The use of the FBI Top 10 Most Wanted list; variations of "wanted persons" lists, like those of the INTERPOL Notice system (Red Notice - wanted persons, Yellow Notice - missing people, Green Notice - warnings and advisories, Purple notice - modus operandi/modes of operation), EUROPOL/EUROJUST "EU Top 10" and regional criminal databases.

The FBI Ten Most Wanted Fugitives list is a list maintained by the FBI, or Federal Bureau of Investigation.
Its inception came about when a conversation between J. Edgar Hoover, the Director of the FBI, and William Kinsey Hutchinson, an editor-in-chief for the International News Service, became a discussion of ways to appeal the capture and apprehend the FBI's toughest criminals.
Individuals are only ever removed from the list if they die, are apprehended or if the charges against them are dropped; and in due course are then replaced with another entry by any FBI field office nomination. In eleven known cases, the FBI removed individuals off the basis that they were no longer considered a "danger to society".
The longest known period for any person featured on the list is 32 years, for the capture of Victor Manuel Gerena. On the contrary, fugitive Billy Austin Bryant only held his position for 2 hours before his eventual apprehension in 1969. The oldest individual to be featured on the list was Eugene Palmer, on May 29 2019, at 80 years old; he was wanted for his alleged murder of his daughter in law.
Current additions to the FBI Top Ten Fugitives list, and their crimes:
Bhadreshkumar Chetanbhai Patel: Wanted for murder (homicide) after murdering his newly-wed wife during a shift at a donut shop with a blunt object, fleeing the shop and hailing a taxi to an airport where he then also committed unlawful flight to avoid prosecution.
Alejandro Rosales Castillo: Wanted for murder after murdering his former girlfriend in 2016, and then fleeing across the Mexico-US border to evade prosecution.
Donald Eugene Fields II: Not even going to go into it, its just purely disgusting.
Ruja Ignatova: Bulgarian-born German national wanted for large-scale securities fraud, known for running the "OneCoin" Ponzi scheme which led thousands out of pocket; the scam totaling in the hundreds of millions up to $4 billion. Flew to Greece to evade prosecution and may reside in the UAE, Bulgaria, Greece, Germany.
Wilver Villegas-Palomino: Wanted on narcotics and narco-terrorism related charges, $5 million reward for his involvement in the ELN organisation and the mass-scale distribution of narcotics.
Vitel'Homme Innocent: Leader of the Haitian gang "Krazy Barye" who worked alongside another called "400 Mawozo", involvement in kidnapping 17 Christian missionaries including 5 children. His sentencing is relevant to the ongoing crisis in Haiti between armed gangs and the government .
Arnoldo Jimenez: Wanted for murdering his wife less than 24 hours after marrying her; dumping her body in his apartment and then fleeing, thus committing flight to avoid prosecution.
Alexis Flores: Wanted for his alleged involvement in the kidnapping of a five-year-old girl and the murder of said girl; has ties to Honduras and has possibly fled there.
Omar Alexander Cardenas: Wanted for the alleged involvement in the murder of man in a large outdoor shopping center in Sylmar, California with a semi-automatic handgun by firing several shots into his head. After a local arrest warrant failed to locate Cardenas, he was charged with flight to avoid prosecution.
Yulan Adonay Archaga Carias: Wanted for the involvement in a rackeeterring conspiracy, the possession of machine guns and conspiracy to import controlled substances; alleged leader of the MS-13 gang for the territory of Honduras, who provided material resources like funds, weapons and narcotics to his Central American enterprise. His case is being investigated as part of Joint Task Force Vulcan under RICO (Racketeering-Influenced Criminal Organisations).

Putting a Disturbingly Low Price On Life (BBC, Guardian, National Army Museum, The Conversation) There has been renewed focus on civilian deaths in Afghanistan following the U.S. military’s admission that an August 29 drone strike, intended for ISIS-K fighters, instead killed 10 civilians, including seven children. According to data collected by Action on Armed Violence (AOAV), a London-based charity conducting research and advocacy on the incidence and impact of global armed violence, UK forces are linked to the deaths of nearly 300 Afghan civilians. Through a series of Freedom of Information requests, AOVA was able to obtain Ministry of Defense compensation logs revealing a total of £688,000 was paid out by the UK military for incidents involving 289 deaths, among them 86 children, between 2006 and 2014. The average amount paid was £2,380.      One of the most serious incidents listed in the logs is the award of £4,233.60 to a family following the deaths of four children, who were mistakenly shot and killed in December 2009. Some payments were less than a few hundred pounds. In February 2008, one family received £104.17 for a confirmed fatality and property damage in Helmand province. The author of the research said reading the files was difficult: “The banality of the language means hundreds of tragic deaths, including dozens of children, read more like an inventory.” AOAV estimates 20,390 civilians were killed or injured by international and Afghan forces during the two-decade-long conflict. This is just one-third of the number killed by the Taliban and other insurgents. 453 British soldiers died in combat operations between 2001 and October 2014. During the entire 20-year engagement from 2001 to 2021, 2,455 U.S. service members lost their lives, including the 13 killed by ISIS-K in the Kabul airport attack August 26, 2021; 20,740 American military personnel were injured.

