Following Tuesday's negotiation session where Prime Minister Petteri Orpo's (NCP) government finalised next year's draft budget proposal, reactions to the budget dominated Finnish papers today.
According to a report by Ilta-Sanomat, the Trade Union of Education in Finland (OAJ) is "appalled" by the government's plan to make further cuts to vocational education. In spring, the government announced plans to cut vocational education funding by 100 million euros, and despite heavy protests, in the latest budget negotiations, it increased the cut by another 20 million euros.
"It is unacceptable that vocational education is being cut once again. The government's policy is at odds with the needs of the labour market and the goal of raising skill levels. There is a great need for skilled workers in areas such as technology and healthcare," said OAJ President Katarina Murto.
According to OAJ, the total cuts would be equivalent to reducing about 1,600 teachers.
Finnish Education Employers (FEE) association (Sivista in Finnish) also condemned the additional cuts.
"It is impossible for educational institutions to plan for the future when funding is constantly uncertain. Education was supposed to be exempt from savings, but the government has broken this promise regarding vocational education for the second time," said Director of Policy Heikki Kuutti Uusitalo in a statement.
Preserving Finnish language
The most widely-read story on Helsingin Sanomat story featured Finnish youngsters who are challenging the dominance of English words in the Finnish language.
Lauri Lassila noticed what he considers a troubling trend — his friends increasingly struggle with finding the right Finnish terms and often resort to English or ask for translations. He pointed out anglicisms or English words or phrases directly adopted into Finnish: 'running joke' becoming juokseva vitsi or using steppi (step) instead of the Finnish equivalent, askel.
Together with friends Touko Kinnunen and Saaga Suonvieri, Lassila started a group called "Kivenkantajat" (Stone Bearers), dedicated to finding Finnish equivalents for English loanwords.
Kinnunen attributes this trend to a lack of pride in the Finnish language, seeing the dominance of English as a sign of surrender to American culture.
Although language naturally evolves and loanwords have always been part of this process, the group worries about the extent of English influence and how it may undermine the Finnish language.
They pointed out that Finnish youngsters replace words like Purilaisten, kanansiipien and lounaan with English versions like 'burger', 'wings' and 'lunch'. Instead of developing new Finnish words, there's a tendency to directly adopt English terms such as canceloinnista for 'cancellation', smoothiet for 'smoothies'.
People may be hesitant to use new translations at first, Lassila admits, but told HS he has successfully introduced the term kyrnyty to replace "cringe", which he claimed has gained traction in his circle.
The group compared themselves to conservationists who are determined to preserve the Finnish language.
Finnish cities with clean air
Oulu, Tampere, and Helsinki ranked high in an evaluation of air quality conducted by the European Environment Agency (EEA), which assessed 372 European cities.
According to a report by Swedish language daily Hufvudstadsbladet, Oulu and Tampere are in fifth and sixth place, respectively, while Helsinki ranked twelfth.
Leading the list are Swedish cities, with Uppsala in first place and Umeå in second. Eight of the top 10 cities are in northern Europe, with Faro and Funchal in Portugal being the only exceptions.
According to the EEA, overall air quality in Europe has improved over the past 30 years. However, some cities still have air quality that can be harmful.
The city with the worst air quality in Europe is Slavonski Brod in Croatia, the country’s seventh-largest city, according to the ranking.

Day After Quitting Congress, Ashok Chavan To Join BJP Today
A day after he quit the Congress, former Maharashtra Chief Minister Ashok Chavan is set to join the BJP later today. "Today around 12-12:30, I am going to start a new journey of my political career, I am going to join BJP," Mr Chavan told news agency ANI.
He had yesterday told the media that he will take a decision on his next step in a couple of days. Deputy Chief Minister and the state's top BJP leader Devendra Fadnavis, it is learnt, will welcome Mr Chavan into the party. Mr Chavan's aide Amar Rajurkar, who resigned as MLC with him, will also join the BJP today.
Sources have said the former Chief Minister may be offered a Rajya Sabha seat. That would also explain his decision to join the BJP a day after he resigned from the Congress and the Assembly: time for filing nomination for the Rajya Sabha polls is running out.
"I have resigned from the Assembly membership as an MLA. I have given my resignation to the Speaker. I have resigned from the Congress Working Committee and the Congress primary membership. I have not decided to join any party. I will clear my stand on joining a party after two days," Mr Chavan had told reporters yesterday.
