I just finished Night Watch and I've been thinking a lot about this! Here's what I've been able to piece together, re who was responsible for what

Clearing the moss off Keel's headstone: Doctor Lawn. Several hints at this being the case, first and most obvious being all the references to "moss". Doctor Lawn's name is "Mossy Lawn". We're also told that Keel's is the only grave kept clean in this manner, and that fits too. If it was Fred or someone else in the Watch doing this, all seven of the graves would be cleaned. But Doctor Lawn only knew Keel. It's unclear if he ever even met the rest of the men, except in a post-mortem capacity. My money's on Mossy for this.

"How Do They Rise Up, carved by someone who had taken some pains": this is almost certainly a young Sam Vimes. The older Vimes thinks of the song - and that line in it in particular - throughout the revolution, and on the morning of the future 25th of May. It's the first thing in his head when he smells the lilacs. Not only that, but Young Sam and "Keel" even discuss the song, in the context of what it will come to mean. "You'll learn," Vimes thinks. "I know you will."

The hard-boiled egg and the bouquet of lilacs, tied with purple ribbon: Rosie Palm and Sandra Battye. Sandra is the one to bring Keel his egg on the barricade, and is part of the joke about it being the only thing he really desires in the world. Sandra also smuggles weapons for Rosie's revolutionary pals, and Vimes doesn't turn her in for it. She's also established to be that rare thing in Ankh-Morpork, an actual seamstress. So, the sort of person who might have a bit of purple ribbon in her pocket, at any given time, to gift wrap an egg.

The marble headstone on the grave itself: I'm inclined to go with Madam Mesorole on this one. She likes Keel, has pots of money, and is angry enough when Snapcase orders his death that she threatens Vetinari with "an aunt's curse" if he doesn't save him. (Incidentally, I've always wondered how she responded to Havelock's failure.) She doesn't appear to have stayed in the city afterwards. She used Keel and his revolution as a distraction for the assassination of Winder, and in her eyes, got a man killed who told her to her face he didn't want to be part of the political game. That marble headstone has "last regretful gesture" written all over it.

Vetinari: this one's easy, because we actually see him do it! Vetinari's contribution is to quietly disappear any deacon who tries to disturb the sanctity of the graves. He does it at the end of the book, by sending the latest one off to Ting-Ling, and we're told it's not the first time. I love it, because it's such a Vetinari way to pay his respects. Keel was a man he admired from afar but didn't know personally, so he honours him by quietly ensuring the men who did know Keel get to keep on mourning him with dignity.

Only one had been maintained. The marble headstone on that one was shiny and moss-free, the turf was clipped, the stone border was sparkling. Moss had grown over the wooden markers of the other six, but it had been scraped off the central one, revealing the name:
