BY: Gerry Cantlon, Howlings HARTFORD, CT -The offseason has begun for the Hartford Wolf Pack and the rest of the AHL, except for the Pacific division, which has a playoff. Teams are very busy planning and signing players and coaches for the upcoming 2021-22 season.
PLAYER AND COACHING MOVEMENT
All of the AHL teams not in the Pacific Division have begun to send players to their respective ECHL teams for some post-season experience. Playing Chess like Commissioner Vestager
Every world chess champion possessed his own unique playing style. Tigran Petrosian was dubbed “Iron Tigran” due to his impregnable defensive style. Anatoly Carpov’s positional style earned him the nickname “boa constrictor”. Jose Raul Capablana was known as the “human chess machine” because of the relentlessly accurate manner in which he bested his opponents.
Were Commissioner Vestager to play high-level chess, she would probably play like Mikhail Tal. The so-called “Magician from Riga” was a formidable world chess champion. Known for his creative attacking style, Tal was daring and unpredictable on the chess board. His dramatic combinational play allowed him to confuse and rattle his opponents, who would usually proceed to make errors and concede defeat.
The way the board is set these days, few areas of EU competition law are as topical as fiscal state aid. The household names involved in the tax ruling cases (e.g. Apple, Amazon, Starbucks), coupled with the transatlantic tensions to which they have occasionally given rise, have brought state aid policy to the forefront of Commissioner Vestager’s work.
Building on some noteworthy quotes by Mikhail Tal, this post will endeavour to make sense of the different moving pieces on the state aid chessboard, describe the current state of play and evaluate the Commissioner’s “checkmating” odds.
“I like to grasp the initiative and not give my opponent peace of mind.”
Commissioner Vestager “inherited” the ongoing wave of fiscal state aid questions from Commissioner Almunia. Under her stewardship, the wave morphed into a … tropical cyclone. Apart from the four investigations that had already been opened (Apple, Fiat, Starbucks and Amazon), Commissioner Vestager launched seven more probes and has so far concluded eight in total, all but one with a finding of state aid. In the meantime, DG COMP published a Notice on the Notion of State aid and a Working Paper on State Aid and Tax Rulings in 2016, while the Commission’s Legal Service has valiantly defended its decisions before the General Court.
The start of the Competition Commissioner’s mandate in November 2014 coincided with the well-known LuxLeaks scandal. An investigation conducted by the International Consortium of Investigative Journalists revealed that Luxembourg’s authorities had issued hundreds of tax rulings that helped drastically reduce multinationals’ tax burden. The names of the companies were made public and those included Pepsi, IKEA, Walt Disney and Deutsche Bank, among others. The findings attracted international attention and spurred a lively debate on tax avoidance practices.
  Building on her predecessor’s work and capitalising on the fact that public opinion had soured on multinationals’ tax treatment, the Competition Commissioner seized the initiative and took swift and decisive action. Firstly, she launched an enquiry into the tax ruling practice of all EU Member States. Secondly, she opened investigations against Belgium for its excess profit rulings’ scheme (involving 39, mostly European, multinationals), and then also against Engie, McDonald’s, IKEA, Huhtamäki and Nike.
Unflinching in her resolve and undaunted by political pressure, she was not afraid to pit the Commission against American behemoths and European powerhouses. Moreover, certain Member States, most notably Luxembourg and the Netherlands, found themselves in DG COMP’s crosshairs more than once, while not even the … perennially departing UK managed to escape state aid scrutiny. In fact, in April 2019,  a few days after the “initial” Brexit date, the Commission concluded that the United Kingdom “granted undue tax benefits to several multinational companies by allowing certain artificially diverted group financing income to remain outside the scope of the United Kingdom’s anti-tax avoidance provisions.” Uncompromising, yet always calculated, Commissioner Vestager has been using competition policy to actively influence the way Member States tax undertakings. Tackling tax avoidance is a laudable aim, but using competition policy to circumvent the failure to get political consensus is arguably illegitimate and a dangerous precedent to set.

