Home minister Amit Shah to meet Manipur leaders, visit riot-hit Churachandpur
The death toll from clashes since ethnic rioting began on May 3 has gone up to 80 according to officials.

IMPHAL: Union Home Minister Amit Shah who is on a mission to restore peace in strife-torn Manipur, will hold a series of meetings with political and civil society leaders from both the Meitei and Kuki communities, and visit Churachandpur, the site of some of the worst rioting earlier this month, on Tuesday.
Shah, who flew to Imphal last night accompanied by the home secretary, had held a meeting with chief minister N Biren Singh, as well as some of his cabinet colleagues, intelligence and security officials on Monday late night to take stock of the situation.
The meeting, sources said, decided on a series of relief measures as well as steps to augment supplies in this north-eastern state to cool down prices of essential commodities which have soared since ethnic violence began earlier this month.
Sources said Kuki leaders and MLAs, many of whom had left for neighbouring states, may be flown in for talks with him.
Kukis have been demanding a separate administration for districts they live in, failing which they have also asked for President’s rule to be imposed on the state.
Manipur, afflicted by ethnic conflict for nearly a month witnessed a sudden spurt in clashes and firing between militants and security forces on Sunday, after a relative lull for several weeks.
The death toll from clashes since ethnic rioting began on May 3 has gone up to 80 according to officials.
Army and paramilitary personnel have been conducting combing operations in the Imphal valley and surrounding districts, an official said. The Army operation is aimed at confiscating illegal caches of arms, he said.
Ethnic clashes first broke out in Manipur after a ‘Tribal Solidarity March’ was organised in the hill districts on May 3 to protest the Meitei community’s demand for Scheduled Tribe (ST) status.
The violence was preceded by tension over the eviction of Kuki villagers from reserve forest land, which had led to a series of smaller agitations.
Meiteis account for about 53 per cent of Manipur’s population and live mostly in the Imphal Valley.
Tribals Nagas and Kukis constitute another 40 per cent of the population and reside in the hill districts.
Around 140 columns of the Indian Army and Assam Rifles, comprising over 10,000 personnel, besides those from other paramilitary forces, had to be deployed to bring back normalcy in the northeastern state.

HM Amit Shah’s Manipur visit on Jan 6; CM N Biren Singh reviews preparedness
Manipur is getting ready for Union Home Minister Amit Shah's scheduled visit to the state on January 6. The Home Minister would be inaugurating a slew of key projects including a medical college in Churachandpur (bordering Myanmar), northeast India’s first Olympic Park at Sangaithel hillock and the polo statue atop Ibudhou Marjing Hill. At 120 feet, the statue would be the region’s tallest. The estimated cost of the projects is said to be over Rs 300 crores.
Home Minister Shah would also lay the foundation stone for projects worth over Rs 1000 crore.
In view of the Union Home Minister's upcoming visit, Manipur Chief Minister N Biren Singh took stock of the state’s preparedness to host the Union Home Minister. CM Singh chaired a review meeting today with the Ministers, MLAs, Civil and Police Officials. The meeting discussed the preparations for the reception of the Union Home Minister, security arrangements and other issues related to the HM’s visit.
During Home Minister (HM) Shah’s day-long visit to the state, the HM would inaugurate the Olympic Park at Sangaithel hillock, about 15 kms west of Imphal built by the state government. The Park, first of its kind in the northeast region, houses statues of the state Olympians. The park has enough space to accommodate statues of Manipur’s sportspersons who would represent the state in the Olympics in future.
Since the 1984 Los Angeles Olympics onwards, Manipur has so far produced 19 Olympians, including seven from hockey, four each from boxing and weightlifting, three from judo and one from archery.
The Union Home Minister will also inaugurate the 120 ft tall polo statue being constructed atop the Ibudhou Marjing Hill at Heingang in Imphal East district. It may be mentioned that it will be the tallest statue in the entire Northeast.
The statue will go a long way in popularising Manipur, which is known to be the birthplace of modern polo sport. Besides, the Olympic park and the polo statue are expected to boost tourism and employment generation in the state.
In a big boost to medical education in the state, the HM is scheduled to inaugurate the Churachandpur Medical College in Churachandpur, the Manipur district bordering Myanmar. The College would commence its session from 2023-24 with a capacity of 100 students in each session. The total cost of the College is estimated at over Rs 500 crore.
The Union minister will also be unfurling the INA flag at Moirang in Bishnupur district of Manipur. Reports have been doing the rounds that the HM would also be visiting Nagaland this January. However, there is no official confirmation yet.
Earlier, on December 6 last year, Amit Shah had said he would visit eastern Nagaland in January 2023. He had said this during his meeting with the Eastern Nagaland Peoples’ Organisation (ENPO) at his official residence in New Delhi.
It was in this meeting, that Shah highlighted about a “clear road-map for amicable, legislative and sustainable solution for eastern Nagaland” in consultation with the people of eastern Nagaland and the state government.

