When Pro Hero Touya gets into a fake relationship with ultra popular Number Three, Hawks, there is a lot he doesn’t expect.
He gets the idea for the best/worst of reasons: with All Might’s retirement, Endeavor is a few months away from snatching the Number One spot Touya was created to claim. In short, Touya is such an appalling failure that Endeavor has to go take it himself as a fifty years old man. The thought of catching an accidental glimpse of the next Billboard Chart on TV makes Touya sick to his stomach.
So he’s glad he gets a chance to make it fun, instead.
When he gets a little too desperate, overusing his blue flames past the point of safety that his support equipment guarantees to catch the villain that is wreaking havoc above Musutafu, the fire dies out unprecedentedly and he falls, hitting his head on the way, to what might have been his death, had Hawks not caught him with his feathers.
Back to his senses, Touya is annoyed at first because Hawks saved him in front of the entire city and too close to his father’s agency for comfort.
There’s also the fact that Touya loathes Hawks: he’s a smug prick who constantly gets Touya’s hero name wrong (it’s Wildfire, not Firefly, thank you very much) to the point people have started addressing to Touya with the incorrect one; he’s unfairly handsome and unscattered, he has everything Touya tries to reach despite knowing he isn’t cut for it, and is so casual about it too.
And yet when his father shows up and he looks livid about Hawks holding Touya in his arms to check on his conditions on the sidewalk, especially with people watching, Touya bathes into the feeling. Endeavor apparently hates seeing his son in the safe arms of another man, an act deeming him unfit to even protect his own son, questioning his role as a hero.
What Enji hates, Touya wants to prolong.
The angrier his father looks, the more Touya clings to Hawks, hands around the collar of his jacket, delighted to the point where he insists he’ll agree to go to the hospital for a check-up - just to be sure - only if Hawks’ the one to fly him there. The disappointment on Endeavor’s face is the most attention he’s given to Touya since Shouto was born.
So he gets an idea. He wants that attention and disappointment on himself, wants the spotlight on his father’s biggest day, so that he can claim back what belongs to him, not just a birth right but as a fucking birth cause.
He gives Hawks a once in a lifetime opportunity - dating Touya - who has nothing to offer to him in return, because Hawks already has everything.
(The first red flag should have been Hawks agreeing to it, since he has nothing to win and the reasons he gave sounded like incoherent excuses, but Touya is a simple man: he’s too focused on ruining his father’s life to care; he notices the clues, but ignores them for his own gain).
Touya is too preoccupied with his own plan to realize Hawks has one of his own.
And then, as the months go by, he’s too preoccupied with his own family drama and falling a little too hard for the guy he loathes and is supposed to be fake dating, to realize the way Hawks gets closer to his family is not casual.
He’s too invested in the way the relationship he built to spite his father actually brings him closer to his siblings, and even Endeavor himself somehow; he’s too puzzled by how much of an accidental bridge Hawks is between him and Shouto, to whom he wouldn’t even talk to before; too enchanted with how much happier his mom looks when Touya visits with his ‘boyfriend’ rather than alone; he’s too invested - to the point he starts losing track of his own goal, the Hero Billboard Chart, and of the boundaries supposedly existing between Hawks and him, to realize that Hawks is everything that is rotten and that Touya wishes to destroy about their hero society; the reason he became a hero in the first place, to make that change happen.
So it’s a hard one to swallow, discovering a little too late that Hawks is not only dirty and complicit in everything that destroyed Touya’s life.
He finds out when he’s already fallen in love with Hawks that Hawks is someone else; when his family has fallen in love with Hawks for good measure and in love back with Touya thanks to him; when his father is one week away from being the Number One Hero and he specifically asked that Touya of all people be there. Not Shouto, him. And it’s even more devastating that it happens because Hawks starts getting sloppy around him the way Touya has been; and Touya has to find a report that specifically details a lot of their relationship to the HPSC.
Not the fake one, because they are evidently aware of it.
The real one.
The one beneath, the moments when Touya just loved Hawks and pretended like it was part of the gig.
