Bangladesh PM unveils 72,750-crore taka economic package to counter adverse effects of coronavirus
New Post has been published on https://apzweb.com/bangladesh-pm-unveils-72750-crore-taka-economic-package-to-counter-adverse-effects-of-coronavirus/
Bangladesh PM unveils 72,750-crore taka economic package to counter adverse effects of coronavirus
Bangladesh Prime Minister Sheikh Hasina on Sunday announced stimulus packages to the tune of Taka 72,750 crore (USD 8,573 million) to counter the adverse effects of coronavirus on the country’s economy.
“Earlier I declared Taka 5,000 crore (emergency) incentive package for paying salaries and allowances of export-oriented industry workers and employees and today I am announcing four fresh financial stimulus packages of Tk 67,750 crore,” she said.
In a nation-wide, televised address from her official Ganobhaban residence on Sunday, the premier said with the fresh allocations the total amount of financial assistance would stand at Tk 72,750 crore, which is nearly 2.52 per cent of GDP.
“I hope our economy will rebound and we can reach near the desired economic growth, if the stimulus packages — the previous and the fresh ones — are quickly rolled out,” she said.
The premier said the government has simultaneously taken up four programmes under the work plan which are to be implanted in immediate, short and long” phases to increase public expenditure mainly through employment generation, introduce stimulus packages and widen social safety net coverage
This was Hasina’s second media appearance in four days over the coronavirus outbreak following a videoconference meeting with officials and public representatives across the country.
The premier said the first of the four packages involves Taka 30,000 crore to be provided to affected industries and service sector organisations as working capital through banks as low-interest loans.
She said the commercial banks would provide the amount as loans from their own funds to concerned industries and enterprises on the basis of bank-client relations.
The premier said the government would pay half of the interest amounts to banks as subsidies to the affected enterprises, which would pay the rest of the interest.
“The interest rate of this lending facility will be 9 per cent and the concerned industries and business organisations will pay 4.50 per cent interest, meaning half of the interest of that loan, she said.
Hasina said under the second package small and medium enterprises (SMEs), including cottage industries, would get Taka 20,000 crore as working capital.
She said a mechanism would be devised to send the amount to the SMEs as low-interest loans through banks which identically disburse amounts to the SMEs on the basis of bank-client relations while the government in this case would bear the greater share of the interest amount.
“The interest rate of this lending facility will be 9 per cent and the concerned industries and business organisations will pay 4 per cent interest of that loan, while the government will provide the remaining 5 per cent as subsidy, the premier said.
The premier said the other package was meant for enhancing Bangladesh Bank’s Export Development Fund (EDF) to grow from USD 3.5 billion to USD 5 billion to facilitate raw material import.
The premier said this last package would result in adding up Taka 12,750 crore (USD 1.5 billion) to the EDF while its interest rate would simultaneously be brought down to 2 per cent.
The existing EDF interest rate is 2.73 per cent in line with current London Interbank Offered Rate-LIBOR + 1.5 per cent.
The prime minister said the central bank would also introduce a new credit facility of Taka 5,000 crore as “pre-shipment credit refinance scheme” and its interest would be 7 per cent.
Hasina said local products alongside the export sector would deserve special attention and support to cope with the possible global and domestic economic crisis caused by the pandemic.
“In this regard, I call upon all to boost production of local products and raise their use,” she said.
The prime minister said as a nation the people of Bangladesh have wonderful strength of patience and capability to rebound fast by enduring blows of any type.
“Nothing can suppress us as a nation which snatched independence in 1971 in only nine months responding to the call of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and may Allah protect the world people from this pandemic,” she said.
Finance minister AHM Mostafa Kamal and concerned officials including Bangladesh Bank governor spoke at the conference as well.
Bangladesh on Saturday extended the nationwide transport shutdown till April 11 as the country recorded its biggest single-day increase of Covid-19 cases with nine new positive tests, taking the country’s total to 70.
The country reported two more deaths from the novel coronavirus, taking the total number of fatalities to eight.

This was followed the lighting of the lamp by the chief guests, and the Director and the Registrar of The National Law Institute University, Bhopal.
As the pious lighting was concluded, the Director of The National Law Institute University, Bhopal was called forward to address the gathering. After welcoming the chief guests and the participants, the Director spoke of his aspersions with regard to the future editions of this moot, and spoke of his willingness to have a five-fold increase in the number of international teams, participating in this moot. Speaking further, the Director encouraged all the participants, and explicitly stated that winning does not matter, and it is the experience that counts. Having said that, the Director concluded by welcoming all the participants and judges on behalf of the family of The National Law Institute University, Bhopal.
Now, Prof.(Dr.) Ghayur Alam was called forward to address the gathering. After welcoming the participants, Dr. Alam stated that mooting had, in today’s legal education, become a nor, and there was a need to incorporate the same in the regular syllabus and make it a criteria of assessment. He further brought to light an article in the Times of India, which dealt with giving a law teacher an opportunity to take part on court, and gave his remarks regarding the same, being notably sarcastic at times.
