The official confirmation came after photos circulated on messaging app WhatsApp depicting a severed head on top of a pick-up truck, appearing to be that of Arcos. Hundreds of sub-postmasters convicted in the Post Office Horizon scandal should be able to submit a mass appeal, a former cabinet minister has said.
Sir David Davis, who is seeking to question ministers about the scandal, told the BBC there was “no real reason” why there could not be a “mass case”.
Ministers are to meet to consider possible ways of clearing the names of hundreds of convicted sub-postmasters.
The PM has told the BBC the government is reviewing options to help victims.
The scandal led to more than 700 branch managers being convicted of false accounting, theft and fraud, based on faulty software.
Some sub-postmasters wrongfully went to prison, many were financially ruined. Some have since died.
While the scandal has been public knowledge for some time, an ITV drama which aired last week has thrust the issue back into the spotlight.
Speaking to the Today programme, Sir David Davis said the drama had galvanised the response to the scandal. “There are now tens of millions of people who care about this – care a lot. They’re furious in many cases.”
He added: “All of the cases depend on one single lie, and that is nobody but the postmasters and mistresses could access their computers. We now know that to be untrue. I see no real reason, no logical reason you can’t have a mass case, mass appeal on that basis.”
Sir David and Labour MP Kevan Jones are among those hoping to secure the chance to scrutinise a minister in the House of Commons, which is reassembling on Monday for the first time since Christmas recess.
Why were hundreds of sub-postmasters prosecuted?
PM considers ways to clear all Post Office victims
The Post Office – which is wholly owned by the government – acted as the prosecutor when it brought the cases against its sub-postmasters between 1999 and 2015.
A petition calling for the former Post Office chief executive Paula Vennells to lose her CBE over the scandal has received more than one million signatures. Ms Vennells has been contacted for comment on the petition.
Both Tracy Felstead and Janet Skinner were sub-postmistresses who were jailed in connection with the Post Office Horizon scandal. They told BBC Breakfast that Ms Vennells should hand back her CBE.
“To be fair, and if she had any decency she would just hand it back,” Ms Skinner said.
Ms Felstead said she would like to see “someone held accountable”.
“We were classed as criminals by the Post Office,” she said. “Now it is their turn to be investigated and find out who knew what, why and when this all happened. Someone needs to be held accountable for everybody.”
Many victims of the scandal are still fighting to have their convictions overturned or to secure full compensation after being forced to pay out thousands of pounds of their own money for shortfalls that were caused by Horizon accounting software.
It has been described as the most widespread miscarriage of justice in British history, but to date, fewer than 100 people have had their convictions quashed.
The board overseeing compensation has called for all Post Office staff wrongly accused of theft and false accounting to have their convictions overturned.
Prof Chris Hodges, the chair of the Horizon Compensation Advisory Board, told the Today programme that “a civilised state should overturn these convictions and deliver compensation with people having to do as little as possible”.
Some have argued that overturning all the convictions could encroach upon the independence of the judiciary, but Prof Hodges said while that was a consideration he did not think it was important in these circumstances.
“This is not a situation in which anyone would complain that the government is breaching anyone’s human rights,” he said.
Prof Hodges added that he would be “very surprised” if the judiciary “weren’t as angry and indeed embarrassed about the situation as we all are, so I don’t think that there is a constitutional issue behind here that actually stands up”.
However, former sub-postmistress Ms Felstead told the BBC that while the process of helping former sub-postmasters needs to be sped up, she cautioned against a mass exoneration.
“I think we need to be really careful that we’re not just going to go and turn everybody’s convictions over just in case you have that one person that has committed a crime and you’ve just turned over their conviction,” she said.

Prime Minister Rishi Sunak told the BBC on Sunday it was “right that we find every which way we can do to try to make this right for the people who were so wrongfully treated at the time”.
As a result of renewed anger and headlines following the ITV mini-series – Mr Bates vs the Post Office – a meeting between Justice Secretary Alex Chalk and the Minister for the Post Office, Kevin Hollinrake, has been brought forward by a week.
