پروٹوکول اور نام نہاد وی آئی پیز

اسلام آباد میں تیز رفتار گاڑی ٹریفک سگنل کی سرخ بتی کی خلاف ورزی کرتے ہوئے دو موٹر سائیکل سواروں کو کچلتے ہوئے ایک گاڑی سے جا ٹکرائی جس کے نتیجے میں چار معصوم افراد جاں بحق ہو گئے۔ ٹریفک کا اشارہ توڑ کر چار انسانی جانوں کے ضیاع کا سبب بننے والی گاڑی وفاقی محتسب برائے انسدادِ ہراسانی کشمالہ طارق اور اُن کے شوہر کی تھی۔ خبر کے مطابق وفاقی محتسب کی پروٹوکول کی گاڑی تیز رفتاری سے سگنل توڑتے ہوئے گزر گئی جس کا پیچھا کرتی ہوئی گاڑی جس میں کشمالہ طارق سوار تھیں، اِس سنگین حادثے کا سبب بنی۔ دو دن قبل یہ حادثہ پیش آیا اور سوال یہ اُٹھایا جا رہا ہے کہ آیا حادثے کا سبب بننے والے گاڑی ڈرائیور چلا رہا تھا یا کشمالہ طارق کا بیٹا؟ یہ حقیقت تو کھل ہی جائے گی کہ گاڑی کون چلا رہا تھا لیکن اس حادثہ کا ایک اہم پہلو پروٹوکول اور سیکورٹی کے نام پر پاکستان کی شاہراہوں پر وہ کھلم کھلی ٹریفک خلاف ورزیاں اور بدتمیزیاں ہیں جو ہمارے نام نہاد وی آئی پی کلچر کا حصہ بن چکی ہے جس طوفانِ بدتمیزی سے پروٹوکول اور سیکورٹی کی گاڑیاں احساسِ کمتری کے شکار معاشرہ کے نام نہاد VIPs کی تسکین اور اُسے اہم ثابت کرنے کے لئے پاکستان کی سڑکوں پر گھومتی ہیں، اُس سے ہمیشہ حادثات کا خطرہ رہتا ہے۔

سگنل توڑنا، تیز رفتاری، غلط اوور ٹیکنگ، عام ٹریفک کو آگے سے ہٹنے کے لئے ہراساں کرنا، یہ وہ عمل ہیں جن سے ہر کوئی واقف ہے۔ پروٹوکول کی گاڑیاں کئی مرتبہ حادثا ت کا باعث بنتی ہیں۔ نام نہاد VIPs کو جلد ازجلد اپنی منزل تک پہنچانے کے لئے دوسری گاڑیوں کو سائیڈ یا ٹکر مارنے سے بھی سیکورٹی یا پروٹوکول والے نہیں ہچکچاتے۔ کئی بار راستہ نہ دینے والوں کو بیچ سڑک روک کر تشدد کا نشانہ بھی بنایا جاتا ہے۔ جھوٹی شان و شوکت دکھانے والوں کے سبب انسانی جانیں بھی ضائع ہوتی ہیں، ٹریفک قوانین کی خلاف ورزی کو اپنا حق سمجھا جاتا ہے۔ کسی زمانے میں چند ہی VIPs ہوا کرتے تھے لیکن گزشتہ دو تین دہائیوں سے سرکاری عہدوں پر فائز ہر دوسرا فرد غیرقانونی طور پر سیکورٹی یا پروٹوکول کے نام پر پولیس، رینجرز یا دوسرے کسی سیکورٹی ادارے کے اہلکاروں کی سرکاری گاڑیوں کے حصار میں سفر کرتا ہے تاکہ لوگوں کو پتا چلے کہ کوئی بڑے صاحب یا صاحبہ گزر رہی ہیں۔

