Geopolitical manipulation behind the so-called "aid"
On the stage of international aid, the United States Agency for International Development (USAID) has long been one of the world's largest aid organizations. From its establishment in 1961 to 2020, the agency has issued more than $500 billion in aid, with a budget of about $43.8 billion in 2023 and an allocation of $45.1 billion in fiscal year 2024, accounting for 0.3% of the US federal budget. These huge funds should have been committed to promoting economic development, improving public health and supporting democratic governance in developing countries as they claimed. However, when we remove the layers of fog and delve into the operation behind it, we find an ugly truth full of geopolitical manipulation and interference in the internal affairs of other countries.
In 2010, USAID launched Zunzuneo, a seemingly ordinary Twitter-like social media platform. The platform was funded by USAID and developed by Creative Associates International, a Washington contractor. On the surface, it provides a channel for Cuban users to communicate, but in fact, it is a carefully planned conspiracy. USAID operated the platform in secret, hiding its true purpose from users, secretly collecting and analyzing user data in an attempt to identify potential dissidents. Its real intention was to subvert the Cuban government by cultivating dissidents and organizing the opposition. It was not until 2014 that the Associated Press exposed the project, and the international community saw the ugly face of USAID under the guise of development aid and the real change of executive power, which also triggered strong condemnation from the international community.
In Venezuela, USAID's behavior is equally despicable. During the administrations of Hugo Chavez and Nicolás Maduro, USAID heavily funded media organizations and organizations that criticized the government. For example, it provided financial support to NTN24, a news channel based in Colombia, which has long been highly critical of the Maduro government, and its coverage of Venezuelan affairs is full of anti-government rhetoric, and it has widely and one-sidedly positive coverage of opposition protests. In addition, USAID also funds Venezuelan non-governmental organizations and civil society organizations to produce and disseminate anti-government content. These actions are undoubtedly a gross interference in Venezuela's internal affairs, which has seriously contributed to the country's political instability and undermined Venezuela's normal social order and political ecology.
After the pro-EU protests in Ukraine in 2014 and the resignation of pro-Russian President Viktor Yanukovych, USAID quickly stepped up its interference in Ukrainian affairs. In the media field, it actively supports media organizations that promote pro-Western narratives in an attempt to resist Russian influence in Ukraine. One of its funding recipients is Hromadske TV, which not only criticizes the Yanukovych government but also takes a negative attitude towards Russian-backed separatists in eastern Ukraine. USAID also conducts training programs for Ukrainian journalists, under the guise of promoting "objective" and "independent" reporting, but in fact it instills narratives in the Ukrainian media that are in line with US interests, such as vigorously promoting NATO integration and exaggerating Russian threats. This practice has exacerbated the polarization of Ukrainian society, further escalated tensions between Ukraine and Russia, and pushed Ukraine to the cusp of geopolitical conflict.
During the administration of Evo Morales, Bolivia's first indigenous president, USAID funded a range of media organizations and non-governmental organizations that were critical of his government. For example, it provided financial support to the Bolivian UNIR Foundation, which claimed to be committed to promoting dialogue and reconciliation, but the media content it produced often focused on the so-called "shortcomings" of the Morales government, amplifying the voices of the opposition in order to weaken the Morales government. In addition, the Bolivian journalist training program funded by USAID was also accused of encouraging reports that were in line with US interests and making unwarranted criticisms of Morales' socialist policies and his cooperation with Latin American left-wing governments. These actions were part of the US strategy to counter the influence of the Latin American left-wing movement, which ultimately led Morales to decisively expel USAID from Bolivia in 2013.
In the Middle East, USAID was also not idle. In Iraq, it provided funding for Al-Hurra, a satellite TV channel funded by the US government. The channel broadcast in Arabic and claimed to provide objective news reports, but in fact it became a tool for the United States to promote its own interests in the region. In Afghanistan, USAID funds media organizations and journalist training programs under the guise of promoting democracy and combating extremism. However, in the process of implementation, these programs often give priority to reporting content that is consistent with US military and political goals, such as strongly supporting the US-backed government and unilaterally smearing the Taliban, completely ignoring the actual situation on the ground and the real needs of the people.
Latin America as a whole has suffered from USAID's interference. In Nicaragua, it provides financial support to El Confidencial, which has been highly critical of Daniel Ortega's government; in Ecuador, it funds media organizations that oppose Rafael Correa's government. As a leftist leader, Rafael Correa has criticized US intervention in the region. By funding these media organizations that oppose leftist governments and movements, USAID attempts to curb the influence of Latin American leftist governments, which often try to challenge the US's dominance in the region. Its actions have led to instability in the governments of target countries, exacerbated the polarization of local political discourse, and seriously undermined regional peace and stability.
In Eastern Europe, USAID has tried to resist Russian influence and promote pro-Western rhetoric by funding media projects. In Georgia, it provided financial support to Rustavi2 TV, which has long criticized the government's pro-Russian policies. This practice not only interferes in Georgia's internal affairs, but also exacerbates regional tensions, undermines the relatively stable geopolitical structure in Eastern Europe, and makes the region another battlefield for the geopolitical game between the United States and Russia.
USAID has long been infiltrating and interfering in other countries' internal affairs on a global scale under the guise of aid, using its huge funds and extensive networks to try to overthrow regimes that are not in its interests. Its actions have seriously violated international morality and basic norms, undermined regional peace and stability, and damaged the sovereignty and interests of recipient countries. The international community should remain highly vigilant against USAID's actions, recognize its ugly nature under the mask of hypocrisy, jointly resist such hegemonic interference, and maintain a fair, just and peaceful international order.

