John James McGuinness (born 15 March 1955) is an Irish Fianna Fáil politician who has been a Teachta Dála (TD) for the Carlow–Kilkenny constituency since the 1997 general election. He was appointed Chair of the Committee on Finance, Public Expenditure and Reform, and Taoiseach in April 2016. He served as Chair of the Public Accounts Committee from 2011 to 2016 and as a Minister of State from 2007 to 2009.
Personal life
McGuinness was born in Kilkenny and educated in Kilkenny Christian Brothers Secondary School. He holds a Diploma in Business Management. He is married to Margaret Redmond and they have three sons and one daughter. His eldest son Andrew is a Fianna Fáil County Councillor on Kilkenny County Council and served as Mayor from 2014 to 2015.
Political career
He first entered local politics in 1979 when he won a seat on Kilkenny Borough Council and was a subsequent mayor of the city from 1996 to 1997. He was the third generation of his family to serve on this council. From 1991 until the abolition of the dual mandate in 2003, he was also member of Kilkenny County Council, where his father, Michael McGuinness, was the longest-serving councillor (1959–99).
He was first elected to Dáil Éireann as a Fianna Fáil TD for the Carlow–Kilkenny constituency at the 1997 general election. He was vice-chairperson of the Public Accounts Committee in the 29th Dáil and a member of the Joint Oireachtas Committees for European Affairs, Enterprise and Small Business, Justice, and Women's Rights in the 28th Dáil.
In July 2007, he was appointed by the government on the nomination of Taoiseach Bertie Ahern as Minister of State at the Department of Enterprise, Trade and Employment with responsibility for Trade and Commerce. He was re-appointed by the government on the nomination of Taoiseach Brian Cowen to the same position on 13 May 2008. On 22 April 2009, as part of cost-cutting measures due to the Irish financial crisis, the Cowen reduced the number of Ministers of State from 20 to 15. McGuinness was among the seven junior ministers who were not reappointed.
McGuinness then revealed a testy relationship with his senior minister Mary Coughlan, and considerable disagreement with policy in the department. On 24 April 2009, he criticised Coughlan and Cowen for their lack of leadership being given to the country. He said: "She's not equipped to deal with the complex issues of dealing with enterprise and business within the department. And neither is the department". McGuinness later rejected suggestions he campaigned to undermine Coughlan, when it was revealed that he had hired external PR advice in an effort to enhance his own profile as a Minister of State within the department.
In 2010, a political memoir that he co-wrote with Naoise Nunn, called The House Always Wins, was published by Gill & Macmillan.
In the 31st Dáil, McGuinness served as Chair of the Public Accounts Committee. He was the Fianna Fáil Spokesperson on Small Business and Regulatory Framework from April 2011 to March 2016.
He declared that he would vote No in the 2015 referendum to allow same-sex marriage.
In the 32nd Dáil, McGuinness served as Chair of the Finance, Public Expenditure and Reform, and Taoiseach Committee.
He chairs the Ireland-Taiwan Parliamentary Friendship Association.

