TAMPA, Fla. (WFLA) — Florida’s schoolchildren of all grades could see some new classroom material in the 2026-2027 school year.

A Florida House panel approved a bill that would require educators to teach the history of communism in public schools.

If passed, HB-1349 mandates lessons on “increasing threat of Communism in the United States and our allies through the 20th Century, including the events of the Cultural Revolution in the People’s Republic of China and other mass killings from Communist regimes.”

The Republican-dominated PreK-12 Appropriations Subcommittee voted along party lines (10-2) to advance the bill on Tuesday. Three Democrats on the panel were not present for the vote, but the measure would have passed regardless.

The bill would also implement a “Communism Education Task Force” whose members are appointed by the governor and are responsible for developing the curriculum. It is unclear if they will have a teaching background, as there are no requirements or guidelines for appointing the members laid out in the bill.

Rep. Patricia Williams (D-Pompano Beach) questioned whether the legislature should be focusing on communism when Florida’s schools are dealing with more pressing issues. She cited a major problem for educators: Just half of their students can read on grade level.

Williams also said the measure would distract from critical instruction time and that the bill’s supporters “want to put something in the classroom to divide” students, educators and parents, needlessly.

The bill’s sponsor, Chuck Brannan (R-Macclenny), defended the measure, saying “this educational initiative is not divisive in any way, there’s nothing nefarious about this.” He said he’s pushing the measure, “not as indoctrination or fear-mongering, but as a means of acknowledging its role in victimizing, torturing, murdering and displacing millions of people.”

If passed, the bill would go into effect on July 1. Students would begin learning about the history of communism in the 2026-2017 school year.

Florida lawmakers declared Nov. 7 “Victims of Communism Day” in 2022, aiming to teach students “about the horrors of Communism and celebrate life within the free State of Florida.”