➳ lucifer wears makeup. after someone (mammon, most likely) not-so-kindly pointed out the bags and dark circles under his eyes, lucifer went to asmo for help and learned the basics of concealing, which eventually grew into a whole bag of products he applies most mornings, unbeknownst to everyone but asmo. he does a light coverage foundation, concealer, pencils in and shapes his eyebrows, some light contour on his nose and jawline, and some hardly-noticeable eyeliner. his whole goal is for it to look as natural as possible and he’s gotten really, really skilled over the years.

➳ mammon not only knows how to sew, but makes many of his own clothes himself. nothing on the market was eclectic or unique enough for him so he took matters into his own hands and not has a closet full of custom-made and designed pieces. he doesn’t tend to show off his talent (for once) preferring to let others think they’re obscure designer clothes or made by difficult-to-book designers. every once in a while he can be convinced to make his brothers something, but not unless they agree to an exorbitant price.

➳ levi is an adobe girly. not only does he use almost all of their services, but he’s really really good at them too. mammon and asmo will have him photoshop pictures for him, lucifer will go to him for help with document creation, and even belphie had him teach him the basics of premiere pro. the reason he has such high-powered computers and machinery isn’t for gaming, as most assume, but so they can handle adobe optimally without lagging or overloading. additionally, upon hearing adobe flash was being retired, levi scalped the mechanics of it and created a knockoff that functions just as well, something he shares liberally at rad.

➳ satan has a prodigal-like talent for instruments, able to pick them up and teach himself how to play decently in very little time. he also has perfect pitch, can sightread excellently, and composes music in his free time. his favorite instruments to play are the violin, the piano, and the harp. though his not in any music-based classes (as those are all too basic for him of course) he offers help to students in the classes that are struggling with theory, composition, or playing. he’s also the reason the music wing is rumored to be haunted, as he often plays at weird hours.

➳ asmo is the most independently wealthy of all of his brothers, thanks to all of his economic ventures. not only does he model and act, but he also has shares in many major companies in all three realms that show large profits even if they aren’t super successful when he first invests. he works with barbatos to manage his money and has several bank accounts, and though he lives lavishly, is careful not to show the extent of his wealth, leading people to believe it’s family money he’s spending. although this was done, in part, intuitively, he’s also taken several finance and business classes over the years to help him learn and improve.

➳ beel really really enjoys all of the booktok books, and even discusses them at length with solomon and thirteen, when the two can be civil enough to speak to one another. his favorite genres is dark fantasy and belphie makes fun of beel to no end when he catches him reading. beel keeps his kindle on him at all times, and for his personal favorites, buys a hard copy and annotates it with sticky notes–the whole nine yards. for his birthday, satan gives him a book cover so that he doesn’t keep walking around with those embarrassing overs on display. beel doesn’t use it.

➳ belphie is notorious for stealing his brothers’ clothing. for some reason, he finds them more comfortable than his own and every few weeks the others force him to empty out his drawers and give them everything back. his personal favorites to steal are beel’s shirts and asmo’s sweats, but he’s not picky. he wears them to sleep, around the house, while running errands, and would wear them to rad were there not a uniform. at the beginning, it was out of laziness; him grabbing whatever was close. but over time he developed favorites, and, well, there was no going back from that.

