The Power Balance Is Shifting in London’s Commercial Real Estate LONDON — For years, landlords have had the upper hand in London’s real estate market, pushing up rents as businesses clamored for prime locations near offices, tourism hot spots and transport hubs and as the city’s population grew and grew. Restaurants were often locked into leases with clauses that allowed the rent to only go up. Retailers faced increasingly exorbitant rents. Over the course of a year, the pandemic has brought a halt to this arrangement, shifting the power balance between commercial property tenants and landlords. Confronting the alternative of having empty properties, some landlords have loosened their terms, with offers of rent holidays or other concessions. But in other cases, changes have been forced on property owners by struggling tenants who, in increasing numbers, have turned to an option in Britain’s insolvency law known as a company voluntary arrangement. The result has been slashed rents or a switch to leases that fluctuate based on the tenant’s earnings. Seeing their prospects dwindle, some property owners are saying the leasing system is outdated and are calling for more transparency and cooperation with their tenants. And a coming legislative review by the British government could bring more change. The relationship between tenants and landlords “has definitely become more fraught because of the pandemic,” said David Abramson, the founder and chief executive of Cedar Dean, which specializes in helping businesses restructure leases. “Landlords are not used to being in business with one hand behind their back. Generally, they’ve been the more dominating force, and it has been quite aggressive.” Landlords had to have “a complete change of attitude,” Mr. Abramson said. “A lot of them are still getting their heads around it.” The changes are playing out slowly, especially for small businesses. Dhruv Mittal, a 29-year-old chef, came to a heart-wrenching decision last summer: He closed his restaurant in central London’s Soho neighborhood after lockdowns had made it impossible to continue. He had opened the restaurant, DUM Biryani House, four years earlier in a basement space with pop art-inspired posters on the walls, pumping out hip-hop music and serving biryanis in the traditional style of Hyderabad in south-central India, where his father is from. Despite government measures to help business survive the pandemic, the quarterly rent due on Mr. Mittal’s restaurant, about 25,000 pounds ($34,000), proved to be an insurmountable burden without revenue coming in. He tried to switch to a smaller site, but his landlord company didn’t have anything, and negotiations to reduce his rent weren’t successful. “Our landlords were quite strong on the fact they would prefer an empty site where then they could charge whatever rent they want to a newcomer than to provide a discount to the current tenant,” Mr. Mittal said. In August, the landlord came up with an offer: Mr. Mittal could defer paying one quarter of rent — the amount he owned — until 2021. But by then, he had laid off his staff and couldn’t reopen because central London was still deserted. In October, he liquidated his company, still owing tens of thousands of pounds in rent and money to other creditors. The property still doesn’t have a new tenant; the DUM Biryani House sign hangs above the locked doors. The landlord declined to comment. Mr. Mittal would not have been evicted immediately for not paying his rent. Last year, the government put in place a moratorium on evicting business tenants, which has been extended until the end of March. Many businesses have taken advantage of this arrangement, but most unpaid rent will just accumulate as debt that can be demanded as soon as the ban is lifted. A more contagious strain of the coronavirus and a winter surge in cases have shuttered Britain’s restaurants and shops again. By the time many of these businesses will be allowed to reopen, their doors will have been shut for at least half of the past year. A recent survey found that only about half of retail rents had been collected for the last three months of 2020. Many tenants urgently need more help.Cedar Dean surveyed 400 leading hospitality companies last month, and three-quarters said they were considering restructuring or insolvency and would need help from either