The Texas mother left her Everman home and fled the country with six of her children and her husband, shortly after one of her sons, a 6-year-old with special needs, mysteriously disappeared was charged with his murder Monday - exactly a year after he was last seen alive.

Cindy Rodriguez-Singh, 38, who is holing up in India, was indicted by a Tarrant County grand jury on one count of capital murder, two counts of injury to a child and one count of abandoning a child without intent to return.

Investigators hope the indictments will help drag her back to U.S. soil, where she can face trial for allegedly killing little Noel Rodriguez-Alvarez, who endured years of abuse before his disappearance.

Noel, who has special needs, has been missing since October 2022, having last been seen alive shortly after his twin sisters were born.

Police weren't alerted to his disappearance until March, when they received a call to CPS inquiring about the boy, and found he was nowhere to be seen, when they went to check up. Rodriguez-Singh - described by police as having an extensive criminal history - fled to India just two days after they knocked on her door, along with Arshdeep Singh, Noel's stepfather, and six of his siblings. Arsheep Singh stole ten thousand dollars in cash from his job before fleeing with her and the six children.

The investigation quickly transformed into a homicide case after cadaver dogs alerted police to human remains at a filthy shack the family called home in Everman, Texas. They lived on the land of a man named Charles Parson. The shed was piled with trash and included an altar to Santa Muerte, or Saint Death - a female cult figure denounced by the Catholic Church, considered by some as a patron saint to outcasts and a figure particularly popular with drug cartel members.

Family members told police she would withhold food and water from Noel because she didn't like changing his diaper and would hit him if she caught him feeding himself.

When Noel vanished, she allegedly tried to explain his disappearance away by telling lies, including that he was in Mexico with his biological father, when reportedly, the biological father had never even met Noel. Another story was that he had been sold to a stranger at a local grocery store.

She was reportedly receiving financial benefits for Noel, because he was disabled, so around the time he is determined to have disappeared, she had a friend's child pose as Noel for a checkup so the benefits wouldn't be discontinued. Her children had been in foster care before, when she was found driving drunk with them in the backseat, and got in an accident. The woman who took him in still refers to him as her "son," saying she would have adopted him, but Cindy refused the offer.

She still has pictures and videos of Noel on her phone, and says of Cindy, "She killed him, that's why she fled. I want her brought back so she can tell us where Noel is. Where is he? What was the reason? He was a boy who didn't deserve the bad fortune she gave him. He was an innocent child."

She got them back a year later though. She gave birth to twins shortly before Noel disappeared.

Noel, who has serious disabilities including chronic lung disease and requires oxygen treatment, had stopped receiving checkups and had never been enrolled in school.

The search for Noel Alvarez

On March 20th 2023 a welfare check was don't at the house of Cindy Rodriguez Singh (39) for her son Noel Alvarez (6). Cindy claimed Noel was with his father in Mexico. Two days later Cindy and her family were recorded taking a plane to India and haven't been seen since. However little Noel wasn't seen with the rest of the family. Noel was last seen in October of 2022, he was only seen twice that month. According to relatives Noel had looked malnourished and unhealthy, relatives then called police which is what prompted the March welfare check. Authorities claim that shortly after the birth of Cindy's twins she stated that Noel who suffered from disabilities was "evil" and "possessed." She believed that 6 year old Noel was a demon and would harm the infants. Relatives reported that Cindy was abusive to Noel. That they witnessed her hit Noel in the face with her keys for taking a sip of water. It's been said that Cindy withheld water and food from her son frequently because she disliked changing his dirty diapers. Cindy had also never enrolled Noel in school. When asked about Noel's intital disappearance Cindy allegedly told some that she had sold him in a parking lot of a grocery store. However they believe Noel has been murdered. Cindy and her family lived in a small red shed, upon investigating the families home after they fled they found that there had been another makeshift shed on the property that Cindy had destroyed and then poured concrete over making a patio. The stepfather was also seen disposing of a large carpet in a nearby dumpster that when retrieved alerted the canines to human remains. The authorities retrieved a warrant to rip up the concrete patio once the concrete was removed human remain canines again alerted to human remains in the top layer of soil that laid right beneath the concrete. The investigators said that there is minimal evidence however at some point they are sure human remains were within the shed prior to the patio. Prior to Noel going missing social workers had actually removed the children including Noel and placed them in foster care. Noel was placed separately with someone who was properly equipped to handle his disabilities. Only for social workers to return the kids to the family eventually. Noel is still currently missing. Cindy and the rest of her family are still missing as well. The FBI and Everman Texas police have offered a $25,000 reward for anyone who knows details in retrieving Cindy and her husband. Authorities fear for the safety of their other children as well as Noel.