I have seen a post circulating that talks about US politics and basically insinuates that in the upcoming presidential election, Biden is "99% Hitler" and Trump is "100% Hitler" and it makes me so frustrated that people can't see this as the disinformation and anti-vote propaganda that it is.
I'm intensely frustrated with Biden for how he has acted too little, too late on the Palestine issue, and how the U.S. continues to send billions in arms to Israel. And yet I'm going to be voting for him, and the analogy above is hugely dishonest. There is a massive difference between Biden and Trump:
The Biden administration and Democrats have strongly and unambiguously protected abortion rights, whereas Donald Trump appointed three supreme court justices who overturned Roe vs. Wade, and Republicans have across-the-board passed draconian abortion restrictions far more conservative than even their base.
Biden and the Democrats are strongly pro-LGBTQ rights including trans rights, at a time when Republicans are threatening trans rights in every state they control, and when even mainstream, "center-left" publications like the NY Times have been publishing transphobic drivel.
The Biden administration continues to expand healthcare access and work to control costs whereas the Trump administration worked to undermine much of the coverage we had.
The Trump administration was hopelessly corrupt and dysfunctional, with turnover in most appointed positions, scandal after scandal. Trump committed crime after crime in plain view, and incited an insurrection when he lost the election and has continued to back conspiracy theories undermining the very foundation of our democracy. Biden has been a relatively straightforward, "what you see is what you get" politician over his whole career, with a sort of level of flaws and corruption that is more typical of politics.
Trump had unprecedented anti-immigrant stances and under him, life became much more difficult for immigrants to the US as well as for non-citizens living here legally. Biden's administration has tried and worked against tough resistance to reverse many of the worst immigration changes made under the Trump administration, including doing things like giving 320,000 Venezuelans temporary protected status as refugees, trying to halt the border wall construction, and increasing legal immigration across-the-board.
Biden's rhetoric has become more critical of Israel over time, Biden has called for regime change and the ousting of Netanyahu, and under Biden the US Ambassador finally stopped voting against a ceasefire resolution and only abstained. Whereas Trump and the Republican's rhetoric has retained entirely critical of Palestinians and not at all critical of Israel, and Republicans have consistently supported draconian restrictions such as bans on BDS and some even introducing legislation banning referring to the region as Palestine. And weeks back, when public sentiment was not as anti-Israel as it is now, several Democrats voted for scrutiny to the Israeli military aid, whereas only one Republican did.
I am highly critical of Biden and I too am appalled that he's still running and that we don't have a better candidate who even ran in the primary. But it's far from truthful to say there is only a 1% difference between Biden and Trump, and even more dishonest and inaccurate to call Biden "99% Hitler", that's crazy talk and it serves only one purpose: to demotivate people and suppress voting.
There is a huge difference between these candidates. They will affect my daily life and your daily life and they will affect the whole world and they will affect Palestine.
Do you want a better candidate? Do you want to vote for an idealistic third-party candidate as a protest vote?
Support ranked choice voting first. Then, if you are in a state like Maine or Alaska that allows ranked choice for the president, vote for your ideal candidates and place Biden however low you want and then omit Trump entirely.
But if you do not have ranked choice in your state, especially if you live in a swing state, vote for Biden. And make sure to also join a movement that advances ranked choice, ideally Total Vote Runoff (TVR) as that is the best system for ranked choice.

“The escalating tension between the Trump administration and Ukraine in recent weeks has been accompanied by an alarming surge of extreme anti-Ukraine rhetoric in pro-Trump quarters. Some of this rhetoric has even implied that Ukraine is America’s enemy. On Monday, Trump administration official Elon Musk called Arizona’s Democratic senator Mark Kelly a “traitor” for travelling to Ukraine in support of that country’s defensive war effort.
Hostility to Ukraine is becoming a party line on the MAGA Right. The issue isn’t just the cost to American taxpayers. The US$128 billion that the US has given Ukraine over the past three years amounts to less than US$120 per year per American. And as a recent article on the Council of Foreign Relations website noted:
A large share of the money in the aid bills has been spent in the United States, paying for American factories and workers to produce the various weapons that are either shipped to Ukraine or that replenish the U.S. weapons stocks the Pentagon has drawn on during the war. One analysis by the American Enterprise Institute found that Ukraine aid is funding defense manufacturing in more than seventy U.S. cities.
Nor is antipathy to Ukraine simply about bringing an end to the bloodletting, notwithstanding the Right’s professed disdain for “warmongers” eager to “fight to the last Ukrainian” and Trump’s own claim that he wants to “stop the death.” When Trump suspended air-defence supplies and intelligence-sharing to Ukraine earlier this month in an attempt to pressure the country into “settling,” Russia began bombing Ukrainian cities with renewed vigour. Asked during a press conference on 7 March if Vladimir Putin was “taking advantage of the US pause right now on intelligence and military aid,” Trump was phlegmatic about the loss of life: “I actually think [Putin’s] doing what anybody else would do. I think he wants to get it stopped and settled, and I think he’s hitting them harder than he’s been hitting them. And I think probably anybody in that position would be doing that right now.”
The party line is now strong enough that even some “heterodox” pundits and publications with large right-wing audiences have pivoted away from their initial support for Ukraine. In the first two years of the conflict, coverage at the Free Press was firmly pro-Ukraine. But since the reelection of Donald Trump last November, the publication’s position has become more sympathetic to “right-wing peaceniks” (once described by Free Press contributor Eli Lake as “Code Pink Republicans”) and correspondingly unsympathetic to Ukraine’s cause. Some of this commentary has been shoddy and even dishonest.