the government or their landlord. Some businesses won’t get enough help and will be forced to close. Pret a Manger, the coffee and sandwiches chain with nearly 400 stores in Britain, turned to its landlords for concessions after lockdowns crushed its income. It now has 65 percent of its locations on turnover leases, at least temporarily, compared with about a quarter before the pandemic. Turnover rent arrangements, sometimes known as percentage rents in the United States, vary but can include a company’s paying a base rent lower than market rates and topping that with a percentage of gross income. “We’ve got about 75 to 80 percent of our landlords so far in the U.K. into a good supportive position,” Pano Christou, Pret’s chief executive, said. Last spring, several landlords were quick to offer temporary discounts to their tenants. But in the summer, Hammerson, a large property development company that owns shopping centers in Britain, went further by saying it would introduce a new leasing system with more flexible agreements, rents revised at cheaper levels and a new rent review system. “The U.K.’s historic leasing model has served its time,” said David Atkins, the chief executive of Hammerson at the time. “It is outdated, inflexible and needs to change.” In Britain, the government has traditionally been reluctant to get involved in these commercial contracts, relying on a 1954 law governing the relationship between commercial tenants and landlords. “When commercial occupiers take a property, it’s a business-to-business contract,” said Catherine Hughes, an associate professor and head of real estate and planning at Henley Business School. “And that has influenced the way they’ve been seen and the way they’ve been regulated — or not regulated.” But that may be about to change. As government ministers have found themselves intervening deeper in the economy, the department that deals with communities and local government said in December that amid a “profound adjustment” in commercial property, it would review “outdated” legislation. It’s unclear how broad the coming changes may be. But Mr. Abramson has suggestions: He said long leases that mandate rents must rise at regular review periods — so-called upward-only rent reviews — should be abolished. Clauses that allow tenants to leave if the rent in their area becomes too unaffordable should be introduced, he said. But, he added, companies also shouldn’t be able to use a company voluntary agreement to change their lease terms. There were fewer insolvencies in 2020 than in the previous year, thanks to billions of pounds in government support, but there has been a jump in company voluntary agreements for large retail, hospitality or leisure companies: 29 businesses started such a process in the second half of 2020, compared with only four in the same period of 2019, according to data by compiled by PwC. For big companies paying rent at numerous properties, these insolvency agreements have become an increasingly common way to shut down sites and cut rent. Unlike entering administration (Britain’s near-equivalent of Chapter 11 bankruptcy), a company voluntary agreement allows a business’s directors to stay in charge as they restructure the company’s debts. It can be a useful tool for a company that has a path back to profitability. PwC found that from June to November, 17 large retail and hospitality companies with nearly 3,000 locations started company voluntary agreements, and at two-thirds of the leased properties the businesses reduced their rents or switched to a turnover rent model through the agreement. Recently, popular names such as the coffee chain Caffè Nero and the healthy fast-food chain Leon have begun company voluntary agreements to reduce their rent debt. Critics point out that some of the larger companies to fail recently, including Debenhams and Arcadia Group, first went through company voluntary agreements, suggesting the process didn’t lead to a proper restructuring of the business. The British Property Federation, which represents landlords and developers, said the system was being “abused,” especially by companies backed by deep-pocketed private equity firms. Theosophists believe an ancient wisdom underlies all creeds. They seek to access a higher spiritual plane, through meditation, intuition and the study of theosophical literature.

