Just want to add a perspective here about step 4 Baxter. As Eagle said, he’s used to sex that means nothing . Sex within a relationship is new for him.

BUT it’s always been emotional intimacy that has been his issue. Not the physical acts. What he does in step 4 I would argue is much more intimate for him than having sex. He invites you into his home. I doubt he’s done that before in his adult life. He’s have very clear boundaries with people. Yet he lets you come with him to make that cake—before he even knows your own feelings on him. Then he asks you to stay with him. Even if you haven’t accepted him. He opens up all his insecurities about himself and pours them at your feet. Something I have no doubt he has never done with another person before. He asks you to sleep next to him. Just sleep. When he’s unconscious. Not in control. And knows he’s going to be a complete mess when he wakes up and you will be right there to see it. He trusts you with that part of himself. That’s huge. Honestly, for someone like Baxter, that is much more intimate than sex. He’s giving you himself—all that he is, good and bad rather than simply his body.

Ive been trying to fit canon with baxter's personality to come up with specific reasons why he moved fast with everything but doing the deed. I know a big reason is probably to keep to the game's rating, but I think it would be fun to consider the possibilities for in-character reasons as to WHY he wouldn't. He obviously has no qualms asking you out and having you sleep in his own bed within the week he met you again, and he isn't shy about physical intimacy. "Not today," I respect that but also WHY. I WANNA KNOW HIS BRAIN. He spits at almost every tradition except this one, what would be the in-character reason why? For this area, does he suddenly believe in the proper traditions and rituals? On-the-third-date? Whats going on with him.