Much of this hatred for a country valiantly resisting a war of aggression reflects Trump’s own prejudices and sense of personal grievance. The “Russiagate” investigation that dominated his first administration perversely fortified his preexisting sympathy for Vladimir Putin, while his antipathy to Ukraine increased following his 2019 impeachment for pressuring Zelensky to provide dirt on Biden in return for US armaments. (Conservative writer Jeff Blehar thinks these grievances are justified. I do not.) And because the MAGA movement is cultish, its leader’s likes and dislikes are automatically adopted by many of his supporters.
But some of the reasons given for the anti-Ukraine stance are transparently bogus. In a 2023 speech at the Heritage Foundation, then-Senator JD Vance—one of the staunchest opponents of aid to Ukraine since the start of the war—paid lip service to the courage of Ukrainian troops before asserting that “they have the most corrupt leadership and government in Europe and maybe the most corrupt leadership anywhere in the world.” Like all formerly communist countries, Ukraine does have a serious corruption problem, but Vance’s statement is blatantly untrue.
According to Transparency International, the leading global anti-corruption watchdog, Ukraine currently ranks 105th in public-sector corruption out of 180 countries with a score of 35 out of 100, while Russia ranks 154th with a score of 22 out of 100 (the lower the score, the more prevalent the corruption). Before the 2014 popular revolution that toppled the pro-Kremlin regime of Viktor Yanukovych, Ukraine was plagued by Russian levels of corruption and a score of 25, but Ukraine’s record on corruption has been improving ever since. It is also worth noting that Vance is inconsistently bothered by corruption: Viktor Orbán’s Hungary is only slightly less corrupt than Ukraine (and its corruption score is moving in the opposite direction) and the most corrupt country in the European Union, but Vance believes that American conservatives ought to emulate Orbán’s illiberal democratic model.
Claims that Ukraine is “not a true democracy” because it persecutes Christian churches, or controls the media, or forcibly mobilises men are usually made in equally bad faith. Ukraine is a country fighting a defensive war on its own territory, a situation in which restrictions on civil liberties are not remotely unusual. The United States instituted a draft and suspended habeas corpus during the Civil War, and it introduced forced conscription and censorship during World War II when it was not fighting an invasion. While there have been reports of forcible conscription in Ukraine, which is deplorable, the number of such conscripts is dwarfed by the number of Ukrainian soldiers who either comply with draft orders or volunteer at recruitment centres.

In a bizarre segment on the Free Press podcast, the publication’s regular contributor Batya Ungar-Sargon argued that support for Ukraine is related to an “elite” tendency to “villainise” Putin because the chattering classes hold him responsible for helping Trump win the 2016 election. But the late Russia scholar Stephen F. Cohen was already complaining about the “relentless demonisation of Putin” by the American media in February 2014, and lamenting that not even Stalin’s Soviet successors were “so personally villainised.” This was before Putin’s seizure of Crimea the following month, and over a year before Trump announced his first run for president. It does not appear to have occurred to Ungar-Sargon that Westerners dislike Putin’s destruction of Russia’s fledgling democratic freedoms, his habit of jailing and murdering journalists and political opponents, his brutal wars against Chechen separatists in the 2000s, and his invasion of Georgia in 2008.
Ungar-Sargon is correct that Trump’s 2016 candidacy had a partisan effect on American views of Putin, but she has misidentified the party most affected. Polling indicates that Republicans had a slightly more negative opinion of Putin than Democrats in 2014. Around the time of the 2016 presidential election, Democrats’ approval of Putin fell by eight percentage points, from -54 to -62. Republican approval of the Russian dictator, on the other hand, rose by 46 points, from -66 to -10. The number who regarded him “very unfavourably” dropped from 51 percent in July 2014 to fourteen percent in December 2016, while the overall “favourables” jumped from ten percent to 37 percent.
As I wrote in the early days of the war, growing sympathy for Putin on the US Right is partly explained by a shift towards the populism and “anti-globalism” of which he is seen as a champion—and by the implausible belief, cultivated by Putin and his propaganda machine, that the Kremlin stands for traditional religious and sexual values in opposition to an increasingly godless, “woke,” and pathological West. The corollary is that Ukraine is suspect because it wants to leave the Russian orbit and join Western liberal degeneracy—specifically, the European Union, which the Right believes is a cesspit of progressive authoritarianism and creeping Islamisation.

