Ra'sTim as a ship still is a huge thing for me, and I adore our small yet loving community. I did not recommend fics that are extremely popular as I would like to share less known but not less amazing stories. I also didn't recommend stories coming from - let's say anti fandom, that mistreats Ra's in order to prop up another ship or even as a mere racist caricature.

None of these are Bucky/Jason but they're all Jason-centric and utterly fantastic

Letter of Complaint by envysparkler is short and sweet and utterly hilarious, and also lays out front and center the majority of the tension between Jason and Bruce.

Jason Todd: The Not-So Outlaw by GoAwayOlivia is a long one, but its also a pretty good primer for most things and explains what went down in the past and how its gotten to the current story without throwing everything at you at once. It also shows Jason's inner workings, and some of the reasonings behind his decisions and what drives him. Its hands down one of my favorite stories about Jason and I go back to reread it frequently.

Mr. And Mrs. Hood by myadamantiumheart is a Jason/Stephanie Brown fic that perhaps isnt the best for someone just getting into the fandom, but its utterly fantastic and the prose is thrilling, couched in a more mafia/gang setting than the usual superhero/vigilante centric that most have, definitely leaning heavily into "we're vigilantes but our moral compass spins wildly to rules only we know" kind of deal. You get to see the smarts and planning of both Jason and Steph and the lengths that they'll go to to protect what's theirs, with no compunctions about getting their hands dirty. You get to see the "Batman will disapprove of this but fuck him, he didn't grow up on these damned streets" front and center, and I just think that's neat.

I feel like I would love Jason Todd if I could actually get the right fic recommended to me.