On Monday, Mr Chalk and Mr Hollinrake will talk to government lawyers to explore mechanisms to lawfully attempt to speed up the process.
The prime minister said on Sunday the government was reviewing options including stripping the Post Office of its role in the appeal process.
There has been concern within government that the quashing of convictions and getting compensation to those who were victims of a miscarriage of justice has been far too slow.
To date, 93 convictions have been overturned and, of those, only 30 people have agreed “full and final settlements”.
Meanwhile, 54 cases have resulted in either a conviction being upheld, people being refused permission to appeal, or the person appealing having withdrawn from the process, according to the Post Office.
The Post Office had the power to decide on bringing the original prosecutions, and its appointed lawyers presented the evidence in court. But one option now would be for the Crown Prosecution Service and its own lawyers to step in as appeals continue to be heard.
Currently, a public inquiry into the scandal is ongoing and the Metropolitan Police is investigating the Post Office over potential fraud offences arising from the prosecutions.
A Post Office spokesperson has previously said it shares the “aims of the public inquiry to get to the truth of what went wrong in the past and establish accountability”.

Microsoft, Google race to bring generative AI to the office
In what has become a race to incorporate generative AI across their products, Microsoft and Google are both announcing efforts this week that will allow businesses to harness the technology in conjunction with their proprietary data.
Why it matters: While competition is often good for customers, some worry that peer pressure is prompting companies to rush deployment of an unproven technology replete with risks and unknowns.
Driving the news: Google today announced several tools to allow businesses to use generative AI as a way to discover and synthesize corporate data. It also previewed how its productivity suite, Google Workspace, will incorporate AI to help compose e-mails, rewrite letters and create marketing materials.
Microsoft, meanwhile, has a customer event on Thursday where it is expected to unveil new ways for its business users to harness generative AI in the coming months, including within Office apps such as Word, Excel, Outlook and PowerPoint.
The big picture: Companies large and small are rushing to integrate generative AI in their products. Salesforce, for example, announced plans last week to incorporate such tools throughout its customer relationship software and to partner with OpenAI to bring ChatGPT to Slack.
Between the lines: The tech companies are trying to thread a fine needle — moving quickly to show customers that they're first with the latest trend, while also taking time to test the products with a few trusted customers before unleashing them more broadly.
That's important both because there are a lot of unknowns related to the fast-evolving technology, and because it could easily be used to aggravate already-big problems like misinformation and phishing scams.
Even the timing of generative AI announcements has become a point of competition.
After Microsoft announced last week that it was holding an event this Thursday to talk about AI in the workplace, Google subsequently scheduled today's news and briefed reporters on it Monday.
A similar storyline played out last month. as both Google and Microsoft looked to show how generative AI could reshape the search business.
Before Microsoft could announce its plans to add OpenAI's technology into Bing and Edge, Google pushed out an announcement of its Bard chatbot, as well as news it was also bringing generative AI to search.
Be smart: This is a marathon, not a sprint. Companies have spent years getting the technology to this point, and perfecting it will take time, too.
Few will care down the line who said what with a day's lead time. What will count is whether the companies developing these powerful technologies are taking adequate steps to address serious issues around safety, privacy and equity.
Microsoft, Google and Salesforce all stress they are making their AI technology first available to a few customers, with whom they will work closely to identify bugs and improve features.
However, critics say business concerns will inevitably take precedence. "The more money that flows in, the faster people are moving the goal posts and removing the guardrails," attorney Matthew Butterick told Axios. Butterick is involved in lawsuits against several companies, including Microsoft's GitHub, over how their generative AI systems operate.
Platformer reported Monday that Microsoft has disbanded an Ethics and Society team within its responsible AI team. An October reorganization had already moved most workers into product teams.
