Gabriel Marco de Silva y Castillo has and always will be an angel in Alicia’s eyes. How he had put up with such a young and stupid version of her in their youth is beyond her but she had always thought fondly about her best friend. As she grew a little older and she saw him less and less due to his travelling their meetings felt charged with something unspoken, though she could not quite understand herself at the time. Reuniting with him in Paris was rocky and strange. So much had changed in eight years, yet somehow there is a part of her that always knew she would see him again.

At sixteen so many of those around her treated her like a woman already. She was betrothed to a man many years her senior who sought out her hand in marriage quite suddenly one day and being the youngest girl in the Romeo Majoral household, she accepted. Alicia was almost to be Mrs. Fulgencio Damián Agramonte Carballar were it not for the absence of her supposed-to-be spouse on the day of their wedding. There she was left at the altar both torn but glad. She wept at her shame but internally rejoiced at her freedom. She still thanks God he ran off with her dowry.

It was the first time she had experienced the feeling of falling head over heels for somebody. Javier Raul Reyes Gayoso, a man whose name still causes her heart to flutter even if it is now only in memory of what once was. He was the first person to make her feel beautiful and not just say it. She felt they were two halves of the same soul - the type of love she had only read in stories up until that point. They were going to spend the rest of their lives together, she was sure. Sadly for Alicia she was blinded by her first real love who had only used her only to propose to another girl in town. Her heartbreak fuelled her need to leave it all behind.

Of all of her loves, the person Carmen has had a most tumultuous relationship with is Alicia - herself. So much so she formed a new identity for herself in Paris and start from the bottom again. Whenever somebody asked about her past she weaved a perfect story. She was raised with dancers in Spain, travelled far and wide, Carmen Moreno needed no home. Yet sometimes when she has a little too much to drink, or when she is by herself late at night she misses the person she once was. She misses Barcelona. Then again, Carmen is so much easier to be than poor, naive Alicia. She rises above the rest to be Paris’ finest exotic dancer - a serpent, a phoenix, a Queen.

FAQ: What to Know About the DEA’s CBD Rescheduling Order

For the first time ever, the US Drug Enforcement Administration this week removed a cannabis-derived drug from Schedule I of the Controlled Substances Act. The change is a historic landmark on the path to ending cannabis prohibition, but it’s not nearly as sweeping as it might seem.
Here’s everything you need to know about the DEA’s CBD-rescheduling order.
Did the federal government reschedule cannabidiol (CBD)?
Not exactly. The DEA’s rescheduling order opens the door to certain FDA-approved drugs that contain cannabidiol. It doesn’t affect all CBD products. In fact, it affects only one at this point. Epidiolex, a purified cannabidiol extract produced by the British company GW Pharma, is so far the only CBD drug to earn FDA approval. In short, not a single CBD product currently on the US market was affected by the change.
OK, so what is being rescheduled?
According to the rescheduling order itself, the change “places FDA-approved drugs that contain CBD derived from cannabis and no more than 0.1 percent tetrahydrocannabinols in schedule V.” In other words, there’s a three-pronged approach to determining whether a particular CBD product falls into Schedule V:
It must be FDA approved,
It must contain CBD derived from cannabis, and
It must contain no more than 0.1% THC.
For now, only Epidiolex meets all three of those criteria. The FDA approved the drug in June for the treatment of certain forms of epilepsy.
Great. What does Schedule V mean?
Schedule V is the least-restrictive category of drugs under the federal Controlled Substances Act. According to the DEA, all other cannabis products are Schedule I—a category reserved for substances with no recognized medical benefit and a high potential for abuse.