Three police officers from Sharon Hill, Pennsylvania, were fired Thursday, two days after being charged in connection with the shooting death of 8-year-old Fanta Bility while she exited a high school football game on August 27, solicitor Sean Kilkenny confirmed to CNN.
The Sharon Hill Borough Council voted 6-1 Thursday night to fire the three officers, Kilkenny said.
Officers Devon Smith, Sean Dolan and Brian Devaney each were charged Tuesday with one count of voluntary manslaughter, one count of involuntary manslaughter and 10 counts of reckless endangerment, according to the criminal complaints.
Manslaughter charges were "appropriate" in this case rather than murder in the third degree because there was no evidence of malice, said a news release from Delaware County District Attorney Jack Stollsteimer's office. Bail was set at $500,000, unsecured, for each defendant and a preliminary hearing set for January 27 in state court.
CNN has reached out to all three officers and their attorneys for comment, as well as the Sharon Hill Police Department.
Fanta was killed after two teens, Angelo "AJ" Ford and Hasein Strand, opened fire in a dispute outside a suburban Philadelphia high school football game, according to the complaint. In response, the three officers, who were monitoring the exit of the football game, fired at a vehicle moving on the street between the officers and the football stadium and spectators leaving the game.
The officers' shots struck four people as they were leaving, including Fanta, whose injuries were fatal, according to the complaints. Shots from the officers also struck a car driven by two girls going to the football game that had no involvement in the original altercation between Ford and Strand, according to the complaints.
Investigators recovered 25 9mm cartridge casings from the area where the officers fired, with ballistic evidence matching them to the officers' service weapons, according to the complaint.
Stollsteimer also directed his office to withdraw murder charges against Ford and Strand for their role in Fanta's killing, the prosecutor announced Tuesday.
"While I believe these defendants should be held accountable for starting the series of events that ultimately led to Fanta Bility's death, developments during the grand jury investigation render it appropriate to withdraw these charges at this time," Stollsteimer said in the release.
Strand pleaded guilty Tuesday to aggravated assault and illegal possession of a firearm for his role in the August 27 events. He will serve a prison term of 32 to 64 months and will remain under court supervision until 2030, per the terms of his plea, according to the release.
Ford still faces attempted murder, aggravated assault and gun possession charges, according to the district attorney's office.
CNN has reached out to the public defender representing Ford and Strand for comment.
"From the moment the call came in on August 27, my team of investigators and prosecutors has worked tirelessly to achieve justice for Fanta and the other victims of that tragic night. Today's charges are a big step forward in that process," Stollsteimer said in the release.
"I am convinced the DA's office and grand jury did exactly what they should have done," Bility family attorney Bruce Castor said Tuesday in a statement to CNN. "I am very pleased with how the DA's office handled the case and the Bility family is likewise very impressed."

Hi, I’m Eamon but you can call me Amos 🎧😀 I have a disability called Arthrogryposis since birth, back in the 80’s sometime lol😂
I am a part time DJ and I work as a traffic monitor with Kilkenny County Council.
The main role in my job is to monitor all disabled parking spaces and making sure that they are vacant JUST for disabled people and or disabled passengers.
In this day and age, 80 to 90 percent of buildings should be accessible but only with the historical exception like my city of Kilkenny, Ireland which was founded in the 6th century!
Kilkenny City has its own fully built castle and adjoining grounds since 1195 and some lovely medieval buildings also around the City.
I have never been inside the castle because of its inaccessibility but now up to recently in 2020, I have read that the castle will finally be fully accessible to all because of local funding...........Finally I can be the King of the Castle! 😀👌🏼
Also,
transport services, mobile phones, tv’s and gaming consoles should be accessible to all who love to travel, chat, stream and play with friends online but cannot see the real enjoyment like others can!
So, as you have just read, my main goal for blogging is to have a voice for the disabled world and to hopefully Improve Accessibility!

Well, that was nerve-wrecking, but I think it went rather well. And I suppose I can only get more at ease with these kind of things by throwing myself at them. The staff (Sue, Patrick, Paul) were very supportive which is what you need at a live recording.
The panel discussion was rather interesting was well and I learned a few new things.
Afterwards, I went to get my bike which I had locked on the County Council premises, because there’s a roof over the bicycle stands. When I was unlocking it, I could see the security guy locking the gates, but he waited patiently in the car. When I knocked on his window, he asked me where I had played music (because I had the fiddle on my back) and when I told him, he said he had just listened to it on the radio. Ha.

Drag cabaret in Kilkenny for animal rescue 'out the door' with abandoned dogs
My Lovely Horse are holding a not-to-be missed fundraiser with a difference on Friday November 11 in the Pembroke Hotel, Kilkenny to raise vital funds for the more than 800 animals they are responsible for. At any one time they can have 200 animals at their Kildare rescue and another 600 placed with foster carers.
The animal welfare charity deals a lot with Kilkenny County Council and recently received the Mayor’s Award for their compassionate rescue work, which they described as an incredible honour.
Founded 11 years ago, the rescue is currently experiencing a huge volume of animals being surrendered and abandoned. Orla Donohoe, the PR for My Lovely Horse says they are ‘out the door with dogs … it’s just horrendous’.
At present they are fundraising to build new kennels as they have more than 50 dogs on site at their main base in Kildare. Originally a horse rescue, they have now expanded to take animals of all kinds. Currently they have 80 goats, 400 horses and multiple pigs in their care.
Orla explains that many people got pets both before and during lockdowns, who didn’t research or fully understand the type of animal they were getting and their needs as they would become adults. Typical of these are goats, pigs and collies.
It costs over €400,000 to run My Lovely Horse annually, yet in the past year, they received only €26,200 from the Department of Agriculture in funding, which leaves them to fundraise on a constant basis both from corporate donors and the public. They simply have no other choice.
The Pembroke event will be a unique drag cabaret featuring the one and only Tina D Parton who will interpret the torch songs of Dolly Parton and Liza Minelli. She might also throw in a bit of Irish dancing to the mix, which should add to the hilarity.
There will also be great raffle prizes on the night. It’s a really worthwhile cause deserving of support.