The ones that evidently Hawks recognizes as different from the pretense and yet he decided to sell them away so easily anyway to report on every detail of the Todoroki family to the Commission.
And the worst of it all is he doesn’t even see it.
When they fight, Touya can finally see Hawks for what he is: a lost little boy who is completely brainwashed, to the point he can’t seem to notice the timing of the task he was given, the evident purpose behind it: the Commission wants Endeavor gone because they want Hawks, their puppet, their golden, loyal executioner, to take the first spot. Hawks has an actual mental wall that Touya doesn’t know how to break, especially while feeling like he’s about to break himself. So he just threatens to burn Hawks alive in case he ever comes close to anyone from his family again and leaves. Having everything back and losing it all over again is sickening.
Touya wishes he had just accepted a fate where his family was broken and unfixable rather than this.
He wishes he had just dealt with it like a gracious loser, instead of trying, of getting involved again, considering in the end he just lost another, new person he loves.

He groaned. "Why would you do that?"
"First of all, I didn't know you were filming already, second of all, it was you who picked up the call in the middle of the question, third of all, you absolutely deserved it. Now everyone on the internet knows you shove your socks under our bed like some sort of-"
"THAT'S THE PROBLEM! OUR bed. I'm gonna be in so much trouble for everything..."
Touya frowned.
"Hello. This video is very sudden, but the reason is currently at work, so I can do this-"
Shot cuts off to a mute video, that became popular a few weeks ago. One half of the screen is Hawks, fighting off blush in a yellow armchair, the other half, a man sitting in, what looked like a living room, partly closing his mouth.
"-I'M GOING TO GO ON THE INTERNET TO SHAME YOU-"
Next shot.
"So here I am." Exhale. "CAN YOU BELIEVE THAT MAN SAID-"

PH dabihawks hc that Dabi always places a kiss on any accessible part of Hawk's body whenever he passes him by. Hawks is being interviewed by the press, he'd kiss his head then leave. He sees Hawks patrolling the streets of Tokyo, he'd quickly pull him and kiss his cheek before leaving. Hawks is talking to his fans in a corner, he'd pluck a feather from his wings and kiss it before walking away.

Hawks when Dabi moves in next to him:
Hawks would be a total mess at first, developing a huge crush on Dabi right away, always running into him at the worst times, after a long shift where he looks disheveled and tired, carrying out all off his takeout containers, or just as Best Jeanist and Mirko roasts him loudly in the hallways.
Because of this, Hawks is always a blubbering mess around Dabi, and Dabi honestly finds it all very amusing.
As they slowly start getting to know each other, however, it is Dabi that finds himself starting to blush and fumble, as he soon learns that Hawks is more of an excitable puppy looking for friends than a power-hungry doberman that of his father, whom he tends to compare every pro hero he encounters to.
As time goes on and they get to know each other better, they start spending time at each others places, and it is when Hawks comes waltzing into Dabi's place and finds Shoto and Dabi lounging on the couch together it finally clicks in Hawks' brain just why Dabi's eyes are so familiar.
Hawks is already familiar with Shoto as he's met him both regarding Endeavor and in relation to UA and Hawks' mentoring Tokoyami, and when he sees them together, he realizes that they're actually quite similar in many ways, both with their straight forward, dry sense of humor, the way they both fail to understand simple, modern slang and ways of communicating, and most of all, their passion to take the family legacy they were given and turn it into something better, to make some sense of it all.
Now that Hawks understands some of the things he could not figure out, the next steps suddenly seem to come very naturally, the both of them continuing to exist in each others space as if it is the most natural thing in the world, coming and going as if the two apartments are one, and over time, it sort of becomes a home of it's own, the two homes merging and becoming one.
Honestly, Hawks wouldn't have it any other way.

The curious battle is the same one where toga can use a shiny new quirk with 0 training like her plot armor is unreal
Being a response to this post.  And man, anon, I don’t want to be overly harsh, but I think that you and I must have extremely different views on what constitutes Plot Armor.
