Pinoys see benefits of 1-year lockdown
#PHnews: Pinoys see benefits of 1-year lockdown
MANILA – Filipinos’ lifestyle has completely changed when coronavirus disease 2019 (Covid-19) struck the country.
Far different from having the liberty of strolling around and enjoying the sights in different parts of the country, most of them have been forced to stay home at all times during the first few months since President Rodrigo Duterte imposed the most restrictive community quarantine in the country in March last year.
The coronavirus pandemic may have restricted Filipinos’ movement when it hit the country last year, but they did not let it steal their innate qualities of being happy and optimistic.
Jazelle Ortega, a Cavite resident, looked at the brighter side, saying the one-year lockdown has allowed her to spend more time with her family, take care of herself, and have enough rest, things she was deprived of before the implementation of strict quarantine rules.
“Para po sa akin, marami din namang nagawang maganda ang quarantine protocols lalo na sa kabila ng pandemyang patuloy nating kinakaharap (For me, quarantine protocols have brought many advantages despite the pandemic that we continue to face),” Ortega told the Philippine News Agency (PNA).
She said the lockdown does not only keep her safe from Covid-19 but also enables her to save more money since she could not go out of her residence.
“Para sa mga breadwinner na katulad ko, ang WFH (work-from-home) setup ay malaki ang naitulong para makabawas sa gastos pamasahe at allowance sa pagkain. Dahil din dito ay nagkaroon ako ng tamang pahinga, tulog sa bawat araw. Nagkaroon pa ng extra time para makapag-ehersisyo (For a breadwinner like me, the work-from-home setup helped me a lot to spend less on commuting and food. Because of this, I have more time to take a rest and have enough sleep every day. I also have extra time to exercise),” she said.
Like Ortega, Pauleen Anne Sumagui found joy amid the lockdown because she is able to have more quality time with her family.
“Nagkasama-sama kami ng pamilya ko at nakapag-bonding kahit nasa bahay lang, kaysa dati na busy ang mga tao at halos hindi na nag-uusap (My family has been together and we are able to bond at home, unlike before when people were busy and had no time to talk to each other),” said Sumagui, a Grade 5 student at the Barasoain Memorial Integrated School in City of Malolos, Bulacan.
A female Chinese national from Wuhan, the then epicenter of the coronavirus, was the Philippines’ first Covid-19 patient. She displayed no symptoms when she arrived in the Philippines on January 21 last year.
The detection of the first Covid-19 case in the country prompted Duterte to order a temporary travel ban on visitors from Wuhan City and the entire Hubei province in China on Jan. 31, 2020.
On March 8, 2020, Duterte was forced to place the entire Philippines under a state of public health emergency after the health department reported the first local transmission of Covid-19.
Four days after, or on March 12 last year, Duterte announced the imposition of a Metro Manila-wide enhanced community quarantine (ECQ), the most stringent community quarantine, to control the spread of Covid-19.
The President then decided on March 16, 2020 to implement ECQ in the entire island of Luzon.
The ECQ implementation required Filipinos to observe strict home quarantine, suspended public transportation, regulated food and essential services, and heightened police presence for the enforcement of quarantine protocols.
Faster gov’t transactions
Ortega, who is currently in Denmark after participating in a cultural exchange program, said government transactions have become faster and more convenient during the lockdown period.
She recalled that it only took a short time to process all the requirements needed for her outbound travel amid the pandemic.
“Kakaunti ang mga tao sa tanggapan ng gobyerno or mga opisina kasi by appointment ang pagpunta at safe na rin, kasi hindi maraming tao ang makakasalamuha (There were only a few people inside government offices because you have to go there by appointment. It was also safe because there were only a few people there),” Ortega said.
On October 21 last year, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases lifted the ban on non-essential outbound travel of Filipinos.
Health protocols followed
Sangguniang Kabataan chairman Aerol John Cardenas of San Jose village in Bulakan, Bulacan said the Covid-19 pandemic taught him to give importance to time management, his family, and the government’s health protocols.
