1989: milestones for cleanup are set, for the first time

1991: reactors decommissioned. 53 million gallons of nuclear waste remain, stored in 177 single-walled tanks, containing spent fuel rods submerged in water. at this point, the site is already responsible for substantial groundwater contamination. additionally, there is 25 million cubic feet of solid, vitrified waste stored onsite

1994: adjacent land is used to build the laser interferometer gravitational wave observatory (LIGO). it was at the time the largest national science foundation project by funding dollars ($395m)

of course i have left a lot of details out, but my focus for this series is specifically the way in which nuclear waste storage is used for imperial expansion. it’s designed to create a problem with no solution -- hanford liquid waste is scheduled to be vitrified, and this process has been ongoing for years, but after that, it has nowhere to go except the storage site at yucca mountain, which was cancelled by a lawsuit from the shoshone tribe. there is no acceptable location for a longterm storage site, and currently the proposed solution to this problem is to build consolidated interim storage facilities, holding solid waste on a concrete platform like an immense set of bowling pins for a hundred years, just like the 34 casks remaining at the trojan site in oregon

LIGO is as necessary a piece of the puzzle as any, it’s proof of concept that even the most contaminated site can supposedly be safely rehabilitated, although it did not occur to me to ask whether any LIGO scientists actually drink the groundwater or eat the LIGO grapes (i wouldn’t)

Detective James “Flash” Pruett was tasked with “several old cases,” on Dec. 6 and Dec. 7, 1995, and could not devote full attention to the Rhonda Hinson murder investigation. But on Friday Dec. 8, he re-established contact with Jeff Hinkle, who had previously agreed to be wired to obtain a voice print while in a contrived meeting with Greg McDowell.

In his notes, Pruett wrote, “I did talk to Jeff Hinkle today about the target date for the recording. Jeff felt it would be better to call Greg first and see if he could make an appointment with him, instead of just trying to show-up. I will call Jeff next week to confirm the date.”

Four days later—Tuesday, Dec. 12—Jeff had accomplished the objective of establishing a meeting with Greg in his office to discuss grouping electrical services and the electrical codes, Pruett wrote. The appointment was set for Friday, Dec. 15 at 9:30 a.m. Jeff informed Flash that the 32-year-old engineer “was eager to give his professional opinion on the matter.” Mr. Hinkle and Detective Pruett agreed to meet with SBI Special Agent Roy Brown at his Hickory office, an hour preceding the critical consultation, for the installation of the recording equipment.

“I have spent the rest of the day listening to old interview tapes and reading the old files,” Flash recorded in his case notes. “There are so many inconsistencies with the McDowell’s statements,” he wrote, without elaboration.

On Wednesday, Dec. 13, 1995, James Pruett noted that it was Rhonda Hinson’s birthday. Then he proceeded to summarize the day’s activities in his investigative notes. “I researched old files again today and listened to some of the earliest interviews I could find on tape.”

Next, the detective placed a phone call to Manley Setzer to ask him about his brother, Lynn. Lynn Setzer had purchased Rhonda’s Datsun 210 after it had been repaired and partially restored at Ramsey’s Body Shop, as previously reported. Manley apprised him of his brother’s move to New Bern, and gave Flash the phone number at which Lynn could be reached. When the Detective reached Lynn Setzer, he learned of the car’s history:

Pruett wrote in his notes: “[Lynn] said his daughter totaled the car about two-years ago. I asked if he could remember any holes in the trunk lid or braces. He said he felt the hole had been patched in the trunk lid, but he knew for sure the brace had been replaced. He sold the car to Talmas Jones, who lives in Richland. I called Jones, but no one was at home.”

Afterwards, Flash journeyed to the crime scene of almost 14-years prior—Hwy 350 and Eldred Street. He easily located the stake marking the resting location of Rhonda’s Datsun 210 that early Dec. 23, 1981, morning. From that point, the detective set his sights toward the ridge upon which Elmer Buff’s residence sat—on the opposite side of the road from the Hazel Street access to Holly Hills.

“I went up to Elmer Buff’s house and looked back at the crime scene,” Pruett wrote. “ If we just had the car to recreate the incident, with the laser beam shining through the hole, we could quickly eliminate Buff.”

Subsequently, Flash visited the Hinsons to examine a sealed box of Rhonda’s property. It contained items from her vehicle in addition to her prom dress, a flower, graduation robe and hat, her purse with contents, and numerous frames with sports and honor certificates. Nothing of value was discovered—except perhaps for one. Detective Pruett recalled an early interview with Jill Turner [Mull] and recorded his musings in the case notes:

“Jill said Rhonda left the gray sweatshirt in Mark Turner’s car several days before the incident,” Pruett wrote. “ The sweatshirt was found on the right side of the sun deck in Rhonda’s car after the shooting. How did it get into the car? Greg admitted in one of his first interviews about visiting Mark Turner on December 22, 1981. Did Greg get the sweatshirt back that day? If so, there is no way to get the sweatshirt back into Rhonda’s car, except after the [Hickory Steel] party…”

He continued, “If the sweatshirt was transferred on December 22, 1981, it would be an important piece of circumstantial evidence. Even the manner it was placed in the car would give weight to an argument. Did she forcefully throw the sweatshirt towards the backseat and it landed on the sun deck? The same goes for the letter jacket. It was on top of the pile of clothing in the backseat. How did she get it back?”

