via Today Bharat Earlier, the Centre had designated 11 districts in Andhra as red zones. Andhra Pradesh now has five districts designated as red-zones, according to the updated list issued by the Centre based on modified criteria. Earlier, the state had 11 districts in red zones. In districts deemed as red zones, the restrictions of lockdown will continue to apply and may not be lifted post May 3. Moreover, intra-district and inter-district travel will also be subjected to restrictions. In a letter to the Chief Secretaries of all states and Union territories, Union Health Secretary Preeti Sudan noted that some states have raised issues on the inclusion of certain districts in the red-zone. According to the letter, the list is dynamic, and will be reviewed on a weekly basis or earlier. With this, as of Friday, the Centre has designated 733 districts across all states and UTs into Red, Orange and Green Zones. Currently, there are a total of 130 districts in the red zone, 284 in the orange zone and 319 in the green zone, across India. Six districts in Andhra which were earlier included in the list of red-zones have now been listed as orange zones. Earlier, districts were designated as hotspots or red-zones, orange zones and green zones, primarily based on the cumulative cases reported and the doubling rate. Since recovery rates have gone up, the districts are now being designated across various zones duly broad-basing the criteria. This Centre said that the classification is multifactorial and takes into consideration the incidence of cases, doubling rate, the extent of testing and surveillance feedback to classify the districts. A district will be considered as an orange zone if it has not reported a case in the past 14 days. A district will be considered as a green zone if there are no confirmed cases so far or there is no reported case in the last 21 days. Here is a list of red, orange and green zones in Andhra Pradesh: Red zones: Kurnool, Guntur, Krishna, Chittoor, SPSR Nellore Orange zones: West Godavari, YSR Kadapa, East Godavari, Srikakulam, Visakhapatnam, Anantapur, Prakasam Green zones: Vizianagaram For a long time, both Srikakulam and Vizianagaram districts had recorded zero cases. This changed recently, with Srikakulam now recording a total of 5 cases. Kurnool district has seen the highest number of cases so far, and the cases have been rising steadily in the past few days, with the state increasing testing in red and orange zone mandals. As of Friday morning, Kurnool had registered the highest number of cases, at 411. Guntur (306) and Krishna (246) have the second and third highest number of cases, followed by Nellore (84) and Chittoor (80). For districts having one or more municipal corporations, the corporations and other areas of districts may be treated as separate units, the letter said. If one or more of these units have reported no cases for the last 21 days, they can be considered as one level lower in zonal classification, in case the district is in the Red/Orange Zone. The forest in the state can be broadly divided into four major biotic provinces. Biometric machine installation at govt offices at snail’s pace
 VIJAYAWADA: The State government has implemented the biometric attendance systems in government offices with much fanfare, but now many systems are not working properly. Despite the Chief Minister’s order during the Collectors’ conference, many of the biometric attendance system are yet to be repaired.

Furious over the issue, Chief secretary Dinesh Kumar has directed the officials to repair the damaged machines by November 1. Interestingly, of the total 44 departments of the State government, only 10 have been implementing the system in the offices under them. 
While Education and Social Welfare departments came top, Municipal and other departments fare badly in the implementation. The biometric attendance system, which was launched in AP Secretariat as part of the real-time monitoring policy of the State government and the Digital India campaign, was extended to district level government offices in October 1 after the Chief Minister’s order. 
Though biometric attendance system were implemented in 90% of the educational institutions in the State, they are yet to be launched in many schools in the Agency areas.  
 Over 60% of the Health Department offices and hospitals have implemented biometric attendance system so far. Though all the general hospitals like King Geroge Hospital in Visakhapatnam, Government General Hospital in Guntur, Government Hospital Kakinada, Government General Hospital of Vijayawada, Rajiv Gandhi Institute of Medical Science (RIMS), Visakha institute of Medical Sciences (VIMS) and area hospitals have successfully implemented the biometric systems for registering attendance of employees, the Primary Healthcare Centres in the State have failed to do the same.