“(Natutunan ko) kung paano pahalagahaan ang oras, pati na ang pamilya, at ‘yung kung paano natin natutunan paano sumunod sa binababang protocols ng LGUs (local government units), PNP (Philippine National Police) saka gobyerno (I learned how to value time and my family, and how to follow protocols imposed by LGUs, the PNP, and the government),” Cardenas said.
In May last year, Duterte decided to ease movement restrictions to reopen the Philippine economy, imposing for the first time the less restricted general community quarantine (GCQ) in some parts of the country.
Despite the relaxation of quarantine rules, Gemma Mabanta, a village worker in Bulakan, Bulacan, said she continues to follow the government’s public health protocols, such as the use of face masks and face shields, strict social distancing, and frequent hand washing to protect herself and her family against Covid-19.
“Napahalagahan ko ang aking sarili. Na-realize ko ang mga higit na mahalagang bagay at tao sa buhay ko. Natuto rin ako kung paano sumunod sa health protocols (I have learned to value myself. I have realized that my loved ones are important to me. I have also learned to follow protocols),” Mabanta said.
Currently, GCQ and the most relaxed modified GCQ (MGCQ) are the only quarantine classifications imposed in the country.
Metro Manila, Apayao, Baguio City, Kalinga, Mountain Province, Batangas, Tacloban City, Iligan City, Davao, and Lanao del Sur are under GCQ until March 31, while the rest of the country stays under MGCQ. (PNA)

July 11, 2020
Today, Claire and I decided to meet. Claire is my batchmate scholar from the mininstry too and I gave her an au pair job (which was supposedly mine but I chose A Coruña since it is closer to Ourense where I am based). She is also transferring to Galicia region for this school year and I know she is loving Galicia 😬 She came from Valladolid from the previous school year.
Anyway, she is staying in Ferrol to a beautiful host family too. So Ferrol to A Coruña takes an hour. We decided to meet at 12 noon in A coruña center.
I was waiting for her just opposite to the bus stop when I suddenly saw another Pinay. I was sitting near to an exhibit of photographs sponsored by Caixa and she was admiring the photographs when I called her and asked if she is a Filipina! Hahahaha! The Lord keeps on surprising me everyday!
We talked and she said she came from Batangas and works as a househelp too in Madrid. Her boss is having a vacation in A Coruña that is why she is here and she is waiting for another Pinoy friend which we eventually met, her name is Ekay, same with Melissa, she came from Denmark too as an au pair and transferred to Spain.
We had so much fun together ❤️

Announcing The Winners From My 11th Annual Worldwide Photo Walk
The judging part keeps getting harder Imagine trying to pick one winner…from nearly 1,000 walks all around the world, and every image you’re looking at has already won a contest just to be considered — each image is the winning image from a local photo walk. It’s so challenging and frustrating to narrow it down to just 10 finalists and one Grand Prize winner. There are so many images that deserve to be in this list, but narrowing things down is what I have to do today, and I’m delighted to present to you this year’s 10 finalists and our 2018 Grand Prize winner.
Note: If you want to learn more about the judging process, and how I came down to picking these images, scroll to the bottom of this post.
Here are this year’s Top 10 Finalists (in no particular order):
By Janos Leo Andanar (Dapa, Philippines) There is such joy in this image. Some of the children are aware of the photographer, but none of them are posing, and the backlighting is awesome, and the color is vibrant without being over the top — it just all came together for this shot. The photographer probably took dozens of shots of this scene, but the timing and position of the kids on top makes it a really special frame. Very well done.
By Marco Van Apeldoorn (Haarlem, The Netherlands) It’s tough to make a really captivating shot of reflections on a car, but this photographer pulled it off big time! Great color and composition, and a really intriguing image. This would make a great desktop background image.
By Elousagun (Candon, Philippines) This is just such a cool shot, and the outfit our subject is wearing just fits so perfectly into this scene. I loved it the moment I saw it. If I had taken this image, I already know what I would title it. “Top shelf!” Such a cool shot.