After, the Dr. Alam, Mr. Gaurav Pachnanda, Senior Advocate and door tenant, Fountain Court Chambers, United Kingdom, was called upon to address the gathering. He started off by welcoming everyone, and notably stated that more than being happy and delighted to be here, he was nervous to be part of a panel of eminent law scholars and jurists for a symposium and such competitions. He felt blessed to be part of this event, and ended his speech on a note, desiring to interact with the participants.
Now, Mr. Sanjeev Kumar Sharma, Partner, L&L Partners Law Offices, Delhi, was called upon to address the gathering. Having welcomed the participants, Mr, Kumar, threw light on the wonderful experiences that he has had dealing with students well-versed in the law with regard to the respective moots that they were doing, when he was a judge for the same. He endorsed the participants to incorporate their learning from such moots, in their regular legal studies. He ended his speech by wishing all the participants, best of luck for the moot court competition.
After Mr. Kumar ended his speech, Mr. Kevin Nash, Deputy Registrar and Centre Director, Singapore International Arbitration Centre, was called forward to address the gathering. He began his speech on a commending and congratulating note, dedicated towards the Indian Parties, as he stated that their contributions played a key role in the development of the Singapore International Arbitration Centre. With the advent of Alternative Dispute Resolution Mechanisms and increased demand for methods outside court dispute mechanisms like Arbitration, he threw light on the need to address more procedural questions, and them playing a key role in the development of The SIAC as an institution for Arbitration. He raised the facts associated with the increasing number of student interns from India, and commended the same. He ended his speech on a very optimistic note, as he brought out the envisions with regard to and mechanisms for accommodation of Arbitrators in the 21st Century.
After Mr. Nash ended his speech, The Registrar of The National Law Institute University, Bhopal, Ms. Giribala Singh was called forward to address the gathering. Being quite short and succinct, she welcomed the guests, participants and judges, after which she pointed out to the importance of mooting in law schools. She also stressed on the need to make it a routine activity for students and raised the fact that the knowledge of the students would largely increase through such participation. She ended her speech on an encouraging note, as she wished the participating teams the very best of luck, and stated that participation and improvement of knowledge matters more than winning.
After Ms. Singh, Hon’ble Justice V. Gopala Gowda (retd.), former judge, Supreme Court of India, was called forward to address the gathering. After welcoming the gathering, Mr. Gowda threw light on the development of the Arbitration as both a method of dispute resolution in India. He spoke about the advent and increasing scope of Arbitration as an effective method of dispute resolution in India, and the career associated with the same, and while stating it, he laughingly requested the student participants to join the Arbitration sector, and not not move towards litigation or the corporate field. He then raised the well-working of Section 11 of The Arbitration and Reconciliation Act, 1996 in the country, and the paradoxical issue of it contradicting with The UNCITRAL model of law. He then encouraged the participants to do well, and like the others, stated that winning was not everything, and it is the knowledge and experience that matters.

CSIR labs develop ‘green’ crackers
Tumblr media
By Sunderarajan Padmanabhan Newswave @ New Delhi Minister for Science and Technology Dr. Harsh Vardhan announced development of a set of new firecrackers that promise to be less polluting without compromising on the sound or light effect.
Tumblr media
The new crackers have been developed by scientists of two national labs - Central Electrochemical Research Institute (CECRI) based in Karaikudi, Tamil Nadu and National Environmental Engineering Research Institute (NEERI) in Nagpur. The researchers at CECRI have developed green crackers by modifying the chemical formulations for flower pots, `jiljil’ and so-called atom bombs. Crackers essentially comprise of alkali nitrates, aluminum powder of different grain sizes and in some cases a binder to enhance luminescence. Aluminum is used as a primary heat source and to produce the flash. Researchers decided to replace aluminum with magnesium on the understanding that it would reduce ignition temperature and subsequently minimise particulate matter coming from the cracker. The trick worked. Field trials were conducted at Sivakasi, which is also in Tamil Nadu and which is a major firework manufacturing centres in the country and the new composition showed positive results. The minister said the new products had reduced emission of particulate matter and toxic gases, had less smoke and was less noisy. The particulate matter mission was reduced by 25 to 30 per cent. The researchers at NEERI have developed greener version of what are called `bijli’ crackers. Three prototypes have been developed and named SWAS (safe water releaser), SAFAL (safe minimum aluminum) and STAR (safe thermite cracker). The particulate matter was reduced by 30-35 per cent in SWAS and 35 to 40 per cent in SAFAL and STAR.
Tumblr media
Dr. Harsh Vardhan said greener crackers have been demonstrated to the manufacturers and their reaction has been positive. There was, however, a need for approval from Petroleum and Explosives Safety Organisation (PESO), which is the nodal agency for safety requirements in manufacture, storage, transport and use of all types of explosives and petroleum. The manufacturers will have to approach it. He said work on several other greener crackers including electronic-based ones are underway in six other CSIR laboratories -- Central Mechanical Engineering Research Institute, Durgapur, Central Leather Research Institute, Chennai, Indian Institute of Chemical Technology, Hyderabad, National Chemical Laboratory, Pune and Industrial Toxicological Research Institute and National Botanical Research Institute at Lucknow. Dr. Vardhan, however, declined to set a time frame for the crackers to be commercialized. “We are working on them. We will let you know when they are ready for the market”, he said.(India Science Wire) Read the full article