In the transport department, the biometric system was implemented in DTC offices in Vijayawada, Rajahmundry, and but not in the RTAs and brake inspector offices. While the biometric system were implemented in PNBS main office and RTC Regional Manager offices, RTC depots in various places are yet to implement the new system of attendance.The Forest Department has recently started implementation of biometric attendance system in its district offices.  The systems were implemented in  95% of social welfare hostels. 
In case of the Municipal department, the digital attendance systems were implemented at the offices of Municipal Corporations including Greater Visakhapatnam Municipal Corporation,  Vijayawada Municipal Corporation, Rajamahendravaram Municipal Corporation, Kakinada Municipal Corporation, Nellore Municipal Corporation, Anantapur Municipal Corporation, Tirupathi Municipal Corporation and Grade I municipal offices. At the same time, small municipal offices have failed to implement biometric attendance system.  Same is the case with the Panchayat Raj Department as many Panchayat offices are yet to launch the biometric attendance system.  
According to Chief Secretary Dinesh Kumar, the attendance of employees and other important issues are directly connected with the CM dashboard as part of the real-time governance of the State government to ensure transparency. The Chief Secretary directed the officials concerned to have the biometric attendance machinery checked and have the faulty ones replaced at the earliest. He wanted them to maintain a uniform system without any discrepancies
“The government institutions such as schools, hospitals, hostels, and offices should be monitored using the biometric systems. It will ensure transparency,” said AP Gazetted Employees Association president R Krishnayya. Now, after two months of Chief Ministers s order, the officials are succeeded in implementing the systems completely at the State Secretariat. NBCC SIGNS MoU FOR REDEVELOPMENT OF 10 SMART RAILWAY STATIONS

NBCC (India) Limited, a NAVRATNA CPSU, under the Ministry of Urban Development and Rail Land Development Authority have signed an MoU for Integrated Redevelopment of 10 Smart Railway Stations by NBCC with Better Passenger Amenities, Easy Access and Improved Aesthetics. These Railway Stations are Tirupathi, Puducherry, Ernakulam, Nellore, Madgaon, Thane, Lucknow, Kota, Gomti Nagar (Lucknow) and Sarai Rohilla (Delhi). The MoU has been signed in presence of Shri M. Venkaiah Naidu, Hon’ble Minister of Urban Development and Shri Suresh Prabhu, Hon’ble Minister of Railways. Talking to the Media post signing, Dr. Anoop Kumar Mittal, CMD, NBCC informs that the Stations shall be developed on PPP model and self-sustaining finance model through commercial exploitation of vacant Railways land. He further said, the commercial use of built-up space and air space over tracks shall be leased out for a period of 45/60 years and added that redevelopment of Station buildings would comprise an iconic structure with modern state of Art facilities, Passenger Lounges, Congestion free non-conflicting Entry and Exit to Station premises. Commercial space development would include Business Centre, Offices, Studio Apartments, F&B Restaurants, Hotels and Social Infrastructure. NBCC has also signed another MoU on the same day subsequently, with South Delhi Municipal Corporation (SDMC) for construction of the latter’s new Headquarter Building at I.P. Estate, New Delhi in presence of Shri Venkaiah Naidu, Hon’ble Minister of Urban Development. Talking to the Media, Dr. Anoop Kumar Mittal, CMD, NBCC said that the SDMC Building valuing approx Rs. 525 Crore would also be a State-of-the-art Green Building structure to be implemented by NBCC incorporating maximum Green features. He further added that the Headquarter Building would be a Modern Steel and Glass Building and would open up its view to the River Yamuna. via Today Bharat Andhra Pradesh now has five districts designated as red-zones, according to the updated list issued by the Centre based on modified criteria. Earlier, the state had 11 districts in red zones. In districts deemed as red zones, the restrictions of lockdown will continue to apply and may not be lifted post May 3. Moreover, intra-district and inter-district travel will also be subjected to restrictions. In a letter to the Chief Secretaries of all states and Union territories, Union Health Secretary Preeti Sudan noted that some states have raised issues on the inclusion of certain districts