As the reader will doubtlessly know, the player with the white pieces makes the first move in a chess game. This gives her the initiative; it has also been shown statistically that white wins slightly more often than black. This first-move advantage therefore means that white can more easily go for the jugular. Any lesser ambition would be an offence to the game.
Commissioner Vestager is definitely playing to win. Moreover, the Commission does possess the first-move advantage, being able to initiate state aid investigations almost at will, and keeping its cards close to its chest as regards the timeline of their conclusion. The element of surprise is key in every “battle”, be it legal or otherwise. As many practitioners know, you might not hear from DG COMP for a long time and suddenly it’s…doomsday.
The Competition Commissioner, now Commission Vice-President as well, also wishes to send a strong political message. These cases are not just about competition between undertakings. They are also about inter-State tax competition, which needs to be fair. If the way to make it so necessitates the employment of the Union’s hard law apparatus, so be it.
Many of Commissioner Vestager’s relevant statements are telling. When adopting the negative decision against Belgium in 2016, she stressed that the state aid investigations can address distortions of competition, but that “to root out unfair tax competition in the EU, we need an effective combination of both legislative action and enforcement of state aid rules.” Furthermore, when announcing the negative decision against Amazon and Luxembourg, she emphasized that the “ultimate goal should of course be that all companies, big or small, pay their fair share of tax where their profits are earned,” but that the “enforcement of EU State aid rules alone cannot achieve this.”
Winning cases and sending a message is great. Sometimes, however, like in chess, you need to sacrifice a piece in order to create a mating attack. In fact, Mikhail Tal was most famous for his brilliant piece sacrifices that frequently led to spectacular checkmates.
A sound sacrifice, however, is one that gives the player some sort of compensation. Might we then view the McDonald’s state aid case as such a move? In September 2018, the Commission concluded that the non-taxation of certain McDonald’s profits in Luxembourg had not led to illegal State aid, as it was in line with national tax laws and the Luxembourg-United States Double Taxation Treaty. The reason underpinning the effective “double non-taxation” which had taken place in that case was a mismatch between Luxembourg and US tax laws, and not any special treatment by Luxembourg.
McDonald’s is the “one that got away”, being the only recent fiscal aid case so far where a finding of no aid has been recorded. Luxembourg, however, did not get away. A tactical piece sacrifice (closing the case) was followed by more important positional compensation for the Commission: Luxembourg, despite winning the case, agreed to close the loopholes that had allowed for double non-taxation. Commissioner Vestager in her relevant statement when closing the McDonald’s case had “very much welcomed” the fact that the Luxembourg Government was taking legislative steps to address the issue and to avoid such situations in the future. As a matter of fact, Luxembourg quickly adjusted its rules. It thus seems that a decision must have been made in Brussels that a sacrificed white … knight would not be missed if it helped the Commission edge towards victory. Does the latter, however, need to play flawlessly in order to win?
“Of course, errors are not good for a chess game, but errors are unavoidable and in any case, a game without errors, or as they say ‘flawless game,’ is colorless.”
The Commission is not infallible. Two out of the three decisions that have reached the General Court so far have been annulled, namely the Belgian Excess Profit and Starbucks decisions. The first annulment, in February 2019, was on “technical” grounds and focused on the erroneous identification of an aid scheme by DG COMP (see my analysis and summary here). The Commission has lodged an appeal against the General Court’s judgment. The second defeat, in Starbucks, stung more, with the Court concluding that “the Commission has not managed to demonstrate the existence of an economic advantage within the meaning of Article 107 TFEU.”
Still, its one victory so far, in the Fiat case, easily counterweighs the two aforementioned annulments. In that case, the General Court accepted, albeit in a nuanced manner, that the Commission was entitled to identify an arm’s length principle as a criterion for assessing the existence of State aid – and that the corresponding interpretation of the Forum 187 case was actually not far-fetched. This means that, should this judgment not be quashed by the ECJ on appeal, an arm’s length principle will have indirectly made its way into primary EU law (Article 107 TFEU). For those not familiar with the concept, the arm’s length principle originates from international tax law; it dictates that transactions between companies belonging to the same group should be valued as if they had been carried out between unrelated parties, each acting in his own best interest.

