Personal headcanon yapping:

I think the voices you hear when eyes is near aren't hallucinations but it communicating telepathically also being intelligent enough to understand human languages and manipulate people. I think it's fair to assume eyes is intelligent as the capacity for evil is not present without intelligence. It is said in its document that the most likely reason for it killing personnel is out of pure hatred. The document for eyes also says you can hear the voices of loved ones so I think Sebastian probably hears his mother's voice. So he'd enjoy sitting and chatting with eyes, with eyes also being thankful for being freed by him. They'd probably relate to each other as they were both experimented on extensively. But never really truly understand each other.