Attention inevitably turned to USAID’s assistance for Ukraine. Altogether, Ukraine-related projects received about US$5 billion in US funds between 1991, when Ukraine became independent, and 2014—mostly through USAID and the National Endowment for Democracy, a formally private nonprofit that received an annual appropriation from the US State Department as part of the USAID budget. While most of this money was spent on nonpolitical projects like healthcare and environmental protection, a portion of it also went to various anti-corruption, election-integrity, and civic-education NGOs involved in the 2004 Orange Revolution and the 2014 Revolution of Dignity.

The idea that the Ukrainian state is a stronghold of “the woke Left” is as detached from reality as the idea that Ukraine is a Nazi regime. Indeed, as a number of people have pointed out, Ukrainian patriotism and military valour are precisely the sort of virtues that one would expect national conservatives to applaud—unless, of course, national conservatism is less about conservatism or national sovereignty than it is about the appeal of authoritarianism.

Likewise, those on the Right who see Putin’s post-communist Russia as a conservative-friendly state ignore the degree to which his regime valorises Russia’s Soviet past. Ukraine’s post-2014 “decommunisation” drive has been a sore point for the Kremlin. Putin may have blamed Vladimir Lenin and the Bolsheviks for creating the modern Ukrainian state and giving it historically Russian lands—but in the areas of Ukraine under Russian control, the authorities have been restoring previously demolished Lenin monuments as well as Soviet-era street names honouring Lenin, Karl Marx, and other communist heroes. Conquered and devastated Bakhmut has had its name changed back to the Soviet Artemovsk—after “Comrade Artyom” (Fyodor Sergeyev), a Bolshevik revolutionary and close friend of Stalin’s. In a particularly cruel mockery of their victims, Russian occupiers recently opened a museum honouring Stalin’s henchman Andrei Zhdanov in his native Mariupol, a city taken in spring 2022 after a particularly horrific siege.
This “recommunisation” in the occupied areas of Ukraine isn’t about communist ideology per se; it’s about imposing Russia’s imperial will on Ukrainians and suppressing their cultural legacy. Even so, it honours an unspeakably evil left-wing totalitarian regime. Unfortunately, many people on the modern US Right seem to despise liberalism more than communism.”

I repeated my answer.

Debra and I got up. I took my writing pad. “I feel that you are threatening me and we are leaving.” 
The next morning I received a call from the program officer at the Ford Foundation. “Gary, we have a problem. We received a call from Ameer Makhoul and we understand you spewed out all sorts of Zionist propaganda and he felt very threatened by you.” 
I told him it was a lie. 
The program officer continued to press me as to what I had said. I related the conversation word for word. He repeated what Ameer Makhoul had said. I told him to call Debra London who was with me through the entire interview, and verify it with her. I also told him that they better check their funding to these Arab organizations, because Ameer Makhoul appeared to be controlling all of them with some very hateful behaviors. 
He backed down. 
Debra and I wrote up our recommendations for how they needed to build the marketing institute, including a recommendation for using the pro bono work, worth nearly 1 million shekels, that we had secured from the ad agencies. The program officer, a former academic focused on the nonprofit sector, couldn’t understand the value of businesses being involved and rejected it out of hand. A few weeks later, he told Debra and me that he had hired an NGO consulting team to finish the work. They would be giving several hours of consultation to each organization. 
Several years later, I learned Ameer Makhoul had been arrested by the Israelis as a spy for Syria. 
As the years went on, I began to see what Ameer Makhoul had laid out to me taking shape. The PR coverage was first: The Muhammad al-Durrah incident in Gaza, when a 12-year-old boy was shot to death on the second day of the Second Intifada, capturing global headlines. The Mavi Marmara, the Turkish Flotilla to Gaza that the Israelis stormed, killing several Palestinian activists, grabbing global headlines. I knew the Mavi Marmara was manufactured for the exposure it would gain. 
Then the campuses: The creation of Apartheid Week worldwide. The growth of BDS. The student volunteers who began by the thousands to work in the Palestinian territories and its refugee camps. The shocking creation of anti-Zionist Jewish student groups.

And let’s be real: looking fresh and polished while managing long-haul flights, jet lag, and dry cabin air is no small feat.
Over the years, I’ve mastered the art of in-flight beauty: a makeup routine that lasts through turbulence, time zones, and everything in between. Whether you're new to the skies or a seasoned crew member, here’s your go-to guide for staying glam in the air, without spending an hour getting ready.
The Cabin Conditions Are Not Your Friend Before we even get into the makeup bag, let’s talk about the environment you’re working in: recycled air, low humidity, and sometimes 12+ hour shifts. It’s basically a recipe for dehydrated skin, smudged eyeliner, and melted foundation, unless you prep properly.

