Nearly 30 HISD schools have COVID-19 in their wastewater, public health officials say - Published Aug 30, 2024
Public health officials detected COVID-19 in the wastewater of two-thirds of HISD schools two weeks into the start of the new school year, Houston Health Department officials said.
The department detected the disease in 29 of the 45 schools monitored as part of the department’s Wastewater Monitoring Dashboard. Dr. Jeanna White, deputy health authority for the Houston Health Department, said that COVID-19 levels have begun to plateau in recent weeks, but residents should remain alert and seek treatment if they experience any symptoms.
“For the past couple weeks, our wastewater numbers have been leveling out, meaning they’re not increasing,” White said. “But that’s not to say that people shouldn’t pay attention to their personal risks and health concerns. … If you have risks, comorbid conditions or just think you’re showing symptoms, you should still seek treatment immediately.”
The department’s wastewater dashboard, which tracks the presence of COVID-19 in the city’s sewer water, does appear to have evened out over the past month. Since late June, the viral load — defined as the number of viral pieces that entered a water treatment plant on a given day — has hovered around 300, less than half of the city-wide high reached in early 2022.
The dashboard displays data relative to July 2020. As of Aug. 19, the Houston Health Department reported COVID-19 levels to be just under three times those recorded in 2020. While this may seem alarming, data collected from wastewater treatment facilities is only a small part of the greater picture, White said.
“When you’re dealing with wastewater, you have to think about what data you’re capturing,” White said. “There are a host of factors that can skew data one way or another. If there was a concert or other big event, you might see a spike. Part of the reason we started looking at schools is because it provides an extra level of granularity to the data.”
School wastewater provides a more narrow sample that is largely limited to residents and families, White said. This can help eliminate outliers in the form of conventions and other events that bring people to the city.
But data shows some areas have fared better than others. Kingwood, for example, currently sits at a staggering 1800% of the viral load detected in 2020. That’s despite having just a fraction of Houston’s population.
Rebecca Schneider, a staff analyst for the Houston Health Department, said there are a host of factors that can result in higher COVID-19 numbers for certain regions. In particular, areas like Kingwood that had lower levels at the start of the pandemic tend to produce more alarming figures when upticks occur.
“You have to keep in mind that this is in comparison to July 2020. Places that had lower levels then might look really, really bad in 2024,” Schneider said. “With that in mind, Kingwood is one of the few areas where we are seeing an increase in the disease.”
Looking forward, White said the Houston Health Department will continue monitoring COVID-19 levels across the city and take appropriate action as needed. For the time being, residents should continue to take basic precautions to guard themselves from the disease.
Parents of students who attend schools where COVID-19 was recently detected should be on the lookout for any symptoms and seek treatment as needed. White said it’s important that parents keep their children at home if they believe they might be sick.
“It’s all about just maintaining those best practices,” White said. “Cover your cough, cover your sneeze, use hand sanitizer and distance yourself when you’re sick or you have a fever. The best tool against COVID-19 is prevention.”

The American paradox of protest: Celebrated and condemned, welcomed and muzzled (AP) They’re hallmarks of American history: protests, rallies, sit-ins, marches, disruptions. They date from the early days of what would become the United States to the sights and sounds echoing across the landscapes of the nation’s colleges and universities during this activist spring. And just as much a part of that American history? Those same events being met with irritation, condemnation, anger, calls to desist, and at times the use of law enforcement and aggressive tactics to make that happen. Americans cherish the right to assemble, to speak out, to petition for the redress of grievances. It’s enshrined in the first of the constitutional amendments. They laud social actions of the past and recognize the advances toward equality that previous generations made, often at risk of life and limb. But those same activities can produce anger and outright opposition when life’s routines are interrupted, and wariness that those speaking out are outsiders looking to sow chaos and influence impressionable minds.

Minutes later, Alabsi arrives at the Tenderloin Community Elementary School, where she is among several adults who escort dozens of children to after-school programs. Hundreds rescued from flooding in Houston (AP) High waters flooded neighborhoods around Houston on Saturday following heavy rains that have already resulted in crews rescuing more than 400 people from homes, rooftops and roads engulfed in murky water. Others prepared to evacuate their property. A wide region was swamped from Houston to rural East Texas, where game wardens rode airboats through waist-high waters rescuing both people and pets who did not evacuate in time. “It’s going to keep rising this way,” said Miguel Flores Jr., of the northeast Houston neighborhood of Kingwood. “We don’t know how much more. We’re just preparing for the worst.”