By Prapoport (São Paulo, Brazil) This one should be used in college courses on composition. The placement of the subject in the frame, and the colors surrounding our subject, and the arrows on the ground and above our subject, and the way the buildings are leaning in from the fisheye lens — this is really a special image. Great, great eye!
By Alfie Narisma (Doha, Qatar – Pinoy Shooters Club) This is just a really intriguing shot, and I’m not usually drawn to photos of people taking photos, but in this case, it just works. Also, I’m usually not of fan of the flat-looking post-processing that’s going on here, but it so perfectly suits the shot — it really helped take an interesting image and move it up a big notch.
By Jing Esteban (Downtown Boise, Idaho, USA) How beautiful is this? The light, the colorful, the movement — it all comes together in this gorgeous shot. Very nicely done!
By Debora Suterko (Claremont, California, USA) This is such a peaceful, beautiful, timeless image. So simple — yet it makes you want to not only see what’s inside, it makes you want to be inside, with its art on the easel and fresh flowers in your foreground. Beautiful light, very nicely post-processed. Great capture all around.
By Susan Chapel (Belcrum Breda, The Netherlands) I know this “person standing there looking at art” has been done many times before, but I think this one is particularly intriguing for a number of reasons. I love how our subject shows the sheer scale of the image, and I love that it’s a woman looking at these images because it really makes you wonder what she’s thinking about them. Compositionally, not only is she in the perfect position, but the way her blond hair pops on that dark background immediately draws you to her. There’s more going on here than you see at first glace. Top job.
By Jer-Sandel (Bulacan, Philippines) Of course, the color is amazing, and for a silhouette to really work, you have to immediately be able to identify what the shapes are, and you certainly do here, but the gesture of the little boy on the left — that takes it over the top. Such a great photo.
By ValeriaBD (Copenhagen, Denmark) I kept looking at this image again and again, and I kept coming back to it. The reflections are just so amazing here — this photographer has a really great eye for composition, balance, and for taking something simple and making it really captivating.
And the GRAND PRIZE WINNER is…
Who wins all the stuff below, and more…
Is this image:
By Omar Shebl (Alexandria, Egypt) There is just so much going on in this simple shot. A living legend of photography, Jay Maisel says it in his seminal book “Light, Gesture, and Color” and this shot has it all. The light is so appropriate without calling attention to itself. The color tones, from the color of their skin to the dominos to the board to the table to the floor — they’re almost too perfect, and both player’s gestures are so opposite of each other that it gives you a hint as to each players personality. Add a wonderful shooting perspective and you feel like you’re right there in the middle of all it. This was an instant stand-out to me, and I knew from the start the photographer had captured something very special. I love it.
How I do the judging I look at every single winning image from all the walks around the world. I do find that the great shots jump right out at you, and I make those as picks to go back and look at again. I was able to get down to 106 shots after going through all of them. That’s a big cut, but a very long way from 10 finalists and one winner.
I try not to be swayed simply because an image was taken in an exotic location or somewhere I’ve never been or never seen — I wanted to pick a photo, simple composition or not, easy to capture or not, post-processed brilliantly or not — that is simply special. Maybe it’s the right light, expression or mood, or story or a combination — I search for whatever that certain something is that makes me come back to it again and again — and  I want to give every image fair and open-minded consideration.
What makes this process harder is that these are already curated. Each image was already judged and chosen as a “winner” by the local walk leaders, from nearly 1,000 walks. Narrowing it down — it’s just so hard, and you second and third-guess your choices along the way because you want to give every image a fair shake.
You could easily make a case for hundreds of images to be chosen as finalists, but you only get to choose 10, and one Grand Prize winner, and you finally just have to make a choice. It is literally one of the hardest things I do each year, but also one of the most rewarding because I get to see so many great images during the process. I hope that gives you a little insight into my judging process.