El Consejo Nacional Electoral está integrado por cinco (5) miembros, denominados Rectoras o Rectores Electorales, cuyo periodo de ejercicio en sus funciones es de siete (7) años. Son designadas o designados por la Asamblea Nacional con el voto favorable de las dos terceras partes de sus integrantes y podrán ser reelegidas o reelegidos en sus cargos hasta un máximo de dos (2) periodos adicionales, previa evaluación de su gestión por parte de la Asamblea Nacional.

LAS VEGAS —Jose Pedraza and Mikkel LesPierre will give it another shot. The junior welterweights will face off in the 10-round main event Thursday, July 2 from the MGM Grand Conference Center—Grand Ballroom. Pedraza-LesPierre was originally scheduled for June 18, but the bout was postponed after LesPierre’s manager tested positive for COVID-19.   Week 4 of the Top Rank on ESPN summer series begins Tuesday, June 30 at the MGM Grand, when top junior welterweight contender Alex Saucedo faces Sonny Fredrickson in a 10-round showdown.   The Pedraza-LesPierre and Saucedo-Fredrickson cards will air on ESPN and ESPN Deportes beginning at 8 p.m. ET/5 p.m. PT.    “Mikkel and Jose deserve this opportunity, and I commend both camps for agreeing to reschedule this fight on short notice,” said Top Rank chairman Bob Arum. “Alex Saucedo is destined to be a world champion, but he has an incredibly tall task in Sonny Fredrickson. We have another great week in store at MGM Grand.”   June 30 MGM Grand Conference Center – Grand Ballroom   Main Event Alex Saucedo (29-1, 19 KOs) vs. Sonny Fredrickson (21-2, 14 KOs) 10 Rounds, Junior Welterweight   Saucedo has fought only once — a first-round knockout over Rod Salka — since he was knocked out by Maurice Hooker in November 2018 in a bid for the WBO junior welterweight world title. The Oklahoma City product is entering his second fight with head trainer Pedro Neme and will move closer to a second world title opportunity with a victory over the 6-foot-1 Fredrickson. From Toledo, Ohio, Fredrickson is a former U.S. amateur standout who is hoping to re-establish his momentum following a majority decision defeat to Samuel Teah last November.   “I have gotten a lot of quality sparring during the last few months, and I believe that’s going to show on June 30,” Saucedo said. “We have done 130 rounds in this camp sparring three times a week. We were able to get some taller guys to prepare for what Sonny brings to the table. I’ve worked on the things I need to win this fight. I’m still the same aggressive fighter, but we put a lot more movement in there. I’ve gone back to basics.” Undercard   Junior welterweight prospect Josue “The Prodigy” Vargas (16-1, 9 KOs) will seek to increase his winning streak to 11 when he faces the battle-hardened Salvador Briceno (17-5, 11 KOs) in a 10-rounder. Vargas fought four times in 2019, including a win over Noel Murphy that earned him the IBF North American junior welterweight strap. Briceno is 4-2 in his last six fights, including competitive showings in decision losses to unbeaten prospects Gabriel Flores Jr. and Yomar Alamo. Former U.S. amateur superstar Javier Martinez, from Milwaukee, Wisconsin, will make his professional debut against an opponent to be named in a six-rounder at middleweight. Martinez won the U.S. Olympic Trials at 165 pounds and was ranked number one in the nation at that weight, but after being named an alternate for the Olympic squad, he turned pro with Top Rank and noted manager Tim VanNewhouse.   