Mr Chavan's exit is yet another blow to Maharashtra Congress months ahead of state polls and the general election. Earlier, key Congress leader, Milind Deora, quit the party and joined the Eknath Shinde faction of Shiv Sena. Baba Siddique too left and moved to the Ajit Pawar-led NCP.
According to Congress sources, Mr Chavan's differences with state party chief Nana Patole played a key role in his decision. Speaking to the media yesterday, he had suggested that he was upset over the delay in finalising seat-sharing within the Maha Vikas Aghadi alliance with just months left for the polls.
Mumbai Congress leader Sanjay Nirupam said that the former Chief Minister was upset over the working style of a Congress leader in Maharashtra. He did not name any leader. "He (Chavan) had approached the top leadership. Had his complaint been taken seriously, this situation would not have happened," Mr Nirupam said.
Congress leaders have taken swipes at Mr Chavan following his decision. Senior party leader Jairam Ramesh took a "washing machine" jab -- washing machine is an oft-repeated reference the Congress uses to accuse the BJP of stalling criminal investigations against Opposition leaders who switch to their side.
"When friends and colleagues leave a political party that has given them much -- perhaps much more they deserved -- it is always a matter of anguish. But to those who are vulnerable THAT Washing Machine will always prove more attractive than ideological commitment or personal loyalties," Mr Ramesh said. "These betrayers don't realise that their exit opens up vast new opportunities to those whose growth they have always stunted," he added.
Maharashtra Congress chief Patole said it is "unfortunate that leaders who have got everything are leaving the Congress party and ideology".
The son of former Maharashtra Chief Minister Shankarrao Chavan, Ashok Chavan wields significant influence in Nanded region. His exit comes at a time when the Maha Vikas Aghadi -- comprising the Uddhav Thackeray faction of Shiv Sena, the Sharad Pawar camp of NCP and the Congress -- faces two tall poll challenges.
Ashok Chavan has had an eventful political journey so far. Starting out as a student leader during his college days, he went on to hold key posts in the Congress, including Maharashtra Congress chief and a member of the Congress Working Committee. He has served as an MP from Nanded on two occasions and been a member of both Houses of the state legislature.
After serving as state minister, he was chosen for the Chief Minister post after Vilasrao Deshmukh stepped down in the aftermath of the 2008 terror attacks in Mumbai. The Congress retained him on the top post after the 2009 state polls. The stint was, however, short as Mr Chavan was forced to step down amid corruption allegations related to the Adarsh Housing Society scam.

At Congress' "Black" Protest Over Rahul Gandhi, Trinamool's Surprise Entry
Trinamool sources said Prasun Banerjee and Jawhar Sircar will attend the meeting, scheduled for 10:30 am today.
New Delhi: In a rare feat of Opposition unity, the Trinamool Congress, which said it will remain equidistant from the BJP and the Congress, today joined the big strategy meeting in the office of Congress chief Mallikarjun Kharge. Prasun Banerjee and Jawhar Sircar represented TMC in the meeting, which discussed the Opposition strategy on Rahul Gandhi's disqualification from the Parliament. The party said the Opposition should be united, even though they are distancing themselves from a joint front on other issues.
Mr Kharge said that the Congress party welcomes anyone who strides forward to “protect democracy”.
“I thank everyone who supported this. That is why, I thanked everyone yesterday and I thank them today as well. We welcome anyone who comes forward to protect democracy and Constitution and safeguard the people. We extend heartfelt gratitude to the people who support us,” the Congress president said.
Congress MPs wore black shirts as a mark of protest over Mr Gandhi's disqualification. K Chandrasekhar Rao-led Bharat Rashtra Samithi, a rival of the Congress in Telangana, joined the “black shirt” protest along with Shiv Sena (Uddhav Balasaheb Thackeray). After Rahul Gandhi's "not Savarkar" jibe at the BJP over its demand for an apology, Uddhav Thackeray had, on Sunday, warned him that demeaning Vinayak Savarkar would create “cracks” in the opposition alliance.
17 opposition parties -- INC, DMK, SP, JDU, BRS, CPM, RJD, NCP, CPI, IUML, MDMK, KC, TMC, RSP, AAP, J&K NC, and Shiv Sena (UBT) -- attended the meeting.