“We are all renegades here,” says Hamid Mayet, General Secretary of the Karachi Theosophical Society and President of the Theosophical Order of Service, Pakistan. Having defied social norms and challenged the status quo for much of his life, Mayet is the best man for the job. Beneath his casual, easy-going demeanour lies a steely resolve. He moves across its corridors of Jamshed Memorial Hall with the air of a man who has broken free of the baggage of tradition.

Hailing from an affluent Indian family of Johannesburg, Mayet grew up in South Africa during Apartheid. “Within the Indian community itself – whether it was Hindus or Muslims – there was discrimination against blacks and a pronounced class inequality,” he recalls. “I found it all very hypocritical; attitudes seemed to contradict the religions that were so ardently being followed.”Inspired by anti-Apartheid leaders such as Dr Yusuf Dadoo, chairman of the South African Communist Party, Mayet started rebelling at a young age and became a conscientious objector. At the age of 16 he joined the youth wing of the Pan African National Congress. “In my heart of hearts, I was trying to identify with the common man,” he says. “I felt embarrassed that I was from a well-off family, when all around me there was racial and economic inequality.”In Pakistan, theosophists prefer to remain below the radar. The Karachi Theosophical Society’s website doesn’t give away any names. The fate of Dara Mirza, a former chapter president, is testimony to the darkness that engulfs the city. Mirza’s portrait hangs beside those of Blavatsky – co-founder of the Theosophical Society – and Jamshed Nusserwanjee, a former president of the Karachi chapter and the city’s first mayor. A descendant of Sindhi literary scholar Mirza Kaleech Baig, his ancestors migrated to Sindh from Georgia in the mid-nineteenth century. He was the president of the Society for over three decades, until September 14, 2007, when his body was found in Mauripur, Karachi. He had been kidnapped on the way to work earlier that day. The episode remains buried in a deafening silence.

“Dara Mirza, a learned man, had a strong grasp of esoteric philosophy,” says Mayet. The Esoteric school focuses on accessing the higher spiritual plane – described in theosophical texts as “the unexplained laws of nature and powers latent in man.” According to Mayet, the previous generation of members, such as Amir Ali Hoodbhoy and Hatim Alvi, carried out a deep study of theosophical literature. The current membership of 50, however, gravitates towards the Theosophical Order of Service (TOS) – a social services wing.

The ever-expanding Montessori at Jamshed Memorial Hall provides underprivileged students with a quality education at a fee of Rs 1,700 a month. Nusserwanjee and Minwalla felt that Italian educator Maria Montessori’s emphasis on creative and independent thinking had much in common with the values of theosophy.

The theosophists of Karachi are currently working towards opening a Montessori at the Besant Lodge in Hyderabad – a structure that Mayet describes as being “far more impressive than ours.” After the demise of the Lodge’s president – the renowned scholar and political activist Ibrahim Joyo in 2017 – membership has dwindled. A member of the Progressive Writers’ Movement, Joyo’s controversial work Save Sindh, Save the Continent – From Feudal Lords, Capitalists and their Communalism, published in 1947, resulted in the termination of his teaching post at the Sindh Madressa. Joyo was not the only theosophist to find himself at odds with the Madressa. A few decades earlier, Hatim Alvi, a student at the institution, was expelled for writing an article critical of the British rule.

“The Theosophical Society attracts people who tend to think out of the box,” says Mayet. “It has nothing to do with political orientation. Nor are we a religious organisation. This is a society that promotes unity.” He says it was Joyo’s interest in Sufi culture that made him gravitate towards theosophy. “Sufism is closer to esoteric philosophy.”

“If you want to find God, you can find him in the garden,” says Mushtaq Jindani, Joint Secretary of the Karachi Theosophical Society and Director Education, TOS. “You can cultivate God in the garden.” Jindani heads a small club called The Linkers, a group of people interested in mind sciences – the kind that deal with spirituality in relation to the mind and body.

Mayet is doing his best to make the Karachi chapter sustainable, so that he can hand it over to the next generation in working condition. “It has existed for over a hundred years, and I want it to be there for another hundred,” he says. 

Theosophists of Hollywood

Of Hungarian descent and a Gnostic bishop, he is an author and incumbent President of Besant Lodge in Los Angeles. The name is Stephan – pronounced Stephaan – Hoeller. The eyes, half-closed, look neither up nor down, but see everything. And despite his advanced years, the bearing is sturdy. He holds his cup of coffee at a tilt. This may look like a mannerism, but it may also be because his grip is not quite firm. Tellingly, the initials ‘S.H.’ are embroidered on the cuffs of his crisp shirt.

Stephan hands Winter Lazerus, fellow theosophist and property manager at Besant Lodge, a letter he received in the post. “God knows what it means,” he says, amused by its cryptic content. Lazerus proceeds to examine the note and its accompanying talisman – an aboriginal woman holding a wand.

On an enclosed page torn out of a dictionary, the word ‘wizard’ is underlined.