Junior welterweight rising star John “El Terrible” Bauza (13-0, 5 KOs) will return from a nearly one-year layoff against the Irish-born, New York-based Larry Fryers (11-2, 4 KOs) in an eight-rounder.    Unbeaten Cleveland native Fred Wilson Jr. (6-0-2, 2 KOs) will face Rance Ward (4-1-1, 2 KOs) in a six-rounder at junior middleweight.   In a six-round junior welterweight bout, Adrian Valdovinos (5-0-1, 4 KOs) will fight Gerardo Alvarez (2-2-2, 0 KOs).   July 2 MGM Grand Conference Center – Grand Ballroom   Main Event Jose Pedraza (26-3, 13 KOs) vs. Mikkel LesPierre (22-1-1, 10 KOs) 10 rounds, Junior Welterweight Pedraza, who won world titles at junior lightweight and lightweight, is taking another run at the super lightweight division following last September’s decision loss to Jose “Chon” Zepeda. His opponent LesPierre challenged Maurice Hooker for a world title last year, dropping a unanimous decision. During the COVID-19 pandemic, the Brooklyn resident received deliveries and assisted doctors and nurses at Mount Sinai Beth Israel in Manhattan.   "I didn't want to wait around for this fight, so I'm glad we got the deal done," Pedraza said. The two-time Olympic gold medalist from Cuba will fight Adan Gonzales (5-2-2, 2 KOs) in a six-rounder at featherweight. It was Gonzales who shocked the boxing world last August when he spoiled Ramirez’s pro debut with a four-round split decision victory. Ramirez has scored three knockout wins since then, including June 9 at MGM Grand. Gonzales has not fought since the Ramirez fight.   Top junior lightweight contender Albert Bell (16-0, 5 KOs), from Toledo Ohio, will face Filipino puncher Mark Bernaldez (20-3, 14 KOs) in a 10-round lightweight bout. Bell graduated from prospect to contender last June on the Tyson Fury-Tom Schwarz undercard, defeating Andy Vences (22-0-1 at the time) over 10 rounds. He returned in October and shut out Frank De Alba.    Featherweight prospect Carlos Jackson (16-0, 11 KOs), who has knocked out five of his last six opponents, will face Jose Enrique Vivas (18-1, 10 KOs) in a 10-rounder.  Elvis Rodriguez (6-0-1, 6 KOs), the southpaw sensation from Santo Domingo, Dominican Republic, will seek to register his fifth consecutive knockout in a six-round junior welterweight tilt against Daniel Murray (5-3, 0 KOs). The only blemish on Rodriguez’s record came in this third pro fight, a technical draw following an accidental clash of heads.   Featherweight prospect Luis Melendez (8-1, 6 KOs) will fight an opponent to be named in an eight-round bout.

A tan sólo menos de 72 horas para que llegue el 2020, no puedo evitar mirar atrás y evaluar cómo ha sido este 2019 para mí.

Ha sido un año muy duro ¿para quién no, verdad?. Un año de malas y buenas noticias pero quizás esta vez, las malas han ganado de lleno a las buenas.

Es tan cierto eso que dicen que a medida que vas creciendo y haciendote mayor, todos los problemas y las preocupaciones aumentan. Atrás va quedando la inonencia de cuándo éramos niños, donde por estas fechas estábamos más pendientes de qué juguete pedirle a Papá Noel o a los Reyes Magos, que de lo que pasaba a nuestro alrededor.

Ahora todo ha cambiado y no digo que no tenga ilusión en estas fechas, pero es diferente. Este año he perdido a personas muy importantes en mi vida y tambien a pesar de que ya van 4 navidades y fines de año con mi familia incompleta sigo extrañando como era todo antes.

