Meaning and why this flower was chosen: Rue, which is used to symbolize regret partly because it’s in the name, represents this character, who bears deep regret for an incident more personally impactful than anything else could be; it wasn’t the character’s fault, but nonetheless it begs forgiveness, and in many ways it’s inseparable from the incident itself.
