The two Killing games where the most people survived began with an acknowledgement of the situation they were in, and how you might not be able to actually trust that nobody would murder to get out of there.

So in my estimation, I feel like the prologue for Eden's Garden was a nail in the coffin for everyone involved aside from maybe 2 people. They not only started their killing game off by loudly declaring nobody had any intention to murder, but then shunned those who were even a little suspicious of the idea of nobody murdering. They outcast the only two people who were holding any kind of caution, all the while pretending to operate just fine even though they too didn't trust anyone.