Moving certain CBD drugs such as Epidiolex to Schedule V allows them to prescribed by doctors and dispensed through pharmacies. The narrow class of CBD medicines that fall under the new rescheduling order will now be regulated like other drugs in Schedule V, such as cough suppressants that contain small amounts of codeine.
The order also allows these CBD medicines to be imported and exported, though some observers have noted that the manufacture of pharmaceuticals such as Epidiolex may not be lawful under the change because the raw material—the cannabis plant—remains a Schedule I controlled substance.
How does this affect the legality of other CBD oil?
Officially speaking, it doesn’t. CBD oil products currently for sale in the United States don’t meet the three criteria set out in the rescheduling order. While some existing products have nearly identical chemical compositions as Epidiolex, none besides Epidiolex has received FDA approval.
“What this does not do is legalize or change the status of CBD oil products,” DEA spokesperson Rusty Payne told NBC affiliate WTHR. “As of right now, any other CBD product other than Epidiolex remains a Schedule I controlled substance, so it’s still illegal under federal law.”
Wait, CBD is a Schedule I drug? I thought it was legal in all 50 states.
That’s a common misunderstanding. While CBD products are widely available, the legal landscape around them is confusing. If you ask the DEA, all CBD products besides the newly rescheduled category are Schedule I controlled substances—but not everyone agrees with that assessment.
Because these disagreements haven’t yet been settled in court, it’s hard to say with certainty where the legal boundaries are. For a more complete explanation of the state of things, check out this recent Leafly analysis.
I’m a patient who relies on CBD oil. Should I be worried?
Not necessarily. While obtaining and possessing CBD products indeed raises the risk of legal penalties, CBD products remain widely available and enforcement is fairly uncommon. Additionally, certain CBD products may be legal under your state’s medical cannabis laws. If you’re using those product lawfully, you may be shielded from federal prosecution through the Rohrabacher–Blumenauer amendment, a federal spending provision that prevents the US government from interfering with state-legal medical cannabis programs.
That said, there are horror stories, such as that of a 50-year-old woman who was arrested in August and detained for 36 hours after being caught with CBD oil she’d purchased at a grocery store.
“While CBD currently is still Schedule I, with our limited resources marijuana has not been our highest priority,” a DEA spokesperson said after the arrest. “It is not a priority like opioids or synthetics, which are killing people.”
I’m interested in Epidiolex as an epilepsy treatment. What does this mean for me?
GW Pharmaceuticals, the manufacturer of Epidiolex, says the drug is expected to be available for patients in about six weeks—roughly, sometime in November. At that point, patients will be able to obtain the drug from pharmacies so long as they have a prescription from a physician.
Patients will also need to be able to cover the cost of treatment, which isn’t cheap. Estimates peg the annual cost of Epidiolex at around $32,500. GW Pharma has said the cost of treatment is roughly in line with that of other brand-name epilepsy drugs. As a Schedule V substance, however, Epidiolex may be covered by some insurance plans.
Can my doctor prescribe Epidiolex for other medical conditions besides epilepsy?
Good question. Off-label prescribing—where a doctor prescribes a drug to treat a condition other than what the FDA has approved it to treat—accounts for one in five prescriptions written today, according to the US Department of Health and Human Services. It’s also legal.
CBD is being explored as a treatment for all sorts of ailments. Will off-label prescribing make federally legal CBD oil available to non-epilepsy patients? I asked GW Pharma’s vice-president of investor relations, Stephen Schultz, and here’s what he told me:
While the prescribing of a medicine is between the patients and their physicians, Greenwich Biosciences [GW Pharma’s US subsidiary] will not promote the drug outside of the Dravet and Lennox-Gastaut populations. That would be inappropriate, and again, the decision to prescribe any medicine is between the physician and their patients.
In other words, the answer appears to be yes—though GW Pharma is being careful not to promote that.
Will this open the door to other CBD-based pharmaceuticals?
Almost certainly. Other CBD companies, such as Canada–based Isodiol, which also produces purified CBD oil, have applauded the rescheduling decision and indicated an interest in entering the market. “We believe this rescheduling of CBD places Isodiol among the best positioned companies in the market,” Isodiol CEO Marcos Agramont said in a press release following the rescheduling order.
While other manufacturers already produce CBD medicines with less than 0.1% THC, they’ll first need to secure FDA approval in order to qualify for Schedule V status. The DEA’s rescheduling may have only narrowly opened the door to CBD products, but pharmaceutical companies are already clamoring to get through.