The final quote by Tal, and my personal favourite, is rather self-explanatory. The way forward is not clear, neither for the Member States nor for taxpayers. The forest is indeed quite dark. This leads those entrapped to the only source of light, in our case the only source of legal certainty. This would be the EU law arm’s length principle (ALP), i.e. an arm’s length principle used by the Commission, now with the blessings of the General Court, as a tool to determine whether an advantage has been conferred on an integrated company.
And what does this arm’s length principle look like? For the time being, it bears a striking resemblance to the OECD’s arm’s length principle. Although both the Commission and the General Court have openly admitted that they cannot turn soft law (OECD Guidelines) into hard law (Article 107 TFEU), they have all but done so. In paragraph 66 of the final Starbucks Commission decision of 2015, it was stated that “the OECD TP Guidelines serve as a focal point and exert a clear influence on the tax practices of OECD member (and even non-member) countries” and that they “capture the international consensus on transfer pricing.”
Moreover, in paragraph 173 of its Final Notice on the Notion of State Aid, the Commission stressed that the OECD Guidelines “provide useful guidance to tax administrations and multinational enterprises on how to ensure that a transfer pricing methodology produces an outcome in line with market conditions.” More importantly, it stated that “if a transfer pricing arrangement complies with the guidance provided by the OECD Transfer Pricing Guidelines,” then “a tax ruling endorsing that arrangement is unlikely to give rise to State aid.” Unlikely, but not certain! In its 2016 Working Paper on State Aid and Tax Rulings, DG COMP further complicated matters when it asserted that its ‘focus is on cases where there is a manifest breach of the arm’s length principle.’ “Unlikely” and “manifest” are…slippery adverbs and adjectives. The line between exclusive EU competence and Member States’ tax sovereignty should be brighter.
The General Court’s recent rulings not only failed to provide more detailed guidance as regards the content of this “EU law ALP,” but they seem to have sealed the deal in favour of the OECD Guidelines (again, a soft law instrument which EU Member States can choose not to abide by). In paragraph 155 of its Starbucks judgment, the General Court emphasised that the OECD Guidelines “are based on important work carried out by groups of renowned experts, that they reflect the international consensus achieved with regard to transfer pricing and that they thus have a certain practical significance in the interpretation of issues relating to transfer pricing” (emphasis added). From Paris (OECD), to Brussels (Commission) and now to Luxembourg (General Court), the OECD’s appeal seems to be irresistible.
Conclusion
The game is certainly still on but, after the Commission’s Fiat victory before the General Court, we have entered the endgame. Will the Commission manage to deliver checkmate? It will be interesting to see if the EU’s very own  “Magician from Glostrup” can pull this one off.

‘We Don’t Accept Shady Coins’ – Baltic Honey Badger Conference [Interview]
This ain’t your typical Bitcoin and Blockchain conference. Bitcoinist spoke with the organizers of the Baltic Honey Badger Conference who explained what makes this event special and what to expect at this year’s event in Riga. 
Bitcoinist caught up with Max Keidun and Roman Snitko, CEO and CTO of HodlHodl, the organizers of this year’s Baltic Honey Badger conference that will be held September 22-23 in Latvia’s capital, Riga.
Keidun and Snitko explain that since the Baltic Honey Badger event attracts some of the brightest minds in Bitcoin since it doesn’t accept ICOs, shady coins or blockchain snake-oil salesmen.

Bitcoinist: What makes the Baltic Honey Badger conference different from other Bitcoin/blockchain conferences? 
HodlHodl: We do not accept ICOs, shady coins or blockchain projects as sponsors. But the most important point, we wanted to capture that cypherpunk spirit, gather all the best people in the industry to share their knowledge, wisdom, and ideas. It’s not a promotional event. We do have some sponsors, but not too many.
Bitcoinist: How did the idea for a “conference driven by the cypherpunk movement” come about? Who was responsible for it? 
HodlHodl: It was just me and my co-founder. We were sitting in the kitchen together and I was telling him about how cool the 2013 San Jose Bitcoin conference was and that there’s nothing like it anymore. We thought why not have it in Latvia? Surely it’s a small country but it’s right there in the middle, between Europe and Asia, it’s beautiful and not expensive. And so the Baltic Honeybadger was born.