“The pressure from [CTO] Kevin [Scott] and [CEO] Satya [Nadella] is very very high to take these most recent openAI models and the ones that come after them and move them into customers' hands at a very high speed," Microsoft VP John Montgomery told the team members at a meeting at the time of the reorganization, per audio obtained by Platformer.
In 2020 Google forced out AI ethics researcher Timnit Gebru, who says she was fired for raising questions about the company's algorithms and practices. Over several months a number of other workers on that team either quit or were fired.
Yes, but: Microsoft notes it has continued to increase its investment in responsible AI even as the way that it does so has evolved.
Meanwhile: A new study being released by KPMG today finds that 85% of businesses surveyed expect to be using more AI in the coming years, but nearly two-thirds say they don't have a formalized function in their company to manage AI risks

PeckShield says $15M lost on Crypto.com, Tesla accepts doge
After a rough start to the year, the price of bitcoin is about flat in the last seven days. The largest cryptocurrency by market value is currently trading at $41,671, according to Coin Metrics.
Ether, the second-largest, is up about 2% in the same time frame. It’s now priced at $3,113.
Other top coins had a better week. Cardano, Terra and Dogecoin, for example, jumped over the last seven days, Coin Gecko data shows.
Along with price movement, here are six important things that happened in the crypto space last week.
1. Kim Kardashian and Floyd Mayweather sued by investors over alleged crypto scam
In June, Kim Kardashian posted an Instagram Story promoting a cryptocurrency called EthereumMax.
“Are you guys into crypto???” she wrote. “This is not financial advice but sharing what my friends told me about the Ethereum Max token!” Kardashian included the hashtag “#ad,” which indicates that the post was paid for as promotional content.
A class action lawsuit in the U.S. District Court for the Central District of California was then filed on January 7, accusing Kardashian and other celebrities, like Floyd Mayweather, of “making false or misleading statements” about EthereumMax to allegedly increase its price.
Ryan Huegerich, a New York resident, filed on behalf of himself and other investors who bought EthereumMax between May 14, 2021 and June 17, 2021. The lawsuit claims Huegerich and others lost money on their investments.
Representatives for Kardashian and Mayweather were not immediately available for comment when contacted by CNBC. A spokesperson for EthereumMax told CNBC that the lawsuit was “riddled with misinformation” and disputed accusations that it was a scam.
2. Jack Dorsey creates a legal defense fund for bitcoin developers
On Wednesday, Twitter and Block founder Jack Dorsey announced plans to create a “Bitcoin Legal Defense Fund.”
“The Bitcoin Legal Defense Fund is a non-profit entity that aims to minimize legal headaches that discourage software developers from actively developing Bitcoin and related projects,” Dorsey wrote in an email.
The fund will defend bitcoin developers from lawsuits, “including finding and retaining defense counsel, developing litigation strategy and paying legal bills,” with volunteer and part-time lawyers, he wrote.
3. Block will build a bitcoin mining system
On Thursday, Dorsey confirmed that Block, formerly known as Square, will be “officially building an open bitcoin mining system,” he tweeted on Thursday. The company first announced that it was considering the project in October.
Bitcoin operates on a proof of work (PoW) model, where miners must compete to solve complex puzzles in order to validate transactions. The process isn’t easy: It requires a lot of energy and computer power, which isn’t cheap. The computers themselves, along with other equipment, can also be very expensive.
With these types of difficulties in mind, the project’s goal is to make mining bitcoin, the largest cryptocurrency by market value, “more distributed and efficient,” tweeted Thomas Templeton, the company’s general manager for hardware.
Templeton mentioned that there are a number of “customer pain points” and “technical challenges” in the mining community that Block hopes to address, including mining rig availability, high price, reliability and power consumption.
4. Cash App integrates with the Lightning Network
Dorsey has continued to focus more on bitcoin since his departure from Twitter in November.
On Monday, he announced that Block’s Cash App integrated with the Lightning Network, which enables faster, cheaper bitcoin transactions. This now allows Cash App users in the U.S., except those in New York, to send bitcoin for free to anyone globally.
