Doctors on strike Today: Government doctors are on strike across Punjab, know how long the OPD will be closed and what services will continue
The Punjab Civil Medical Services Association has decided to go on strike despite the government's assurance. A meeting between the doctors and the government is also going to be held on September 11.
Doctors on strike Today: Doctors in Punjab are on strike from today. Late on Saturday evening, the government issued a letter full of assurance to convince the doctors. After receiving the assurance from the government, the doctors did not strike but divided it into three phases. OPDs will not be open till 11 pm in government hospitals from today.
The Punjab Civil Medical Services Association has decided to go on strike despite the government's assurance. A meeting between the doctors and the government is also going to be held on September 11. All the demands will be considered by meeting the Cabinet Sub-Committee. The movement is being carried out by the association for the protection of doctors and medical staff in the hospital and to issue orders for increase in regular salaries.
Also, they will not call off their strike unless their timely pay hike notification is issued. The cabinet sub-committee formed by the government will be headed by Finance Minister Harpal Cheema.
Three phase strike
After assurance from the government, the doctors have converted the strike into three phases. The first phase will run from September 9 to 11. Meanwhile, OPD services will remain closed from 8 am to 11 am. The second phase will be held from September 12 to 15. In which OPD Services will be completely discontinued. The third phase will take place after September 16. In this, doctors will flatly refuse to do OPD as well as medico legal.
Committees will be formed It is noteworthy that before this, Health Minister Dr. Balbir Singh had issued a letter late on Saturday evening. In which he gave orders to form committees. According to the issued letter, a committee will be formed for security and prevention of violent incidents in hospitals.

The Rs.5.5 billion prison package would introduce important reforms in jails to revamp the 127 years old jail system.
In a statement issued on Friday, Chief Minister Punjab Sardar Usman Buzdar said the government was paying attention to reforming the prisoners as useful organ of the society. While giving details of the prison package, the CM added that gaysers were being installed in jails and the inmates would be allowed to keep mattresses, blankets and pillows. Similarly, air coolers, exhaust fans, lights and additional fans would also be fitted to provide a conducive atmosphere to the prisoners. Alongside, recreational and educational facilities, as well as daycare centres, would be provided to women detainees and their children of up to six years of age. Meanwhile, protection of rights of juvenile offenders would be ensured and no one will be allowed to exploit them, he continued.
The CM announced that medical camps would be set up every month in jails for prisoners' medical check-up. The government has changed the lunch and dinner timings, he appended. It is sanguine that different ceremonies were held in jails in connection with Ashra Shan-e-Rehmatul-Lil-Alameen (PBUH) and prizes were distributed among the position holders. The CM pointed out that the service structure of jails staff was being improved and added that prison security allowance, equal to one additional basic pay, will be given to jail staff along with salaries and allowances. Some Rs.2.77 billion would be spent on this package, he told and added that permission has been granted to upgrade the posts of jail warden, head warden and chief warden with an amount of Rs.9.24 crore. Rs.10.64 crores will be spent to provide 21 operational vehicles to prisons department, he added.
The Punjab government has upgraded the jail martyrs package and the children of martyrs of Punjab Prison Service will be given government employment, he informed. Meanwhile, scholarships, dowery funds and medical allowance would also be given to children of jail employees in partnership with PPF, he said. Two vans will be provided to every jail and a total of 72 vans will be given with an amount of Rs.91.40 crore, he stated. Meanwhile, Rs.7.17 crore would be spent to repair 287 vans in different jails. No past government paid heed to ameliorate a lot of the prisoners and jail officials. It is hoped that the prison package would introduce far-reaching reforms in the jails, concluded the CM.

Chief Minister Punjab Sardar Usman Buzdar has termed opposition's agitation as an attempt of self-projection adding that opposition parties have lost their reliability in the masses.
In a statement, the CM said the government has full understanding of the problems of the common man and every step was being taken to overcome them. The district price control committees have been activated to stabilize the prices and sustained efforts will be continued to control prices, he maintained. There is no room for agitational politics but the opposition was trying to deceive the masses in the garb of price-hike, he stated. In fact, the power-hungry opposition's approach is contrary to the national interest as it has no regard for the masses, concluded the CM.