La mala racha de un hotel en Cuba

HOLGUÍN, Cuba.- El infortunio persigue al hostal Esmeralda de esta ciudad capital del nororiente cubano. Desde su “apertura”, la instalación no “levanta cabeza”.
Construido por una brigada holguinera de la Empresa Nacional de Servicios al Turismo (EMPRESTUR) sobre los cimientos de una vieja casona, el establecimiento fue “inaugurado” por el ministro del sector, Manuel Marrero Cruz, durante la 37 Feria Internacional de Turismo, celebrada en el territorio a inicios de mayo con una amplia presencia de turoperadores foráneos.
Siete meses después, la instalación escasamente ha prestado servicio por la mala calidad de su terminación.
De cinco habitaciones, solo dos están aptas para el hospedaje; las tres restantes presentan goteras cuando llueve.
Una empleada del hostal, bajo identidad reservada, dice a CubaNet que la habitación número cinco es la peor de todas, por presentar un derrumbe de su falso techo debido a la cantidad de agua acumulada después de un aguacero.
“Cuando el ministro lo inauguró, todas las habitaciones estaban aparentemente listas. Después llovió y el chorro que penetró por las tejas fue tan grande que tumbó el falso techo”, asegura.
A pesar de haber recibido tres reparaciones, después de la lluvia el agua siempre se filtra. “En una ocasión el falso techo cayó sobre unas cajas con vasos y copas… y todo se rompió. En la habitación no había personas, sino hubiese ocurrido un accidente“, comenta la trabajadora.
Emplazado en los corredores de la calle Maceo, entre Arias y Agramonte, frente a la iglesia San José, el hostal Esmeralda es el segundo de la marca Encanto, perteneciente a Cubanacán, en la ciudad. La empresa estatal impulsa un amplio plan de inversiones para mejorar la imagen del producto turístico citadino.
Según datos del Ministerio del Turismo, esta nororiental provincia, a 700 kilómetros de la Habana, es el tercer polo turístico de la isla. Posee 220 lugares con alto atractivo para los visitantes y recibe turismo principalmente de Canadá, país que abarca el 48 por ciento del mercado.
A inicios de año, Carlos Belett Hernández, director general de la Inmobiliaria Holguín, pronosticó en declaraciones al semanario oficialista Ahora que el Esmeralda sería “un hostal muy íntimo, acogedor con patio interior y bar, además de cinco habitaciones de alta exclusividad”.
Sin embargo, la carestía de los servicios que presta, junto a la mala calidad de la construcción, han influido en la casi nula comercialización de la instalación.
Los precios de los productos ofertados en el bar duplican a los de otros establecimientos estatales cercanos. El valor de una cerveza nacional es de dos dólares, y el de las habitaciones está entre 50 y 80. “Así no podemos competir en una ciudad donde abundan las casas de alquiler privadas con excelente confort y a menos de la mitad del precio nuestro”, dice un empleado que se identificó como Luis.
La recuperación de la inversión no se vislumbra. Desde su “apertura” el 6 de mayo, el hostal solo ha reportado pérdidas económicas. Hay gastos por el consumo de energía eléctrica. “La nevera siempre está conectada para enfriar una cerveza que no se vende; y por la noche las luces de la recepción tienen que estar prendidas”, explica.
Dentro del gasto sin respaldo productivo está el pago de salario a sus ocho trabajadores que cobran entre 900 y casi mil pesos mensuales (el equivalente aproximado a 36 y 40 dólares), en dependencia a su labor.
Aun así, los empleados muestran disgusto porque “no se gana propina por la falta de huéspedes. Ser empleado del turismo es sacrificado, hay mucha exigencia”, manifiesta Luis.
La urgencia por inaugurar el hostal durante la Feria Internacional del Turismo obligó a los directivos solicitar prestado a la corporación Palmares un televisor plasma de 55 pulgadas que se colocó en la repisa del bar.
“El equipo estuvo aquí casi dos meses, hasta que la gerencia de Palmares vino y se lo llevó. Ahora pusieron un televisor de 32 pulgadas, y por ser pequeño, deja un espacio vacío en la repisa donde resaltan los tomacorrientes, restándole elegancia al local”, describe una fuente cercana al hostal.
Otro hecho absurdo ocurrió con las cajetillas de cigarrillos que estuvieron entre las primeras mercancías recibidas en el mes de mayo, pero, por la falta de un mueble donde colocarlos, recién se comenzaron a comercializar.

“Para vender las cajetillas es obligatorio que estén montadas en una cigarrera, la que finalmente se colocó por la gestión personal de un cantinero”, explica el entrevistado.
A los transeúntes les llama la atención que permanezcan empotrados en el marco de la puerta principal los clavos que sujetaron la cinta cortada en la inauguración. “El ministro llegó, picó una cinta azul. Seis meses después, todavía se ven los clavos en el marco de la puerta… ¡Ni los clavos han quitado!”
Después de inaugurado el hostal, Marrero Cruz ha visitado en tres ocasiones la instalación, “y él sabe que no hay clientes; incluso ha venido acompañado por el primer secretario del Partido Comunista del territorio y el presidente de Gobierno”, asegura.
El primero de mayo, como parte de la Feria Internacional de Turismo, Marrero también inauguró, en el poblado costero de Gibara, el hotel Plaza Colón, situado a 30 kilómetros al norte de esta urbe.
Para la apertura del Plaza Colón, refiere un trabajador, “fuimos a la ciudad de Holguín para quitarle las patas de las camas a la habitación 1 y 2 del hostal Esmeralda y ponérselas a algunas camas de las habitaciones de este hotel. Después, las patas fueron devueltas para inaugurar el Esmeralda”.
Sin embargo, hace poco, según un reporte del canal local Telecristal, Marrero Cruz reconoció el desempeño de la provincia durante la sede de la Feria Internacional de Turismo 2017, calificándola como “una referencia para las venideras por su organización y repercusión”.

Miami Florida.- The new board of directors of the Dominican College of Journalists, CDP, a subsidiary of Florida, assumed its functions after being sworn in by the president of the Institute of Protection and Forecasting of the Journalist, IPPP, Juan Carlos Bisonó, who represented Professor Adriano de la Cruz, president of the agency in the Dominican Republic.
In the event held at the EB Hotel of the City of Miami, conducted masterfully by journalist Geidhy de la Cruz, former president of the CDP subsidiary in Puerto Rico, Juan Carlos Bisonó took the oath to the new president who heads the subsidiary in Florida , Marcos A. Tejeda, deputy to Jesús M. Rojas, undersecretary, Mayra la Paz, secretary organization, Rose Mary Santana, in Public Relations, Ana Lucía Ortega in Finance, Rubén Morillo and Vanessa Rivera as members for the period 2017-2019.
Prior to the oath, the president of the IPPP reaffirmed the commitment assumed by the new collegial authorities in the sense of promoting actions for the benefit of the journalism union.
Bisonó, speaking on behalf of Professor Adriano de la Cruz, said that the CDP must work hard and set out to separate “wheat straw”, making reference to the Dominican College of Journalists, which will assume its role of defending the profession in the sense that we all know that many people who are professionals in other areas are usurping, so to speak, functions of journalists.
“The Executive Committee of the CDP, works on the subject of the new Law before the National Congress of the Republic for these purposes,” he said.
