FEDERAL EXPRESS ENTRY DRAW ON AUGUST 3, 2023 – SKILLED TRADE CATEGORY:

Canada held the first-ever EE draw for the Skilled Trade Category on August 3, 2023. Just imagine that the lowest cut-off was CRS 388 only even though only 1500 invitations were sent in this category-specific EE draw. We expect that the lowest cut-off will drop further in subsequent draws.

Candidates who had a minimum of 6-month work experience in one of the occupations listed in the Skilled Trade Category were selected if they had an active EE profile and met the requirements of any of the three EE programs, namely Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trade Program.

Therefore, even if you are living outside Canada anywhere in the world with experience in any of the identified occupations enlisted in the Skilled Trade Category, you may get priority to get invited.

The minimum language requirement in the first Language for Skilled Trade occupations falling under Tier 2 or 3 is CLB 5 for Canadian Experience Class if you have work experience in Canada.

If you live outside Canada, the minimum language requirement for Federal Skilled Worker Program (FSWP) is CLB 6 or 6 in each module in IELTS-general. Please note the applicant also must get 67 points out of 100 to meet the requirements for FSWP.

Since there are so many streams it is difficult to list all the eligibility requirements according to each province and territory. So, why not list the basic requirements that a candidate needs to fulfill to be eligible? Won’t that be easier? Okay so let’s start then. 

The first thing that one needs to have is work experience. Work experience is one of the most important aspects that increases points of an applicant, which in turn increases their chances of immigration. 

And the second most important thing is language proficiency. A candidate with a high proficiency in either of the official languages of Canada has more chances of immigration. 

Some PNPs even ask you to have a valid job offer. 

There are quite a few PNPs that require candidates to show relation to the province. The candidate could have studied in that province or they might have a close relative living in that province. 

The candidate needs to have genuine intentions to live and stay in that province. 

One more thing that matters is the candidate’s education. To be eligible for a PNP, the candidate must have some minimal educational qualification.

PNP’s Occupation In-Demand

One of the major immigration pathways for Canada PR Visa is the Provincial Nominee Programs (PNPs). Every province in Canada (except Quebec) has a special agreement with the Immigration, Refugees & Citizenship Canada (IRCC) that allows them to nominate/select potential immigrants for permanent resident status in the respective province. These PNPs allows the provinces to meet the demands of their local labor market and assist in the economic development of the province. Each of these PNPs has various streams that allow them to search for immigrants with different skill-sets with different requirements and one of those streams is the Occupation In-demand stream. Under this stream, candidates' work experience in an occupation that is an in-demand list, are selected for provincial nomination. Saskatchewan Immigrant Nominee Program (SINP) is the immigration pathway for the immigrants who want to live in the province as a permanent resident. Under SINP, there is the stream SINP: Occupation in-demand, that do not require the candidate to have a job offer to be eligible, they must have work experience in one of the skilled occupation and must score a minimum of 60 points in SINP’s Point assessment grid.

CANADIAN PROVINCES- HOW THEY ARE WORKING IN 2018

The Provincial Nominee Programmes which are popularly known as the PNP programmes are based on the labour market requirements. These Canada provincial Nominee program lets the provinces nominate candidates to apply for the permanent resident visa for Canada. The Federal Government has increased the admission quota to 55,000 for PNP programmes for this year. In the year 2017 this was only 51000. 1. Ontario Immigrant Nominee Program (OINP): This has been one of the most active PNP’s this year. The Human Capital Services stream was the busiest with 7 invitation rounds. In the draw that was held in the month of March even candidates with a score of 351 were given NOI’s if they had a job offer or had French language skills. If the candidate gets a nomination then he gets 600 additional points in the Canada Express Entry system. This makes it possible for the candidate to get the PR visa. 4. Manitoba: They too had four draws in the first quarter. Here the candidates need to have a profile in both Manitoba’s EOI pool and the federal Express Entry pool. They must also have 6 months experience in the occupation that the candidate has selected from the in demand occupation list. The candidate also needs to have the support of a close acquaintance who is residing in this province for at least one year.

5. Prince Edward Island: For Canada immigration under this programme the candidate need to follow three steps. The candidate first needs to submit the expression of interest. Under the express entry category the points are awarded based on different factors like age, education etc. So far this province has had only two draws. 6. New Brunswick: The express entry labour market stream opened only for a short time in 2018. Those aspiring to get selected have to attend their International Information Sessions. The Provincial Nominee Programs are getting so famous in Canada and the reason for it to get so much popularity is the easy pathway it creates to get permanent residency in the country.

The programs are specially developed to allow provinces and the territories to select the candidates according to the labor market needs and nominate them for permanent residence. The provinces Ontario, British Columbia and Manitoba have been very active since the mid of October.