Even though this round of judging is over … We still have our Leader’s Competition winner coming next week and I always list my ‘Honorable Mentions’ (images that are so good that even though they didn’t win a prize, still deserve recognition). So, while this is the official announcement of the Top-10 Finalists and the Grand Prize winner, the competition phase still has a few more components left.
Thanks to Canon USA and all our sponsors Special thanks to our Premier Sponsor, Canon USA, (who gave us some amazing Canon prizes) and to Adobe Systems, Peachpit Press, Tamron, and B&H Photo — thanks for all your support this year and for offering such awesome prizes to our winners. We are very grateful.
Thanks to our Walk Leaders It’s a lot of work, and a thankless job, so let me be the first to say “thanks.” We couldn’t do any of this without our volunteer walk leaders around the world, who do such a great job of creating the walk; working with the walkers, and making the whole thing happen on the local level, and that means a lot.
My personal thanks to our own Jeanne Jilleba, who did an amazing job again this year of keeping the communication flowing, working with the leaders and managing walks in nearly 1,000 locations all over the globe. It’s a very challenging job, but she does it like a boss and I’m very proud of the job she does (even better this year than next). Thank you, Jeanne — we are all indebted for all your hard work and dedication to making the photo walk a success.
Lastly, thanks to all the talented photographers from around the world who created such inspiring, creative, and beautiful work, and special thanks to those of you who contributed to the Springs of Hope Orphanage in Kenya — it means more than you know.
More to come as we reveal more winners next week.
All my best,
-Scott

Get inoculated with Covid-19 vax, PRRD prods Pinoys
#PHnews: Get inoculated with Covid-19 vax, PRRD prods Pinoys
MANILA – President Rodrigo Duterte on Thursday encouraged his fellow Filipinos to get inoculated with coronavirus disease 2019 (Covid-19) vaccines, reassuring them that these are “safe” and will play a key role in reopening the Philippine economy.
Duterte made the call following the arrival of 487,200 doses of Covid-19 vaccines developed by the United Kingdom’s AstraZeneca in the Philippines.
During the turnover rites of AstraZeneca vaccines at the Villamor Air Base in Pasay City, Duterte said Covid-19 jabs should be administered to Filipinos the “soonest time possible.”
“I would like to appeal to all our kababayans (countrymen), please get vaccinated against Covid-19 and be the [government’s] partner in preventing further spread of the disease. I encourage you to get vaccinated as a soonest possible time. These vaccines are safe and they are the key to reopening our society,” he said.
The Philippines is expected to receive around 44 million doses of AstraZeneca vaccine through the Vaccines Global Access (COVAX) facility, a global initiative that guarantees access to Covid-19 vaccines worldwide.
The 487,200 vials of AstraZeneca’s vaccine delivered to the Philippines on Thursday were developed in South Korea and donated by Germany, the European Union, Norway, France, Italy, Spain, the Netherlands, Sweden, Denmark, Belgium, Austria, and Greece.
The distribution of Covid-19 vaccines from AstraZeneca will commence after repackaging.
Boosting vaccination drive
Duterte was elated that the Philippines was able to receive AstraZeneva vaccines through COVAX facility.
“Let me thank you, to our key partners in the entire international community represented by their ambassadors tonight. Their cooperation in public health is very much needed. Positive engagement is very much welcome,” he said.
Prior to the delivery of AstraZeneca vaccines to the Philippines, the country also received on Sunday some 600,000 doses of Covid-vaccine from China’s Sinovac Biotech.
The Philippines kicked off its mass vaccination program on Monday, a day after Sinovac’s CoronaVac vaccines arrived in the country.
Duterte said the delivery of AstraZeneca vaccines would further boost the Philippine government’s ongoing national vaccination program.
“I also assure the Filipino people that their government will continue working to ensure the immediate distribution of the available vaccines to the communities,” he said.
Continue following health protocols
Duterte maintained that public acceptance of vaccines would help the country recover from the adverse impact of Covid-19 pandemic.
Duterte reminded Filipinos that they still need to observe the health protocols imposed by the government.