COVID-19: States working on academic calendar, deliberating on advancing summer break in schools - Times of India
NEW DELHI: With Punjab and Karnatka already having announced summer vacation due to the coronavirus outbreak, other states are working on academic calendar and deliberating on various measures, including advancing the summer break, to minimise academic losses. The Punjab government has announced a month-long summer break from April 11, ending on May 10. The summer vacation in the state usually starts by the end of May. According to Punjab Education minister Vijay Inder Singla, the decision was taken to compensate the academic loss being faced by students due to the lockdown.
“Education being a state subject, states are free to decide their own academic calendar and schedule for summer break. They also need to keep in mind the coronavirus situation in the particular state,” a senior HRD Ministry official said.
Karnataka had announced summer vacation in March itself when schools had to be closed due to the COVID-19 outbreak.
The Delhi government has sought suggestions on whether schools in the national capital could conduct classes during summer break to make up for the academic loss due to the coronavirus-triggered lockdown.
“This needs to be well thought of that can schools conduct classes during summer break to make up for academic losses caused during the lockdown. We are inviting suggestions on the issue,” Deputy Chief Minister Manish Sisodia said.
“We also have keep ground realities in mind like summer heat causing discomfort to students. Rather than a decision being taken by the authorities in this regard, we want to know parents’ thoughts about it and the feasibility,” he added during an online interactive session with parents.
According to a survey by online platform Localcircles.com, 81 per cent parents are in favour of schools being shut through May and reopening on June 1. Over 10,000 parents were interviewed for the survey.
The Central Board of Secondary Education (CBSE) also wrote to states and union territories last week to examine the issues of school fees payment and salaries to teachers “sensitively and holistically” keeping in mind the interest of all stakeholders.
While Delhi Government has announced that schools will not be allowed to hike fees during the period and only tuition fee will have to be paid, the Mahrashtra government has said parents can complain to district education officers if schools demand fees during lockdown period.
While the Gujarat government had last week announced that private schools will not hike fees for a year, the West Bengal government had appealed to schools to refrain from hiking fees.
The lockdown, which was first enforced from March 25 to April 14, has been extended by the Centre to May 3 to prevent the spread of the novel coronavirus.
“Keeping in view the present situation of the countrywide lockdown, and difficulties being face by all stakeholders in the school education system due to the COVID-19 global pandemic, it is requested that the state governments may examine the issue of lumpsum payment of school fees and teacher’s salaries sensitively and holistically considering the interest of all stakeholders concerned,” CBSE secretary Anurag Tripathi said in a letter to chief secretaries of states and Union territories.
The death toll due to COVID-19 rose to 640 and the number of cases to 19,984 in the country on Wednesday, according to the Union Health Ministry.
The number of active COVID-19 cases is 15,474, while 3,869 people have been cured and discharged, and one patient has migrated, the ministry said.
The total number of cases includes those of 77 foreign nationals.

"With no information when normalcy will return, when we could head back to our respective workplace is the question that remains unanswered and here, I receive an intimation from the school regarding the hike in fee. I was baffled that how would I be able to cope up? I am anxious to know about the school fee hike and transport fee hike which the school says is to meet the cost demands for the academic year 2020-21," said Pivit Joshi, whose son studies in a prominent school in Noida. He did not wish to identify the name of school. Jagriti Shukla, a parent in Gurgaon, said, "We understand the schools' concern that they need to pay salaries and cannot waive fees but at least hike can be avoided at such crucial time. Why the government has not passed any order in this regard?"Similar concerns were shared by Rajesh Kumar as he said that increase in the schools fee has added to his financial woes. "We are getting basic pay but the performance linked incentives have been suspended for the lockdown period. The appraisals have been deferred to next financial year but the school's fee hike is going on as per usual," he said.Governments of Rajasthan, Punjab, Haryana and Uttar Pradesh announced that schools should not force parents to pay fees during the lockdown.