But there was something more—something that troubled Flash as he perused the crime scene pictures again—blood marks on the rocker panel of the Rhonda’s automobile. [Note: The rocker panel of a car runs along the length of the vehicle—from front wheel to back wheel— adding rigidity to the automobile while creating unity. Drivers step over them every day but are essentially “hard-pressed to explain what rocker panels are or why they exist.”]

Detective Pruett regarded a larger area of blood to be that which was caused by fabric—like an article of clothing worn by the victim. Of this observation he wrote: “There are two visible trails of running blood just to the right of the smudge. How could someone fall out of the car and wipe blood on the rocker panel in this manner? Her body would have cleared the panel and her legs would have stayed in the car. I do recall John McDevitt [Burke County Sheriff’s Department] saying in 1981 he felt someone tried to stuff her under the car.”

Pruett added, “Could this bloody fabric mark be where someone pulled her out, sat her upright against the side of the rocker panel, with her back touching the car while trying to revive her? Who would go to such actions? I don’t feel a complete stranger would go to these lengths to help her, especially if they were shooting at cars.”

While visiting the Hinsons, Flash retrieved Greg McDowell’s high school ring. Greg had given it to Rhonda to wear; she had to add some foam, covered with a dark blue fabric, around the bottom so that it would fit her finger.

In his detailed records, the Detective noted that the Hinsons had attempted to return the ring to Greg who refused to come and reclaim it. They had even offered it to Pastor Charles McDowell who refused it as well. “Greg doesn’t want that,” the Reverend responded without explanation. Flash posed a concatenation of questions in his case notes, seemingly attempting to wrap his brain around Greg’s uncommon reactions—commencing with the high school ring:

Pruett stated: “Why? Most people are emotionally attached to their high school ring and value it highly. Why did Greg go ‘cold turkey’ with the Hinsons? He has never been back to the residence, except one time (the visit lasted less than five minutes) to pick up his Christmas present, a coat, Rhonda had bought him. A fact which further adds weight to the fact Greg was using her letter jacket.”

He continued:

“Why would he [Greg] never call, come by, or send cards to the Hinsons? Why wouldn’t the person Rhonda loved the most return some of that love to her parents after her death? He offered no comforting words to the family. He never checked with them again, no calls at Christmas, Rhonda’s birthday, etc. The one conversation Judy had with him, which she initiated, Greg said he didn’t want to talk about it. I feel the ring is a powerful interrogative tool. I feel it would bring out strong emotions in Greg if I displayed it while interviewing him…”

The last appointment of the day for Detective James “Flash” Pruett on Dec. 13, 1995 was scheduled for Burke Memorial Park—at the gravesite of Rhonda Hinson. It was the anniversary of her birthday; so, he decided to spend the waning minutes of his workday at the location of her interment. He recorded that emotional memory for posterity: “I spent about five minutes there in prayer. I could see the pain in Judy and Bobby’s faces when I was with them today, Rhonda’s 33rd birthday. I could feel the weight of that pain on me at the gravesite. It was especially hard on all of us today.”

At 8 a.m., Friday, Dec. 15, 1995, Detective Pruett met Jeff Hinkle in the parking lot of the Hickory office of the SBI—Jeff was there ahead of him. Special Agent [SA] Roy Brown had not arrived; so after obtaining visitor passes, the two men awaited him in the conference room.

In his two-hour interview with The Record, Mr. Hinkle remembered the preliminary activities that prefaced his scheduled appointment with Greg McDowell.

Hinkle said, “I remember that I had the opportunity to go through Rhonda’s file before the meeting with Greg. Flash and the SBI agent wired me up and showed me how to operate the equipment….Earlier, Flash had consulted with a psychic [who had never visited Brittain Engineering or Greg’s office] and she told me to be mindful of a few things. She told me that when I sat down in the office, I was going to notice a few details that she described for me.”

When SA Brown arrived, Jeff and Detective Pruett completed the necessary paperwork, including a waiver for Mr. Hinkle. Once the equipment was in place, Jeff checked in at his office at the City of Hickory Building Inspections before proceeding directly to Brittain Engineering for the meeting with his former high school classmate.

In his file notes for Dec. 19, 1995, Flash detailed the progression of events:

He said, “Roy and I stayed mobile on the nearby streets around the center of Hickory, just in case Jeff needed us. After we felt Jeff was settled in and interviewing Greg, we left the area and waited at a coffee shop on Hwy 127 (the old Cheers building).”

At 9:30 a.m., Mr. Hinkle entered the Brittain Engineering office suite and sat down—face-to-face—with Greg McDowell. Jeff noted that Greg never—during the entire interview—made eye contact with him. Recalling what the psychic had previously described, Mr. Hinkle began to visually survey the room. He observed several features; but two of them remain vivid within his memory—even now, some 23-years later.

And what he saw chilled him, evoking the vestigial reflex commonly known as “goose bumps.”
