Five towns in Oriental and Occidental Mindoro are under a state of calamity due to El Nino.
These towns are Mansalay and Bulalacao in Oriental Mindoro, and Magsaysay, San Jose, and Looc in Occidental Mindoro.
Farmers affected by El Niño in Bulalacao, Oriental Mindoro have received financial assistance of ₱5,000 each from the Department of Agriculture.
Cracked farmlands and dried crops can be seen in Paluan, Occidental Mindoro due to the intense heat brought by El Niño, as shown in these photos sent to ABS-CBN News by Mayor Michael Diaz.

EXPLORE BUKTOT BEACH IN MANSALAY, ORIENTAL MINDORO
I took my bestfriends to my hometown Mindoro! But instead of feeding them to my aswang relatives (apparently, we’re not doing that this year, ugh), I just decided to tour them around and explore a hidden gem of Mindoro Island – Buktot Coral Beach located in the town of Mansalay. Buktot Beach is usually overlooked because of its more popular counterpart, Puerto Galera. Puerto Galera has its charms – a perfect mix of nature and night life. But if you really want to get away and really detach yourself from the rest of the world (even just for a few hours), then Buktot Beach is for you. The place has not been developed yet. No luxurious hotels and resorts, no souvenir shops, no camp sites, no life guards. It means you have to plan your own water activities and do them at your own risk. The waters are usually calm there (and I’ve never heard of any accidents in the past, thankfully) but it’s always better to take proper precautions!
Once you get there, you will be charged an entrance fee of dun.. dun.. dun.. dun.. TEN PESOSESOSES ONLY.. yes, that wasn’t a typo error.. TEN FREAKING PESOS per peson. You can rent a cottage for 100 pesos only!!! And if you feel like chilling in the middle of the dagat, a floating cottage is for rent for 100 pesos per hour. SUPER CHEAP!
Like I said, the place hasn’t been developed yet.. which means you have too bring your own food. If you want to cook, there’s a grilling equipment that you can use. There’s also a sari-sari store and small kubos nearby, befriend the locals, they’re very helpful. All you have to do is ask.
MOST IMPORTANTLY, there are no proper showers and changing rooms in this place (IT’S UNDEVELOPED, VIRGIN, UNTOUCHED). There are toilets but you have to make “igib”, good luck! Have fun!

RAM Philippines: Mission in Mansalay
Late last month, while the East Ridge TN and Reno NV RAM clinics proceeded over the weekend in the US, a third RAM clinic happened under the radar - halfway round the world and 13 hours ahead of RAM in Tennessee! It was the Remote Area Medical Philippines outreach clinic in Mansalay, Oriental Mindoro (location marked with a red arrow below).
It was an "outreach" clinic because many Philippine destinations are located in remote locations across the archipelago. Both the medical teams and the patients must travel extensively in order to connect. According to Remote Area Medical Philippines, the 18 man team had to travel for two days by boat and road and patients needed longer: 3-5 days. The area they converged in is known as a “2nd class” municipality of Oriental Mindoro, and the home of the indigeous Mangyan community.
The first day of the clinic saw 337 patients treated, the majority being Mangyans. With the help of the local government of Mansalay, RAM Philippines were able to treat 385 Mansaleños on Day 2. The range of treatment was impressively broad - from paediatric care and orthopaedic surgery, to physical therapy and rehab! Goods were also donated. In all, nearly 800 patients were seen across the two day clinic.
This is an extremely well organised RAM affiliate with a keen and creative team, which this month has also been fundraising through art sales! Spearheaded by founder Dr Heidi Sampang-Abiad, who we have gotten to know over the years on our pages (dating back to her missions in Haiti and her residence in Virginia), RAM Philippines next travels to Naga, Camarines Sur, November 12-15th.
Naga is an independent component city in the Bicol Region (Region V) of the Philippines. In case you were wondering about the Spanish names, Naga comes from the Spanish “Ciudad de Nueva Cáceres” (New Cáceres City), named after a Governor-General who was native of Cáceres, Spain, in 1575. Naga became the third Spanish Royal City in the Spanish East Indies after Iloilo and Manila. In 2015, it had a population of 196,003. Fortunately it is a four day clinic!