Members of All Noida School Parents Association (ANSPA) held a press conference today to speak out against the draft of the Uttar Pradesh Self-Financed Independent Schools (Regulation of Fees) Bill, 2017, that favours schools over parents.
ANSPA president Yatendra Singh said, “We want some changes in the draft. We want the bill along the lines of the Gujarat bill, which has proposed an annual fee structure of Rs 15,000 for primary classes, Rs 25,000 for secondary ones and Rs 27,000 for higher-secondary classes. If a school wants to charge more than the specified limit, it will have to approach the committee for permission. But the UP counterpart lacks in these checks.”
The state department of secondary education, on December 8, released a draft of the proposed bill on its website. It immediately invited stiff opposition from parents in Noida and Ghaziabad, who say the 12-page document gives undue advantage to schools in determining school fees.
ANSPA also complained that the proposed bill makes no mention of the safety and security regulations demanded by the parents.
Here’s a list of changes demanded by ANSPA members:
1. Capping of fee hike —The government should set a cap for school-fee hike, and the zonal committee should determine whether or not the hike is justified.
2. Setting a limit on school fees: Like the Gujarat counterpart, the bill should set a limit on the annual fee.
3. Transparency in appointment of any parent-teacher association: According to the proposed bill, the president of any parent-teacher association of any school in the district can be nominated by the divisional commissioner (chairman of the committee) as a member of the zonal committee. Parents alleged that most of the heads of these associations are hand-in-glove with school administrations, and hence, inclined to favour schools over parents.
4. Updating school website — Number of teachers, appointment dates of teachers and their salaries to be updated on the website of the school.
5. Collection and utilisation of development charges: The schools can charge a maximum development fee of l5 per cent of the total charges collected from parents. But the bill further says that the development funds can also be utilised for setting up new branches of the school, or a new school under the same management. Parents are unwilling to pay for new branches, or new schools of the management.
ANSPA members said they will continue their protests if the UP government refused to accept their demands.
Before Uttar Pradesh, laws to regulate school fees have been enacted in Gujarat, Tamil Nadu, Maharashtra and Rajasthan and Punjab. Other than that, several states have clauses in their education acts with respect to fee regulation.

We will again request the government to help out the university come out of the crisis. Each year, the university is giving a 3 per cent annual hike in salaries to its all the employees and 6 per cent hike in the DA which means we are spending on 10 per cent annual hike. The monthly grant from the state government is Rs 8.64 crores approx. while the university’s expenditure on salaries is Rs 30 crores per month. We are managing by taking loans or from university’s income through various sources including fees”
Budget not in favour of higher-education, farmers
Professor of economics, Punjabi University Patiala, Kesar Singh Bhangoo, said, “The state government had reduced its expenditure and this will have a negative impact in totality. This year’s budget is not farmer oriented and there was a need to focus on the procurement of diversified crops instead of keeping a figure or budget for diversification. Last year the state government allocated Rs 3000 crores for crop loan waiver but this year it has declined to Rs 2000 crores of which 520 crores have been kept for agricultural labourers and Rs 1480 crores.” He added that this budget was not in favour of higher education and importantly no step was taken to save the state-run Punjabi University from the financial crisis that has been demanding bailout package from a long time.”
Dr Pankaj Mohindru, Human Rights Chairman of Punjab Congress who demanded Rs 500 crore package earlier also from his party to bail out the university from financial crunch said that the university did not get any special grant in this budget.
“Higher education sector is ignored. The Punjab Budget dashed all the hopes of the staff working in Punjabi University, neighbour-hood campuses and constituent colleges situated in all most all of the Malwa belt. The Punjab government increased the outlays for health and education sectors to Rs 4675 crore but there was no specific mention of the budget allocated to higher education sector whereas Haryana government set aside Rs 2936 crore for higher education which is whopping 41.39% increase over the previous year.