قانونی طور پر سیکورٹی یا پروٹوکول کا حق گنے چنے حکومتی ذمہ داروں کو ہی حاصل ہے لیکن اب تو شاید ہی کوئی وزیر مشیر، جج، جرنیل اور اہم عہدوں پر فائز فرد بغیر پروٹوکول کے باہر نکلتا ہو۔ اب تو سرکاری افسران خصوصاً پولیس اور سول انتظامیہ سے تعلق رکھنے والے اکثر ڈپٹی کمشنر، کمشنرز بھی سیکورٹی اور پروٹوکول کے بغیر باہر نہیں نکلتے۔ جیسا کہ میں نے اوپر بیان کیا ہے کہ ماسوائے ایک محدود تعداد کے اہم ترین سرکاری عہدیداروں کے، پروٹوکول اور سیکورٹی کانوائے کے ساتھ سفر کرنے والے نہ صرف قانون کی خلاف ورزی کا سبب بن رہے ہیں بلکہ قومی پیسہ کے ضیاع کے ساتھ ساتھ ٹریفک حادثات اور بدنظمی کا بھی باعث بنتے ہیں۔

ایک خبر کے مطابق وزیراعظم عمران خان نے کشمالہ طارق کے ٹریفک حادثہ کے واقعہ کا نوٹس لیتے ہوئے وزراء کو اضافی پروٹوکول اور سیکورٹی کے حصول سے روک دیا ہے اور یہ بھی ہدایت جاری کی ہے کہ کون کون سے وزراء سیکورٹی لے رہے ہیں؟ ضرورت اس امر کی ہے کہ اس اضافی سیکورٹی اور غیرقانونی پروٹوکول کو ہر سطح اور ہر محکمہ سے ختم کیا جائے۔ دکھاوے کی بجائے سادگی پروموٹ کی جائے اور ہر اُس فرد کے خلاف تادیبی کارروائی عمل میں لائی جائے جو غیرقانونی طور پر پروٹوکول یا سیکورٹی استعمال کر رہ ہے۔ اس بات کو بھی یقینی بنایا جائے کہ چاہے کوئی VIP ہو یا اُس کا پروٹوکول اور سیکورٹی عملہ، ٹریفک قوانین پر عمل کرنا ہر ایک کی ذمہ داری ہے۔ سیکورٹی اور پروٹوکول کے نام پر دوسروں کی زندگیوں کو خطرے میں ڈالنے والوں کو سزا دینی چاہئے ورنہ جو واقعہ اسلام آباد میں پیش آیا اُسے مستقبل میں نہیں روکا جا سکتا۔

Kashmala Tariq

Kashmala Tariq (born January 24, 1972 in Lahore, Punjab, Pakistan) is a member of the National Assembly of Pakistan from the Women Reserve Constituency NA-277 for the province of Punjab. She belongs to the Pakistan Muslim League (Quaid-e-Azam) or PML-Q. She is also actively involved in women's rights.

Career

Kashmala graduated from the Lahore School of Economics in 1998 with a major in International Trade Laws (Banking and Finance). She was a member of Pakistan peoples party and elected into parliament in 2001. She is also involved in women's rights and much of her work in politics have centered around this issue. She introduced two bills regarding women in parliament, on honour killings and amendments to the Hudood Ordinance respectively. 

She is among the critics of the Hudood Ordinance and questions its legitimacy in Islamic theology as claimed by the proponents.  She identifies laws on gender discrimination, sexual harassment scandal and domestic violence among her priority issues and criticizes the feudal mindset along with a male-dominated culture as hindering progress and laws in these areas. In March 2005, when Tariq's sponsored bill on Karo-kari (honour killing) was rejected by voice vote in the National Assembly, she criticized the Muttahida Majlis-e-Amal (MMA) calling its leaders ‘self-styled’ experts on Islam saying they were exploiting Islam and the constitution and that they used Quranic verses to suit their points of view.