Lazerus, clad in all black and sporting a pony-tail, cuts a tall, shadowy figure. He lives in an old cottage behind Besant Lodge. This is the quaint and leafy neighbourhood of Beachwood Canyon. It is the home of Stephan, Lazerus and the Theosophical Society. It is also home to the sprawling Hollywood sign – an intruder in this quiet part of Los Angeles. But the Society predates Hollywood – cinema was a comparative latecomer in these parts.

“The theosophists came to these hills because they believed that the spiritual and creative energy was strong here,” explains Stephan. And so in 1912, Albert Warrington and his associates founded the hamlet of Krotona – the society’s first national headquarters. The colony, located up the hill from Besant Lodge’s current location, is a collection of Moorish structures that have been converted into apartments. “Dora van Gelder Kunz, a former president of the Society, writer and famous clairvoyant, also believed that there was an angelic energy present in this particular part of Southern California,” continues Stephan.

The Lodge’s stained glass windows give its interior a church-like quality. They display the celestial symbols illustrated in theosophical teacher Geoffrey Hodson’s The Kingdom of the Gods. “Many think that this building was part of the old colony of Krotona,” says Stephan, “but that is not the case.” It was in fact a neighbourhood movie theatre, built in the early 1920s. “The first silent film theatre in Los Angeles,” Lazerus proudly adds. His cottage, even older, was once a bookshop. The Society bought both properties in 1954, while Stephan was on the board of directors.

This easternmost tail of the Santa Monica Mountains has always lured theosophy into its fold. Although Krotona relocated to Ojai owing to financial difficulties during the Great Depression, the Society returned in the incarnation of a rented facility near Beachwood Canyon before acquiring its current location. The commune in Ojai, now the Krotona Institute of Theosophy, is a thriving centre of research and spiritual learning.

Unlike many residential areas of Los Angeles, “there is a sense of community here, in Beachwood Canyon,” says Lazerus, “a real sense of the old part of L.A.”  To locals, Besant Lodge is a community centre of sorts. “The Los Angeles chapter has about 20 to 30 members,” says Stephan. It hosts lectures, classes, readings, joint activities with the Gnostic Church, and has “offered Spanish lessons for the last 20 years.” 

Further west, in the winding lanes of Bel Air, lifeless mansions gaze coldly at passing cars. Beachwood Canyon, however, has a soul. A nameless canyon and remote farming community in the 1880s, it became the site for an ambitious yet short-lived housing project – Hollywoodland – in the 1920s. “We border the largest municipal wilderness preserve in the world, where mountain lions roam,” says Lazerus, referring to Griffith Park.

Stephan produces a rare photo of Annie Besant. She is about to board a Goliath airliner with Charles Blech, general secretary of the Theosophical Society in France, and an unnamed gentleman. On the Lodge’s wall hangs the charter of Krotona, bearing Besant’s signature. It is dated 1920 – the year she visited the colony, as the Society’s international president.

Stephan, an aristocrat, struggled against oppression in his early years. When a Soviet-style communist regime consolidated power after the Second World War, his family lost all their property and lived in great need. He left Hungary, arriving in the US in 1952. “The Nazis had destroyed a lot of theosophist literature during the war, and subsequently, so did the communists,” says Stephan. “Totalitarian governments do not like organisations such as the Theosophical Society.” At first, Stephan dreamt of becoming a Catholic priest. And although he was 15 when he first heard of theosophy, it wasn’t until his arrival in Southern California that he joined the Society.

“Gool Minwalla was concerned that the Muslims’ suspicions of other religions would one day become a problem for their own countries,” says Stephan. “She was a fine lady,” he says of the former president of the Society, whom he had met in Ojai in the early ’80s. According to Stephan, it was during Zulfikar Ali Bhutto’s tenure that religious intolerance first surfaced in Pakistan.

