This talk is based on an Oregon Encyclopedia article I wrote.
Last February I gave a talk at the Oregon Brewers Guild dinner. None of us knew what was ahead for public health, the economy, and social change. I love giving talks and will certainly repurpose this one, but for now, here are the slides and script with a few additions to reflect the pandemic shut down and updated screenshots from the beer guides.

In the spring of 1980, Charles and Shirley Coury, who had owned a vineyard for 13 years in Forest Grove, opened a brewery Portland. They called it Cartwright Brewing Company (Cartwright was Shirley’s maiden name) and their first offering was 150 cases of a mild, English-style ale called Cartwright Portland.
Coury found century-old beer beer-making recipes in “beautiful, old brewing textbooks” in the stacks of the Multnomah County Library. He also made Legal Lager and Deliverance Ale, the latter an attempt to raise money to keep the business open. The beer was nearly $1 per bottle, which was more than customers expected to pay; but the price point wasn’t the issue, the inconsistency was. Although Cartwright closed in 1981, it roused consumers’ appetite for a locally made, small-batch beer, but it also inspired the brewers who came a few years later.
The mid to late 1980s were an exciting time for Oregon Beer.
Richard and Nancy Ponzi, also winemakers, opened Columbia River Brewing (later called BridgePort) and brothers Kurt and Rob opened Widmer Brewing (they added “Brothers” to the company’s name a few years later). Karl Ockert, a recent UC Davis graduate with a degree in winemaking, joined the Ponzis summer 1983 at their vineyard. He and Ponzi were interested in beer and began planning a brewery and portfolio of ales. One became their namesake: BridgePort Ale. Others followed: the award-winning BridgePort India Pale Ale, Blue Heron Pale Ale (named after Portland's official city bird), and a barley wine named "Old Knucklehead." BridgePort was acquired by The Gambrinus Company, owned by Carlos Alvarez, in 1995. Brewery operations ceased in February 2019, and the brew pub closed the next month.
Kurt Widmer enjoyed homebrewing and full-flavored beer. After seeing Chuck Coury’s brewery he knew he had a chance at success. His brother quit his job, his father came out of retirement, and his sister in Germany joined as a partner. Their first beer was a Dusseldorf-style Alt and in 1986, they introduced their "Hefeweizen" to America. Rather than a traditional Hefeweizen characterized by distinctive yeast flavors, this was an unfiltered version of their existing wheat beer (Weizenbier) and used Cascade hops. They served it with a slice of lemon to accentuate the citrus flavors of the Cascade hops. In 2007, Redhook Ale Brewery and Widmer Brothers merged to form a new company called Craft Brewers Alliance, which was later renamed as Craft Brew Alliance. In January 2019, Widmer Brothers Brewing closed its taproom after 22 years. In November, 2019 Anheuser-Busch purchased the remainder of CBA.
Fred Bowman started homebrewing after receiving a “How To” guide from high school friend Jim Goodwin, who was also a talented jazz musician. They brewed test batches in Bowman’s basement and were soon joined by high school friend Art Larrance. In 1984, Bowman and Larrance had a franchise agreement for Portland Brewing Company to produce Bert Grant’s Scottish Ale and Russian Imperial Stout and had leased the 58-year-old Holly Farms creamery building in Portland, but they needed more money before they could open. The two raised $125,000 with a common stock offering and leased equipment from Imperial Leading in Lake Oswego. “Mac” MacTarnahan invested $25,000 and in 1992 they named MacTarnahan’s Pale Ale after him; it became the Portland Brewing’s flagship brew. By 1998 the company was in financial trouble, and that year MacTarnahan bought $3.5 million in debt in exchange for stock. Portland Brewing Company merged with Saxer Brewing Company of Lake Oswego in 2000. In 2004, MacTarnahan, then 88 years old, sold the company to Pyramid Breweries of Seattle. In 2008, Pyramid was acquired by Magic Hat Brewing Company, which was subsequently bought by North American Breweries and then by the Costa Rican company Florida Ice & Farm Company.