in the red-zone. According to the letter, the list is dynamic, and will be reviewed on a weekly basis or earlier. With this, as of Friday, the Centre has designated 733 districts across all states and UTs into Red, Orange and Green Zones. Currently, there are a total of 130 districts in the red zone, 284 in the orange zone and 319 in the green zone, across India. Six districts in Andhra which were earlier included in the list of red-zones have now been listed as orange zones. Earlier, districts were designated as hotspots or red-zones, orange zones and green zones, primarily based on the cumulative cases reported and the doubling rate. Since recovery rates have gone up, the districts are now being designated across various zones duly broad-basing the criteria. This Centre said that the classification is multifactorial and takes into consideration the incidence of cases, doubling rate, the extent of testing and surveillance feedback to classify the districts. A district will be considered as an orange zone if it has not reported a case in the past 14 days. A district will be considered as a green zone if there are no confirmed cases so far or there is no reported case in the last 21 days. Here is a list of red, orange and green zones in Andhra Pradesh: Red zones: Kurnool, Guntur, Krishna, Chittoor, SPSR Nellore Orange zones: West Godavari, YSR Kadapa, East Godavari, Srikakulam, Visakhapatnam, Anantapur, Prakasam Green zones: Vizianagaram For a long time, both Srikakulam and Vizianagaram districts had recorded zero cases. This changed recently, with Srikakulam now recording a total of 5 cases. Kurnool district has seen the highest number of cases so far, and the cases have been rising steadily in the past few days, with the state increasing testing in red and orange zone mandals. As of Friday morning, Kurnool had registered the highest number of cases, at 411. Guntur (306) and Krishna (246) have the second and third highest number of cases, followed by Nellore (84) and Chittoor (80). For districts having one or more municipal corporations, the corporations and other areas of districts may be treated as separate units, the letter said. If one or more of these units have reported no cases for the last 21 days, they can be considered as one level lower in zonal classification, in case the district is in the Red/Orange Zone. District authorities have, however, been asked to exercise due caution in such areas so that these areas remain free from COVID19 cases.

Is it the gift CBN Government is giving to Late NTR during the release of his biopic? How will NTR family take it? The details are as under: 10 Lakh houses with 265,365,465 sft sizes are planned. Let us take average size of each house is about 400 sft and total SFT proposed for construction is 40 crores. Excluding external infrastructure the contract is awarded to big players with tag size of minimum 10000 units @ Rs. 2700/sft inclusive of taxes. In TG state with 1000 unit tag size they awarded in the range of rs.1350 ndash; 1450/sft inclusive of taxes (in AP there is escalation clause for cement, not in TG) The total contract value for 10 lakh houses in AP is coming to Rs.1.08 Lakh Crores. For external infrastructure GOI urban development schemes like Amrut etc. funds are used and it comes to Rs.400/sft. For entire project is comes to Rs.16, 000 crores. Government lands are used for this program. With average 250 houses / acre of land , about 4000 acres land is given to the program and with 5 Cr/Acre as rate the land component is Rs.20, 000 crores. The total project is costing around Rs. 1.44 Lakh crores. Do not think extra ordinary specifications are being used as the rate is Rs. 2700/sft. They are normal specs and in the name of sheer wall technology and by avoiding competition major loot is planned. In fact the shuttering used for temporary secretariat constructed with another inflated figure of over Rs.10, 000/sft is used in these projects, and hence it is almost free for contractor as he already booked double the cost in secretariat building. If the same project is sourced through private builders with same specs and even better quality norms on an average they will offer ready to occupy flat for Rs 2800/sft , hence the total out lay comes to 1,12,000 crores, which include decent contractor margin plus all other hidden costs . Where is the difference between 1, 44,000 Crores estimated cost minus 1, 12,000 crores if implemented in decentralized approach which comes to Rs.32, 000 crores plus savings in land bank of Rs20, 