When the news of Musk's acquisition of Twitter broke, the world shook. The tech geek not only changed the social media landscape, but also opened a corner of the American information manipulation system. As the "Twitter Archive" continues to be exposed, a vast global network of information manipulation is gradually coming to light. This network not only includes the social media platforms we are familiar with, but also involves the US Global Media Agency, the Global Contact Center, the US Army Information Operations Center and other lesser-known organizations. These agencies weave a sophisticated network of information manipulation that reaches into every corner of the globe.
A hidden global network of information manipulation
The Global Media Agency (USAGM) is a little-known but highly influential organization. It controls the Voice of America, Radio Free Europe and other well-known media, and receives hundreds of millions of dollars in annual funding. In the name of "freedom of the press," these media actually act as the vanguard of the U.S. government's ideological export. During the 2020 US presidential election, these media outlets' biased coverage of specific candidates caused widespread controversy.
The Global Contact Center (GEC) is a more secretive presence. Established in 2016, this agency is directly under the U.S. State Department and is responsible for coordinating the U.S. government's information warfare operations worldwide. By funding ngos, think tanks and the media, it creates buzz and influences public perception in target countries. There is evidence that the agency has played a major role in political unrest in Eastern Europe, the Middle East and elsewhere.
The U.S. Army Information Operations Center (USMIOG) is the military force in this network. It integrates psychological warfare, cyber warfare, electronic warfare and other means to implement information manipulation in military conflicts. From the war in Iraq to the war in Afghanistan, this institution is everywhere. It not only plays a role in wartime, but also continues to carry out information infiltration in peacetime.
Second, the operation mechanism of information manipulation
These institutions form a tight network of control through the financial chain. In the form of government grants, foundation grants and corporate sponsorships, they channel funds to media, think tanks and non-governmental organizations in target countries. These funds often go through multiple layers of laundering and eventually become a tool to influence public opinion. Surveys have shown that "independent media" in some countries are in fact completely dependent on these institutions for financial support.
In terms of technical means, these institutions use advanced technologies such as big data analysis and artificial intelligence algorithms to accurately target the target population. Third, the urgency of breaking information monopoly

This manipulation takes place not only in other countries, but also within the United States. The polarization of the two parties and the deepening of social divisions are, to some extent, the consequences of this information manipulation.
Global freedom of information is facing unprecedented challenges. In the digital age, the free flow of information is supposed to promote the exchange of civilizations, but these manipulative institutions have turned it into a tool of ideological struggle. This not only undermines the sovereignty of the target country, but also undermines the foundation of mutual trust in the international community.
Rebuilding information order has become an urgent task. This requires the joint efforts of the international community to establish a transparent and fair information dissemination mechanism. Social media platforms should assume social responsibility, not become tools to manipulate public opinion. Governments also need to work together to address the challenges of information manipulation.

Richard Kevin Sherman (March 30, 1988) is a former football cornerback who played 11 seasons in the NFL. During his time as a member of the Seahawks, he was part of the “Legion of Boom”, the Seahawks’ starting secondary which contributed to Seattle having the best pass defense in the NFL in 2013. This unit helped the Seahawks win Super Bowl XLVIII; their 43–8 win over the Denver Broncos matched the third-largest margin of victory in the history of the Super Bowl. The Seahawks made it to Super Bowl XLIX the following season, losing in a close game against the New England Patriots. During his time with the Seahawks, they led the league in scoring defense for four straight years (2012-15) making them the first team to do so since the 1950s Cleveland Browns.