De repente, te despiertas un buen día, sientes que la vida seguirá así siempre, de la misma manera, con las cosas en su sitio y te confías que esos a los que amas, siempre estarán ahí, y la verdad es que no es así. La vida es breve, muy breve, como una preciosa estrella fugaz que pasa lenta y rápidamente sobre nosotros. Hay que aprovechar ese instante porque quizás mañana ya no habrá más estrellas fugaces.

Ha sido un año muy duro para mi familia, porque perdí a mis dos abuelitos en menos de un año, los alcanzo la enfermedad y la muerte de la que nadie se escapa y de la que nadie hasta ahora es inmune. Uno nunca se hace a la idea de que algún día llegará esa noticia, esa llamada telefónica de la que luego te lamentas haber contestado, porque no puede ser real lo que la otra persona te está contando. Al vivir lejos de ellos todo parece que doliera menos, que los problemas del día a día no te llegan al corazón pero puedo asegurarles que no es así, duele y mucho. me duele tanto no haber podido asistir ni siquiera a los velorios de mis abuelitos en Quito y no haber acompañado a mi mami y a mi familia en su dolor porque en el hospital no me daban permiso para faltar y más por la impotencia de no poder hacer nada y de perderme tantas cosas; de ver cómo a paso agigantado, descubres nuevas arrugas en la piel cansada de tus abuelitos, de tus padres y de tus tíos; de cómo tus primos ya no son tan niños cómo los recordabas, de no poder compartir tantos ratos familiares, simples comidas, simples conversaciones pero en grandes dósis de generosidad y envuelta de una gran compañía.

Ya no soy aquella niña inocente, he crecido y en consecuencia he aprendido que a veces la vida no es tan rosa como pude imaginar. Lo que más deseo para este nuevo año que entra, es que mi familia vuelva a tener esa paz que tanto necesita.

Por lo demás diré, que este 2019 también me ha regalado cosas buenas. He conocido a gente maravillosa, personas que sin esperarlo se han convertido en parte de mi crecimiento como profesional y persona , personas que estuvieron y ya no están, personas amables, cariñosas, únicas.

He aprendido a deshacerme de lo malo y de lo que no me interesa. Cortar con las falsas compañías y cuidar más lo que de verdad importa.

Me siento muy afortunada, porque para mi suerte, tengo a las mejores AMIGAS y a los mejores AMIGOS del mundo. Tengo una Madre maravillosa (Rosario Reyes González ), un hermano que no me da tantos dolores de cabeza (Josue Cuñas), a mi Papá ( Edwin Cuñas Murcia ) que a pesar de todo aún trata de estar pendiente de nosotros cuando necesitamos algo y tengo por enamorado a una persona que me valora, que me demuestra dia a dia que me quiere y trata de hacerme la vida un poco mas facil y feliz; (Bryan Huacón ) quien me hace parte de cada uno de sus planes y me incluye con su familia a la cual ya tambien la siento como mia y ellos tambien me hacen sentir como parte de la suya, muchas gracias a sus ti@s ( Shirley Hidalgo Alvarez, Oscar Huacon, Mariuxi, Javier, Carlos, Memo, Vicky Martinez, etc , sus abuelit@s, sus pim@s Madeline Huacòn, Deyna Julissa Huacón Naranjo, Daniel Huacon y sus papas Beltran Shirley, Danny Huacón Amador Ma Mercedes Rodriguez que a pesar de que no viven aqui siempre estan pendientes de nosotros y cuando vamos a visitarlos nos reciebn con los brazos abiertos.

Soy feliz a pesar de las tristezas que me envuelven porque sería muy injusto que no lo fuera.

Gracias 2019 por permitirme seguir rodeada de la gente a la que quiero. Gracias 2019 por traer a mi vida a seres maravillosos, gracias 2019 por permitir que siga cumpliendo mi sueño para ser una profesional, aunque eso suponga estar lejos de los míos pero ellos saben que no hay distancia que pueda separanos, ni tiempo que desgaste mi amor por ellos.

Sólo le pido una cosa al 2020 y es que sea mejor para todos que el 2019.
