Leading Together: NYPA Collaborates with Industry to Advance Drone Program

The New York Power Authority (NYPA) is working with utility and drone experts to research and test new applications for Unmanned Aircraft Systems (UAS) and further develop NYPA’s pilot training program. Drone technology helps NYPA teams gather more information ahead of difficult‑to‑access inspections and repairs, improving situational awareness and work preparation. Initial successes along with peer collaboration are leading to new potential applications of drone technology, and NYPA is tapping into its industry relationships to help validate and integrate new techniques. 
Given the accelerating pace of drone technology and evolving federal regulations, implementing a scalable drone program into day‑to‑day utility operations is complex. Fortunately, New York State offers a rich ecosystem of drone resources, research organizations and industry working groups that NYPA stays closely connected with to build out its UAS program. Working with external experts has facilitated the timely adoption of verified drone practices into NYPA’s operations and has allowed NYPA to remain on the cutting edge of aeronautical innovations.

To this end, NYPA regularly works with the New York State UAS Working Group, which is run by the NYS Department of Homeland Security and Emergency Services and facilitates the sharing of best practices and applications among other state agencies such as the Department of Environmental Conservation, as well as Aeryon and DJI, NYPA’s drone technology vendors. NYPA’s UAS program leaders connect and collaborate with specialists at industry conferences, such as EUCI’s UAS for Electric Utilities Conference, which provides opportunities for discussion with peer utilities and Federal Aviation Administration officials on topics ranging from automation to regulation.
“The dynamic drone ecosystem in New York State has allowed us to collaborate with experts in technology, academia, federal regulation, emergency response and more, and this has led to NYPA’s UAS program emerging as an innovation leader for the utility sector,” said Daniel Drennan, drone pilot and system operator at NYPA. 
In addition, NYPA works in tandem with the Northeast UAS Airspace Integration Research Alliance (NUAIR), a private‑public‑academic coalition that oversees regional drone testing and research of advanced UAS applications such as beyond visual line‑of‑sight and high‑altitude exercises. As these techniques aren’t widely integrated in the utility industry to date, NUAIR’s expertise plays a critical role in the development of NYPA’s research projects. For the past two years, NYPA has been a part of NUAIR’s symposium to learn about the industry’s efforts and global policy from leaders across the world. 
NUAIR also hosts NYPA’s new and recurrent pilot training at the Oneida County Airport (formerly Griffiss Air Force Base). Trainees complete a tour of the airport tower with Air Traffic Control, as well as scenario‑based training with the New York State Division of Homeland Security and Emergency Services so pilots get a full perspective of how safety and security operations fit into the wider drone landscape.

These tools will further enable a more resilient power system and solidify NYPA’s role as a technology leader.

Winter Ready: Flynn Power Plant Prepared for Extreme Temperatures and Snow

NYPA completed winter preparations at its Flynn Power Plant in Long Island. The team at the Richard M. Flynn Power Plant, located in Holtsville, has a series of tasks to complete each year ahead of the winter season. These include installing heaters on piping, surveying and repairing insulation, preparing snow removal equipment, supplying employees with seasonal personal protective equipment and readying on-site accommodations for employees in the event of extended shifts. 
Flynn also completed its annual firm-up outage on November 10th as part of the preparation. During the firm-up outage, the plant is taken out of service in order to conduct inspections and maintenance on equipment and instrumentation that cannot be performed while the plant is operating.
“Severe temperatures and weather have the potential to impact efficiency, performance and personnel safety at the plants,” said Joe Mineo, general maintenance supervisor. “Our teams carefully inspect our assets and infrastructure and take necessary actions to make sure we are ready for the winter, that we remain safe and that we are fully prepared to operate throughout extreme conditions.” 
The southeast region of New York experiences an average of 25-35 inches of snow annually. In addition to the physical preparation of the facility, Flynn employees also participate in periodic safety refresher talks on cold weather hazards and the use of seasonal personal protective equipment. Together, these preparations are an important part of NYPA’s ability to provide safe, reliable, and resilient power year round.

The legislative session ends in Albany today, and some of our state reps are out prioritizing vapid non-capital-threatening issues like removing Trump's name from state parks or giving NY an official sportsball game before they run off for six months while their house is still on fire--yet no NY Health Act (state-level Medicare for All) or the Build Public Renewables Act (for renewable #PublicPower energy) votes, despite the NYHA having majority support and a vetoproof Dem majority in both chambers for the first time in the 30 years it's been proposed.
But of course, there's a reason why:
"Advocates say that, under pressure from both insurance corporations and labor unions, New York legislative leaders are not planning to hold an up-or-down vote on the measure before the legislative session ends on Thursday [...leaving it] stuck in committee, not even having received a vote in the Assembly.
In addition to lobbying by health insurance companies and business groups in the state, public sector unions including the United Federation of Teachers (UFT) have been lobbying against the bill. Realities of Single Payer — a coalition of businesses, insurance lobbying groups, and unions opposing the legislation — has been running television and radio ads.
In effect, labor leaders are reprising their role opposing Medicare for All during the 2020 Democratic presidential primary."
And of course, Speaker Heastie in the Assembly and Senator Andrea Stewart-Cousins in the State Senate, who get to decide what comes to each floor for a vote, have also taken thousands in donations from the insurance and pharma industries--I’m sure that’s also informing the general priorities of each chamber.
If NY actually did #PassNYHealth where CA was unable to pass their single-payer bill (thanks to the corruption of their Speaker, Anthony Rendon, who’s sold out to the insurance industry), it would set off a tidal wave as other states replicated it before eventually Medicare for All would have to be forced to a vote [heh] on the federal level--just as it happened in Canada, province-by-province.  But these interests know this, which is why they’re bankrolling its defeat--and unless we demand that our reps and Heastie/ASC bring NYHA to a vote before the end of the day, they’ll win.  I mean, imagine what it’d be like to run, say, our fire department like we ran our healthcare system--and then demand to change it.  68,000 people die every year without health insurance, and in NY, 50K died to COVID and thousands more lost their jobs and thus their insurance because our system is so stupid--how many of those people then went on to get COVID and die because they couldn’t afford coverage?
Everyone should ring Heastie's office at 518-455-3791--and the office of your Assemblymember and State Senator (find them here: Assembly | Senate)--ASAP and take a quick few minutes to ask them why, as your reps, they're not working to get these actually important bills brought to a floor vote to pass them into law, to get the mafioso insurance companies out of our healthcare system, and if it’s these donations that are informing their priorities. (I’d also like to know if, given their Pride statements I’m sure they’ve made, they'd support the LGBT+ community having free-at-service healthcare or lower energy bills/a planet to live on, or if it's just platitudes.)
This shit's infuriating.  And this is why you can't "vote blue" your way out of corruption on any level--the problem runs much deeper than that.