Madonna’s concert transforms Rio’s Copacabana beach into a massive dance floor (AP) Madonna put on a free concert on Copacabana beach Saturday night, turning Rio de Janeiro’s vast stretch of sand into an enormous dance floor teeming with a multitude of her fans. An estimated 1.6 million people attended the show, G1 reported, citing Rio City Hall’s tourism agency. A number of huge concerts have taken place on Copacabana beach before, including a 1994 New Year’s Eve show by Rod Stewart that drew more than 4 million fans and was the biggest free rock concert in history, according to Guinness World Records.
UK water sports call for clean-up as sewage crisis deepens (Reuters) British water sports groups have joined forces to call on the government to clean-up rivers and seas, blaming the country’s sewage crisis for causing illness and cancelling events. Raw sewage has been dumped into rivers and seas more and more frequently in recent years by water companies, sparking anger in Britain, where voters blame a privatised system that prioritises profit over investment in infrastructure. The pollution is making swimmers, rowers, sailors and other users of British waters ill, say seven national governing bodies of water-based sports, including the Angling Trust, British Rowing and Swim England. Last month, rowers in Britain’s University Boat Race who for nearly two hundred years have celebrated by jumping into the River Thames were warned not to expose themselves to water because of high levels of E.coli bacteria from sewage spills.
Family Values or Fighting Valor? Russia Grapples With Women’s Wartime Role. (NYT) The Russian Army is gradually expanding the role of women as it seeks to balance President Vladimir V. Putin’s promotion of traditional family roles with the need for new recruits for the war in Ukraine. The military’s stepped-up appeal to women includes efforts to recruit female inmates in prisons, replicating on a much smaller scale a strategy that has swelled its ranks with male convicts. Recruiters in military uniforms toured Russian jails for women in the fall of 2023, offering inmates a pardon and $2,000 a month—10 times the national minimum wage—in return for serving in frontline roles for a year, according to six current and former inmates of three prisons in different regions of Russia. Dozens of inmates just from those prisons have signed military contracts or applied to enlist, the women said, a sampling that—along with local media reports about recruitment in other regions—suggests a broader effort to enlist female convicts.
Ukraine marks its third Easter at war under fire from Russian drones (AP) As Ukraine marked its third Easter at war, Russia launched a barrage of drones concentrated in Ukraine’s east where the situation on the front line is worsening. President Volodymyr Zelenskyy urged Ukrainians in an Easter address to be united in prayer and called God an “ally” in the war with Russia. Officials in Kyiv urged residents to follow Orthodox Easter services online due to safety concerns. Zelenskyy called on Ukrainians to unite in prayer for each other and soldiers on the front line. A majority of Ukrainians identify as Orthodox Christians, though the church is divided. Many belong to the independent Orthodox Church of Ukraine. The rival Ukrainian Orthodox Church was loyal to the patriarch in Moscow until splitting from Russia after the 2022 invasion and is viewed with suspicion by many Ukrainians. Eastern Orthodox Christians usually celebrate Easter later than Catholic and Protestant churches, because they use a different method of calculating the date for the holy day that marks Christ’s resurrection.
Drones Changed This Civil War, and Linked Rebels to the World (NYT) In flip-flops and shorts, one of the finest soldiers in a resistance force battling the military junta in Myanmar showed off his weaponry. It was, he apologized, mostly in pieces. The rebel, Ko Shan Gyi, glued panels of plastic shaped by a 3D printer. Nearby, electrical innards foraged from Chinese-made drones used for agricultural purposes were arrayed on the ground, their wires exposed as if awaiting surgery. A laser cutter was poised halfway through carving out a flight control unit. The generator powering the workshop had quit. It wasn’t clear when there would be electricity again. Despite the ragtag conditions, rebel drone units have managed to upend the power balance in Myanmar. By most measures, the military that wrested power from a civilian administration in Myanmar three years ago is far bigger and better equipped than the hundreds of militias fighting to reclaim the country. The junta has at its disposal Russian fighter jets and Chinese missiles. But with little more than instructions crowdsourced online and parts ordered from China, the resistance forces have added ballast to what might seem a hopelessly asymmetrical civil war. The techniques they are using would not be unfamiliar to soldiers in Ukraine, Yemen or Sudan.