Things In BNHA That I Would Say Demonstrate A Character Having “Plot Armor”:
One For All activating to save Deku from a humiliating but ultimately harmless defeat against Shinsou in the Sports Festival.
Gran Torino surviving Shigaraki punching a hole through his tiny old man chest cavity.
Deku getting six shiny new quirks and, with the sole exception of Black Whip, effortlessly utilizing them in combat with no complications more thorny than, “Whoops, overdid it on the smoke a bit there,” and no consequences at all for using them counter to the explicit advice of their original wielders.
Bakugou getting dramatically speared through the torso by Rivet Claw in a scene that carried zero realistic dramatic tension because everyone and their cousin knew that Bakugou was the reigning champion of the popularity charts and it was Infinity Impossible that he was the slightest amount of danger.
Deku (are you noticing a pattern?) being told by a doctor that he had got to stop punching full-force or he could lose the use of his arms; this not only roundly failed to happen, but was even given a cheap handwave about why it was no longer an issue.
Shigaraki, an unmodified human in terms of his basic physicality at the time, surviving being hurled through at least one, possibly several, buildings by an attack which was, even at somewhat reduced capacity, still capable of pulverising multiple city blocks, ripping off rooftops in a way more frequently associated with hurricane-force winds.
Raising the idea that One For All kills its bearers early only to immediately say, “Oh, but not Deku or All Might, though!”  This accomplished nothing but a cheap preemptive explanation for why the government doesn’t step in and ask Deku to give One For All to someone seen as more capable, rather than embrace the interesting messiness of that possibility.
Hawks having an extended dialogue exchange with Dabi while having his wings bathed in flames demonstrably hot enough to melt industrial-strength steel cables; he not only survived with merely some mild aesthetic scarring, but with his wings already growing back within 24 hours.
Deku and five other heroes being squarely inside a house that violently exploded in a chaper-ending cliffhanger that worried not a single soul in the fanbase because everyone was so used to BNHA’s characters walking off with nary a scar explosions specifically and damage more generally that no normal human would have a hope of surviving in a more realistic work.
Yes, okay, Toga getting a quirk upgrade due to a handwaved concept called “Quirk Evolution” that had had no foreshadowing and which, if it were a real thing the her attackers knew about, you might have expected them to prepare for the possibility of when they were in the planning stages of murdering Toga and all her friends.
The amazing indestructible pants worn by Shigaraki, Dabi, Re-Destro, Gigantomachia, et al.
And so on.
Things In BNHA That I Would NOT Say Demonstrate A Character Toga Having “Plot Armor”:
Toga getting a quirk upgrade via a new concept called “quirk evolution” when: 
Several other characters will experience or be revealed as having experienced in the past a similar burst of power in sufficiently stressful conditions.  Toga is not particularly unique in her “quirk evolution”; she merely has the dubious honor of being the first character we see undergo it.
No one outside than the MLA (and, in a somewhat roundabout way, All For One reflecting on Koichi’s growth in Vigilantes) will ever call this “quirk evolution.”  This suggests a possibility that people in stressful situations discovering previously unknown ways of utilizing their quirks is a rare but perfectly mundane phenomenon and the MLA is just Being Weird About It, as would be entirely in-keeping for a cult based around free quirk use.
Toga using Ochaco’s quirk without training beforehand when:
She has observed Ochaco using her quirk numerous times in the past and is familiar with its mechanisms.
Ochaco does not have a quirk that requires a stockpiled reserve such as sugar or body fat, nor does she have a quirk that requires advanced knowledge of mechanical engineering or biology.  Ochaco’s quirk is simply touch-based, and on top of watching Ochaco use it in the past, Toga had at the time of her “awakening” also recently spent weeks in combat-intensive close quarters with Shigaraki Tomura and his equally touch-based quirk.
Ochaco has never trained to utilize her quirk in some advanced new way that Toga mimics without similar training; the greater bulk of Ochaco’s training was simply devoted to using her quirk without experiencing motion sickness and nausea, then expanding her manueverability and offensive capability by incorporating support goods.  Toga, at the time she used the quirk, was suffering significant internal injury and a probable adrenaline rush, both of which I can easily imagine dulling the impact of whatever nausea Toga might have suffered during said quirk use.  