Bitcoinist: Did you expect last year’s inaugural event to be such a huge success? 
HodlHodl: Not really, took us by surprise it was so well received.
Bitcoinist: Who was your favorite speaker? 
HodlHodl: Favorite speaker? Don’t think there’s a favorite, but it was very exciting to have all those people, whom you mostly know from Twitter and YouTube, come to the conference and talk to them and see what they’re like in real life. There are all sorts of interesting details to learn about them: some of them only eat meat while some of them are vegetarians, for example.
It’s very cool that it’s not just Bitcoin that defines us all, but there are always so many different dimensions to a person that you can only see when you meet face to face.
And we are grateful for this chance to meet them all. Bitcoinist: What changes can we expect this year compared to last year? 
HodlHodl: Day 1 and 2 will be held at the same venue. It’s not downtown, but it’s much larger to accommodate a larger audience. We also learned our lesson from the afterparty last year, the music was too loud, so that’s not going to happen this year. And, of course, it’s going to be much much warmer this year, because it’s September and it’s really the best time to visit Riga.
Bitcoinist: Why is Riga the host city for the second year in a row? Do you have plans to host it somewhere else in the future? 
HodlHodl: Why change the location that absolutely worked last time? I think the current idea is that we’re going to hold (or hodl, really) Honeybadgers in Riga exclusively. After all, it’s a Baltic Honeybadger.
Bitcoinist: How bitcoin-friendly is Latvia in general? Would you recommend using BalticAir, for example, which was the first airline to accept bitcoin directly? 
HodlHodl: I wouldn’t say there are a lot of merchants but there are a couple of places downtown you can pay with BTC. And there’s certainly quite a number of Bitcoin projects that originated in Latvia and the Baltic countries.
Some apartments in Riga accept BTC and yes, Airbaltic accepts bitcoin directly. I would recommend using either AirBaltic or CheapAir though because AirBaltic doesn’t cover all flight destinations. There are no Bitcoin-accepting hotels, but there are few apartments that accept BTC.
Bitcoinist: There’s probably less sponsors for an event like this given the absence of altcoins, blockchain snake oil salesmen,  ICO shills, and banking institutions. Is it difficult to fund such an event? Who are the sponsors? 
HodlHodl: The sponsors that we have are all listed on the website. It was more difficult to fund the even last year. This year it’s slightly easier because we already knew the demand for tickets was there and we actually sold our first 100 tickets in the first couple of days after the announcement. Bitcoinist: Can you give a sneak peek of what the agenda will be? In other words, what are the most pressing issues that should be in focus at this year’s event? 
HodlHodl: The full agenda was just published on the website. Bitcoinist: What speaker(s) do you look forward to the most this year? 
HodlHodl: I think Saifedean Ammous and Eric Voskuil will be interesting to watch, they have some opposing views on the idea that Bitcoin will become the new reserve currency and both are very smart and intelligent people, albeit coming from different backgrounds. And their talks are scheduled on the first day in the morning, one after another. Bitcoinist: Do you think the typical ‘blockchain’ conferences frequented by bank reps, ICOs, and blockchain ‘influencers’ have been beneficial or detrimental to Bitcoin and cryptocurrencies? 
HodlHodl: I think it’s fine. People who go there realize, sooner or later, it’s all useless. Kind of a learning experience.
You can pitch your ICO or your blockchain projects to other ICO guys or blockchain guys, but hardly anyone is interested in anything other than their own project.
At Baltic Honeybadger we actually discourage pitching. That’s not what the conference is about. Bitcoinist: Your event strives to be informative and educational to new Bitcoin users. What is the most important thing that newcomers should understand about Bitcoin before anything else? What do you tell people to get them interested in Bitcoin? 
HodlHodl: My personal experience is that different people are interested in Bitcoin for many different reasons. If you want to get someone interested, find out what really matters to them and if Bitcoin can offer something that would change their life for the better, then that’s what you need to explain. Bitcoinist: Anything else you’d like to add?