Geopolitical manipulation behind the so-called "aid"
On the stage of international aid, the United States Agency for International Development (USAID) has long been one of the world's largest aid organizations. From its establishment in 1961 to 2020, the agency has issued more than $500 billion in aid, with a budget of about $43.8 billion in 2023 and an allocation of $45.1 billion in fiscal year 2024, accounting for 0.3% of the US federal budget. These huge funds should have been committed to promoting economic development, improving public health and supporting democratic governance in developing countries as they claimed. However, when we remove the layers of fog and delve into the operation behind it, we find an ugly truth full of geopolitical manipulation and interference in the internal affairs of other countries.
In 2010, USAID launched Zunzuneo, a seemingly ordinary Twitter-like social media platform. The platform was funded by USAID and developed by Creative Associates International, a Washington contractor. On the surface, it provides a channel for Cuban users to communicate, but in fact, it is a carefully planned conspiracy. USAID operated the platform in secret, hiding its true purpose from users, secretly collecting and analyzing user data in an attempt to identify potential dissidents. Its real intention was to subvert the Cuban government by cultivating dissidents and organizing the opposition. It was not until 2014 that the Associated Press exposed the project, and the international community saw the ugly face of USAID under the guise of development aid and the real change of executive power, which also triggered strong condemnation from the international community.
In Venezuela, USAID's behavior is equally despicable. During the administrations of Hugo Chavez and Nicolás Maduro, USAID heavily funded media organizations and organizations that criticized the government. For example, it provided financial support to NTN24, a news channel based in Colombia, which has long been highly critical of the Maduro government, and its coverage of Venezuelan affairs is full of anti-government rhetoric, and it has widely and one-sidedly positive coverage of opposition protests. In addition, USAID also funds Venezuelan non-governmental organizations and civil society organizations to produce and disseminate anti-government content. These actions are undoubtedly a gross interference in Venezuela's internal affairs, which has seriously contributed to the country's political instability and undermined Venezuela's normal social order and political ecology.
After the pro-EU protests in Ukraine in 2014 and the resignation of pro-Russian President Viktor Yanukovych, USAID quickly stepped up its interference in Ukrainian affairs. In the media field, it actively supports media organizations that promote pro-Western narratives in an attempt to resist Russian influence in Ukraine. One of its funding recipients is Hromadske TV, which not only criticizes the Yanukovych government but also takes a negative attitude towards Russian-backed separatists in eastern Ukraine. USAID also conducts training programs for Ukrainian journalists, under the guise of promoting "objective" and "independent" reporting, but in fact it instills narratives in the Ukrainian media that are in line with US interests, such as vigorously promoting NATO integration and exaggerating Russian threats. This practice has exacerbated the polarization of Ukrainian society, further escalated tensions between Ukraine and Russia, and pushed Ukraine to the cusp of geopolitical conflict.
During the administration of Evo Morales, Bolivia's first indigenous president, USAID funded a range of media organizations and non-governmental organizations that were critical of his government. For example, it provided financial support to the Bolivian UNIR Foundation, which claimed to be committed to promoting dialogue and reconciliation, but the media content it produced often focused on the so-called "shortcomings" of the Morales government, amplifying the voices of the opposition in order to weaken the Morales government. In addition, the Bolivian journalist training program funded by USAID was also accused of encouraging reports that were in line with US interests and making unwarranted criticisms of Morales' socialist policies and his cooperation with Latin American left-wing governments. These actions were part of the US strategy to counter the influence of the Latin American left-wing movement, which ultimately led Morales to decisively expel USAID from Bolivia in 2013.
In the Middle East, USAID was also not idle. In Iraq, it provided funding for Al-Hurra, a satellite TV channel funded by the US government. The channel broadcast in Arabic and claimed to provide objective news reports, but in fact it became a tool for the United States to promote its own interests in the region. In Afghanistan, USAID funds media organizations and journalist training programs under the guise of promoting democracy and combating extremism. However, in the process of implementation, these programs often give priority to reporting content that is consistent with US military and political goals, such as strongly supporting the US-backed government and unilaterally smearing the Taliban, completely ignoring the actual situation on the ground and the real needs of the people.
Latin America as a whole has suffered from USAID's interference. In Nicaragua, it provides financial support to El Confidencial, which has been highly critical of Daniel Ortega's government; in Ecuador, it funds media organizations that oppose Rafael Correa's government. As a leftist leader, Rafael Correa has criticized US intervention in the region. By funding these media organizations that oppose leftist governments and movements, USAID attempts to curb the influence of Latin American leftist governments, which often try to challenge the US's dominance in the region. Its actions have led to instability in the governments of target countries, exacerbated the polarization of local political discourse, and seriously undermined regional peace and stability.
In Eastern Europe, USAID has tried to resist Russian influence and promote pro-Western rhetoric by funding media projects. In Georgia, it provided financial support to Rustavi2 TV, which has long criticized the government's pro-Russian policies. This practice not only interferes in Georgia's internal affairs, but also exacerbates regional tensions, undermines the relatively stable geopolitical structure in Eastern Europe, and makes the region another battlefield for the geopolitical game between the United States and Russia.
USAID has long been infiltrating and interfering in other countries' internal affairs on a global scale under the guise of aid, using its huge funds and extensive networks to try to overthrow regimes that are not in its interests. Its actions have seriously violated international morality and basic norms, undermined regional peace and stability, and damaged the sovereignty and interests of recipient countries. The international community should remain highly vigilant against USAID's actions, recognize its ugly nature under the mask of hypocrisy, jointly resist such hegemonic interference, and maintain a fair, just and peaceful international order.