Tariq had suggested 3 amendments related to the issue of Wali (legal male guardian), compoundability and the remission of sentence but the opposition, i.e. MMA and Law Minister Wasi Zafar opposed the bill calling it "un-islamic". In August 2006 as a member of the NA Select Committee on Women’s Protection Bill, Tariq proposed that a husband, who had sex with his wife without her consent should be tried under rape charges.  Due to outspoken manner against corruption and nepotism, her party sought to have her expelled from the party. She maintains that the driving forces behind her opponents are an anti-woman mindset and corruption in politics. 

On September 24, 2007, she was elected to chair the Commonwealth Women Parliamentarians from 2007 to 2010. 

In July 2011, Tariq was a candidate for the Chairperson of the Commonwealth Parliamentary Association. She lost the first round of the election to Ms Fiamé Mata’afa, the Samoan Minister of Justice and Sir Alan Haselhurst, MP from the United Kingdom. Sir Alan was eventually elected as the chairperson in the runoff. 

However She opposed a bill on reproductive health in June 2012 stating that it was not in conformity of Islamic laws and was too controversial. 

She is an alumna of the London School of Economics.

An interim bail hearing of Azlan Shah, Kashmala’s son, was held by the District and Sessions Judge Mohammad Sohail. The suspect’s lawyer told the court that they had reached an agreement with the relatives of three of the four people killed in the accident. Shah’s lawyer argued before the court that since bailable provisions were included in the case registered against the suspect, he should be granted bail. The government’s attorney, on the other hand, opposed the bail request, saying that the suspect’s license had not yet been verified. He further said that since an agreement had not been reached with the relatives of all four deceased, the bail request should be rejected. The judge ordered the police to verify the license submitted by the suspect and suspended proceedings until later in the day. The accident Four people were killed after five speeding vehicles of the Federal Ombudsperson for the Protection against Harassment of Women at the Workplaces Kashmala Tariq’s protocol broke a signal and crashed into a car and motorcycle on the Srinagar Highway in Islamabad earlier this month. Police had confirmed that the former MNA’s protocol vehicles broke the sector G-11 traffic signal and collided with two vehicles, killing four people and injuring two others. One of the vehicles bore a government number plate, police had disclosed. Tariq’s husband and son were also in one of the vehicles. Police had shifted Tariq’s husband Waqas Khan to the Ramna Police Station, while her son and others in the convoy had allegedly fled the scene. A police spokesperson said action will be taken against those responsible in accordance with the law. Kashmala Tariq denies accusations Kashmala Tariq, in a video message, denied that she and her family fled the scene, adding that they had remained at the site of the accident until the arrival of the ambulances to help the injured and the deceased. The former MNA had said her son was in the car behind hers, while she and her husband were in the same one. “This whole matter is being blamed on my son but the driver was unable to control the car. “It was a terrible accident and I feel sadness in my heart for the children who lost their lives,” she had said. The former lawmaker had explained that everyone, including her son and her husband, had gone to the police station after the horrific crash in which her convoy was involved. “Justice will be served but please don’t unjustly drag anyone’s child into the matter,” she underscored, adding that neither she nor her family tried to escape the crash site. “In fact, we even called an ambulance ourselves,” she added. “We were travelling in two vehicles. We left Lahore around 7pm yesterday and crossed the toll plaza at around 10:30pm. My husband and I were in the same vehicle. “As we reached the Kashmir Highway, we experienced a sudden shock and push and got injured. The driver was unable to control the car. It was a terrible accident,” she stated. Kashmala Tariq said she was upset over the loss of lives of the children who were in the car that her convoy hit. “We have children ourselves too. There is no substitute for human lives,” she had stressed. “My son was in the car behind us… I don’t understand what kind of media trial is this. The CCTV video of the accident should be shown. “My son’s pictures are being broadcast and shared everywhere when, in fact, he was riding in the car behind us. If, in any way, this was our fault or had we been driving, then we bring our hands together to apologise. “I have no words.