This is particularly the case when I consider that the quirk use was extremely brief, Toga stayed firmly on the ground, and she did nothing that Ochaco herself would have required support goods to pull off.  Toga then staggered off and passed out immediately afterward.
To summarize, while I’ll concede that the quirk evolution thing did come out of nowhere, give or take OFA and Six Quirks, Toga used Zero Gravity in an extremely basic way (highly lethal, sure, but not complex) and for an extremely short period of time.  The idea that that could be seen as constituting not only Plot Armor, but egregious, “unreal,” Plot Armor blows my mind.
I mean, okay, sure, call it Plot Armor if you want, but at that point you might as well just call it one data point in your argument for why BNHA on the whole has a problem with using Plot Armor to prop up weak writing.  I’d probably even agree with you on that!  But I’m not down for bashing on Toga for something that seems to my eye so wholly innocuous compared to what the dudes get all the time, what the heroes get all the time, what Midoriya Izuku gets all the goddamn time.
Really, though, anon, if you actually want to spearhead the argument about Toga having Plot Armor, I would suggest comparing A) every single previous instance in which Toga or Ochaco have used Zero Gravity without concern for needing to touch someone’s bare skin for it to be effective with B) Toga and Ochaco’s fight during the war where all of a sudden Ochaco touching someone’s arm only makes their sweater sleeve float, darn.  That one was pretty damn egregious.
Even still, it didn’t leave me mad at Toga so much as it left me mad for Ochaco.  And also rolling my eyes at the mechanics of when quirks do or do not affect clothing, which as far as I can tell mostly boils down to, “Whichever answer involves more fanservice for the female cast.”
Again, though, nothing Toga’s done or gotten away with strikes me as half as ridiculous as e.g. Gran Torino’s survival, Deku’s arms, and the complete depreciation of the lethality of fire and explosions in this setting.

I’ll always be a huge advocate of Gay Iida Tenya. If a fic has Tenya shipped with the girlies, I’ll skip it.

Just because Hawks is down bad for PH Touya doesn’t mean he’s going to let that relationship get in the way of his villain business.
He’s a man devoted to the cause of bringing down the hero society that leaves kids alone to rot with their abusive families, and he doesn’t care if he has to slice the neck of Touya’s colleagues to prove a point. His lover is, of course, invited to try and stop him without any begrudge, but that’s the extent of it.
There is one thing that distracts Hawks from his purpose.
The fucking Todoroki family. God, they are the worst.
Hawks doesn’t even know how he finds himself in the spot of dealing with their messes on a daily basis.
He started stalking them to have the advantage of course, so that he could name drop them to his lover, to make sure Touya knows he knows all of their names, where they work or study, their dearest affections.
Instead, he ended up using his feathers to sneak Shouto’s backpack into class at UA when he forgets it in the dorms in the morning; to deliver food to Natsuo when he studies so devotedly that he forgets to eat, leaving a note with Touya’s forged signature that he learned for completely different purposes; and if Fuyumi’s ex boyfriend, the one who broke her heart and made her cry for a whole week, is assaulted by a flock of red and black feathers, it’s only because a woman so desperate over an undeserving man’s attention hits too close to home.
Besides, the more he stalks them to fix their messes, the more Hawks learns about them, which is good blackmailing material to exploit Touya’s weaknesses just in case.
But not all the lining is silver. Some are just cheap materials. So when Hawks’ eavesdropping feathers have done so much of their job, he starts putting the pieces of the puzzle together and oh, how they slot.
When he learns about Endeavor, the hero he hoped would save him, the one who never came, neglecting and abusing the little bastards he’s been chasing around the city for months, Hawks wants to slit his throat. It wouldn’t be a big deal. Hawks killed his own father for his mom, what’s another daddy for his Touya?
Except his mother only ever resented and pushed him away for that, and Hawks, well… he still thinks about it sometimes, no big deal, it’s just a little icky. Now, now… he doesn’t like the idea of Touya hating him and pushing him away too.