TMC shares an uneasy relationship with the Congress, which is part of the opposition, along with the Left, in Trinamool-governed West Bengal. The party had initially maintained a calculated silence on Rahul Gandhi's disqualification in a 2019 defamation case, even among widespread calls for a united opposition against the BJP's alleged targetting of opposition leaders. TMC has in the past avoided joining Opposition strategy meetings that Congress was part of.
TMC chief and West Bengal Chief Minister Mamata Banerjee, who has been a strong critic of the BJP, supported Rahul Gandhi.
“In PM Modi's New India, Opposition leaders have become the prime target of the BJP! While BJP leaders with criminal antecedents are inducted into the cabinet, Opposition leaders are disqualified for their speeches. Today, we have witnessed a new low for our constitutional democracy,” she had earlier said.
Ms Banerjee had earlier this month accused the Congress-Left combine of having an 'immoral alliance' with the BJP, and said that her party will not enter into any partnership with the two to fight for the 2024 Lok Sabha polls. Ms Banerjee claimed that the Congress, after having sought the “saffron camp's help”, should refrain from calling itself anti-BJP.
Congress has called Mr Gandhi's disqualification a “conspiracy” to silence Rahul Gandhi, who they say was making the PM and the BJP uncomfortable with sharp questions on the Adani-Hindenburg issue. Congress workers have been protesting across the country for the last two days. Party president Mallikarjun Kharge and top leader Priyanka Gandhi Vadra have accused the government of “trying to silence” a “martyr's son”.
Asserting that the action against Mr Gandhi was lawful, and initiated by an independent judiciary, the BJP accused the Congress of protesting against the Constitution and the courts.
The move drew the Opposition's ire, which called the swift action by the Lok Sabha secretariat a “dictatorial move” and decried the “murder of democracy”.
Meanwhile, 14 opposition parties have approached the Supreme Court, alleging the misuse of central investigating agencies by the government. The top court will hear the case on April 5.
52-year-old former Congress president Rahul Gandhi was convicted by a court in Gujarat, PM Modi's home state, and sentenced to two years in jail for a 2019 speech in which he linked PM Modi's last name with two fugitive businessmen, remarking how the “thieves” shared the same last name. The court also granted him bail and suspended the sentence for 30 days to allow him to appeal to a higher court.
Rahul Gandhi's team has said they will challenge the verdict in a higher court. If the order is not cancelled, Mr Gandhi will not be allowed to contest elections for the next eight years.

Maharashtra Assembly special session postponed, no Floor Test today
Jun 30, 2022 10:31 IST Mumbai (Maharashtra) , June 30 (Always First): Maharashtra Assembly Secretary Rajendra Bhagwat has informed all state MLAs that as per the Governor's orders the special session that was scheduled on Thursday will now not be convened. The special Assembly was scheduled today with the only agenda of a Trust Vote against the Maha Vikas Aghadi government led by Uddhav Thackeray Minister who resigned as chief minister late Wednesday evening. In a circular, Rajendra Bhagwat, Principal Secretary, Maharashtra Legislative Assembly, informed all state MLAs that as per the Governor's orders, there's no need for a floor test now, so today's special session will not be convened. The Floor Test that was convened by Governor Bhagat Singh Koshyari was challenged in the Supreme Court by the Shiv Sena. The apex court, however, declined to stay the Floor Test and in its observation said that the floor of the House was the only way to settle these issues of democracy. Minutes after the order by the top court, Thackeray addressed the people of the state via social media in which he announced his decision to step down as chief minister and as a Member of the Legislative Council. The announcement brought an end to the political crisis that erupted in the state for over a week with a faction of Shiv Sena MLAs revolting against him for joining hands with NCP and Congress to form the government. Meanwhile, the stage is set for the return of a BJP-led government in the state with the party, which is the single-largest party in the Maharashtra Assembly with 106 MLAs, likely to stake claim to form the government. As Leader of the Opposition, Devendra Fadnavis is set to stake claim to the Chief Minister's post for the third time. Fadnavis, who met the party's top brass twice in a week in Delhi, said that the future course of action will be announced today. The BJP, on the other hand, is likely to hold a series of meetings to deliberate on the formation of government in the state along with the rebel Shiv Sena MLAs led by Eknath Shinde, which had been camping in first Surat, then Guwahati and had landed in Goa on Wednesday night. Multiple papers report on the official resignation of Marin's government scheduled on Thursday.
