen Quinnzel and an unidentified boy. They should be careful. They may become the next hosts for his rampage in the future.

Sorry for another missed day again, I had homework
But anyways, here's a fun twist on a pre-existing character's origins, Mockingbird, AKA Tim Drake (Reverse Dipper design by @year2000electronics)
Backstory under the cut
Tim Drake was the only son of Jack and Janet Drake, proprietors of the Drake family business. Growing up, Tim had everything he could ever want in toys and games, but he never could have the one thing he truly wanted. With his parents being near constantly busy running their business, Tim was left to his lonesome and was raised by a slew of nannies and butlers. Tim yearned for their affection and love.
When Tim would not get it, he retreated into his passion for the Dark Knight. Tim would worship the Golden Duo of Batman and Robin like a religion, admiring them and wishing he could be as close to his parents as Batman and Robin were. Tim would sometimes allow himself to witness Batman stopping crimes, even taking a Batarang in one instance.
However, when one Jason Todd would die and Batman would become colder, Tim would be crushed. What was Batman without his Robin? This could not continue. Determined to mend the Dynamic Duo, he would sneak off to Bludhaven to confront Nightwing and convince him to be Robin again. But Dick would dismiss the boy and tell him to go back home. Defeated by this, Tim would return home in tears and run away to the same warehouse Jason died in. He felt betrayed and hurt by his hero, and that was a perfect opportunity for one enemy to take advantage.
Joker emerged from the shadows, speaking to the boy. Tim objected at first, not willing to talk to the person who murdered Robin. But soon, Joker's carefully spun sentences got to him. Joker preyed on Tim's insecurities, telling him he understood him.
When he asked Tim to come back tomorrow, Tim obliged.
Over the course of a few weeks, Joker showered Tim with affection and love he had never had before. He manipulated Tim with the same lies he told one Dr Harleen Quinzel, turning Tim against his former hero.
And then, Batman found out.
Tim's parents had grown suspicious of his behavior over the past weeks and contacted the authorities. Batman had decided to take up the case himself after hearing about the Joker's involvement.
Unthinking and in a rage, Batman nearly beat Joker to death in front of Tim before being stopped by Batgirl arriving in time to let him know of Tim's presence.
Wrapping him up in his cloak, he brought a kicking and clawing Tim out to the police, letting them take the Joker to prison and Tim back to his parents.
Tim blew up as soon as he got home. He finally vented to his parents about how alone he felt, how he never got any time with them. Eventually, a shouting match started and Tim was sent to his room.
Tim was furious. He hated the police, he hated his parents, he hated Nightwing, and he hated Batman most of all. The Joker was the only one who truly understood and cared for him, and he had been beaten half to death for it. He was so angry, he didn't hear the sounds of carnage coming from downstairs. And he didn't notice the sound of footsteps coming up until his door creaked open.
Standing there, covered in his parents' blood, was an escaped Joker. For a moment, Tim was terrified at the sight at first, but eventually, he just had a big smile. Then and there, Joker offered him a choice. He could join him as his sidekick or rot in an orphanage.
Tim, fully buying into the Joker's act at this point, chose to take his hand and accept the deal. In the morning, the Drakes were discovered dead in their mansion and Tim was declared missing.
Tim decided he didn't want his old name anyways. He'd rather adopt a new name for his new identity as Joker's boy. As a way of spiting his former hero, he chose a name to parody his dead sidekick. A mockery.
A Mockingbird.

