Kalian mengikuti akun twitter Joko Anwar? Saya tidak, tapi saya tahu ada "keributan kecil" di sana sekarang, beritanya muncul di mana2. Bukannya mengirim orang2 yang memang layak ikut ke sana (produser, sutradara, aktor yang produktif, berprestasi), pemerintah justeru mengirim nama-nama tidak jelas, belum lagi semuanya serba tertutup. Aktornya tidak dikenal, delegasinya siapa sih, dsbgnya. Padahal dana yang digunakan besar sekali, milyaran rupiah untuk perjalanan ke Jerman 5-15 Ferbuari 2015.

Ini sudah terjadi berkali-kali, dan bukan hanya kasus Berlin Film Festival saja.

Saya pernah nonton pembukaan MTQ, live disiarkan TVRI. Yang paling menggelikan saat defile kontingen. Pembawa acaranya berseru gagah (misalnya): Kita sambut kafilah provinsi xyz, dengan jumlah qari-qariah 10 orang, pendamping 30 orang. What? What? Yang akan ikut lomba cuma 10? Tapi pendampingnya 30? Siapa pendamping ini? Penjabat pemda? Dinas? Ngapain mereka? Mau ikut jalan2? Kalau mau pakai akal sehat, kalau cuma buat ngurus tiket pesawat, akomodasi, peserta, maka cukup 3 orang pendampingnya, itupun sudah kebanyakan. Juga sama, saat acara2 olahraga, seni, dsbgnya, lebih banyak pendampingnya dibanding pesertanya. Kasus Berlin Film Festival ini semakin mengenaskan, karena sudah terlalu banyak pejabat dan orang yg tidak berkepentingan dalam daftar, "pesertanya" juga tidak jelas. Mau ngapain sih? Jalan-jalan ke Berlin gratis? Kalau pakai uang sendiri, monggo silakan, tapi kalau pakai DIPA, uang rakyat, berat di ongkos, ndro.

Saya bisa memahami betapa geramnya Joko Anwar.

Gila lu ndro, industri film itu megap-megapan sekarang, bukannya bantuin, ini para pejabat malah asyik jalan-jalan menggunakan uang rakyat. Yang mengenaskan, kreator film, sutradara muda, produser2 muda, harus patungan hanya agar bisa ikut festival (dan mereka layak berangkat karena jadi nominator, dll), sekaligus biar bisa belajar banyak dari negeri orang, eh, uang yang seharusnya untuk mereka justeru digunakan orang2 tidak berhak. Kalian ini niat nggak sih memajukan industri film? Atau cuma manis dimulut. Sudah saatnya pejabat2 lama dengan mental seperti ini disingkirkan.

Di industri buku juga menyebalkan sekali. Saya pernah bertemu dengan pejabat negara (orang ini levelnya tinggi); saat bicara tentang mengembangkan penulis2 muda Indonesia, mendukung buku2 nasional, eh si pejabat ini santainya bilang: "Apa untungnya pemerintah membantu industri buku? Yang untung kan penulisnya? Dapat royalti." Gila lu ndro, level pejabat mikir begini, mungkin saat SD pas pelajaran membaca dia tidak datang. Atau pas belajar ngaji, pas belajar surah Iqra, ini pejabat lagi absen, jadi tidak tahu. Dia lupa, negeri kita ini dijajah produk kreatif asing semua, maka adalah tugas pemerintah membantu orang2 kreatif di Indonesia agar bisa menjajah pasar luar negeri, nah, silakan telan itu pajaknya, bisa triliunan. Belajarlah dari film Avatar misalnya, seluruh dunia, film ini menghasilkan 30 triliun. Belajarlah dari buku2 seperti Harry Potter, seluruh dunia, total 7 seri, buku ini laku nyaris 1 milyar eksemplar. Telan semua itu pajaknya, karena pendapatan pasti akan mengalir ke negara asal produk tersebut. Itu baru namanya pejabat mikir.

Nah, buat pak pejabat, tidak jaman lagi mau ikut jalan2 memanfaatkan APBN, pakai anggaran pemerintah. Itu sudah usang. Kalau situ pejabat, mau jalan2, ngajak anak-istri, cem-cem-an, pakai uang sendirilah. Kalau tiketnya mahal, ya rasakanlah, itulah yang harus diderita rakyat banyak. Memangnya kayak situ, naik pesawat dibayarin terus, nginep di hotel berbintang dibayari pula.

Rezim baru harus serius sekali soal ini, pangkas semua perjalanan yang tidak penting dan tidak relevan. Pangkas pejabat2 dengan pola pikir lama. Kalau tetap mau mengirim kontingen untuk Festival Film atau Book Fair atau pergelaran kreatif lainnya (karena jelas itu sangat bermanfaat kalau efektif dan tepat), kirimlah orang2 yang memang produktif dan berprestasi, yang minimal dikenal oranglah. Pejabatnya ditinggal saja, biar bisa kerja, kerja dan kerja.