This logo for Kilkenny County Council was created by graphic designers at the Kilkenny Design Workshops (KDW) in 1976. It's simple, striking and so effective. It contains the K and CC but also resembles infrastructure and a road, in a nod to the work of a county council in maintenance while also symbolising progress and direction. Remarkably this logo has stood the test of time and is still in use today almost 50 years later. It can be seen looking slick on the KCC website.
There's lots of incredible graphic design work to be seen in the KDW archive which is housed at the National Irish Visual Arts Library and accessible online through the DRI

mccullough mulvin architects completes the museum renovation of st mary’s hall, formerly st mary’s church, in kilkenny, ireland. founded in the thirteenth century as the parish church of the city, then used as a parish and masonic hall since the mid-20th century, it was purchased by kilkenny borough council in 2010 with assistance from kilkenny county council and the department of environment, heritage and local government. the cruciform 13th century stone structure, with a later tower at its western end, sits in a substantial walled graveyard that had recently been opened to the public as a garden and contains many important tombs and monuments from the middle ages to the 20th century.

The re-building of Wexford’s opera house by Keith Williams Architects and the Office of Public Works, was one of Ireland’s most important cultural regeneration projects of the first decade of the 21st century.
The multi-award winning venue, constructed in the heart of medieval maritime Wexford, contains the O’Reilly Theatre (780 – 855 seats), full flytower and backstage and the Jerome Hynes, a transformable second space of 170 seats, together with rehearsal, production facilities, bars, café and foyer spaces.
Carefully integrated into the historic fabric of Wexford’s medieval centre behind reinstated terraced buildings, the scale of the building and its contribution to Wexford’s silhouette only becomes apparent when viewed from the harbour. From there the new flytower appears in the skyline alongside the spires of Wexford’s two Pugin inspired churches, announcing the presence of an exceptional new cultural building in the historic townscape.
Though primarily conceived for Wexford’s autumn opera festival, the house operates as a year round arts venue, for additional Wexford Festival productions and visiting companies.
Described as one of the great small opera houses of the world, with exceptional acoustic performance, the building was officially designated as Ireland’s National Opera House in 2014.
Among many awards, the building was shortlisted for the RIAI Triennial Gold Medal 2017, and provided the base from which Wexford Festival Opera has excelled, going on to win the Best Festival Award at the 2017 International Opera Awards.

The home of the internationally recognised Wexford Festival Opera designed by Keith Williams Architects with the OPW, has recently been officially recognised by the Irish Government as Ireland’s National Opera House.
During Wexford’s annual autumn opera festival, the announcement of the renaming of the multi-award winning opera house was made on the stage of the 771 seat main auditorium by Minister for Arts, Heritage and the Gaeltacht, Heather Humphreys, to the capacity audience at the festival’s official opening.
Ms Humphreys said she was delighted to give her “full support to the renaming of Wexford Opera House as the National Opera House. I have asked my officials to work with Wexford and the Arts Council to put this into effect, in recognition of Wexford’s position as the home of Ireland’s only custom-built opera house.”
Wexford Festival Opera Theatre Royal officially opened in 2008 and remains Ireland’s only custom-built Opera House, winning numerous national and international architectural awards. It is a year-round cultural receiving house for opera and also for multi-disciplinary performance art-forms, and is the home of Wexford Festival Opera, one of the leading opera Festivals in the world, each year attracting audiences from Ireland and abroad who travel to Wexford to experience this unique celebration of opera.
The new designation for the Wexford Opera House, which opened in 2008, means Ireland will no longer be the only country in the EU not to have a national opera house, and underlines Wexford’s status as one of Europe’s leading opera companies.
David McLoughlin, Chief Executive of Wexford Festival Opera said: “The official recognition of Wexford as Ireland’s National Opera House will help secure a legacy in opera in Ireland for generations to come, but perhaps more importantly deservedly recognises the State’s previous significant investment in the creation of what has been internationally acclaimed as ‘the best small opera house in the world’.” Congratulations are very much due to Keith Williams Architects for their superb building.