Harvey Dent AKA Two Face. The other half of the suit is meant to be a zoot suit but my art sucks
Backstory under the cut (TW: extreme mentions of racism and gore/violence)
Harvey grew up a resident of Crime Alley, a neighborhood riddled by poverty and crime. Harvey's parents were always struggling to make end's meet, so Harvey decided to make a change when he got older. He studied and worked hard, acing his classes with flying colors. When he was 14, he was accepted into a fancy expensive high school, where he met his best friend Bruce and future wife Gilda. He moved himself up in the world, becoming an attorney and politician.
However, he found that he was.....treated different than his co-workers. Comments about his natural locs and the way he carried himself were flung at him under breathes of co-workers. He felt isolated in this environment. But that's okay. He could just change it. He could slick back his hair and carry himself in a more "proper" way. He could cut out and change the more "urban" aspects of himself. He could be what society wanted him to be.
But the further he pushed these changes, he felt more like he was losing himself. At some points, he couldn't even recognize himself. He could hear his fellow politicians talking about people like him in a very negative manner and he could only laugh it off and pretend to be "one of the good ones."
Worst of all, it strained his relationship with Gilda. Gilda had felt that her now husband was sacrificing his moral integrity and personality for a broken system. Harvey wasn't the person she fell in love with anymore. And with his campaign for re-election as DA, she felt it was only getting worse. But Harvey ignored these concerns and feelings. He was winning, he was successful and rich beyond his beliefs, people respected him. Wasn't that enough?
But it wasn't enough. Harvey still manage to catch the ire of the more racist people in Gotham, who hated the idea of a black DA, now matter how "presentable" he was. And they made it very known, starting rallies and protesting whenever Harvey would make a public appearance.
This all escalated until a group of them managed to find out where he lived, breaking in late at night with fire and acid. They restrained Harvey and made him watch as they shot Gilda in front of him, before throwing the acid in his face and setting his house ablaze.
Harvey only survived due to the timely arrival of Batman, but Gilda could not be saved.
Harvey awoke in the hospital, having lost everything. Gilda was gone, his house was gone, his career was gone due to the facial scarring losing him votes. And worst of all, the monsters would had done this had only gotten a slap on the wrist due to their rich connections.
Harvey sacrificed his whole sense of self for Gotham and had been repaid in the loss of everything While his anger festered, he noticed something. The safe contained his riches had all but burned up, except for one lone penny.
With one face now burnt
Just like him.
And so, using this coin as inspiration, he took on a new identity and vowed to take revenge against the corrupt law. This identity was split between the appearance of person people wanted him to be and the person he actually was.
Two Face.

The Head of the League of Assassins and his Daughter, Ra's and Talia Al Ghul
Backstory under the cut (TW: child death and starvation)
The Al Ghuls were a happy family living in the Middle East, with Ra's working under the Sultan with the support of his wife Sora and their son Arkady. The Sultan was a corrupt man who cared only for himself and not the well being of his people, but Ra's wanted to change for good.
Ra's had been devastated by the sickness and plague that went untreated by his government. Many friends of the Al Ghul's perished, including their close neighbors, all while the Sultan did nothing from within his golden palace. Ra's decided he had enough of this and vowed to set off to find a way to save his people from their slow decline. Word began to spread to him of a supposed fountain of healing, one that could save humanity. Setting out with only a view men and a map, he bid his family goodbye and began his journey.
Many perished along the journey, and Ra's himself had gone thirsty for many days. But eventually, he had finally found the Pit of Healing, and soon sent word to the Sultan of his discovery.
However, the Sultan grew fearful of Ra's usurping him with this power. He felt only he should wield the power of the pit. So as soon as Ra's returned, he ordered the execution of Sora and Arkady, making Ra's watch all the while, before banishing him from the kingdom.
Disgraced and heartbroken, Ra's seeked kinship in those who had also been wrongfully banished by the cruel Sultan. Together, they grew in numbers and sparked an uprising against the Sultan, usurping him and murdering him and his family.
For years, Ra's would use the power of the pit to extend his own life and find a way to save humanity from future corruption. But as the years bled on and Ra's was exposed to more and more corruption throughout the years, he came to a different conclusion. Humanity was dooming itself, and the only way to truly save it was to wipe it out completely.
Ra's has had several children throughout his years, with most choosing to die and live a full normal life. All except Talia. Talia has forever remained by her father's side, loyal to a fault. She is the strongest and most formidable child of the bunch, and would succeed Ra's should he ever choose to die on his own.
However, doubt comes to her now in the form of a certain dark knight.