QUICK CHECK-UP: TPS
2019-20 SEASON: 11TH PLACE
I suppose mentioning losing 23 out of the first 32 games is enough to tell how the season really went for Turun Palloseura (TPS)? Yeah, uh... To be fair, I think there were far more issues in the team than just stubborn management trying to desperately hold onto a coach that was not going to change the course into anything better. As a communications specialist and a sport marketer, I see what TPS was doing was basically committing a brand suicide that then lead to the empty arenas.
2020-21 SEASON
People seem to think it’s hilarious that a Ilves legend, Raimo Helminen, is coaching TPS, and his time with the national U20 team have also left people critical of his coaching. The team’s pre-season has been a little here and there, but compared to the trainwreck of a last season, there is some promise of hope. Then again, that is kind of expected from TPS, who basically created a “muukalaislegioona” (a foreign squad) during the off-season, because if you’re going to use plenty of money to fill up your roster with foreigners, you better fucking deliver.

CANTLON'S CORNER: THERE'S STILL HOCKEY NEWS AND NOTES EVEN UNDER QUARANTINE - VOLUME 3

BY: Gerry Cantlon, Howlings HARTFORD, CT - Even with the world principally under quarantine, hockey business still moves forward. At this time of the year, Cheshire-native, Rob Malloy, usually is ramping up his workouts in preparation for what's coming up in three weeks, skating for Australia at the IIHF Division II Group A World Championship tournament. The championship, played in Zagreb, Croatia, near the Mediterranean Sea, would have been Malloy's sixth of his career. But now, that's all changed. The Mighty Roos, the Aussie’s national team name that would have been competing against China, host Croatia, Israel, the Netherlands, and Spain, but due to the COVID-19 outbreak that started in China, has taken that away from him and his Aussie teammates. In addition, the start of his 10th season of AIHL (Australian Ice Hockey League) hockey scheduled for April 18th is on hold as well. “We were obviously disappointed worlds were canceled, but nobody disagreed. At this stage, I don’t think there will be a competition until 2021. I also don’t see the feasibility of the AIHL season going ahead either. The teams rely on ticket sales and sponsorships to survive flying 25 guys around the country multiple times. Most rinks have shut for the time being. I don’t know, I don’t see anything happening in the near future,” Malloy said via e-mail. It's not the only calamity that has befallen him in the Land Down Under. He, his wife, and his two young children were in the heart of the Australian apocalyptic-looking brushfires several months ago, near their home in New South Wales. “The fires were pretty crazy! There was one about 15 miles from us that was burning for months. We lived in a blanket of smoke for a while. The air quality was awful. We couldn’t really even go outside. They are all extinguished at this point, but the recovery will be felt for years to come.” Now he and his family are back at home, unable to leave home, yet again. “We've been sitting in isolation for a few weeks now. They haven’t locked everything down yet here, let’s see what happens.” XL CENTER As of Wednesday, the home of the AHL Hartford Wolf Pack, UCONN hockey and men’s and women’s basketball is closed. The last of its staff was furloughed, both office and building workers. This now leaves just one office employee in the Wolf Pack offices and building security in the structure on a daily basis. WEBSTER BANK ARENA Currently, there aren't any AHL Sound Tigers hockey going on in the building, but plenty of saves are still going on. The arena is being converted to an emergency triage center for handling the overflow of coronavirus patients from various Fairfield County facilities. Fairfield County has been the hardest hit county in the state. Fairfield County is followed by New Haven County. Up to 118 beds have been assembled and hopefully never used are now available. Hats off to OVG and the arena staff for helping facilitate this. PRO SIGNINGS Ex-Sound Tiger, Cory Conacher, is the likely first AHL’er from this year to sign a European contract. The 30-year-old played in 44 games with the Syracuse Crunch as well as four games with the Tampa Bay Lightning, according to a Swiss hockey website. Conacher has