YSEALI Seeds: Mountain Support
About the Project
We aim to bring human-centered solutions to off-grid mountainous communities through collaborative efforts. Currently, we’re working with the indigenous Hanunuo Mangyan Tribe, located in a geographically Isolated and depressed area in Mansalay, Oriental Mindoro, to help ease problems associated with a lack of access to basic goods and services.
Locally known as “Tindahan Para Sa Tanan” (Store For Everyone), we are setting up a community-owned and operated store that aims to provide basic needs in terms of supplies (e.g. food, school supplies), power (e.g. small charging station) and health (e.g. medicine).
Why do you care about this specific topic/issue?
During one community visit to a Mangyan Village way back in 2018, we experienced firsthand how difficult life is up in the mountains and knew for sure that we cannot continue with our lives doing nothing about it.
Why did you decide to start this project?
After witnessing a near-death experience of a child up in a Mangyan village and knowing full well that other Indigenous people suffer from similar problems, we were filled with rage over the inequality and discrimination faced by the group but were also filled with hope and passion to do something to help solve the problem.
What are your goals for this project?
We are not just helping solve an issue of lack of access to basic needs, we are fighting against generational poverty and systemic discrimination, that is why Mountain Support, along with our pool of volunteers and stakeholders, is focusing on the current project at hand, but also have ongoing discussions on how we can serve indigenous communities better beyond the YSEALI Seeds timeline.
How will YSEALI Seeds help you achieve your goals?
Through YSEALI Seeds, we were able to start Mountain Support’s very first project which will then serve as our pilot and baseline for future projects. We were also able to connect with strong partners and stakeholders with the same values and goals ensuring strong and sustainable collaboration.
What have you accomplished and implemented so far?
In collaboration with the Mangyan tribe, a local organization, named Paminhian Mangyan Store, has been established in the village specifically for the implementation of MS. The group aims to serve their community with its 100 household citizens.
We have also set up a small solar power system in the community and trained their members on how to properly operate and maintain it.
Recently, Mountain Support won the final pitching of the Youth Energy Academy held by the Regional Resource Center for Asia and the Pacific at the Asian at the Asian Institute of Technology in Thailand.
What are the most significant lessons learned you’ve experienced so far?
In order for a community to take ownership of a project, it is important that they feel listened to and that they play active roles in the implementation. And the quickest way to empower people is to build their capacity and give them responsibilities.
What are the success stories you can share with others who would like to do the same type of activity and/or project like yours?
Wanting to prove their commitment and sense of responsibility towards the project, the Mangyan tribe offered to provide a security deposit for the solar power system in the form of a goat.

#PHnews: Ex-Oriental Mindoro solon Reynaldo Umali dies at 63
MANILA – Former Oriental Mindoro Rep. Reynaldo Umali died of cardiac arrest on Thursday at the age of 63.
In a radio interview over DZBB, incumbent Oriental Mindoro Rep. Alfonso Umali said his brother was diagnosed with the coronavirus disease (Covid-19) last December 2020.
Umali was also diagnosed with Stage 3 liver cancer that further aggravated to Stage 4 during the same month.
“Kahapon nakakita ng bacteria sa kanyang liver. Ngayong umaga, bumaba na ang dugo niya tapos nag-cardiac arrest kaninang umaga (Yesterday, bacteria was detected in his liver. This morning, his blood [pressure] dropped then he suffered cardiac arrest),” he said.
The former congressman served as chairman of the House justice committee that conducted the impeachment proceedings against ousted Chief Justice Maria Lourdes Sereno.
Umali served as congressman of the second district of Oriental Mindoro for three terms.
The second district is composed of the municipalities of Bansud, Bongabong, Bulalacao, Gloria, Mansalay, Pinamalayan, and Roxas. (PNA)