Selina Kyle, AKA Catwoman. The most famous cat burglar there ever was.
Backstory under the cut
Selina Kyle was born into poverty to one Patience Philips-Kyle out of a one night stand. Selina and Patience didn't have much when she was young, but they had each other. Patience worked very hard for her daughter, but she would meet her end in a robbery at her workplace. Selina was devastated by her mother's death, running away that night into an alley. It was there that she met a boy carrying a ratty old cat.
The boy introduced the cat as Isis and himself as Thomas Blake, a fellow boy with dead parents. Thomas promised her that if he stuck with her, he would stay by her side forever. Desperate and alone, she agreed. The two became a pair of pick-pocketing proprietors, robbing people left and right. Selina looked up to the older Thomas like a brother. It was just them and Isis against the world.
As they got older, they began to set their sights on bigger fish. They decided that scams didn't just cut it anymore, and that they needed to go for some robberies. Taking Isis's symbol as a mascot, they donned homemade costumes and became Catman and Catwoman.
They hit it big as the Cat Trio. Everyone in Gotham was talking about their crime spree and all of the valuables they stole together. They lavished in the praise of the crimes committed and all the money they made. Selina felt like a queen with Thomas.
Little did she know....
During yet another caper, something went wrong and Selina was captured by the police along with Isis. Thomas managed to escape and had promised Selina that he would come back for her. She just had to wait.
And so while she was in prison, she did.
Selina spent 5 years rotting in a prison cell for her crimes. She spent the whole time waiting for Thomas to come back for her and break her out. And when she was released, she found out that Thomas Blake was one of the richest men in Gotham.
Selina was betrayed. All of that time she waited for her friend and he had simply taken the money and ran. He didn't even bother to bail her out.
Steadying her rage, she decided that she could only trust herself and Isis. She didn't need anyone else.
It was just her now.
Only Catwoman.

Natalia Knight, AKA Nocturna. Actually one of my favorite designs I've done
Backstory under the cut (TW: Child experimentation and death)
Natalia Knight was born alongside her twin brother Anton to Doug and Donna Knight in a small apartment in Gotham. Natalia was born as a metahuman, but unlike Cesar, her gift wasn't as favorable or innocent. She was born with skin that would burn in sunlight and an ability to sap the energy and life force of any living thing. Her parents feared her powers and made her wear a special hoodie to keep her from burning in the sunlight. She was also ostracized at school for her odd appearance.
Anton became her only true friend through it all. He loved his twin and never let her feel like she was different in any way he could. Even if this mean he made very little friends. He would bring her squirrels to feed off so she wouldn't starve. They were as close as two twins could be.
On day, S.T.A.R Labs caught wind of odd dead animals appearing around Gotham and soon caught wind of the strange girl that was causing it. They came to Doug and Donna and offered to take the "monster" away from their family for experimentation to make a new line of soldiers from her abilities. The couple, consumed by the fear their daughter brought, agreed. Both children protested the separation, but there was nothing they could do.
Natalia was given the experiment name "Nocturna" and was subjected to torturous and horrid experimentation at S.T.A.R Labs' hands. Since the energy she absorbed was critical to her survival, she would often be starved for weeks and days to induce compliance in her.
This went on until she was 12, when a group of kids led by her brother suddenly broke in to rescue her from her fate. Surprisingly, the group managed to get to get pretty far before the inevitable happened and soldiers were deployed to apprehend them.
Just as Anton and Natalia reached the exit, a gunshot rang out.
Anton was shot by the armed forces. Natalia held him in her arms and begged him to stay, but it was too late.
He was dead within minutes.
Time stood still.
And Nocturna lost control.
When she came too, Natalia was in the back of a police vehicle covered in the soldier's blood. She was tried and was found innocent on the temporary insanity plea. She was committed to Arkham within a week.
And she finally embraced what she was.
Nocturna.
A monster.