When Stephan first joined Besant Lodge 60 years ago, there were over 100 members. The current membership is only a fraction of this, owing to the existence of numerous other spiritual organisations. In what seems like a valedictory remark he emphasises the need to reconnect the “threads” that link theosophical societies across the globe.

The fourth crisis of the Republic, writes Ramachandra Guha - columns

As I have written before, if India had been a start-up in August 1947, not even the most venturesome of venture capitalists would have invested in it. No new nation was born in more inhospitable circumstances. The Partition of the country had been awful enough, in the scale of its violence and the mass displacement of people from their homes. Two months after Independence, Pakistan sent raiders into Kashmir, sparking a full-fledged war. Then, in January 1948, the Father of the Nation was murdered by a Hindu fundamentalist. This attack from the religious right was compounded by an attack from the political left, when, a mere six weeks after the Mahatma died, the Communist Party of India, acting on the orders of their Russian masters, started an armed insurrection against the Indian State. All this occurred against the backdrop of food scarcities, shortages of foreign exchange, and the refusal of the large and strategically vital princely state of Hyderabad to join the Indian Union.How did the infant that was India cope with all this? Why did it not break apart into many pieces, as many Western observers were confident it would? The answer lies in the extraordinary quality of the country’s leadership — with the likes of BR Ambedkar, Jawaharlal Nehru, and Vallabhbhai Patel in government; the likes of Kamaladevi Chattopadhyay, Mridula Sarabhai and Anis Kidwai in civil society; and a set of brilliantly qualified and superbly focused public officials at hand as well. This remarkable generation of Indians united the country politically, emotionally, and socially, legitimising this unity through the document we call the Constitution of India.This column is being published in print on January 26, 2020 — the 70th anniversary, to the day, of the adoption of the Constitution and the formation of the Republic. In the seven decades since, while India has not known times quite as dark as those when the nation was born, it has not been entirely free of problems or difficulties. In its career as a Republic, the country has faced three major crises, which I describe below.The first crisis of the Republic occurred in the early 1960s, which saw bloody wars with China and Pakistan, the deaths of two greatly beloved prime ministers in quick succession, and agrarian distress, leading to a famine-like situation in many parts of the country. The second crisis of the Republic took place in the mid-1970s, when Indira Gandhi and her son, Sanjay, sent Indian democracy to the cleaners, and imposed a reign of terror across Northern India in particular. The third crisis of the Republic occurred between 1989 and 1992, years marked by savage Hindu-Muslim conflict and a great deal of caste conflict as well, compounded by scarcities of foreign exchange and a quick turnover of governments at the Centre.I remember each of these three crises vividly. In the 1960s, I was a little boy in Dehradun, growing up in a home darkened by blinds as jets of the Indian Air Force flew overhead. We were middle-class, but the shortages of grain, pulses, and cooking oil had hit us hard nonetheless. My parents felt the deaths of Nehru and Lal Bahadur Shastri personally, as if they had been members of our family. In the 1970s, I was a college student in Delhi, reading a censored press, wary of a goateed Intelligence Bureau man sitting alone in the University Coffee House overhearing our conversations, hearing stories of the harassment of Muslims in Turkman Gate. In the late 1980s/early 1990s, I was an academic travelling across North India, observing at first-hand the devastation caused by the social and religious polarisation of those years.So, the first thing I would say, as an Indian citizen now in his 60s, is — we have been here before. Indeed, what I consider to be the worst year in the history of the Republic occurred in none of the three dark phases I have identified above. This year was, of course, 1984, which saw (among other things) the Indian Army’s storming of the Golden Temple, the assassination of Indira Gandhi, the pogrom against the Sikhs, and the Bhopal tragedy. The second thing I would say is that we may now be passing through the fourth serious crisis in the history of the Republic. A set of unnecessary State policies has derailed our economic recovery, set citizens against one another, and damaged India’s standing in the world. When the Narendra Modi Government was re-elected in May last year, there were some major structural problems facing the country. These included: one, growing joblessness and agrarian distress; two, the declining capacity of public institutions; and, three, growing environmental degradation. The actions of the government since May 2019 have done nothing to address these three problems. On the other hand, the government’s actions have created further problems, by deepening divisions between the country’s religious communities, and between the Centre and the states.How is the Republic of India faring on the 70th anniversary of its founding? The answer to this question depends on where one lives. Had I been living in Bareilly, Guwahati, or Srinagar, I might have considered the situation truly grave, even life-and-nation-threatening. Living in (moderately) peaceful Bengaluru, besides being a historian of a sceptical temperament, I wouldn’t think of us as going into an apocalypse just yet. Nonetheless, because of the structural problems identified in the previous paragraph — and which the present policies must only worsen— I do believe this is the fourth serious crisis that the Republic of India has faced since it was founded 70 years ago.A historian can use the past to understand the present, but a historian cannot predict the future. I cannot tell how the rest of the year or the rest of the decade will unfold for India and Indians. But that the Republic is passing through a very troubled phase in its history is evident. Solo Trip To Puducherry ( Pondicherry)