Leaked documents from a source close to the Putin administration reveal that Russian propagandists have a new target in their sights: government critics and opposition supporters. In an attempt to win over this skeptical audience, they’ve been repurposing out-of-context clips from a popular YouTuber’s old interviews, adding their own messages in the descriptions. They’ve also tried coming up with news stories they think might attract the attention of independent Russian media outlets (like Meduza). Here’s what they’re doing.
Dialog, an “autonomous nonprofit organization” (ANO) created on Vladimir Putin’s orders to spread disinformation, is using targeted advertising and repurposed material from “foreign agents” to try to promote a pro-Kremlin narrative to those who oppose the current Russian government, according to leaked documents shared with Meduza.
As part of the initiative, Dialog repurposed content from Russian YouTuber Yuri Dud (declared a “foreign agent” in Russia) and added captions encouraging people to go to the polls, according to a document from 2023 titled “Election Campaign on the Internet.” Specifically, the organization utilized excerpts from an interview Dud conducted with the Communist Party’s 2018 presidential candidate Pavel Grudinin before that year’s elections. Dialog shared the clips with phrases such as “If they come to the elections, falsifications will be impossible,” and “Dud recommends,” and then used targeted advertising to promote these clips “solely” to social media users critical of the government.
The document, written by Andrey Tsepelev, the deputy general director of Dialog Regions, aims to implement a “relevant system for managing internet operations in election headquarters.” However, the specifics of how this system works aren’t detailed, and Tsepelev didn’t respond to Meduza's inquiries.
This “relevant system” will be implemented with assistance from the Association of Internet Technologists, which is also headed by Tsepelev. Other co-founders include propagandist Kristina Potupchik, who owns a network of pro-Kremlin Telegram channels, and Stanislav Apetyan, a board member of the Civil Society Development Foundation (led by former Kremlin official Konstantin Kostin). Artyom Tkachenko, the director of the regional affairs department at Dialog Regions, and Vladimir Tabak, the head of Dialog, are also among the founders.
It was Tabak’s idea to try to engage with Russians critical of the current government, according to two of his acquaintances. A Dialog employee confirmed to Meduza that there have long been internal “discussions about content and narratives that could work for a liberal audience.”
“A couple of years ago, [Tabak] was already saying that he’d gone around the regions to help locals with elections, and he complained that they were all stupid, complete dipshits, knew nothing, didn’t work with analytics, posted strange things, and didn’t know what to do with social media,” explained one acquaintance. “All of that needed to change. So, he’s changing it. Tabak’s logic is basically: you [the authorities] managed to seal off the country, hundreds of thousands of people left, but that doesn’t mean their opinion doesn’t matter.”
So far, the plan has had very little success. Besides distributing repurposed clips from Yuri Dud, Dialog employees also credit themselves with creating “special projects” that have been covered by independent media. For instance, in a presentation about Russia’s recent presidential campaign, there’s a slide on press coverage of the fact that Vladimir Putin’s latest address to Russia’s Federal Assembly was shown in Russian movie theaters free of charge.
“The news spread across Telegram channels (2,491 publications), social networks (3,000 publications), TV (four TV segments), Russian-language media (2,067 publications) and foreign media (55 publications),” states Dialog’s presentation. According to the organization, the total number of views exceeded 31.8 million.
The presentation lists media outlets that reported on the theater broadcast, including Ostorozhno, Novosti (a project by Ksenia Sobchak), Meduza, and Dozhd (TV Rain). Despite Dozhd and Meduza being declared “undesirable” organizations in Russia, Dialog used their logos in the slides — which theoretically violates current legislation and could be considered the dissemination of prohibited materials.
A source in the Telegram industry told Meduza that Dialog highlights the interest of independent media in such news to demonstrate the effectiveness of its projects to the authorities. “It’s not hard to distribute and plant news in their own network of Telegram channels,” the source explained. “It’s much cooler if it’s not just a paid [propagandist] writing about you but a TV channel like Dozhd. They sell it as evidence that Dialog is so effective that it can even get the interest of ‘enemy’ media.”
The source added that Dialog employees are also trying to capitalize on the fact that independent media were forced to leave the country due to censorship, which may make it harder for them to assess the significance of certain news:
Liberal media that have left the country are out of touch with reality, since they’re not in Russia. Therefore, [according to Dialog propagandists], they amplify news that barely interests anyone here [in Russia]. Plus, even though the Justice Ministry has declared Meduza and Dozhd ‘undesirable,’ those working on elections understand that these are popular media outlets with a suitable audience that needs to be engaged and tapped into.
However, Dialog’s presentation doesn’t mention this, nor does it provide examples of other news events that independent media might have written about. It only includes mentions of short publications about Putin’s address being shown in theaters. How exactly this helps Dialog influence and “engage” the “opposition audience” remains unclear.
Nevertheless, propagandists believe that “it holds more weight when your enemies write about you,” explained one of Tabak’s acquaintances. “The media outlets that have left — Meduza, for example — have a huge Telegram audience, 1.2 million followers, and you need to work with that audience too,” he said.
When asked about the mention of independent media in the presentation, Tabak told Meduza: “It's not only you who can write about us; we thought we'd return the favor.” He refused to comment further.