Anyways now onto my other love, The Music Meister
Backstory under the cut
Back during the Medieval era, there was a horrid siren who lured people away to steal jewels for him with his voice. From village to village he went, spreading terror to all the people of the world to hear. This siren had been banished by his kind for his wicked ways. He had attempted to use his powers to overthrow their queen before being caught by the guards. Embittered, he left and decided to take his anger out on humankind.
Eventually, a wizard rose up and defeated him by trapping him in a lute. The king kept it in his treasury, away from prying eyes. Eventually, it went to a museum and was kept under lock and key.
One day, a slacking janitor thought it would be funny to strum the strings of the lute. However, that proved to be a big mistake once there was suddenly a blinding light and then a strange man before the janitor.
As it turns out, the wizard placed an additional curse on the siren for if he was ever freed. If he ever did through someone strumming his prison, he would be forced to be human and have his powers dampened in an embarassing way. Basically, he traps people in musicals. They have to act out a musical when he sings. Y'know that part in Teen Beach movie with the two main leads. It's like that.
This could not stop the former siren however. He decided to try to take advantage of the new way his powers worked and dubbed himself the Music Meister.

Garfield Lynns AKA Firefly
Backstory under the cut
Theodore and Bridget Lynns were a wealthy family, apart of Gotham's high society. Their son Garfield was spoiled rotten as a result and grew an explosive temper.
However, they soon fell into poverty after losing everything to an unforeseen event. Garfield became bitter and angered at the loss of his lavish life, coming to hate the criminals that lived in his new neighborhood. As a teenager, he decided to take justice for his family by donning a black mask and tracking down the police records to clear his family's name.
When he tracked down the files, he was in for a surprise. As it turns out, his family had gambled away their money to crooks. Angered that the parents he admired turned out to be just as bad, he decided that he would deal with them the way criminals should be. Using the cigarettes his mother smoked, he set their house on fire and ran, killing both his parents.
After this, he struggled with what to do next. But upon hearing the reports of a new protector in a bat suit, Garfield grew to resent his softer methods of punishing criminals and resolved to outdo him. And from the ashes of what was, Firefly was born.

Penguin time. As you can see, I didn't really change much from the classic Penguin look. I was thinking of giving him a beaked mask like a lot of rich people wear at galas, but I decided against it because it looked weird
Anyways backstory under the cut
Corbin and Paloma Robustelli, a wealthy elite couple in Gotham, were overjoyed at the news they would be having a baby. Despite the complications the pregnancy brought, more than most pregnancies, they were sure their baby would be healthy and strong like their family namesake. Both became shocked and horrified when their baby came out 10 pounds bigger than normal and with his fingers fused together. Fearing the press of having a "freak" baby, they both agreed to give the baby away to one Gertrud Cobblepot, widow of a poor bird shop owner. And so the deed was done, with the couple telling the public they had lost the baby to SIDs. Gertrud later named the baby Oswald and vowed to love him like her own.
Oswald didn't have it easy growing up. Bullies picked on him for everything, including his appearance and his mother's profession as heir to the bird shop. The cruel nickname of "Penguin" took root in this environment. Oswald only had his mother and the birds to comfort him. They did not have much, but they had each other and they only needed that.
However, when Oswald was only a teenager, he came home one day to find his mother on the floor unresponsive. She had passed away from an unexpected stroke, devastating her son. With no other option, he was forced to sell the bird shop to as he could no longer afford it. While cleaning out the attic for his stuff, he found a note written by his mother before his death confessing the truth to him and telling him of his birth parents. Oswald resolved to go find his birth parents and ask them to help keep the bird shop. Dressing himself up in the nicest clothes he owned and arming himself with an umbrella, one that belonged to his adoptive mother's deceased husband, he snuck into his birth parents' elite party.
While he expected his birth parents to welcome and accept him with open arms, they instead denied being his birth parents and mocked him for his appearance with their other wealthy peers before having him tossed out like a common pauper. Heartbroken and humiliated, Oswald decided to have revenge on them and everyone who ever mocked him. Using the knowledge his mother had taught him, he trained the birds he fed around the city to steal from banks for him. Police could not trace crimes back to him so he got off scott free. Eventually he had enough money to buy not only the bird shop, but also buy his birth parents' company and leave them penniless, doing the same to the children who bullied him over the years.
Now, he's become so rich to not need to worry about jail, as he can just pay off the judges to let him off. He even commits the crimes in person with a handful of trick umbrellas. Now, the name Penguin isn't a source of shame, but a title he embraces.