McMenamins is famous for brewpubs, music, and hotels. Many of their locations are in rehabilitated historical properties and at last nine are on the National Register of Historic Places. McMenamins was founded by brothers Mike and Brian McMenamin, who grew up in northeast Portland, Oregon. Their influence began in 1974 with the opening of Produce Row Café, which soon made a name as one of Portland's first bars devoted to quality imports and craft beer. Don Younger’s Horse Brass Pub, which opened in 1976, was also an essential component in increasing consumer access and awareness of imported and local beer, as well as provided a community space to share beer experiences. In 1985, the McMenamins opened Oregon’s first brewpub in the Southwest Portland neighborhood of Hillsdale with brew master Carlos Santos. They didn’t adhere to a style and their beers were often unsettling to brewing traditionalists; they used ingredients like blackberries, apples, blueberries, spices, and candy bars. Their first theater pub, and the first in Oregon, was the Mission Theater & Pub (1987). The company then entered the broader hospitality business starting in 1990, when they converted a 74-acre site (that at one time served as the Multnomah County Poor Farm) into McMenamins Edgefield.
One major event that impacted the trajectory of the beer industry in Oregon in the 1980s was legislation that married production and sales.
Before 1985, brewpubs were essentially illegal in Oregon. The state’s post-Prohibition laws said alcohol manufacture and retail could not occur on the same premises; instead, breweries had to work with a third-party distributor to add taps and sell their product. Bowman, Larrance, the Ponzis, the Widmers, and the McMenamin were instrumental in lobbying to legalize the marriage of production and on-site sales.
In early 1985 House Bill 2284 proposed a brewery-public house license that would allow the brewing and selling of malt beverages at the same location; however, wholesale beer suppliers feared new brewpubs would cut into business and launched a counter campaign. On May 9, 1985 HB 2284 was tabled and died. The second bill, SB 813, proposed a bed and breakfast license to permit the sale of beer and wine, as well as a brewery-public house license for manufacturers producing less than 25,000 barrels of malt beverage. On July 13, 1985, Governor Vic Atiyeh signed Senate Bill 813, the “Brewpub Bill,” into law. It allowed brewers to make and sell beer on the same premises, key for increasing revenue and gaining new customers.
Although growth over the next 10 years was slow, throughout the 1980s, four other breweries opened in other parts of the state: Full Sail Brewing (Hood River) and Oregon Trail Brewery (Corvallis) in 1987, and Deschutes Brewery (Bend) and Rogue Ales (originally in Ashland) in 1988. Portland has always had the largest concentration of breweries and Central Oregon has seen exceptional growth, but breweries have opened in new areas to attract diverse consumers. Examples include Calapooia (1993, Albany), Cascade Lakes Brewing Company (1994, Redmond), Terminal Gravity (1996, Enterprise), Barley Brown’s (1998, Baker City), Walkabout Brewing (1997, Medford), Ninkasi (2006, Eugene), Fort George (2007, Astoria), and Block 15 (2008, Corvallis).
A maturing industry needed skilled brewers and since its establishment in 1995, Oregon State University’s Fermentation Science program in the Food Science and Technology department has led brewer education. Homebrew clubs and organizations around Oregon have also provided training for future professionals. Founded in Portland in 1979, the Oregon Brew Crew is one of the oldest and largest home brewing clubs in the United States; it is appropriate that their meetings are held at F.H. Steinbart, a homebrew shop founded in 1918 and the oldest in the country. Other pioneering clubs include the Heart of the Valley Homebrewers (1982, Corvallis) and the Cascade Brewers Society (1982, Eugene).
The Oregon Brewers Guild fills an important role as a non-profit advocate for the state’s breweries; founded in 1992, it is one of the nation's oldest craft brewer associations. Two other important organizations to support increased gender equity in brewing started in Oregon. The Pink Boots Society was founded in 2007 by Teri Fahrendorf, former brewmaster at Steelhead Brewing in Eugene, as a professional organization to support women in the brewing industries. In 2011, Pink Boots members created Barley’s Angels as an educational community for consumers; it became its own organization in 2012.
