The solution to there being no Superman games is to clearly make a Clark Kent investigative reporter game. You have all of superman's powers, but if get caught using them it's game over, and you have to have enough legitimate and provable evidence to back up your reports otherwise they don't get printed. There's a suspicion meter on all the npc's, and occasionally, you need to find ways to go off to complete Superman missions without compromising your identity or your job