Manipur CM Reviews Development Works Ahead of G-20 Summit
Manipur CM N Biren Singh visited the Sangai Ethnic Park at Moirang Khunou and took stock of the development work done there ahead of the G20 Summit to be held in the state from February 16 to 18, 2023.
He also visited the INA Memorial Complex being developed at Moirang during his visit on Saturday. Briefing the media at the INA Memorial Complex, CM Biren Singh informed about the likely visit of the Union Home Minister Amit Shah to the State in January next year.

India: Renewed Ethnic Violence in Manipur State
Authorities Should Protect All Communities, End Divisive Policies

(New York) – Indian authorities should urgently intervene to address renewed violence between ethnic groups in India’s northeastern state of Manipur, Human Rights Watch said today. Both the Manipur state and central governments should take prompt measures to resolve disputes, investigate abuses, and appropriately punish those responsible.
Armed groups from the predominantly Christian Kuki-Zo community and the mostly Hindu Meitei community have engaged in deadly violence, which has reportedly killed at least 11 people. Students and others have protested the violence, and some have clashed with security forces and attacked government buildings. On September 10, 2024, the Manipur state government imposed a curfew in three districts and suspended the internet in five districts until September 15.
“The state government’s response to increasingly violent ethnic clashes in Manipur has just caused greater harm,” said Meenakshi Ganguly, deputy Asia director at Human Right Watch. “Instead of protecting vulnerable communities and upholding the rule of law, the authorities have deepened longstanding anger and distrust among the communities through polarizing policies.”
Manipur’s Bharatiya Janata Party (BJP) state government, led by Chief Minister N. Biren Singh, an ethnic Meitei, has replicated his party’s divisive policies used nationally to promote Hindu majoritarianism. He has publicly claimed without any basis that the Kuki were providing sanctuary to illegal immigrants from Myanmar and engaged in drug trafficking, deforestation, and militancy.
Since May 2023, over 200 people have been killed and hundreds injured. More than 60,000 people have been displaced and are living in cramped shelters. Several Kuki women have reported sexual violence and rape by Meitei mobs. Homes, businesses, villages, and places of worship, mostly targeting the Kuki community, have been burned down, attacked, and vandalized.

India’s Manipur state is on the boil, with social media flooded with visuals of people killed and injured in armed attacks. Violent protests broke out after an attack on June 29, while a church was looted and burned down two days prior. Over the past two months, Manipur’s largely Hindu Meitei community, which constitute a little over half of the state’s population, and the Christian-majority Kuki tribal group, which makes up about 16 percent of the population, have violently attacked each other in an outpouring of recrimination and revenge. Over 100 people have been killed and nearly 40,000 displaced. Angry mobs and armed vigilantes have burned down homes, churches, and offices.
Manipur has long faced secessionist insurgencies in which both military and state security forces have committed serious human rights abuses. Longstanding ethnic disputes have also erupted into violence. However, instead of adopting measures that would ensure the security of all communities, the Bharatiya Janata Party government of N. Biren Singh in Manipur state has replicated the national party’s politically motivated divisive policies that promote Hindu majoritarianism. Many Meitei seek the same affirmative action privileges that are provided to the Kuki under their protected tribal status. Tribal groups, particularly the Kuki, have argued that this would expand Meitei economic dominance and allow them to take over land in tribal areas.