In addition to more breweries to choose from, consumers had other ways to engage with beer. The Oregon Homebrew Festival, established in 1982, is the Pacific Northwest’s oldest homebrew competition; others followed, including the KLCC Brewfest Homebrew Competition and SheBrew. The Oregon Brewers Festival (established 1988) is one of the nation’s longest running and largest craft beer festivals; others throughout the state include the Portland Craft Beer Festival, the Festival of Dark Arts in Astoria, Bend Brewfest, and Mt. Angel's Oktoberfest.
The increasing popularity of homebrewing and accessibility of imported beers certainly had an impact on the preferences and palates of consumers, as did writing about beer in the public press. Fred Eckhardt was a well-known advocate, critic, educator, mentor, and historian, and his written work on beer and brewing encouraged generations of people to think about beer in new ways. Inspired by a 1972 visit to Anchor Steam Brewery, Eckhardt became an avid proponent of tasteful, complex craft brews. He urged people to focus on flavor, style, and experience in the Oregonian, and also wrote regular articles in national industry publications like Celebrator Beer News and All About Beer. He rose to prominence with his 1970 A Treatise on Lager Beers, a guide to homebrewing and the evolution of lager beer, and 1989 The Essentials of Beer Style.
The Oregon Hops and Brewing Archives acquired his papers in 2015, and I feel incredibly lucky to have had the opportunity to preserve and provide access to materials that document such important moments in this history.
In more recent years, as print publications have folded, blogs, podcasts, and news aggregate sites have dominated Oregon beer news and information. Reporting about the beer industry has changed a lot in the past year, and I am grateful that there are still web sites like New School Beer and Brewpublic, as well as notable journalists and authors like Jeff Alworth, Denny Conn, and John Abernathy reporting on local issues.
Electronic, paper, oral histories? I’m interested in collecting all the things that document the industry. In the last year we’ve added collections from the Oregon Brewers Guild, Widmer Brothers Brewing, the Pink Boots Society and Barleys Angels.

Mom gets the two boys, indefinite alimony, the proceeds from the sale of the family home, a huge chunk of Dad’s family corporation (as well as a lump sum payment from the company annually). Dad gets the occasional visits with his sons from a distant city, no holidays with his boys, and is left with a conflict-free but empty life, other than his family business.
In 1986, that was the reality of divorce. After a two-year battle, one parent could be left totally empty while the other seemingly came away with it all, still not feeling like it was enough. Never ending alimony combined with totally unbalanced parenting for no reason other than Mom was bitter over the divorce and wanted her kids to herself. In 2016, however, things have changed drastically.
THINGS ARE BETTER IN FAMILY LAW COURTS

It only took a few hours of driving with no radio for our group to bond over inappropriate jokes. In the midst of one our laughing fits, we saw a blur of a building, when we yelled “PRADA!” in unison.
We spent five days exploring the best things to do in West Texas. It was enough to touch on the hot spots, but like most of our trips, it helped us feel out what we want to do when we revisit. Since we love our parks, we were most excited to explore Big Bend National Park. What we didn’t know was how much we would fall in love with the other areas of West Texas.

El Paso
We started and ended our trip on the very west tip of Texas in El Paso. El Paso is located in one of the largest deserts in North America, the Chihuahuan Desert, and the city sits right along the border with its neighboring international city, Juarez. There are so many Spanish speaking folks in El Paso that you might want to brush up on your Spanish. We had one cab driver that only spoke Spanish, which made for a fun and scenic ride.
Recommended Length of Stay: 3-5 days

Things to Do, See, & Eat
Franklin Mountains State Park – This is the largest urban park in the US. There are some great hikes, and you can also do guided hiking tour of old mines (make a reservation via their website).
El Paso Museum of Art – This is a free museum that carries a collection from the surrounding area featuring artists from both El Paso and Juarez. They have special exhibitions and a permanent collection.
Street Art – Even if you don’t stop by the museum, you should walk the area to see all the street art and murals.