To the rescue came Hezbollah, the militant Shiite movement designated by the United States as a terrorist organization that is also a political party here. Lawmaker Ibrahim Musawi swiftly procured two generators from the organization’s offices. Eventually, the electricity came back on and the generators were no longer needed. But the episode provided a fresh opportunity for Hezbollah to remind the Lebanese who wields real power in their steadily collapsing country. The Caribbean includes the over seven thousand islands. As in most developing countries, the Caribbean is recognised as an area heavily dependent on the tourism industry for economic survival ( Manley 1995 & Jessop 2000) . According to the Caribbean Tourism Statistics, in 2002 the area attracted more than 14 million tourists per year. The main attractions are the beautiful sandy beaches, clean sea and a warm climate; "...the Caribbean has more amazing beaches and sun than you can shake a stick at" . By looking at both the negative and positive impacts of the developments in the tourism industry in the Caribbean enables a better understanding of the impact on the local communities. Therefore, is it "Paradise on Earth" as promised by tour operators trying to sell holidays to the Caribbean, or merely an image presented to the tourist "...[the] tourist-consumer appears to buy paradise in the travel agency or airline ticket office..."(Strachan, 2002) .
"The Caribbean is a nature lover's dream, welcoming visitors in search of the wonders of the natural world-creatures plants and landscapes unmatched in diversity and beauty". Is this still the truth? According to Barberia (2003) the area's natural resources attract a large number of tourists, but mass tourism brings environmental damage to the ecosystem, as well as impacting on the economy and it damages the social and cultural environment of the Caribbean islands. The main attraction for visitors are "the 3 S's"/ This means sun, sea, sand. But in modern world, visitors are seeking something more Nowadays , sex tourism is becoming one of the main constitutions that attracts tourist to the destination. Nowadays, tourism to the Caribbean islands has become mass tourism ( Archer & Davies 2007).
As in many developing countries, tourism to the Caribbean offers some advantages to the area, including reducing the level of poverty in the area by providing job opportunities for the local community, generating income which leads to economic growth (Palmer 1993) . However, tourism not only provides direct jobs through accommodation, hospitality, transport, shops and casinos. Tourism also helps support investment in the local infrastructure including; medical centres, new roads, utilities as well as other shopping facilities. It is also a main source of government revenue through the taxing of goods and services (Bryan 2001). The World Tourism Organisation (2001) believes that in 2012 the tourism industry created around 3 million jobs in Caribbean.
On the other hand, the economy in the Caribbean was traditionally dependent on agriculture. The sugar crop industry was the leading industry, followed by banana, coffee, cocoa, rice and citrus. However, in recent times the Caribbean has become heavily dependent on the tourism industry (Steinberg 1978). It has been argued that the locals prefer working in the tourism industry rather than in difficult, low paying, traditional work in fishing or agriculture. An extract from the Pattullo (1996) book describes this scenario "...working in de hotel in de harbour last year, even though man getting paid really bad wage I at least know dat each week I gonna get dollar for pay for food and thing." The young man here is explaining that, for him, there is better work available in the tourism industry. Even though he earns a small amount of money there is greater uncertainty working in agriculture or fishing (Pattullo 1996,p 55). Moreover, it has been suggested that most local people living in poverty look "exotic and different" to wealthy visitors, in many cases visitors treating the locals as slaves. It has been hard for Caribbean people to escape from the feelings of injustice that were instigated by slavery and the experiences of poverty after slavery. Tourism is still being seen as an extension of this system of slavery, with the locals there for the visitor's luxury, amusement and comfort (Bryan 2001). According to this view, locals are there to serve the wealthy clients and are in effect still being treated as slaves. Their tourism industry is largely controlled by white people with the local black population employed in a service capacity for minimal remuneration (Miller 2006, p 39) . The low level of education in the area does not give equal opportunity for the indigenous staff to secure jobs in highly skilled, high paid jobs (Goodwin, 2008) .
Nowadays, some of the visitors come to the Caribbean not only for the "3S's" but also for another "S"; sex tourism. Sex tourism involves the prostitution of men and women and sex trafficking of young people and children. It has been suggested that this has had a damaging effect on the local community (Bryan 2001). Moreover, it has created a negative image of local women - who are not prostitutes, but whose service includes cleaning rooms, washing cloth and sex (Sanchez-Taylor & O'Connell 1998/1999,p 1). Adverts from major tour operators construct an image of the Caribbean that suggests "... a dream Caribbean holiday has it all and more"( http://www.directline-holidays.co.uk) however, the popularity of 'sex tourism' has succeeded in increasing the number of sexually transmitted diseases - such as HIV, and Hepatitis, within the local communities. The number of sexually transmitted diseases is steadily increasing each year , with the current estimate of HIV cases alone believed to be between 500,000 and 700,000. Ironically, sex tourism has put at huge risk, not only the locals and the visitors, but their tourism industry as a whole, which could have a damning impact on the island's major source of revenue.