Israel, Gaza and the Law on Starvation in War (NYT) On March 19, Volker Türk, the United Nations’ human rights chief, said in an official statement that Israel’s policies regarding aid in Gaza might amount to a war crime. “The extent of Israel’s continued restrictions on the entry of aid into Gaza, together with the manner in which it continues to conduct hostilities, may amount to the use of starvation as a method of war, which is a war crime,” he wrote. His comments made waves. Using starvation of civilians as a weapon is a serious violation of international humanitarian law, and a war crime under the Rome Statute, the treaty of the International Criminal Court, or I.C.C. Israeli and foreign officials told The New York Times last week that they were worried that the I.C.C. was preparing to issue arrest warrants against senior Israeli officials—including potentially over accusations that they prevented the delivery of aid to civilians in Gaza. (They also said they believed that the court was considering arrest warrants for Hamas leaders, which could be issued concurrently.)

The U.N. assessment said the social and economic impact of the war launched after Hamas’ surprise attack in southern Israel on Oct. 7 has been increasing “in an exponential manner.” It called the level of casualties—5% of Gaza’s 2.3 million population—“unprecedented” in such a short time. By mid-April, it said, over 33,000 Palestinians had been killed and more than 80,000 injured. About 7,000 others remain missing, most believed to be buried under the rubble. Israel wants to go into Rafah. It's taking a big risk. (WSJ) Israel insists on targeting Rafah in Gaza to eliminate Hamas. Its military will somehow have to thread the needle between not doing so much damage that it inflames international outrage, further impairs its crucial relationship with the U.S. and kills some of the Israeli hostages believed to be held there, while not going in so softly that it fails to rout Hamas and puts its own soldiers at risk.

Mario Universe
I'm a huge Mario fan. I received my very first Super Nintendo (SNES) when I was just five years old. I was sick and my dad was a fiend for new technology so this was his version of trying to make us both feel better. I loved it! Shortly after that I met my first step brother, Brandon, who was only three years older than me. He introduced himself to me by pointing finger guns up close to him on a mission to find the burglar in the house. So much personality! We bonded immediately. He was in an out of my life for a total of four long years as my father tried to figure out his relationship with his mother. We played video games together, got lost in giant sewer systems in (Kingwood) Houston, TX, chased ice cream trucks, rode bikes together, got in trouble together, played Barbies together and everything! He was like having a real brother. I miss our fun.
I still play video games today. I hate the idea of tossing away your childhood imagination and adorations to become a "mature adult". I just think maturity means handling your responsibilities and learning how to peacefully interact with other people and the environment. It doesn't mean stop imagining there are burglars in the house and using finger guns to stop them.
My two favorite stories in a video game are Twilight Princess and Super Paper Mario Wii. Both from #Nintendo.

"The game begins with a youth named Link, who works as a ranch hand in Ordon Village. One day, the village is attacked by Bulblins, who carry off the village's children with Link in pursuit before he encounters a wall of Twilight. A Shadow Beast pulls him beyond the wall into the Twilight-shrouded forest, where he is transformed into a wolf and imprisoned. Link is soon freed by a Twilight creature named Midna, who offers to help him if he obeys her unconditionally. She guides him to Princess Zelda, who explains that Zant, the King of the Twili, invaded Hyrule Castle and forced her to surrender. The kingdom became enveloped in Twilight, rendering all its inhabitants besides Link and Zelda spirits. To save Hyrule, Link must first revive the Light Spirits by entering the Twilight-covered regions and recovering the Spirits' light from the Twilight beings that had stolen it. Once revitalized, each Spirit returns Link to his Hylian form. During this time, the ghost of a departed swordsman also appears to provide swordsmanship training that he had failed to pass on before he died, as well as information regarding Link's destiny in Hyrule.
Link also helps Midna acquire the Fused Shadows, fragments of a powerful dark relic. In return, she aids Link, and during his journey, he finds Ordon Village's children and assists the monkeys of Faron, the Gorons of Eldin, and the Zoras of Lanayru. After restoring the Light Spirits and obtaining the Fused Shadows, Link and Midna are ambushed by Zant, who takes the fragments. Midna calls him out for abusing his tribe's magic, but Zant reveals his power comes from another source, and uses it to revert Link to his wolf state. Failing to seduce Midna into joining forces with him, Zant leaves her to die by exposing her to the light. Bringing a dying Midna to Zelda, Link learns from her that he needs the Master Sword to lift Zant's curse, and she proceeds to sacrifice herself to heal Midna, vanishing mysteriously. Moved by Zelda's selflessness, Midna begins to care more about Link and the fate of the light world.