Hueco Tanks State Park – Located about 45 minutes outside of El Paso is a giant playground for climbers. Even if you don’t climb, it’s a unique and beautiful landscape to hike through.
L&J Cafe – This local landmark has been around since 1927. Most visitors and locals in El Paso will point you to L&J for delicious Tex-Mex fare.
Salt + Honey Bakery & Cafe – Cute shop with delicious food and drink. Be sure to try the Salt + Honey everything, but especially the fries.
Taft & Diaz – Located in the Stanton House hotel, this upscale restaurant has a rotating menu. Don’t forget to look up, as there’s an art installation above you that dances from time to time.

Fort Davis
Fort Davis is set amongst the Davis Mountains, which is a sky island. The term refers to the fact that it’s an isolated mountain range surrounded by desert. With the highest elevation above sea level and cooler weather in Texas, it’s a favorite getaway amongst locals.
Recommended Length of Stay: 2-3 days
Things to Do, See, & Eat
Davis Mountains State Park – Don’t miss the views from Skyline Drive. There are a few spots to check out – the peak is ideal for sunset and the end of the road is a great spot for sunrise.
McDonald Observatory – Gaze up at the stars from one of the darkest skies in the US. They have daily tours and hold Star Parties too.
Fort Davis National Historic Site – One of the best surviving examples of an Indian Wars’ frontier military post. Keep an eye out for the resident horses and goat that freely roam in the area.
Davis Mountain Scenic Loop – This 75-mile drive takes you through some of the best scenery in west Texas. It takes roughly two hours.

Big Bend
Big Bend is made up of small communities, like Terlingua Ghost Town, Lajitas, and Study Butte, and is known for Big Bend National Park and State Park. It’s named after the huge curve/bend in the Rio Grande and sits at the southern border of the state.
Recommended Length of Stay: 3-5 days
Things to Do, See, & Eat
Big Bend National Park – This is the obvious highlight of the region, and there are three distinct landscapes: river, desert, and mountains.
Grapevine Hills Trail / Balanced Rock – This 2.2 mi round trip hike takes you to our favorite landscape in the park. Besides Balanced Rock, it has lots of other boulders to hop around on. Keep in mind that you have to drive 6 miles on a dirt road to the trailhead. We were able to take a huge van and small sedan but had to take it slow. Also, watch out for the greater earless s, they are rainbow colored s and there were a lot of them on the trail.
Langford Hot Springs – A short 0.5 mile round trip hike takes you to a historic hot springs located at the Rio Grande.
Santa Elena Canyon – See one of the most iconic spots in the park. You can even get a backcountry use permit to paddle upstream and back.
Chisos Basin Loop – Gives you a great mini-tour of the Chisos Mountains. Do the loop counter-clockwise to get the best views.
Big Bend Ranch State Park – The rugged volcanic landscape sits just west of Big Bend National Park.
Terlingua Ghost Town – Home to the world’s first Chili Cook Off, and they still hold the event every year. You can explore a historic church, a beautiful cemetery, and meet the locals (and ghosts) that frequent the area.
Stand Up Paddle Boarding at the Lajitas Golf Resort – This resort has an 18-hole golf course and 4-star hotel, but it’s also where the local guides can take you SUPing along the Rio Grande.
Starlight Theatre Restaurant & Saloon – One of the liveliest spots in town, they have live music and a wide selection of food. Get yourself a marg and thank me later.
Taqueria el Milagro – We stumbled across this spot on a night when everything else was closed. They graciously stayed open a little later for us and had AMAZING tacos.
Expresso Y Poco Mas – Local coffee and breakfast spot. Everyone seemed to know each other.
La Kiva Restaurant & Bar – We were supposed to eat here, but they happened to close early. It’s the nicer spot to eat in town.
Perry Mansion. We all got extremely excited when we pulled up to Perry Mansion. It just recently ropened after a renovation and only has 7 rooms. Great for a big group if you want the place all to yourself. Click here to see more reviews and best prices for all hotels in the area.
