Colorado just got a big boost to help slash planet-warming emissions from commercial buildings.
Last week, the U.S. Department of Energy (DOE) announced the state was selected to receive a $20 million grant to help implement its building performance standards — ambitious rules that limit the amount of carbon pollution big buildings can emit. Colorado adopted the policy, which applies to edifices 50,000 square feet or greater, last year.
The funding will be used to help buildings in marginalized communities, whose owners may be less able to afford deep carbon-cutting measures like insulation and heat pumps, meet the state’s building decarbonization targets.
“We’re really excited about this DOE award to ensure the success of Colorado’s building performance standard,”��Dominique Gómez, deputy director of the Colorado Energy Office, told Canary Media.
The Colorado award was the largest among the 19 grants to state and local governments announced last week as part of a broader $1 billion Inflation Reduction Act effort to clean up the U.S. building stock. The vast majority of the new round of funding went to helping cities and states design or implement performance standards for buildings, a means of tackling emissions that’s taking root around the country. From New York City’s pioneering Local Law 97 to Seattle’s Building Emissions Performance Standards, these policies set emissions or energy-use intensity caps per square foot in large structures that become more stringent over time.
Building owners have flexibility in figuring out how to meet these standards, whether that’s switching to LED light bulbs, weatherizing, electrifying heating or all of the above. If they fall short, owners face hefty penalties that are designed to exceed retrofit costs, according to Paulina Torres, research manager at global real-estate services firm JLL.
Performance standards are sticks to the policy carrots incentivizing energy efficiency upgrades that, on their own, largely haven’t worked to reduce building sector emissions, said Marshall Duer-Balkind, policy director at the building decarbonization nonprofit Institute for Market Transformation (IMT).
Unlike building energy codes, which generally target new construction, performance standards tackle emissions from existing buildings — a massive source of climate pollution. When you include the electricity they consume, buildings are the largest source of carbon emissions in the country — more than transportation, agriculture, or industry (excluding its buildings), according to the DOE.

To add to this excellent point, halogen headlights are retrofitted with a refractor, whereas LED headlights are supposed to come retrofitted with a projector.
Using the wrong bulb with the wrong 'casing' is just plain stupid.
Headlights are just too bright now. We gotta regulate them.
(And before anyone says it’s just an aiming problem - no. Like I apologize to the headlight aficionados clearly lusting after lighthouses, chernobyl, or the death star, but no amount of aiming is gonna fix the fact that the moment your car encounters any kind of hill, curve, or bump, my retinas are vaporized by a shade of blue-white previously known only to god. Just accept your limits and settle for a soft orange like the rest of us)

I did a bit of digging when a similar post came around, and it looks to me like the issue isn't LED headlights as such, but rather some rather pervasive implementation issues.
Many aftermarket retrofits do not position the diodes in such a way as to produce anything resembling the same light pattern as the bulbs they're replacing. Since the reflectors are designed with that light pattern in mind, it should not be a surprise that what leaves the headlight is not a good match.
Many aftermarket retrofits have power requirements that are very different from the OEM bulbs. This isn't just a matter of how much power, but how it's delivered. The result is often a flicker that will make lots of people uncomfortable and will set off a non-trivial number of migraineurs. (One video I watched showed plugging a dongle into the car's computer system and telling it that there were HID/LED bulbs present now so it would stop being confused. This obviously won't work for cars whose software does not include this setting, but the point of "your new LED bulbs are confusing your car's electrical system" stands.)
No few aftermarket retrofits appear to completely ignore DOT regulations on brightness. In states without annual vehicle inspections, this results in people driving around with low beams brighter than the regs for high beams.
DOT regs say the center of a low-beam headlight cannot be less than 22 inches nor more than 54 inches above the ground. I can't find anything exact, but based on what I could find of hood heights and eyeballing pictures, I'd be shocked if the center of the headlights on (for example) a late model Chevy Silverado is anything less than 47 inches. That's already eyeball height for those of us who drive, y'know, cars. Add a lift kit, especially without re-aiming the headlights, and of course the lights will be blinding other drivers.
There appear to be regulations for headlight color, but I was not able to understand them. If anyone wants to go looking at S14.4.1.4.2.3 of 49 CFR 571.108 and (if possible) translate that into color temperature numbers….
In short, LED headlights (especially aftermarket retrofits) let people do stupid shit in ways that they didn't used to be able to and in ways that externalize all the downsides. This seems like an area that is ripe for Federal regulation.