signed with HC Lausanne (Switzerland-LNA), but the team didn’t comment on the rumor. Montreal signed winger Laurent Dauphin to a one-year, two-way deal. Dauphin was acquired on January 7th from the Nashville Predators for Michael McCarron going from Milwaukee to Laval. It was the first of several trades to change Laval. COLLEGE PRO SIGNINGS The New York Rangers added one more forward to the mix for the 2020-21 Wolf Pack season. Justin Richards, a center from the defending national champion University Minnesota-Duluth (NCHC), is leaving school a year early. In 34 gamers he had 14 goals and 25 points and was plus-14. In 120 career games for the Bulldogs, he's amassed 26 goals and 66 points. His father is Todd Richards, the ex-Hartford Whaler. His uncle Travis played for eight years with Grand Rapids (AHL). The number of signees is increasing a little each day and for UCONN next year some of the top teams in Hockey East have lost some big guns. Northeastern saw Tyler Madden leave after two years for a standard three-year, entry-level deal with the Los Angeles Kings. The Kings acquired his rights in a trade deadline deal with the Vancouver Canucks, who originally drafted Madden in 2017. The nation’s leading collegiate goalscorer, John Leonard, leaves the UMASS-Amherst Minutemen (HE) and heads for San Jose. His teammate Jake McLaughlin signs with the Chicago Wolves and Max Gildon leaves New Hampshire early for the Florida Panthers. One of the bigger college free agents, Brinson Pasichnuk, of Division I's independent program, Arizona State Sun Devils signed not with the Coyotes, but with the San Jose Sharks. Currently, that makes 68 Division I players that have signed pro deals and 78 in total. Two college players have signed for Europe one in Division I and one from Division III and 16 underclassmen have left early in Division I. According to veteran Rhode Island hockey reporter, Mark Divver, forward Tim Doherty of the University of Maine (HE) is transferring to Penn State (Big 10) in the fall is the latest grad transfer. Defenseman Milan Alishlalov (Westminster Prep) comes to UCONN in the fall. He has been playing for the Johnstown (PA) Tomahawks and was named to the NAHL East Division All-Rookie team and to the NAHL second-team, All-Rookie squad The three Hobey Baker finalists were announced and the award winner will be announced April 11th at an odd time 11 PM on ESPN Sportscenter. Junior Jordan Kawaguchi of North Dakota (NCHC), Junior Scott Perunovich of Minnesota-Duluth (NCHC) who just signed a two-year, entry-level deal with the defending Stanley Cup champions St. Louis Blues. Junior goalie, Jeremy Swayman of Maine (HE) signed an entry-level deal with Boston last month and are vying for the title. HOCKEY NEWS Cooper Moore (Greenwich/Brunswick School) was named to the BCHL All-Rookie team. The British Columbia Hockey League is one of the 10 Junior A Leagues in Canada that college-bound players are sent to prepare for a year or two before playing Division I hockey. Moore will be skating for North Dakota (NCHC) in the fall. The Chicago Steel (USHL) was awarded the leagues Anderson Cup as regular season champions with a 41-7-1-0 for 83 points. The head coach to start the year was ex-Wolf Pack captain and Sound Tiger, Greg Moore, who left December 1st to take the head coaching job with the Toronto Marlies (AHL). The OHL Priority Draft will be held remotely this Saturday starting at 9 AM for 300 players to be selected. Vinny Borgesi, from the Selects Academy at South Kent Prep, will play for the Tri-City Storm (USHL) in the fall and is a Northeastern (HE) commit in 2022-23. Another player from the Selects Academy U-16 team defenseman  Conor Shortall (St. John’s) returns to Canada and will play for the Drummondville Voltigeurs (QMJHL) in the fall. Ex-Wolf Pack, Wojtek Wolski, and ex-Sound Tiger, Tomas Malec, were released from HC Ocelari Trinec and HC Brno (Czech Republic-CEL) respectively. Ex-Pack, Petr Zamorsky, has signed an extension with HK Hradec Kralove (Czech Republic-CEL). Ex-Wolf Pack, Adam Tambellini, stays in Sweden going from MODO (Sweden-SHL) to Rogle BK (Sweden-SHL). Ex-Sound Tiger, Dustin Friesen, stays in Germany going from ERC Ingolstadt (Germany-DEL) to Iserlohn (Germany-DEL). A trio of ex-Wolf Pack/CT Whale did not have their contracts renewed by SC Rapperswil-Jona (Switzerland-LNA) in Tom Pyatt, Casey Wellman, and Danny