000 crores in total Rs,52,000 crores going? Why still people are still interested? There is straight subsidy component of Rs. 3 lakhs /house coming to Rs.750/- per sft. Not factoring in land cost and infra cost houses are offered and beneficiaries also are of the opinion that they need not pay bank instalments.nbsp; By not showing the land cost and infra costs met through urban infra programs into projects, these are passed on to contractors accounts and probably taken back. nbsp;nbsp; Is it the way to express gratitude and tributes to NTR by looting the public money using his name as sentiment? Can you show all these in biopic -2 openly and pay real tributes to your father? nbsp; Issues related to EWS house project (urban housing for poor) AP Government is taking up 1, 20,826 houses in 37 municipalities for the weaker sections of the society amp; named it as economically weaker section (EWS) housing program. This program is part of GOI initiative - Housing for all (HFA) , covered under Prime minister Awas nbsp;Yojananbsp; Affordable housing programme ndash; PMAY-AHP. The program has inbuilt subsidy component of Rs.1.5 Lakhs from GOI amp; matching 1.5 Lakhs matching grant from respective state governments. nbsp;The balance will be beneficiary component amp; bank loan which shall be paid in instalments to bank. A group of ministers (GOM) under the chairmanship of Sri. Yenamala Ramakrishnudu, Finance minister was formed to look at ldquo;Urban development policy reformsrdquo; . They identified AP Township amp; infrastructure Development Corporation (APTIDCO) as nodal agency for construction in urban areas. The Government stated intention is to follow best practices such as technology, cost effectiveness, IT enabled designs amp; services. The officials were asked to visit 29 states to understand policies, guidelines, expenditure involved, standards followed. With all these experiences sum-up, our state made estimates which are highest and creating doubts about their ability or clearly established mollified intentions.nbsp;nbsp; Apartments in three ranges 300 sft, 365 sft amp; 430 sft are being planned. Initially it was decided to go for G+ 3 model, later decided to for G+3, G+5, G+9. Monolithic structure with prefabricated slabs amp; shear wall technology is taken as unique selling concept instead of going for regular concrete amp; brick wall technology. By projecting this technology as unique concept (which is not), AP state is trying to increase sft rate by 40% than the conventional method. In fact technology is not new and many local builders also invested in mivan shuttering amp; shear wall technology and as the technology is already in existence for over 12 years, the initial investment costs have come down drastically and in fact all the companies have carry forward inventoriesnbsp; which shall be used economically. Instead this is projected as big thing and concrete rates including shuttering is estimated around Rs.20000/cum which is very much on higher side compare to conventional system. nbsp;In fact the technology should give advantage in time of completion other than quality. AP with this technology gave time frame as 15 months, whereas Telangana with conventional technology is planning to complete in 12 months. Though initially CM gave impression that local contractors will encouraged, later the package size is made minimum as 10,000 units to favour big players. Where as in Telangana it was limited to 1000 units amp; implementation is planned through local contractors and monitoring is given to local MLAS. As it was given to understand there was understanding to encourage Asoka builtcon, Pune for north coastal dists, East Godavari amp; Kurnool- Lamp;T, West Godavari amp; Nellore ndash; NCC, Krishna, Prakasam amp; Guntur ndash;SP.nbsp; With BJP MLA Vishnu Kumar Raju support amp; blessings Vijaynirman gave stiff fight to get through the elimination process and got North coastal dists by quoting -0.5% . Where as in all other dists all other companies quoted +5% excess uniformly and the contracts are being awarded. nbsp;nbsp;If there is no syndicate formation how this will happen?nbsp; In case of Krishna dist the tenders are cancelled as Vijaynirman amp; Mahalakshmi companies strongly objected for the selection process followed. Another indication of syndicate is single tender in many dists. AP estimates are Rs.1635/- sft as against Telangana estimate of Rs. 1298/- excluding taxes in both cases. AP awarded for 1720/sft as against 1300 to 1450/- in Telangana. In AP