After gaining the Master Sword, Link is cleansed of the curse that kept him in wolf form. Deep within the Gerudo Desert, Link and Midna search for the Mirror of Twilight, the only known gateway between Hyrule and the Twilight Realm, but discover it is broken. The Sages there explain that Zant tried to destroy it, but merely managed to shatter it into fragments; only the true ruler of the Twili can completely destroy the Mirror of Twilight. They also relate that they once used it to banish Ganondorf, the Gerudo leader who attempted to steal the Triforce, to the Twilight Realm when executing him failed. Link and Midna set out to retrieve the missing shards of the Mirror. Once the mirror has been fully restored, the Sages reveal to Link that Midna is actually the true ruler of the Twili, usurped and cursed into her current form by Zant. Confronting Zant, Link and Midna learn that he forged a pact with Ganondorf, who asked for his assistance in subjugating Hyrule. After Link defeats Zant, Midna recovers the Fused Shadows and destroys Zant after learning only Ganondorf's death can release her from her curse.
Returning to Hyrule, Link and Midna find Ganondorf in Hyrule Castle, with a lifeless Zelda suspended above his head. Ganondorf fights Link by possessing Zelda and then transforming into a massive boar-like beast, but Link defeats him and the power Midna received from Zelda is able to resuscitate her. Ganondorf then revives, and Midna teleports Link and Zelda outside the castle so she can hold him off with the Fused Shadows. However, as Hyrule Castle collapses, it is revealed that Ganondorf was victorious, as he appears before them and crushes Midna's helmet. Ganondorf engages Link on horseback; assisted by Zelda and the Light Spirits, Link eventually knocks Ganondorf off his horse and duels him on foot before plunging the Master Sword into his chest. With Ganondorf dead, the Light Spirits revive Midna and restore her to her true form. SAPCR cases deal with the same sort of rights and duties for children that a divorce would. Conservatorship, possession, access, and support of a child are all covered in a SAPCR case. If you would like to file a case for your child you would file it with the same court that you would a divorce and would have to serve your child’s other parent just as you would a spouse if you wanted to divorce him or her.
It is even possible for a married person to file a SAPCR against their spouse just to have orders established for these issues with their children. The marriage would remain in place but there would be court orders that pertained to their children in the event that issues arose between them.
What happens, though, if you are not a parent to a child and want to file a SAPCR case to have your own rights and duties established as to a child? Can you even do this? The answer to those questions will be discussed in today’s blog post from the Law Office of Bryan Fagan, PLLC. To start off, we will need to determine if you can file and have a court hear your case.
Standing in a SAPCR case
The Texas Family Code contains the laws that are applicable in a family law case brought in our state. There are multiple different situations that you can qualify under in order to bring a SAPCR case. Obviously, if you are a parent to the child you can bring a SAPCR case. A governmental body like Child Protective Services (CPS) can file a SAPCR case on behalf of a child as well.
We see this with some frequency (unfortunately) when it comes to situations where CPS has received word of a child who may be the victim or abuse or neglect. In this situation, CPS would need to file a SAPCR case in order to get temporary conservatorship rights over the child in order to remove him or her from the home.
A key to having standing to file a SAPCR case in Texas is having had control and care of the child for six months preceding the filing of the SAPCR case- so long as the six months ended no more than ninety days before the day that the SAPCR was filed.
This is important if you are an aunt, uncle or grandparent that has had to shoulder the responsibility of caring for the child or a relative. Likewise, if you are a step-parent and the child and the child’s biological parent have resided with you for the same time period you also may bring a SAPCR suit under this standing requirement.
Mom vs. Dad
The Woodlands Divorce Attorney: By far the most common sort of SAPCR case involves you and the child’s other parent. If you are the mother of a child you may be interested in filing a SAPCR soon after the birth of your child in order to have the father legally recognized as the father of your child. This may take some genetic testing to be accomplished unless the father is willing to admit to paternity.
Once the father is established as a matter of law, you can have child support, possession, access and other rights and duties assigned within the final orders of your case. The Parental Presumption can hurt your chances to win conservatorship of a child

With that said, if you are a relative like a grandparent then you have an uphill battle to fight in order to win conservatorship of a child in a SAPCR case. In that case, you must show that if a judge names the parent as a conservator of the child then the child’s health or emotional development will be significantly impaired.
The evidence that must be presented in court cannot be circumstantial or a “he said, she said” sort of thing, either. Rather, the evidence must be extremely specific and show a particular behavior in the parent that will cause harm to the child.