As is customary, Prime Minister Sanna Marin (SDP) will submit a letter of resignation on behalf of her cabinet to President Sauli Niinistö. The submission is set to take place at 10:30 on Thursday morning, according to newspaper Helsingin Sanomat (siirryt toiseen palveluun) (HS).
The centre-left coalition will continue to work in a 'caretaker' capacity until the new government takes over. This means that Marin's cabinet is not to introduce any new bills but only take care of day-to-day government affairs.
Efforts to form a new government will begin from next week, after the Easter holidays, HS reports. Petteri Orpo's National Coalition Party will get the first try in forming the next coalition.
Meanwhile, Sanna Marin said that if the SDP joins the incoming coalition government, it was unlikely she would serve as a minister, after announcing her intention to step down as leader of her party. Her decision came after the SDP finished third in this spring's elections, just behind the centre-right NCP and the right wing Finns Party.
Who will replace Sanna Marin?
Tabloid Ilta-Sanomat (siirryt toiseen palveluun)(IS) keeps a close eye on the SDP's office in Helsinki's Hakaniemi on Thursday morning, as party members arrive to discuss Sanna Marin's successor as chair.
"I guess it was no surprise. This has been a terrible season, and as Prime Minister, Marin has had to carry a heavy load of responsibility on her shoulders. It's pretty hot at the top of politics these days," party board member Jukka Hämäläinen said of Marin's decision to step down, adding that "there are plenty of good names, and they will start to emerge in the coming weeks."
One of those names is parliamentary group chair Antti Lindtman, who MP Maria Guzenina said stands a strong chance of receiving enough backing.
Third deputy party leader Matias Mäkynen told IS he was not interested in filling Marin's boots, while the outgoing Minister of Family Affairs and Social Service, Krista Kiuru, said she has not made up her mind.
IS also spoke to the outgoing Minister for European Affairs and Ownership, Tytti Tuppurainen, who also left the possibility of her candidacy open.
"I will neither say yes or no. But I have a strong position in the party as leader of the social democrat women. The party is in good shape, we have momentum and new members. Many players are interested in the situation, and we will have a proper party leadership race. The future leader's international expertise will be highlighted in Nato member Finland," Tuppurainen said.
Easter travel forecast
Easter traffic is set to be at its busiest on Thursday, newspaper Ilkka-Pohjalainen (siirryt toiseen palveluun)(IP) reports.
Citing Finland's national traffic management agency Fintraffic, the paper writes that roads are expected to be particularly busy between 1:00 pm to 7:00 pm.
"The weather forecast looks quite good, so outbound traffic may start earlier," Fintraffic's Kari Tarkki said.
Easter Friday commuting is expected to be busy between 9:00 am to 2:00 pm, after which traffic should resume to normal, according to the paper.
Return traffic is typically busiest on Easter Monday, between noon and 8 pm.
"It is spread out a slightly longer period. Return traffic has always been less congested than outbound traffic," Tarkki noted.

PM Modi chairs all-party meeting on Covid-19 situation
NEW DELHI: Prime Minister Narendra Modi on Thursday chaired an all-party meeting with leaders of various political outfits and top union ministers to discuss the Covid-19 pandemic situation in the country, sources said. Floor leaders from all parties in Lok Sabha and Rajya Sabha have been invited to attend the virtual meeting which started around 10:30 am. About 12 leaders from prominent political parties having five or more than five MPs, will be speaking at the meeting, the sources said. Leader of Opposition in Rajya Sabha Ghulam Nabi Azad will speak on behalf of the Congress in the meeting. Sudip Bandyopadhyay from the TMC, Sharad Pawar of the NCP, Nama Nageswara Rao from the TRS and Vinayak Raut from the Shiv Sena among others will also speak during the meeting, they said. Opposition leaders are also expected to question the government about the expected availability of the Covid-19 vaccine and plans for its distribution, the sources said. This will be the second all-party meeting called by the government to discuss the Covid-19 situation since the outbreak of the pandemic. Union defence minister Rajnath Singh, Home Minister Amit Shah, Health Minister Harsh Vardhan are present in the meeting. Besides them, Parliamentary Affairs Ministers Pralhad Joshi and ministers of state in the same ministry Arjun Ram Meghwal and V Muraleedharan, who reached out to floor leaders for the meeting, will also be a part of it. The meeting is likely to begin with a presentation by the Union health secretary Rajesh Bhushan. The presentation would explain India’s fight against the pandemic so far. The meeting also assumes significance as it is being held after Modi’s visit to pharmaceutical companies in Ahmedabad, Hyderabad and Pune to review coronavirus vaccine development work there.