Ontario’s Express Entry-aligned Human Capital Priorities Stream has opened once again and the Notification of Interest has been issued in early November. It allows the Ontario Immigrant Nominee Program (OINP) to select the individuals from the Express Entry pool based on the skills and allow integrating them in adherence with the province’s labor needs and demands.

Individuals who are selected through this streamare then invited to apply for the permanent residency in Ontario by getting a Notification of Interest. The candidates selected through this stream from the Express Entry pool get an additional 600 points to be added in their Comprehensive Ranking System score.

On November 22, the OINP announced that it has reached its allocation limit for nominations but then on December 18th, the OINP announced that it has received further allocations from the Government of Canada and the processing of application will be continued and the notifications will be issued until the new quota is filled.

The OINP issued a report late in December; it had some very interesting details about the program which showed that the most number of nominees of 2017 were employed in the Information and Communication Technologies (ICT) sector. OINP’s top five nominee occupation categories included software engineers, designers which were followed by computer programmers and interactive media developers.

The report also showed that 1,835 nominees in 2017 were from India whereas 1,608 nominees were from China.

The British Columbia’s Provincial Nominee Program, the BC PNP also was very active and had a busy final quarter of 2017. 1,738 invitations to apply were issued by the province for the provincial nomination from a number of categories in the Skilled Immigration and Express Entry streams in the five draws which happened between October 11 and December 13. The numbers also included the invitations to apply which were issued under the BC PNP’s Tech Pilot; it supports the efforts by the province’s technology sector to help in attracting talent.

The minimum score which is required for the invitation to apply remained the same over the course of year. However, in the Express Entry BC Skilled Worker category there was a slight increase from 73 to 80 in the December 6th draw.

Around 23 invitations were issued under the Entrepreneur Immigration Stream by the BC PNP in the draws which took place on November 1 and November 29.

Manitoba also announced its big news in the last quarter of 2017 which was November 15th, the Provincial Nominee Program, MPNP was reconstructed and modifications were done.

Some of the big changes included were creating an in-demand occupations list and also a new pathway which is aligned with Canada’s Express Entry system. It also reconstructed its three streams; MPNP-B business immigration stream, Skilled Worker in Manitoba Stream and Skilled Worker Overseas Stream. The program also introduced new International Education Stream.

The MPNP remained very active in the final quarter of 2017 and held three draws on October 31, November 23, December 13 and December 29. In these draws, 943 Letters of Advice to Apply issued to candidates in the Skilled Worker in Manitoba stream and also 156 issued to candidates in the Skilled Workers Overseas categories.

Saskatchewan had two draws in the final quarter of 2017, one was from its Entrepreneur stream and the other one was from the International Skilled Worker — Express Entry sub-category.

The draw took place October 26th for the International Skilled Worker Express Entry and around 1,000 new applications for provincial nomination were accepted. The intake of the sub category has been the largest till date as it has broken the record of 600 applications which were accepted in the two previous openings in 2017.

The International Skilled Worker — Express Entry is designed to allocate the individuals who have skilled experience in one of the Saskatchewan’s in-demand occupations and who are already in the federal Express Entry pool.

The Saskatchewan Entrepreneur Stream had its largest draw on October 31st. The draw invited 285 international entrepreneurs to apply for provincial nomination.

Category B of Nova Scotia Demand: Express Entry stream was also reopened on December 9th to a maximum of 225 applications by Nova Scotia.

In category B, paid work experience in any opportunity requires an individual to have at least one year of full time or (1,560 hours or more) or even equal amount of part time paid work experience in the last six years in the listed opportunity occupations. Opportunity occupations are professions in Nova Scotia which have the most employment opportunities.

Category B reached its intake limit quickly as it was already working on a first come, first served basis.

Category A is arranged employment which remains open. The candidates in this category must have an arranged job offer which is supported by a Labor Market Impact Assessment from the Nova Scotia employer. It also requires that the job offer to be in a National Occupational Classification (NOC)skill level O, A, or B occupation.

The Alberta Immigrant Nominee Program (AINP) announced that it would launch two new streams in the year 2018 which would be the Alberta Opportunity Stream and the Alberta Express Entry Stream.

Employer-Driven Stream and Strategic Recruitment Stream and 11 sub-categories will be combined by the Alberta Opportunity Stream and there would be one criteria set for eligibility.

AINP will be allowed through the Alberta Express Entry Stream to nominate a limited number of limited numbers of candidates in the federal government’s Express Entry pool including candidates present in the federal government’s three economic immigration classes namely; the Federal Skilled Worker Class (FSWC), the Federal Skilled Trades Class (FSTC), and the Canadian Experience Class (CEC).

The year 2018 would be even busier for Canada’s Provincial Nominee Program. After the announcement of the Multi Year Immigration Plan it has been expected that the PNP allocations would see an increase. The target of 55,000 for the year 2018 is showing an eight per cent increase in the allocation target of 2017 which was 51,000.

