Private Joseph Plumb Martin wrote that the army's new encampment had left them "in a truly forlorn condition, -no clothing, no provisions, and as disheartened as need be." (American Battlefield Trust) All the while British troops were facing similar conditions in Philadephia. The British were raiding surrounding towns and villages for food to feed their army while trying to combat the Americans doing the same. Brig. Gen. James Mitchell Varnum after seeing this wrote Greene, "The situation of the camp is such, that in all human probability the army must soon dissolve - Many of the troops are destitute of meat, & are several days in Arrear- The Horses are dying for want of Forage." Washington also commanded that every farm or family that had livestock or food commandeered get be given letters that stated that for payment of their goods, families must write and apply to the Commissaries and Quartermaster General. There was one last command as well. If the troops couldn't bring it back to Valley Forge it was

to be burned and destroyed. (Washington) Congress also appointed a german baker, Christopher Ludwick, "Superintendent of Bakers and Director of Baking, in the Grand Army of the United States". Ludwick promised to produce 135 lbs of bread for every 100 lbs of flour he was given. He succeeded in his task and continued in his post until the end of the war. (Butler) In an effort to help feed the waining army Governor Jonathan Trumbull gave beef cattle and hogs for food and mules to help pull military hardware such as cannons. (Cregeau) Washington also sent many letters to Congress asking for more rations or more money to buy food on the black market. (Washington) In one of those letters Washington writes to Henry Laurens who was the President of Congress at the time asking for help with the commissary department as they have no supplies and "unless more Vigorous exertions and vetter regulations take place in that line, and immediately, this Army must dissolve," the letter reads. Congress moved by Washington's plea sends the Committee of Conference to Valley Forge and Washington. Washington meets them with a lengthy essay in which he's given his ideas after observing what the army needed. It is said that in Putnam Valley, you are either on a hill or in a valley. You don’t see much flat land around here! The amazing thing about it is that although you get the sense you are in a very rural environment like somewhere near the Canadian border, you can drive to Manhattan in only one hour. These are the driving forces that compelled me to move here.