Kristo. Philip Samuelsson, the eldest son of former Whaler great, Rangers player, and assistant coach, ex-Wolf Pack, and Avon Old Farms assistant coach, Ulf Samuelsson is being pursued by Dynamo Riga (Latvia-KHL). Defenseman Mike Little (Enfield) signs a two-year extension with SonderjyskE (Denmark-DHL). ARENA NEWS The expansion NHL Seattle completion date on the Key Arena known temporarily as the “New Arena at Seattle Center” has been pushed to June 2021, four months before their first puck is scheduled to be drop. The original date was January 2021 date in part because of the coronavirus mandated shutdown. Declared as a public-private project, the $930-million-project was restarted this past Monday. The temporary posts holding its historic 44 million pound roof are being transitioned from temporary posts to permanent ones, now that the extra excavation has been completed, the concrete for the posts has been poured. Construction on its brand new state-of-the-art training at old Northgate Mall location, however, it's still just started two weeks ago remains closed. NHL Seattle was very close to unveiling its team name,  color scheme, season ticket packages, and likely building naming rights, but it has been postponed till the COVID-19 pandemic is under control and the stay at home measures in place in Washington state are lifted. OVG (Oak View Group) overseeing construction, has two other major arena projects nationally that have been paused. In New York, at Belmont Park in Long Island, the future $1.3 billion 17,113 seat new home for the New York Islanders was halted by executive order of Governor Andrew Cuomo in response to the COVID-19 outbreak in NYC and the immediate need to build several new hospitals, freeing up building supplies. This could affect the original October 2021 opening date. The other arena project is in Palm Springs, California to house its yet named AHL farm team of the expansion NHL Seattle team postponed its February 18th groundbreaking of the $250 million dollar arena, what was described at the time was called, “unexplained circumstances”. Now with California, one of the COVID-19 hot spots, its original September 2021 opening seems in jeopardy for the 10,000 seats for hockey (11,000 for concerts and shows) in a collaboration between OVG Group and the  Agua Caliente Band of Cahuilla Indians. No new groundbreaking date has yet been set. The proposed new arena in Suffolk County Long Island in Ronkonkoma part of a $1 billion dual-use project was given a second extension in mid-December for April, there has been no word on the project's future or status. The project was to feature a 7,500-seat hockey arena, 6,000-seat outdoor stadium, hotel and office building on a 40-acre site that also has an LIRR station. The pandemic situation has forced the Chicago-based JLL (Jones, Lang, Lasalle) Group to likely seek another extension next month. The group hired NHL Hall of Famer former Islander and Ranger Pat LaFontaine, last year to secure letters of commitment from an AHL team, college or junior teams to be the primary tenants in the proposed new arena. Once those commitments are secured, then the Suffolk County council was expected to then get a summary of the bid to develop a Master Builder plan and to start construction. Read the full article

Hello and welcome to the July / August 1990 journey to the USSR.  I went with a youth choir group (70 including approx 10 chaperones) to Helsinki, Tallinn, Riga, Moscow and Leningrad, known today as St. Petersburg.  We performed shows in English, with verbal translations now and again in Estonian, Latvian and Russian, depending on the physical location.

We flew from San Jose Mineta to LAX by US Airways, LAX to Helsinki by Finnair, took a ferry to Tallinn, rode a train from Tallinn to Riga, flew from Riga to Moscow Shemetyevo by Aeroflot, took the train from Moscow Leningradskaya to Leningrad Moskovskaya, took the train from Moscow Finlandskaya to Helsinki Rautatientori / Helsingfors Järnvärgstorget.  We flew home by Finnair and US Airways.
We had all accommodations, meals and entry/exit visas paid for in advance.  I do not know how long the visa process took back in 1989 / 1990, will guess it took six months.  In 2009 it took me at most, 3 weeks for turnaround.  
Well that is the July / August 1990 visit to the USSR down to a few paragraphs.  Sorry, no "cinquains" available this time. XD
