Price of LPG cylinders increased by Rs343.4 per 11.8kg cylinder
The price of an LPG cylinder for domestic use has increased by a whopping Rs343, Geo News reported Friday. The Oil and Gas Regulatory Authority (OGRA) issued a notification in which the price of an 11.8kg LPG cylinder for domestic use has been set at Rs2,403.55.
The new prices came into effect today, October 1. The notification disclosed that the price of an LPG cylinder has increased by Rs29.11 per kg, which means that the new price of an LPG cylinder for domestic use is Rs203.69.
Since LPG is considered the “poor man’s fuel” and is also used in majority of the areas where gas is not available, it might hit the household budgets of a large part of the population. The price of LPG has been on the rise for the last several months.
Propane and butane are two major components of LPG, which Middle Eastern oil producers sell to Asian countries.
The price of a commercial cylinder weighing 45.4kg also increased by Rs1,321/cylinder and will be sold for Rs9,247. According to a notification, the LPG price has increased by Rs29.1/kg to Rs203.7/kg from the September price of Rs174.6/kg
Ogra also announced an increase in the prices of petroleum products, which also came into effect today.
The petrol price has been jacked up "due to increase in the petroleum prices in the international market", said a Finance division notification.
"Ogra has worked out the higher petroleum prices but the prime minister has decided against the recommendation and passed the minimum increase in prices on to the consumers," it said.
The government has absorbed the higher international pressure of prices through a reduction in the petroleum levy and sales tax, it added. "Petroleum prices in Pakistan are the cheapest in the region," the notification claimed.
Meanwhile, kerosene costs Rs7.05 more and is priced at Rs99.31 per liter, while light diesel oil became Rs8.82 dearer to cost Rs99.51 per liter. The price of LPG has been increased by a whopping 16.67% to Rs2,403.5 per cylinder for October.

Liquefied Petroleum Gas Market Revenue to reach US$299.05 bn by 2020
The Liquefied Petroleum Gas Market Revenue is highly competitive, featuring a large number of equally balanced competitors. The top five companies accounted for 17.2% of the global market in 2013. These companies are: Exxon Mobil, Royal Dutch Shell, Sinopec, Valero Energy, and BP PLC. New entrants have a higher chance of venturing into the market through distribution and retailing businesses, states Transparency Market Research (TMR). From the perspective of large market players, the industry is relatively consolidated.
Key players have branched out into LPG storage, distribution, and retailing businesses. In essence, these players are their own suppliers, thus resulting in negligible supplier power. Large companies are adopting the strategy of gradually diversifying their LPG marketing business across many other countries. Case in point. Royal Dutch Shell, divested its LPG business in India. It aims to sell off major stakes in its LPG business in Pakistan. Similarly, BP PLC has strategically invested in exploration and production projects for oil and gas in various regions around the globe.
The access to shale reserves can give a competitive edge to a company, states a TMR analyst. This is because competition in the LPG industry highly depends on price and having access to shale reserves will enable a company to provide LPG in much cheaper rates.
Government Initiatives to Distribute LPG to Rural Areas Fuel Demand
Owing to their higher energy content and ability to burn easily as compared to other fuels, LPG, also known as autogas, is used as fuel in automobiles. The numerous environmental benefits of using autogas is another factor driving its demand. This is because autogas is considered to be greener as compared to other fuels such as gasoline and diesel. Autogas also enjoys legislative policy support and is cost-effective, thus driving its adoption.

LPG is widely used as cooking fuel in residential sectors. The ease in transportation through pipelines, tankers, and cylinders results in the low cost distribution of LPG cylinders. Moreover, the low CO2 emission from LPG makes it one of the best fuels in the cooking sector. LPG is extensively used in the rural sector. The Indonesian government launched a conversion program and distributed LPG cylinders and gas stoves to the rural population. Similarly, the Indian government has also come up with initiatives, supporting the low cost distribution of LPG cylinders to rural sectors. All these factors contribute to the heightened demand for LPG.
Increasing Procurement of Non-associated Gas Weakens Impact of Volatile Crude Oil Prices on LPG Market
The price of crude oil is susceptible to fluctuation. This, in turn, affects the price of LPG. With the economy regaining stability after 2010, the price of crude oil, which had declined in 2009, has once again risen. This has a direct impact on the price of LPG. However, the prices of oil and natural gas is expected to decline, thus relieving the price of LPG acquired from non-associated gas from the volatility of crude oil prices. However, the growth in the production of LPG obtained from non-associated gas is expected to weaken the influence of the restraint.

Expansion of Panama Canal to Facilitate Increasing Trade Opportunities
The Panama Canal is a major waterway facilitating the trade between North America and the Rest of the World. The expansion project of this waterway is expected to benefit trade between many regions, especially North America and Asia Pacific, in late 2016, when the project is expected to be completed. With the slashed transit cost, export routes between Asia Pacific and North America will open. This will reduce the cost of LPG and the surplus production from North America will be exported to Asia Pacific, thus satisfying the latter’s growing demand for LPG. Similarly, North America is expected to export LPG to Europe owing to the drying up of the North Sea. Thus, trade opportunities are increasing with the expansion of the Panama Canal.
By end use, the residential and commercial segment led in 2013, accounting for a 63.25% of the global LPG market. The segment is expected to continue its lead in the market in the coming years. By geography, the Middle East and Africa is expected to lead in the global LPG market, followed by Asia Pacific. By source, the non-associated gas segment is expected to witness the highest growth rate in the coming years.
According to the report, the global market opportunity in liquefied petroleum gas will rise from US$233.83 bn in 2013 to US$299.05 bn by 2020, expanding at a 3.4% CAGR between 2014 and 2020.
This information is based on the findings of a report published by Transparency Market Research titled “Liquefied Petroleum Gas Market – Global Industry Analysis, Size, Share, Growth, Trends, and Forecast 2014 – 2020.”