“Let us continue observing and practicing health and safety protocols while waiting for more Covid-19 vaccines to reach the Philippines. We may not be out of the woods yet but we are making progress and the end is in sight, and with your cooperation, we will overcome this pandemic and ensure the health and safety of everyone,” he said.
Duterte reiterated that no one is safe until everyone cooperates to ensure the successful fight against Covid-19.
“As I have said before, these vaccines should be treated as a global public good. the need for international solidarity and cooperation cannot be made clearer than this pandemic because no one is safe globally until everyone is safe,” he said. (PNA)

Pinoys from UK, 19 other nations must complete 14-day quarantine
#PHnews: Pinoys from UK, 19 other nations must complete 14-day quarantine
MANILA – Filipinos arriving from the United Kingdom and 19 other countries where a potentially more transmissible coronavirus disease 2019 (Covid-19) variant was found must complete their 14-day quarantine at a government facility, notwithstanding a negative RT-PCR result, National Task Force (NTF) Against Covid-19 Deputy Chief Implementer Vince Dizon said Thursday.
The advisory comes as the Philippine government begins implementing stricter protocols for the 20 countries.
"They will need to do the mandatory 14-day facility quarantine (and the) government will provide facility accommodation for free in a two or three-star accommodation," he said.
He said passengers may opt for a different hotel provided it is an establishment accredited by the Bureau of Quarantine, but they must shoulder the cost in full for 14 days.
While Filipino citizens, even those from the 20 states, can still enter the Philippines, Dizon urged all travelers to re-book their flights to the Philippines at a later date.
"If their travel to the Philippines is not urgent, (we) discourage them from going home in the meantime and standby for the new developments," he said.
From Dec. 30, 2020 to Jan. 15, 2021, all foreign nationals from the following areas below will not be permitted to enter the country:
- Australia - Canada - Denmark - France - Germany - Hong Kong SAR - Iceland - Ireland - Israel - Italy - Japan - Lebanon - The Netherlands - Singapore - Switzerland - Sweden - South Korea - South Africa - Spain - The United Kingdom
"For the given period, non-Filipino nationals, regardless of previous visa status, exemptions granted, or relation to Filipino citizens, will temporarily be restricted from entering the Philippines," the Department of Foreign Affairs said in a separate advisory.
It also reminded all OFs of the "limited quarantine facilities" in place as it reiterated the NTF's call to reconsider their travel plans.
"As such the DFA strongly advises that all travelers to the country carefully reconsider their travel plans, including postponing their trips until the end of the travel restrictions to avoid personal inconvenience and possible additional expenses, as well as help prevent the incidence of the new Covid-19 strain in the country, " it said. Pinoys, foreigners told: Postpone New Year trip to PH
#PHnews: Pinoys, foreigners told: Postpone New Year trip to PH
MANILA – The Department of Foreign Affairs (DFA) on Wednesday advised all Filipino and foreign travelers to defer their planned trips to the Philippines for a later date.
The travel advisory came in the wake of a Malacañang announcement extending until January 15, 2021 the temporary entry ban on flights coming from the United Kingdom and 19 other countries amid the incidence of the new coronavirus strain.
"The DFA has strongly advised foreign nationals and Filipino citizens intending to come to the Philippines to reconsider their travel plans for a later date," it said.
From December 30, 2020 to January 15, 2021, all foreign nationals from the following areas below, regardless of previous Philippine visas and exemptions granted, will not be permitted to enter the country:
- Australia - Canada - Denmark - France - Germany - Hong Kong SAR - Iceland - Ireland - Israel - Italy - Japan - Lebanon - The Netherlands - Singapore - Switzerland - Sweden - South Korea - South Africa - Spain - The United Kingdom
Those banned from entry include those who will be flying from or have been to the abovementioned areas within 14 days of arrival in the Philippines.
Filipino citizens who come from these areas, meanwhile, can still enter the Philippines but will be required to complete strictly the 14-day quarantine requirement at a government facility even if RT-PCR tests show negative results.