Once the travel bug bites there is no known antidote , and I know that I shall be happily infected until the end of my life..

The wait is over and the day has come 23.June.2017 , Hyderabad – Chennai – Puducherry (Pondicherry /Pondi) the most awaited trip for me as its planned in the last min.

I reached Pondi(Puducherry) around afternoon , checked in to my hotel opposite to bus stand and freshed up. In no time without wasting a min googled for the best two wheeler rentals, found Vijay Arya located near to the bus stand is the best as majority of the people recommended. Rented Yamaha for two days to explore the new place. Vijay Arya rentals will charge you Approximately 300 – 1200 INR based on the vehicle you choose for a day (9am – 9PM)

My first spot is Auroville located 10- 14 Kms away from the city . More than a tourist place its main objective is to tell the world about the way of living. You can visit mantrimandir here , but you need to follow the protocol to access it .Mantrimandir - A spiritual place for practitioners of integral yoga initiated by The Mother of the Sri Aurobindo Ashram.You can watch video at the visitor center that gives you an idea about what auroville is and what to expect. You can get the pass from the center to view the mandir, It’s a km away from visitor center here you can view the mantramandir from the viewing point. You can spend some time and then come back. If you want to go inside the mantrimandir you need to register two days prior to get the pass.

Other attraction s: Boutiques, café , Books/CD shop .I spent around 1hr at Auroville and then decided to move ahead to serenity beach.

Serenity beach is on the way from auroville to Pondi . It was a nice beach indeed, where fisherman boats and nets spread across the Sea shore in the evening. I spent my time here by walking along the shore , sitting on the black big rocks gazing at the blue waters of the bay of Bengal.

Time to move on from the shore to the most happening place in pondi , Promenade beach. It’s a pride for Puducherry and stretches approximately 1.5Km lined up with big black rocks . These are usually of granite boulders set up by govt. for soil erosion. Walked along the stretch for a while, sitting on the rocks , gazing at the blue waters( what else can we do apart from watching the beauty of the bay of Bengal) and finally returned hotel .

Second day , I woke up early while it was still dark to see the sunrise from pondi promenade beach. There were few people on the streets, but promenade seaside is filled with morning walkers and sunrise viewers. As the weather is cloudy I need to wait for a while to spot the sunrise. After a walk , I came across this place 24hrs coffee lounge “Le Cafe” which overlooks the sea and the rocks.

A sip of coffee and relaxed . As the sun became harder started walking slowly towards white town .White Town ,this is an old French colony which has now become a posh neighborhood of pondi .The French and Roman inspired buildings here are mostly in white and mustard color. This is one reason the name white town suits this place aptly. One would visit lot of foreigners for obvious reasons of this place being a French colonial place in the 1950’s.

It’s time to move ahead to Aurobindo Ashram – Here you will find the Samadhi of Sri Aurobindo . A pin drop silence is maintained inside the ashram.