LPG price up Rs10/kg
ISLAMABAD: Price of liquefied petroleum gas (LPG) has increased Rs10 per kilogramme due to its shortage in the local market, an industry official said on Wednesday.
LPG price rose Rs10/kg and domestic cylinder price was up Rs100 and commercial cylinder Rs400. LPG demand is over 3,000 to 3,500 metric tons per month and would jump up to 7,000 metric tons in Ramazan. At present, LPG demand in the country stands at around 100,000-130,000 metric tonnes/month, out of which approximately 50 to 60 percent LPG is being imported, while the remaining is produced by the local producers. One ship (with capacity of 5,200 metric tonnes) has been waiting for last 10 days and not allowed to berth by SSGC LPG Limited, a subsidiary company of Sui Southern Gas Company. One of the LPG vessel returned due to this.
“This situation is leading to millions of rupees in losses to the importers as well national exchequer,” said Irfan Khokhar, regional chairman of LPG standing committee of the Federation of Pakistan Chambers of Commerce and Industry.

Govt soon to supply RLNG to commercial consumers
LAHORE: Government will soon start offering re-gasified liquefied natural gas (RLNG) connections to commercial consumers for the first time as locally-produced gas is not available for them in the Punjab, officials said on Friday.
Minister for Petroleum and Natural Resources Shahid Khaqan Abbasi confirmed that the government planned to supply RLNG to commercial consumers. Ample RLNG supplies are available for domestic use and it would be a wise move to utilise the fuel wherever required, Abbasi said.
For the last five years, there had been a moratorium on issuance of new gas connections for commercial consumers. The present government, however, took an initiative and recently withdrew ban on new commercial connections.
Commercial consumers include cafes, bakeries, milk shops, tea stalls, canteens, barber shops, laundries, hotels, malls, cinemas, clubs, theatres, private offices and corporate firms.
Petroleum minister said the country would have 1.5 billion cubic feet per day (bcfd) of LNG in the system by this year-end. He, at an event this week, said the first LNG terminal is already handling 600 mmcfd (million cubic feet/day) of gas, while the second terminal would be operational within the next two months.
The country’s domestic gas production has been stagnant at four bcfd for the last 15 years while the demand is around seven bcfd, indicating a demand and supply gap of three bcfd.
System gas is available to consumers in Sindh, Khyber Pakhtunkhwa and Balochistan, but there is a restriction on new gas consumers in the Punjab to benefit from cheap gas due to provisions in the constitution. Such consumers in the province currently have no option than to buy costly liquefied petroleum gas (LPG).
Even after the ban lift, commercial consumers in the the Punjab would get comparatively costly gas in the form of RLNG. Commercial consumers in the province, for instance, will pay 30 percent more for RLNG compared with the tariff of system gas, which is being offered to commercial consumers in other provinces.
Yet, the RLNG tariff will be 50 percent cheaper than LPG, which is available in cylinder. RLNG will be a preferred choice for commercial consumers in the Punjab as it will be available through gas network.
“The consumers have two choices: they stay like they are today without gas or go for a sustained supply of piped gas in the form of RLNG,” said an official.
The RLNG tariff will not remain constant as it changes every month based on an average cargo price in a previous month.
The official said the present government has been able to reduce shortage of gas in the country while successfully opening window of imported or RLNG gas. RLNG would not go to domestic consumers, he added.
“We have already managed to give 1.5 million new connections to domestic consumers,” said a senior official. But, he added, offering RLNG to all consumers should be considered a forward looking approach as it will help in further reducing gap in gas demand and supply in the country.
The official denied an impression that issuance of RLNG-based connections to commercial consumers would hurt LPG business. “Plenty of business is there for everybody working in energy sector,” added the official.
A founding member of the All Pakistan LPG Distributors Association said the government’s decision to provide RLNG to commercial consumers would definitely hurt business of LPG producers and marketing companies.
The association’s member said LPG has successfully made inroads into the segment of commercial consumers in the past several years. Commercial entities in the province are regular buyers of LPG throughout a year. However, he feared that the proposed LNG supply would definitely dent LPG sector. —Munawar Hasan

Weekly inflation down 40 basis points
ISLAMABAD: The expectations of a rise in the prices of common commodities during the current fiscal year continue to remain well grounded as inflation, calculated for the combined income groups, decreased by 40 basis points on a week-on-week basis, Pakistan Bureau of Statistics (PBS) data showed on Friday.
The PBS numbers revealed the Sensitive Price Indicator (SPI) for the week ending on April 28, 2017 figured at 220.10 points against 220.99 points in the previous week, down 0.4 percent.
According to State Bank of Pakistan (SBP), this has been largely due to the near-absence of any major supply side pressures. As compared to the corresponding week of the last year, the SPI for the combined group in the week under review witnessed an increase of 3.02 percent.