Marfa
We didn’t know much about Marfa besides the Prada art installation, which we learned isn’t actually in the town of Marfa. When we heard it was an artsy community we pictured desert art, like Salvation Mountain, but instead we found a slice of NYC in West Texas.

Ballroom Marfa – Their current show features contemporary artists we first saw at MoMa PS1 in NYC.
Presidio County Courthouse & The Central Fire Station – Beautiful and picturesque buildings right next to each other.
Chinati Foundation – We didn’t make it here on this trip, but you can see amazing contemporary art pieces here. From what we can gather from photos, it looks like a combination of Noguchi Museum and Storm King.
The Marfa Lights – At night you can spot mysterious lights that dance in the darkness south of US 90 between Alpine & Marfa. No one knows what they really are, and there are plenty of theories out there. Ask the locals to see what you can find out.
Prada Marfa – This is the most popular photo of Marfa on Instagram. This art installation is about 30 minutes from the city.
Pizza Foundation – Yummy pizza with indoor and outdoor seating. It gets busy on the weekends so call in early to put your order in.
Planet Marfa – Amazing local bar with a teepee and school bus on the property. Great place to meet locals and end the night.

Essential Tips
Once you drive out to the smaller towns and regions, keep in mind that restaurants and shops close early and don’t necessarily keep their hours. If you plan on being out after sunset shooting, have a plan for your meals.
West Texas varies in temperatures since the elevation changes so much. During our May trip, we saw highs in the 90s and lows in the 40-50s, so always pack layers.
Regardless of where you are, you’ll be doing some walking so bring comfortable walking shoes. Here are our suggestions for best sandals for .
Water & sunscreen are a must. Sunglasses and a hat help too.
Outside of El Paso, WIFI and cell service are limited. Even places that have wifi are really spotty. Prepare to unplug.

The State of Housing: Experts Discuss Global Influence, Trends, Coronavirus and Other Challenges, and Potential Solutions
The real estate markets are in a constant state of flux. On a national level, there are continuous shifts between buyers’ and sellers’ markets, housing inventory, affordability, and more. Zooming in, the challenges and opportunities of each housing market become even more diverse and nuanced. And with each individual environment comes the need for action—whether through government policy, industry action or consumer response—that solves challenges, lessens burdens and embraces opportunity as they relate to housing.
Here’s a look at today’s real estate market, both on a national- and micro-level, from the perspective of several industry practitioners.
Global Events Impacting Real Estate
The state of the economy and global occurrences can have a substantial influence on real estate, both nationally and locally. Experts are currently keeping a close watch on a global event that’s having a sweeping impact on the economy and, therefore, real estate: the COVID-19 coronavirus.
“Without a doubt, two weeks ago I would have said the biggest hurdle is a general housing shortage. But that’s changed,” says Lawrence Yun, chief economist and senior vice president of Research for the National Association of REALTORS®. “The coronavirus is an unprecedented event, and even though we don’t know how everything will play out, it’s currently a big uncertainty that’s hitting the stock market.”
Yun says it could be good or bad. For some people, the money they have been saving for a down payment may have evaporated, but for others, low rates may provide an exceptionally enticing opportunity. According to a recent NAR survey, nearly one in four home sellers changed how their home is viewed on the market due to the outbreak, including stopping open houses, requiring that prospective buyers wash or sanitize their hands, asking buyers to remove their shoes or wear footies, and more.
The Economic Flash Survey, which was conducted March 9 and 10, found that 37 percent of respondents said homebuyers were more excited by lower mortgage rates than the stock market correction. Surprisingly, 78 percent said there’s been no change in buyer interest due to the coronavirus, and 87 percent said it had not affected the number of homes on the market. In specific areas like California and Washington State, however, 21 percent and 19 percent, respectively, cited larger decreases in buyer interest.
