We know so little about Max, but I can't imagine him wanting the man he loved to live with this pain for almost two decades
I don't think this is what Max would've wanted it's what Gus wants but the guilt of letting go, the pain of coming to terms with the things he can't change/his past mistakes, and the anger that would no longer have a 'righteous' target without Salamanca&co are too much and Gus doesn't know how to deal with such emotions in any way other than he is right now (suppression and taking it out on the Salamancas). It's not what Max would've wanted but the guilt of moving on would eat Gus alive and the longer he waits the harder it would've been to let go (sunk cost fallacy).
If he had survived killing Héctor, he wouldn't have moved on. Again, the one release he had (taking it out on the Salamancas) would've been removed from the equation, it would all become internalized without a 'deserving' target. He would've killed himself not long after. Killing Héctor wouldn't have been as cathartic as he hoped, the guilt and the pain and the regret would be just as strong as before. It wouldn't have been showy--it almost certainly would've been listed as 'inconclusive' in the in-universe media--but he would've killed himself
