Oh I highly recommend reading this interview translation on Serebii forums, it's got some really good insight on Kabu's role and how the VA, Hiroki Tochi, came to understand the role.

Q: Was there anything you found especially important or were especially attentive of when playing the character in order to get this appeal across to the audience, or was there anything the sound director told you that left a particular impression on you? And do you feel any of this is unique to Pokémon? Tochi: One thing that's very unique to Pokémon characters is the way they call out the name of moves. As I said earlier, I initially thought Kabu was supposed to be a really stern person, and since he is so skilled as a Pokémon Trainer he's able to serve as a Gym Leader, I figured he should sound really intense and forceful when he instructs his Partner Pokémon to use moves. However, when I tried playing him like that in the initial test recording, the sound director went "Kabu isn't supposed to be a professional killer, you know..." and the entire room broke out in laughter. Apparently I had gone way overboard (laughs).
