Victoria City Council is trying to finalize its 2017/18 budget by Monday January 9. This will include $240,000 proposed by the Victoria Police (VicPD) for 2 new positions specifically targeting services for people who struggle with homelessness, addiction, and mental health concerns.

They tried this last year focusing on the street community and a diverse ad hoc group of concerned community members shut them down. This year the VicPD has changed the proposal to focus on people who are exiting from institutions back into the community.

This doesn't make sense. You get out of prison, the psych ward or drug/alcohol treatment and a cop's going to "help" you with that transition? Yeah right! Obviously there's been no input from people who have actually been in this situation.

Even worse, the VicPD budget proposal is very vague on details so we don't know how bad their initiative could be. In their budget request VicPD says "The specifics of the [proposed] partnership are currently being discussed with Island Health. We will be in a position to speak to the details early into 2017." What the VicPD is proposing is that they get a blank cheque to use public funds and then work out details through a private internal process, without any chance for the people most affected to have input about how that money is going to be used to "help" them.

On every level this is a bad precedent.

Re: Victoria Police 2017 Police Provisional Budget - Police Support for Vulnerable Population

Dear Mayor and Councillors,

I understand that Victoria City Council is hoping to finalize the 2017/18 budget by January 9. I'm writing to ask that this exclude the Victoria Police (VicPD) request for $240,000 per year for a two year pilot to embed more police in mental health services ("Police Support for Vulnerable Population – Integration with Health and Other Services" -- PSVP).

While the rest of the 2017/18 budget has been through a public review process, the only public information about the PSVP is what's in the November 2016 VicPD Provisional Budget. In this document the VicPD specifically states that they don't yet have a clear detail of what they would do with the money because "The specifics of the [proposed] partnership are currently being discussed with Island Health. We will be in a position to speak to the details early into 2017."

How can Council evaluate the PSVP budget request when no details have been provided by VicPD? And how can Council make a decision without hearing from the community members who will be most affected (who can't comment on such a vague proposal)? Consultation with the public is always important but especially when working with vulnerable populations who have been historically excluded from decisions that affect their lives.

As a next step I would like Council to require that VicPD provide more information about the proposed PSVP and that this information be made publicly available with a reasonable process and timeframe for input from individuals who would be accessing the PSVP services, community advocates, and frontline service providers working with vulnerable populations. Last year Council didn't finalize the budget until February so there is still time this year to engage in a public review process.

Although the details of the proposed PSVP are not yet clear so it's impossible to fully comment, from what's in the VicPD provisional budget it seems like police are wanting to be involved in "intensive case management" for people transitioning from institutions (prison, hospital, residential drug/alcohol treatment, etc.) into the community. In principle I have a lot of concerns about this as I don't think police are trusted by people who have been criminalized and institutionalized, and that having police "helping" people by being involved in community services would make it harder for the most marginalized, most vulnerable people to access those services.

As law enforcement police have powers to surveil, question, detain and arrest people and to forcibly confine people against their will -- which is incompatible with health and social services roles that require a relationship of trust and vulnerability. I don't see how police can play both roles and am very concerned that approving funds for this purpose could make things much worse for people in my community. At the very least I'd like the people who would be most affected to be able to say whether this is something they want or not.

Please let me know what Council decides. If there is a public input process please let me know how I can access further information from the VicPD so I can participate in community input. Please do NOT pass on my name and contact information to the VicPD as part of any followup.