escalation for cement is allowed, as against fixed cement rate in TG. In case of Telangana the rate is inclusive of infrastructure and in AP infra is separately planned and overall costnbsp;nbsp; will be in the range of Rs.2400/sft . What do we expect from the Government which awarded Velgapudi secretariat buildings (6 lakh sft for 300 crs ndash;rs.5000/sft ndash;plug amp; play facility) and ended up spending about Rs.580 crores ( Rs.9700/sft- plug amp; play). The same contractors built 18 lakh sft with 700 crores similar quality or better quality building almost at same timenbsp; with plug amp; play concept for Rs.750 crores ( Rs. 4200/sft). Same contractors amp; same syndicate is being planned for this mega housing. We can imagine what is going to happen to the state. State initially planned secretariat with Rs.8000 crs outlay amp; now estimated cost overrun is Rs.1800 crores. It is reliably learnt that they are planning to divert funds from other program components like sanitation, infra etc from MA amp; UD department. In fact state is giving sand free amp; rates should come down drastically. While bringing in SSR rates, other state rates , technology etc in to picture they are trying to cover their motivates and nbsp;planning to get away. One will be surprised to see the specs being followed- cement flooring, Sal wood door frames, pvc door frames, flush doors, MS window grill, ordinary WC, Bib cocks, all at five star rates, these can happen only with this government. IF WE GIVE THIS POROGRAM WITH DECENT SPECS TO LOCAL BUILDERS THEY WILL COME FORWARD TO GIVE FLATS @ RS.1800 TO 2000/SFT INCLUSIVE OF ALL AND INCLUSIVE OF LAND COST . WHEREAS GOVT IS SPENDING ABOUT Rs.2700 to 3000/SFT INCLUDING TAXES AND IF LAND COST IS INCLUDED IT MAY GO BEYOND RS.3500/SFT. STILL PUBLIC MAY BUY THESE APARTMENTS TO ACCESS 3 LAKHS SUBSIDY COMPONENT. MANY MAY NOT REPAY LOAN AND PROTEST AS THEY FEEL CHEATED. ONE HAS TO UNDERSTAND THAT 3 LAKHS SUBSIDY /LAND GIVEN BY GOVT TO THE PROJECT ARE NOT FRE, THEY ARE OUR RESOURCES/PUBLIC RESOURCES. GOVERNMENT IS ACCOUNTABLE FOR THESE RESOURCES.nbsp; IS IT NOT BETTER OUTSOURCING THAN DOING IT ON OUR OWN? WHOM ARE THE PEOPLE GETTING BENIFITTED- CONTRACTORS, VESTED INTEREST GROPUS, NOT THE REAL BENEFICIRIES? MAJOR LOOSERS ARE PUBLIC, TAX PAYERS OF THIS NATION.

A 24-year-old man from Andhra Pradesh who was visiting his friends in Hyderabad fell into an open drain at Saroornagar in Hyderabad. Rescue officials found his body five kilometres away after an 18-hour long search on Sunday.Harish, an ITI graduate from Gundur town, Nellore district of Andhra Pradesh was in the city in search of a job. At around 6 pm on Saturday, Harish reached his friends home at Kodandaram Nagar near Eidgah in Saroornagar. The room was locked as his friends were away at the time.After keeping his bag at the doorstep, Harish went to attend naturersquo;s call at a toilet next to a drain leading to the Musi river. He slipped and fell into the drain on his way back from the toilet according to an elderly woman, who was an eyewitness to the accident. Police said, the elderly woman alerted the locals who tried searching but found no trace of the youth, who got washed away.Soon, officials from the fire department, disaster relief and Greater Hyderabad Municipal Corporation (GHMC) visited the spot and launched a rescue operation.However, there was not much the team could do as the drain where Harish fell in went underground about 50 meters from the accident spot, reported Deccan Chronicle.Rescue officials dug at five locations along the underground drain and rescue personnel carrying oxygen cylinders entered the drains but yet could not trace the missing youth.nbsp;Saroornagar inspector, N Ch Rangaswamy told The New Indian Express, "We informed the residents of all the colonies lying along the canal and circulated a message to all police stations. On Sunday afternoon, locals at Chaithanyapuri saw a body floating on the drain there and informed us,".

The forest in the state can be broadly divided into four major biotic provinces. The vegetation found in the state is largely of dry deciduous types with a mixture of teak, Terminalia, Dalbergia, Pterocarpus, Anogeissus, etc. The state possesses some rare and endemic plants like Cycas beddomei, Pterocarpus santalinus, Terminalia pallida, Syzygium alternifolium, Shorea talura, Shorea tumburgia, Psilotum nudum, etc. The diversity of fauna includes tigers, panthers, hyenas, black bucks, cheetals, sambars, sea turtles and a number of birds and reptiles.