New Express Entry Stream for Tradespersons Launches in Ontario

The Ontario government has announced a new stream to the Ontario Immigrant Nominee Program (OINP) called the Express Entry Skilled Trades Stream.

Applicants who are successful will profit from an additional 600 points through the Comprehensive Ranking System (CRS). They will also receive an invitation to apply at a following draw from the federal Express Entry pool.

This new Express Entry Skilled Trades Stream came into effect on May 31, 2017.

Candidates who are eligible under the Canadian Experience Class are the only ones who will be considered for nomination under this new stream. Candidates must demonstrate a desire to live in Ontario or “all provinces and territories” within their Express Entry profile. Before submitting an application, the candidate must receive a Notification of Interest (NOI) from the province of Ontario through his or her IRCC Express Entry online account.

Candidates need to also meet the following provincial criteria:

Residence Location: They must be currently living in Ontario with a valid work permit.

Work Experience: They must have at least 12 months of full-time (or the equivalent in part-time) work experience in the province of Ontario. This is required within two years from the date of the NOI issuance. This work experience must be in skilled trade that is listed in the Minor Group 633 or in the Major Group 72, 73 or 82 of the National Occupational Classification (NOC) system.

Language: They must have a minimum Canadian Language Benchmark (CLB) or 5 in French or English. This proficiency must be proved by taking a standardized language test that is recognized by both the Ontario and Canadian government.

Intent: They must show the intention to live in Ontario.

Settlement Funds: They must have a minimum level of settlement funds.

Trade Certification (if required): They must hold a trade certification or licence from the Ontario College of Trades. This is only needed if the candidate has worked or is working in an occupation in Ontario that requires it.

The OINP will only issue NOIs to candidates who meets the above criteria and who are suitable under of the following NOC groups:

Minor group 633: Butcher and bakers

Major group 72: Industrial, electrical and construction trades

Major group 73: Maintenance and equipment operation trades

Major group 82: Supervisors and technical occupations in natural resources, agriculture and related production

Ontario Government Resumes Delivering Express Entry Notification of Interest  

The Ontario government has resumed delivering Notification of Interest (NOIs). They are being delivered to applicants who meet the Human Capital Priorities (HCP) Stream in the Express Entry program within the Ontario Immigrant Nominee Program (OINP).

The issuing may begin the week of April 10-14, 2017. According to the government, NOIs will continue to be issued regularly throughout the year until they reach their annual allocation.

The HCP stream allows the candidates, who are invited by the OINP through the federal Express Entry pool, to make an application for a provincial nomination certificate. When obtained and added to the candidate’s Express Entry profile, the candidate will receive an additional 600 points in the Comprehensive Ranking System (CRS), which would place him or her at the front of the line for selection in the subsequent draw from the pool.

The Ontario government advises that potential applicants should consider creating a new profile within the Express Entry system to make it easier for the province to identify their profile when it searches the federal government’s Express Entry pool. If candidates decide to create a new one, they are required to delete their old Express Entry profile.  This requires the candidates to re-register in the Canada Job Bank, which is still a mandatory step for those who don’t have a job offer when entering the pool.

In relation to the NOI issuance, the OINP announced that candidates in the construction sector of the skilled trades will be targeted, as these jobs are in demand in Ontario. Nevertheless, the NOI issuance is not restricted to candidates with this type of work experience — those in other occupations may also reach their NOIs.

The Express Entry occupation list for this round of NOIs includes:

Bricklayers

Painters and decorators (except interior decorators)

Industrial electricians

Plumbers

Sheet metal workers

Roofers and shinglers

Electricians (except industrial and power system)

Welders

Tilesetters

Boilermakers

Construction millwrights and industrial mechanics

Plasterers, drywall installers and finishers and lathers

An annual survey of construction contractors, administered by the Ontario Construction Secretariat, for 2017 indicated that the economic outlook for the construction industry in Ontario is positive and that this confidence is held across the province.

Requirements for Eligibility

Candidates may be identified by the province and receive an NOI, if:

They have a minimum CRS score of 400 or more CRS points; and

They possess the required language ability, skilled work experience, education, and other characteristics to help them successfully establish and integrate into Ontario’s labour market and communities.

The candidates who are in the Express Entry pool cannot apply to HCP within the OINP until they receive an NOI. Only those who receive an NOI can submit an application for a provincial nomination certificate.

For the HCP stream the OINP only selects candidates who are eligible under the Canadian Experience Class or the Federal Skilled Worker Class.

The OINP allocation for 2017 is 6,000 new permanent residents. But the overall number of newcomers to Ontario will be higher than this number since many newcomers arrive through federal programs.