Basically, you cannot file your SAPCR and then expect to win conservatorship rights to a child based on a general idea that you would be the better parent to a child. That will not overcome the parental presumption and will cause you to have a negative outcome in your case.

Houston Family Law Lawyers: In part four of the Law Office of Bryan Fagan, PLLC’s series on Temporary Orders hearings, we will discuss the part of the hearing itself that gives clients the most amount of discomfort- their actual testimony.
If you are going through a divorce or child custody case and have never given testimony in front of a judge this is a critical article to read.
While every person has an individual level of comfort speaking in public, I believe the content below will be helpful for any person who finds themselves on a witness stand.
Rule No. 1- Tell the Truth
I could have titled this section Rule Nos. 1 through 1,000- Tell the Truth. Telling the truth and coming off as a credible witness to the judge is critical to being able to present your case successfully in court.
For starters, lying under oath is called “perjury” and is against the law. You will take an oath where you swear to the court that your testimony will be truthful. If you are less than truthful on the stand there is potential for criminal penalties to be assessed against you. I’m not saying this will happen, but it is something to keep in mind. Bottom line: be honest with the judge, no matter what.
There are varying degrees of truthfulness when you get right down to it. Part of being truthful is not overselling or underselling a particular issue on which you are testifying. If your intent is to make something seem much worse or much better than it really is then this is what I mean by over or underselling.
Your judge will have most likely heard testimony similar to yours at some point in time. If the judge gets the suspicion that you are not being completely truthful your credibility can take a huge hit and along with it your case can take a huge hit as well.
The Truth as it applies to conversations with your attorney
Family Law Lawyer Houston: The second worst person to be less than truthful with, besides a judge, is your attorney. Your divorce lawyer is not there to judge you or berate you or do anything to make you feel bad about yourself or your past actions.
What your divorce attorney is there for is to prepare your case and to present you in a favorable light to the judge. If you fail to disclose information to him or her, even if it sounds really bad, that can have a huge impact on your case in the courtroom.
This is especially true if your spouse already knows the “bad facts” when your own attorney does not. You can rest assured that your spouse has happily shared this information with their attorney and a plan has been devised to utilize the information in court to hurt you and your case. The best way to counteract this possibility is to be completely honest with your lawyer.
Sometimes clients will tell me things that are completely irrelevant to their case and are downright embarrassing. That’s fine. For one, everything you tell your attorney is confidential and two, your attorney is being paid to determine what is and what is not relevant. Talk with your lawyer about all facts- good and bad, prior to stepping inside a courtroom.
The types of questions asked in a Temporary Orders Hearing
Well, we’ve made it. All the preparation, meetings, thoughts and prayers have led to the moment where your name is called as a witness and you walk up to the witness stand and take a seat.
Once you swear to tell the truth to the court your attorney will begin his or her questioning of you. This is called “direct examination”. The opposing attorney will then have an opportunity to ask you questions as well- this is called “cross examination”.
Your own lawyer must ask you non-leading questions. This means that the question itself cannot suggest an answer to you. Your lawyer will ask you questions and you must answer them truthfully and based on your specific knowledge of an event or issue.
The opposing attorney can ask you leading questions. It is important to note that in some instances leading questions can contain the desired answer (from the perspective of the opposing lawyer) to the question. Some good advice is to listen carefully when the opposing attorney is asking you questions and to answer him or her in a way where you are not agreeing to something that is only partially true.
Every attorney has a different style to how they approach an opposing witness. Some attorneys are rough and gruff in their demeanor and their cross-examination questioning is no different. Many attorneys will attempt to come off as friendly and non-threatening in their initial questioning of you. My advice would be to always respond to questions in a courteous manner but to be aware that no matter how friendly the lawyer seems, they are not there to benefit you in any way.
Before answering a question it can be smart to take a moment and replay the question in your head. If you:
> understand the question and > know the answer to the question you should give a response
If you cannot answer both of these questions with a “yes”, then you should either ask the attorney to rephrase or repeat the question or reply with a response of “I don’t know”.
You should not be concerned with the idea that if you reply to a question with an answer of, “I don’t know” that the judge will think you’re not that intelligent or don’t care enough about your case to remember a detail.
It is must better to tell the attorney you can’t remember something than to invent an answer or to assume an answer. There is usually a method to the questions asked of a witness by a lawyer and you can assume that each answer you provide is going to feed into the next few questions the lawyer asks you. Being honest in your responses is the right thing to do and can benefit your case as well.
