Metal Sonic and Surge are very much enemies and not rivals. While Sonics rivals might rough him up or try and push him out of their way on occasion, none of them truly want to hurt Sonic and gave some degree of respect for him. Metal flips between wanting to prove he's better than Sonic and straight up wanting to kill him, often wanting to prove he's better BY straight up killing him, he definitely is more of a rival in spin off games were he tried to beat Sonic in things like car races and tennis but in main canon he very much hates Sonic with murderous intent. Surge is a bit more tricky as she's currently not going out of her way to attack Sonic as she did before but she has stated that she wants to atleast hurt Sonic emotionally with her speech to Kit about wanting to take away everything like they did with them, she has the possibility of becoming a rival later down the line with a redemption arc but she still has a deep hatred for Sonic and is making plans to hurt him in anyway possible.

yeah this is kinda what i meant i just felt the need to clarify because i often see people list metal sonic and surge as sonics rivals.. i do think they could be considered rivals in a way though, just not in the same way other characters are .. like theres the category of characters who are sonics enemies and the category of characters who are sonics rivals. and it doesnt really feel quite right to say surge and metal sonic perfectly fit in one box with zero overlap with the other theyre more of a middle ground . a middle ground that probably leans more towards enemy but still