"The DFA encourages those intending to travel to the Philippines to check with the nearest Philippine Embassy or consulate and regularly consult the website and social media sites of the Philippine Bureau of Immigration for the latest information," the DFA said. (PNA)

UN, PH partner to safeguard Pinoys' migrant rights
#PHnews: UN, PH partner to safeguard Pinoys' migrant rights
MANILA – The United Nations (UN) and the Philippine government launched on Wednesday a program that will help promote the rights of overseas Filipino workers (OFWs), particularly in the areas of recruitment and reintegration when they return home.
The two-year program called Bridging Recruitment to Reintegration in Migration Governance (BRIDGE) will be implemented by the Department of Foreign Affairs, the Department of Labor and Employment and other relevant agencies, in partnership with the UN Philippines, the International Organization for Migration (IOM), and International Labour Organization.
In the Philippines, OFWs face challenges that start from their recruitment and deployment until their return and reintegration into the Philippines labor sector.
According to UN Philippines, forced labor or involuntary work remains to be a challenge for migrant workers both for the Philippines and on a global scale.
OFWs have reported difficulty to reintegrate or to find work in the country, mostly due to a mismatch between the skills they acquired abroad and available jobs in the country when they return.
UN Resident Coordinator Gustavo Gonzalez is hopeful this "whole-of-society" initiative will address these issues and provide decent work and social justice for all workers, including migrant workers.
Foreign Affairs Secretary Teodoro Locsin Jr. said the BRIDGE program likewise aims to bring a positive effect on human mobility.
"This will be done by translating our four decades worth of experience--good and bad-- to improve migration policies and practices," he said during the virtual launch of BRIDGE program.
Due to large scale job losses brought by the economic impact of the coronavirus disease 2019 (Covid-19), a multitude of OFWs were forced to return home in 2020.
Data from the UN Philippines showed that as of December 11, some 707,186 Filipinos returned to the country, of whom 300,000 are OFWs.
"In this context, BRIDGE also seeks to equip and strengthen the approach by Government and civil society towards effective reintegration frameworks and services that is tailored to the Covid-19 context," Gonzales said.
The governments of Cyprus, Denmark, France, Germany, Mexico, Norway, Portugal, Sweden, Thailand, Turkey, and the UK are providing support to the BRIDGE program.
On the area of recruitment, IOM Chief of Mission in the Philippines Kristin Dadey said the UN agencies will be working with DOLE to strengthen capacities and implement ethical policies for recruitment, such as abolishing fees paid by overseas Filipinos that are associated with migration.
"Of course, there are fees associated with migration, but those fees should be borne by the employer not the migrant," she said in a virtual presser.
She added that IOM will increase engagement with the Philippine government to help ensure that reintegration is taken into account in its policies. (PNA)

July 10, 2020
I am forever grateful to the Lord for letting me met Filipinas who worked here in A Coruña.
Today, I have decided to walk around the center of A Coruña alone for 4 hours since Sandra and the kids wanted to play around with their classmates and moms.
So I was dropped at the center, I admit, I was scared. But afterall those travellings that I have always find my way home, I can say that I have been stronger, alone with my thoughts.
I was crossing a street when I suddenly got a glance with 2 girls who really looks Pinoy. I am not sure if they were talking loudly in Tagalog but yeah, I heard them. The green light flashed and off we met at the center of the streed and I can't resist asking them, "Pinoy po?"
The rest, as what everyone pictured out were moments of laughter, asking questions and opening up as to why they were in Spain.
Te Cheryl and Melissa are both househelp workers here in Spain. Melissa came from Denmark and te Cheryl came with a petition.
These moments that I am thankful that I am working under the ministry and not with being a househelp here in Spain is really a huge blessing. I cannot imagine my life with such work but I will gladly take it.
To be honest, meeting pinoys who are househelp workers here in Spain humbled me in so many ways. Life is what you make it. Good karma begets good karma.
Thank you Lord ❤️