A recent public statement from Yun following the survey release stated:
“The coronavirus is leading to fewer homebuyers searching in the marketplace, as well as some listings being delayed. In the latest flash survey, 11 percent of REALTORS® indicated a reduction in buyer traffic and 7 percent are reporting lower seller traffic when asked directly about the coronavirus impact on the market,” said Yun. “Given that a home transaction is a major commitment, the uncertainties on how the economy will play out and the spread of the virus itself are barriers to homebuying and selling. The stock market crash is no doubt raising economic anxieties, while the coronavirus brings fear of contact with strangers. At the same time, the dramatic fall in interest rates may induce some potential buyers to take advantage of the better affordability conditions. It is too early to assess the likely impact as to whether lower interest rates can overcome the economic and health anxieties. But the survey is implying, in the short-term at least, that home sales will be chopped by around 10 percent, compared to what would have been the case, due to the spread of the coronavirus.”
A Shortage of Housing Supply, Rising Home Prices
Both on a national scale and in certain local markets, aside from the coronavirus, a shortage of housing supply is the predominant challenge.
“There’s a lack of housing,” says Yun. “Fast price appreciation and increasing rents is causing major housing affordability challenges for both renters and first-time buyers.”
In the Atlanta Metro area, for example, Fortune 500 companies and other jobs and people have flooded the markets in the last decade due to mild weather and a lower cost of living, says Collette McDonald, president of Collette McDonald & Associates at RE/MAX Around Atlanta. Because of that, housing supply is low, particularly in hubs with easy access to transportation, causing prices to spike and new construction to slow.
“The ATL Metro Area struggles with transportation infrastructure and people are sick of commuting and are seeking easier living closer to the employment and entertainment centers,” says McDonald. “Properties closer in continue to appreciate at a conservative rate of 6 percent per year, which also makes it difficult for builders to develop affordable low-cost housing.”
John Barmon, a REALTOR® with Coldwell Banker Residential Brokerage, has experienced similar challenges in his own market, both in residential sales and rentals. He says many things attract people to Boston—an excellent economy, low unemployment, a wealth of biotech and hi-tech companies, and several major nearby universities like Harvard, MIT, Tufts, BU and Northeastern.
“There is always a demand for housing that increases every year as demand outpaces supply,” says Barmon. “The ongoing lack of inventory in the core Boston area has made the adjacent towns like Cambridge, Somerville, Brookline and Medford very desirable as well, and prices have risen accordingly. Those towns that have a stop on the MBTA subway lines are especially desirable, forcing lower-income buyers further and further away with longer commutes.”
California is another such market that struggles with these same housing burdens.
“The biggest housing-related issue facing California is the state’s worsening affordability and availability crisis,” says California Association of REALTORS® President Jeanne Radsick.
Orlando is also managing a lack of affordable supply, in both its rental and residential markets.
“Orlando’s popularity as a place to live and its strong economy amplify the housing shortage. Currently, more than 1,500 people are moving to the Central Florida area weekly and contribute to a demand for housing that outstrips and causes prices to rise,” says Orlando Regional Association of REALTORS® President Reese Steward.
Inverted Markets Exist
Not all regional markets experience the same obstacles, however—even if affordability and inventory are the overarching problems on a national level. For example, Nimesh Patel, broker/owner of RE/MAX Fine Properties, has experienced the reverse in his own markets, covering the Sugar Land, Fort Bend County and Houston areas.
“The biggest challenge we face is helping homeowners sell their homes for higher dollar values as we are inundated with lots of land and new construction,” says Patel. “With the amount of master planned communities popping up all over the Houston area, and the numerous amounts of new home starts slated by the builders, sellers are having a harder time competing with their re-sales.”
Determining What Policies Should Address
On a national level, Yun says the reform of Fannie and Freddie will be important, and less stringent, over-the-top regulation about building activity would help “so more homes and apartments can be built.” In addition, Opportunity Zones tax incentives to do more development in economically displaced areas because “that could be impetus for more building activity in what was once considered a less desirable area, but now with tax incentives becomes more viable,” says Yun.
What about at the state and local levels?
According to C.A.R., policy that addresses zoning, permitting and fee certainty would make it easier to build new homes and reverse soaring home prices in California.
“California must tackle the burdensome permitting process that stifles new housing development and increases costs,” says Radsick. “This begins with reducing high-impact fees that can range between 6 percent to 18 percent of a home’s sales price.”