So, as it turns out, there is one name on Hawks’ hit list of heroes that he is not allowed to take off because he’s fallen head over heels for Touya, and that’s Endeavor. The one he wished he got to kill the most. What a sad day for Touya’s whipped little bird.

Pro Hero Touya loathes Hawks.
It’s not that Hawks ever did anything wrong (that Touya and the public know of), it’s just that the No. 3 Hero is a heavy reminder that one can reach that high at Touya’s age, he just wasn’t good enough to do it himself. Hawks is so close to the top, has teamed up with Endeavor more than once and was able to keep up with him the entire time, his quirk is astonishing (and doesn’t actively hurt or try to kill him).
Plus, it doesn’t help that Touya has such an embarrassing, stupid crush on him that makes him wobbly in the legs and stuttering in the words. I mean, how dare Hawks be so successful AND make Touya babble senselessly like a fool whenever someone mentions him? That birdman is SO annoying!

Villain Hawks has the same lapse in his system as PH Hawks: he’s a huge flirt for fun, but as big of a coward when it gets too real. He would tease PH Touya all the time with lewd comments, brushing him ‘by accident’, letting his eyes wander a little too long, standing a bit too close. He winks and blows kisses at Touya all the time, even as Touya’s trying to apprehend him.
It’s a chase within the chase. He’s winning at both, judging by the way it makes Touya mad and flustered, or how Hawks keeps on flying free as a kite.
The more Touya pushes him away physically or by insulting him without meaning it (lame!), the more annoying Hawks vows to become, taking pleasure in how he makes the hero fume from his hands with fury and embarrassment.
But the closer they get, the more natural it becomes, and when the banter becomes mutual, it’s a bit harder, sure, but Hawks’ still winning. Definitely.
So what of it if Hawks throws around his usual ‘you wish’ at Touya’s ‘fuck you’, and instead of flipping him off, the hero shrugs with a sly grin, convincingly claiming “You wouldn’t handle me, babe”, and Hawks just sinks in the fur of his leather jacket, cocooning himself with his wings, too busy willing himself not to picture it to come up with a reply? It doesn’t mean anything. It’s just a score in a game Hawks has been leading for months.
Why should it mean anything that whenever he stares at Touya on purpose now, to rile him up and get the upper hand back, the hero learned how to bat his eyelashes his way right back, cutting through Hawks’ shields with deep cerulean eyes, rendering him a babbling mess?
Hawks’ still got it. He strikes back like a champion, nastier than ever, his filters all gone until he finally manages to back Touya in a corner again, proving to him relentlessly just how little shame he has. Hawks can take on the flirting, the naughtiness, the closeness.
What he apparently can’t take is Touya finally snapping at the millionth innuendo (long eyelashes be damned for the pretty picture they paint when he rolls his eyes) and just grabbing Hawks by his jacket to pull him close and kiss him. The villain is frozen in shock, wide-eyed.
Touya’s fingers somehow ended through the hair at the back of his head. They stand kissing awkwardly and chastely for twenty seconds before Touya trails back, gazing into Hawks’ still open eyes with a satisfied smirk on his lips. 
“Finally something that’ll shut you up.”
It’s not about the kiss. Hawks would welcome a make-out session with the hero. He might be a huge flirt in general, but his hots for Touya are totally real. Instead, it’s in the way Touya’s smile radiates a dangerous, dark excitement that isn’t just raw physical attraction.
It’s in the way his eyes twinkle with a want for moremoremore, not just more kissing and touching, but specifically kissing Hawks, touching Hawks, craving more of him. That makes Hawks clear his throat and collect himself in a rush. He mumbles about how he has places to be, ‘villainous things to do, you know how it is’, as he practically runs towards the edge of the building and jumps off, leaping into the sky, as far away as possible from the illusion of things he cannot have. Even when he is miles away, he can still feel Touya’s eyes piercing through his flesh.
So maybe that was a score too many, or it was a different sport all along and Touya just cashed in a hundred points at once, but suddenly Hawks doesn’t feel like he has the advantage anymore.
