The island we call Nishtoli was not always inhabited, once existing only as a footnote location in the myths of the Ascended. It wasn’t until the founding of Alavus and some small measure of information dissemination from the rings that the peoples of the Tyrish Arm realised that there was an uninhabited island there at all. Far off the coast, it turned out, there was a chain of islands that appeared and vanished each turn of the tides, only marked as having existed at all by the presence of a green ‘floor’ of dense foliage that stood less than half a meter above the surface during high tide.

It is unknown who settled the island first, but they doubtless found it impossible to remain for long. The modern city is built on two thousand years of careful work by the first permanent settlers, salamander folk, who used the coral reef network around the island to harvest limestone. Today most of the settlement is built around the shallow bay on the southeast of the island, allowing all year fishing. It consists of a series of limestone foundation buildings and small platforms with stocky flat bridges between them, allowing some semblance of foot traffic. With the influx of humans and owlfolk, there is also a healthy number of small rowing and sailing vessels in the bay.

This city is at the very frontier of the Tyrish dominion, and it has a single warship as garrison, tied near the old lighthouse that marks the safe entry to the bay. Eight times a year a new ship comes and the old one returns to Pakhal, quickly swapping the garrison out. The town is bleached white from the sun, and without much outside decoration due to the constant rains, but the people are extremely colourful and carry elaborate umbrella/lamps around with them.