ORRA, meanwhile, strongly advocates full funding of Florida’s Affordable Housing Trust Funds.
“These funds, generated through fees paid during private property transfers, are intended to support programs that increase the availability and affordability of housing for our workforce,” says Steward. “However, the Florida Legislature routinely siphons very significant revenues from the funds toward non-housing related items. REALTORS® statewide work to insist that the legislature fully fund Florida’s Affordable Housing Trust for the intended purposes.”
Patel says understanding master planned living, multi-generational living and multi-family living is key for Texas, as builders are currently profiting from the strategy while re-sales are falling behind.
“Builders are catering to those needs which make lots of the re-sales obsolete,” says Patel. “For example, the biggest search right now is a home with two bedrooms and two bathrooms downstairs, whereas the re-sales don’t have that from a decade or more ago.”
In Atlanta, McDonald says the Atlanta Housing Authority has already made an effort to construct more vertical units for condos and rentals in major employment districts, but that may not be enough.
“Rents are now in line with mortgage payments; however, the lack of supply limits what a buyer can do and where to live within a reasonable commute,” says McDonald, adding that not all reform that benefits housing is housing-related. “ATL needs better mass transit and to focus on revitalizing and expanding our rail system, MARTA.”
In the Greater Boston Area, Barmon says each town should have its own strategy for addressing housing reform.
“In my opinion, Boston and Cambridge have both been very successful in addressing the affordable housing issue by actively purchasing new properties to be eventually sold to lower-income buyers who meet the income guidelines,” says Barmon. “Zoning regulations in my towns now include development guidelines which create new affordable units by requiring developers to allocate a certain percentage (usually under 20 percent) of new units in a condominium conversion project be sold to buyers who meet the affordable housing guidelines in that particular town.”
“I think that Cambridge’s strategy of acquiring individual housing units (condos, single-family, and multi-family properties) and offering it to qualified individuals is one of the better ways to address the lack of affordable housing,” adds Barmon.
Where Should Change Come From?
At the forefront of the housing policy discussion stands the question, “Is governmental influence more effective at the local, state or federal level?”
It’s a tricky question, says Patel, who believes housing policy at the local level is the most effective, but that it should not be linked to social policy, though he “can see where it can be linked in the sense of lending rules and affordability in areas.”
“At the local level, there is an understanding from a community aspect, a demographics aspect and a socio-economic aspect,” says Patel.
McDonald is also pro-local policy, as long as it does not discriminate on any social policies and is based on economic factors.
“The Atlanta Housing Authority has always been one of the best run systems in the region because they run it like a business with federal guidance,” says McDonald.
Barmon believes that any successful, long-term housing reform should be addressed on a local level by each individual city and town. “Each town has its own individual wants and needs depending on the wants and needs of its individual citizens.”
Radsick, however, doesn’t agree that local policy is always the best solution.
“We need accountability,” says Radsick. “One of the primary drivers of the housing crisis is local governments that refuse to build the housing we need. We must do everything we can to stop unreasonable ‘not in my backyard’ laws that only exacerbate the crisis we’re in. California Gov. Havin Newsom has already taken a lead role by taking cities to court when they fail to approve reasonable and responsible housing developments.”
“C.A.R. has long supported state legislation that increases housing availability for those at all income levels, from affordable to market-rate and everything in between,” adds Radsick.
Brokerage-Inspired Action Can Help
Brokers agree that change can start at even more foundational levels, from within their organizations.
“I am proud to say that on a local level my colleagues at Coldwell Banker have, on their own, both created and participated in supporting local charities and organizations that assist individuals who are either homeless or in danger of becoming homeless,” says McDonald, who adds that these efforts include working with the Community Housing Assistance Fund—an organization run and founded by REALTORS®.
“Also, Realogy, my parent company, fully supports the expansion of FHA legal protections as a general, ongoing business practice, and focuses on creating a diverse marketplace by forming partnerships with professional real estate associations whose ongoing missions are to improve the homeownership rates of various diverse groups, including the LGBT community,” she adds.