Helsingin Sanomat wrote (siirryt toiseen palveluun) that the Centre, National Coalition Party (NCP), and Left Allliance will convene for their annual meetings this weekend.
Party members of the Centre will meet in Lappeenranta, the NCP are headed to Kalajoki, and Pori will host the Left Alliance.
All three chairs, Annika Saarikko (Centre), Petteri Orpo (NCP), and Li Andersson (Left) are running for new terms. Both Andersson and Orpo are running unopposed for the helm of their respective parties, but Saarikko will face veteran politician Paavo Väyrynen in an contest for the Centre party's top spot.
NCP is riding a high level of support that HS said (siirryt toiseen palveluun) could propel Orpo to becoming the prime minister after the elections next spring. Much of NCP's popularity can be attributed to its long-standing support of Nato membership, according to the paper.
HS also reported (siirryt toiseen palveluun) that it isn't a surprise that Saarikko is facing competition, as recent polls have shown the Centre party's descent to its lowest level of support. If this trend follows the party into the elections next spring, it would be a historically weak performance.
The Left Alliance will formally address its stance on Nato membership. The party has historically been the most opposed to Nato membership. Of the party's 16 MPs, six voted against joining Nato— the largest proportion among any party. HS wrote (siirryt toiseen palveluun) that voting will likely be tight amongst Left Alliance members, but unlikely to tear the party apart.
Number of housing vacancies on the rise
Tampere-based Aamulehti wrote (siirryt toiseen palveluun) that nearly 11 percent of Finnish residences are empty. The number of empty housing units has increased considerably during the 2010s with 250,000 in 2010 and 365,000 in 2021.
AL wrote that this phenomenon is global and particularly prevalent in cities. In Finland blocks of flats in the countryside are 30 percent empty compared to the country's biggest cities that are about 10 percent vacant.
Of the larges cities—excluding Espoo—Tampere had the lowest percentage of empty dwellings with only 8.3 percent. Meanwhile, Turku came in at 9.0 percent and Helsinki at 9.2 percent.
Juho Keskinen, an economist at mortgage association Hypo, told AL that the number of empty dwellings has also increased the amount of investment housing units. He said this is explained by recent low interest rates and savings during Covid, which have encouraged people to invest in housing.
In general, Keskinen said the number of empty apartments is explained by demographic trends.
"There are many types of housing vacancies. There may be areas of urbanisation, and in larger cities there may be investment housing, second homes, and Airbnb apartments," Keskinen explained.
US Senate takes first Nato step
Swedish-language daily Hufvudstadsbladet reported (siirryt toiseen palveluun) that the US Senate took the first step in approving Finland's Nato application.
While the Nato application process has been stalled by Turkey's demands, other national legislatures are preparing paperwork in order to facilitate Finland and Sweden joining the alliance. All 30 national legislatures of Nato countries need to approve the countries' bids for the applications to go forward.
The Senate Committee on Foreign Relations voted unanimously in adopting a resolution to support Finland and Sweden joining the military alliance. HBL wrote that according to Politico (siirryt toiseen palveluun), the resolution called on US President Joe Biden to expedite the paperwork for both Nordic countries to join Nato.
Both Senate Majority Leader Chuck Shumer, a Democrat, and Senate Minority Leader Mitch McConnell, a Republican, both signed to the resolution—a rare moment of bipartisanship in a Washington mostly divided by party lines.
While the vote was unanimous, there was a notable absence from Kentucky Senator Rand Paul. The Republican senator has for weeks refused to say whether or not he will support Finland and Sweden joining the alliance. However, according to Politico, his decision will not be a factor either way, as the US Senate overwhelmingly supports Finland and Sweden joining Nato.
