Is there a fan base for conlangs that are internally consistent, but designed to be arbitrarily difficult to learn/speak? I imagine someone must have made one to be really frustrating on purpose.

I don’t know about a fan base for a type of conlang period, but I’m certainly a fan of such conlangs! One of my favorites is Maggel by @christophoronomicon. It’s delightfully absurd!

How would you take a stab at developing a cant, like Polari or rhyming slang?

It would depend entirely on what language we’re starting from. Because, of course, all these things are basically augmentations or remixes or vocabulary subsets of some other language.
